The NATO alliance is more relevant than ever before, but the threats facing the coalition are quite different than at the time of its founding. The strongest, most successful alliances, however, are those that can adapt to change, and after 14 months of supporting Ukraine in its war against Russia’s brutal invasion, it’s clear that a major realignment is underway. The backbone of NATO, once centered in Paris and Berlin, is shifting eastward and now stretches from Helsinki to the Black Sea. Eastern European nations—namely, Poland, Romania, Finland, and the Baltic states—understand more acutely than their Western neighbors the threat posed by Russia and the imperative for collective resolve in its face.
For example, perhaps no European country has committed and sacrificed more to meet the challenge imposed by Russia than Poland—a nation of only 37 million, nearly half the population of its ally Germany. Despite Poland’s relative size, there are plans to more than double the size of the Polish army, bringing it to 300,000 troops, which will make it, by far, the largest in Europe. While numbers aren’t everything, Poland and the Baltic nations are among only a handful of NATO states that have consistently met the commitment made in 2006 by all alliance members to spend a minimum of 2 percent of their GDP on defense and invest 20 percent of their defense budgets in major equipment to ensure NATO’s military readiness.
Going beyond these commitments, in March 2022 the Polish government passed legislation that mandates the country spend 3 percent of its GDP on defense beginning this year, followed recently with plans to commit more than 4 percent of its GDP on defense—far surpassing the relative contributions of all other NATO states, including countries such as Canada and Germany. Polish Defense Minister Mariusz Blaszczak has doubled down on this strategy, explaining: “The criminal assault carried out by the Russian Federation, targeting Ukraine, and the unpredictable nature of [Russian President Vladimir] Putin means that we need to accelerate the equipment modernization even further.”
From my position on the House Armed Services Committee, I have worked to expedite our steadfast ally’s efforts to reinforce NATO’s eastern flank, including by pressing the Biden administration to accelerate the transfer of M1A2 Abrams tanks, which Poland asked for to help deter and, if necessary, repel a Russian invasion force. U.S.-Polish industrial co-production on anti-tank missiles and other systems such as HIMARS should also be incentivized and accelerated where possible. This co-production will help alleviate current supply chain issues and worker shortfalls and will help more rapidly replenish European stocks of munitions. There is also a push right now, which I fully support, to upgrade our Aegis Ashore sites in Poland and Romania to allow for the tracking of Russian cruise, ballistic, and hypersonic missiles threatening NATO.
It should also be noted that the United States benefits from its allies’ investments in defense. Money being spent on Ukraine by Poland, Estonia, Latvia, Lithuania, the United Kingdom, and Romania is actually helping to fix our systems by expanding production, hiring new workers, and standardizing NATO armaments away from Soviet legacy systems—making the U.S. military and the entire alliance more prepared for any future fight. Additionally, and perhaps most importantly, the U.S. Congress has given the Defense Department the authority to conduct multiyear procurement of key munitions, which will allow for purchases of items over multiple years, not annually. This move will enhance predictability, drive down costs, and help ensure that the U.S. military is able to maintain its own readiness requirements and we can continue our support for Ukraine, Taiwan, and other allies and partners. Talks are also underway between Poland and the United Kingdom to construct a large arms factory in Poland—an important step to make European defenses more self-sufficient.
When certain countries step up to meet the threat, as Poland has, the United States should take note and reorient its partnerships within the alliance toward those whose behaviors are most aligned with its strategic goals. That’s why I was pleased when it was announced that a permanent headquarters of the U.S. Army V Corps would be established in Poland. This, along with Aegis Ashore missile defense facilities in Poland and Romania, is an example of the United States’ enduring commitment to protecting its Eastern European allies. These moves will make NATO more secure in the short term and keep Russia deterred from further aggression in the long run.
However, more must be done to boost our alliance’s defense posture and deter the shared threats we face. First, the time has come to shift current U.S. forces in Europe to the countries that are investing most heavily in their own security. It is in the east, with the countries that truly understand the Russian threat, where our troops will be the most useful and have the largest impact on deterrence. That is why I included Section 1075 in this fiscal year’s National Defense Authorization Act—to force the Pentagon to examine moving U.S. forces out of “Old Europe” and into “New Europe.”
Next, leaders in Washington must recognize that the NATO-Russia Founding Act has been effectively killed by Russia’s ongoing war. Signed in 1997, this agreement sought to build trust and cooperation between the two parties, but given that Putin has launched the largest land war in Europe since World War II, the political commitment of this agreement should no longer constrain U.S. troop movements and basing in Eastern Europe as it has for the past quarter century. The alliance should act in unison and officially declare the act dead at the upcoming NATO summit in Vilnius, Lithuania, and Congress should echo these sentiments in support.
To maintain the solvency of the alliance, leaders must also be forward-looking and prepare to counter not only Russia’s current threat but also that of China, which U.S. Defense Secretary Lloyd Austin has defined as the pacing challenge for the long term. Given this, the United States should state publicly that the next NATO secretary-general must come from a country meeting its 2 percent obligation and is willing to stand up to the Chinese Communist Party, as Secretary-General Jens Stoltenberg has. Having the next NATO secretary-general come from Poland, Romania, the U.K., or a Baltic nation would be a wise and well-earned choice.
As we look at other threats facing NATO, French President Emmanuel Macron’s recent visit to China and groveling to Chinese President Xi Jinping—a dictator in the throes of a genocide—should concern the whole alliance. The sins of energy dependence on Russia should serve as a warning for anyone looking to get close to China. Fortunately, Macron’s opinion is a lonely voice in Europe, and there are strong counters to his vision for the continent’s future. One such example again comes from Poland. Following the visit, Polish Prime Minister Mateusz Morawiecki immediately and clearly pushed back on Macron’s comments, saying, “Instead of building strategic autonomy from the United States, I propose a strategic partnership with the United States.”
It’s clear that the center of gravity for the alliance’s resolve has shifted east: Warsaw, Tallinn, Riga, Vilnius, and Bucharest are the new backbone of NATO, and the United States should adjust its policies and posture accordingly.

The U.S. Air Force B-1 Lancer bombers fired advanced ammunition in a real weapons firing exercise in the Middle East, the latest display of the American force in the region.

Two B-1s took off from Fairford RAF Base in the United Kingdom on June 7 and launched precision ammunition – JDAM guided bombs and an AGM-158 JASSM cruise missile – the next day in areas in Jordan and Saudi Arabia. The U.S. has intensified its air and maritime operations in the area amid Iran's aggressive stance and the melting of relations with Saudi Arabia.

“These bomber missions represent the U.S. commitment to our partners and show our ability to provide overwhelming power at any time,” said Lieutenant General Alexus G. Grynkewich, commander of the Central Air Forces (AFCENT), in a statement on June 8. "Today was a demonstration of this capacity and strength of our partnerships."

The mission comes when America is conducting a separate military exercise in Saudi Arabia, the Eagle Resolve.
Last fall, the Biden administration said it would reassess the United States' relationship with Saudi Arabia as the kingdom moved to keep oil prices high after the large-scale Russian invasion of Ukraine. But since then, Iranian-backed militias have launched deadly attacks on American facilities, harassed vessels in the Persian Gulf, and Washington sought to improve relations with Riyadh.

“It's a strategic relationship,” Secretary of State Antony Blinken told Asharq News during a visit to Saudi Arabia. "I think what we are seeing is a growing convergence in our partnership to move forward on issues of mutual interest for Saudi Arabia, the United States and, in this case, for countries in the region and beyond."
The Central Air Force's A-10 Thunderbolt IIs, which can carry small-diameter bombs and other precisely guided ammunition, flew on missions over the Arabian Sea, as well as the Navy's anti-ship P-8 Poseidons.

The two B-1s that took off from Fairford are part of a task force of four bombers from Dyess Air Base, Texas, which have had a busy deployment in recent weeks.
Two of the planes flew directly to the Baltic and were received by a Russian fighter in what the American authorities emphasized as a safe interaction. A week later, two planes flew over Sarajevo, Bosnia and Herzegovina, amid renewed ethnic tensions in the Balkans. The B-1 also participated in an Arctic security exercise with the European allies of the United States on a flight over the North Sea earlier this week.

The B-1s began preparing for their last mission in the Middle East at CENTCOM when AGM-158 JASSMs were loaded into the aircraft. The aircraft exchanged the Far North for the Middle East and its summer heat, refueling during the mission of KC-10 Extenders, which took off from Prince Sultan Air Base in Saudi Arabia, and KC-135 Stratotankers from Al Udied.

Helsinki Boat Tour: Is it Better than the HoHo?
Bob managed to grab a spot on a Royal Line Sightseeing boat tour of Helsinki on the very last day of its tourist season. The sky was clear blue, and the crisp early-fall weather was perfect for spending an hour and a half on the Baltic Sea Harbor of this European capital.
With a sun deck above, a bar/restaurant below, and harbor maps laminated to the tables, the boat cruise was an excellent way to get a feel for the city of Helsinki from the viewpoint of its harbor. Highlights included the fortresses that once guarded Helsinki, a church with a lighthouse on top, the Helsinki Zoo, and the jetty where families come to wash their rugs. Seriously!
The tour cost 26 euros, 22 euros for 65 and up, with larger discounts for children and babies. Audio tours were available in a variety of languages.

During the 1.5-hour sightseeing cruise, the main historical sights of Helsinki are visited. The large sun decks of sightseeing ships offer the best views of the city from the sea. British cruise ship operator, P&O Cruises, has launched the latest addition to its fleet, Iona, with interiors designed by hospitality experts, Jestico + Whiles.
Britain’s largest and most environmentally friendly ship, powered by liquefied natural gas (LNG) will accommodate up to 5,200 guests.
Iona was named in a spectacular ceremony broadcast to a virtual audience on Sunday May 16 and the ship’s maiden voyage will be on August 7, sailing the UK coast and up to her namesake island.
The award-winning interior design and architecture studio has designed most of the food and beverage spaces throughout the ship and the most spectacular space of all, the soaring triple-height Grand Atrium which captures unprecedented panoramic views across the ever-changing seascape, as far as the horizon.
The Grand Atrium is the heart of Iona, a lively focal point that encapsulates the spirit of the ship, with spectacular views and natural light. This special space is designed to ‘draw the outside in’ and, accordingly, Jestico + Whiles has made the sea the hero of the space, allowing guests to connect with the seascape around them.The Grand Atrium will be, according to the occasion and time of day, either playground or sanctuary.
It a key entertainment space, designed meticulously to effortlessly accommodate a wide variety of experiences, from musical performance to thrilling aerialists.
At other times it will attract guests throughout the day for convivial repose, offering from morning coffee as the sun rises and sundowners at dusk.
An elegant, gravity defying, arcing staircase of Italian marble with a filigree, bright silver serpentine balustrade serves as the centre piece to the space, evoking the glamour of the iconic cruise ships of the early 20th century. Designed as a sculpture, its swooping form leads guests on a journey through the decks offering ever changing views.
The unifying experience of the atrium is always the view to the sea that provides an enchanting, captivating backdrop to the activity within.
Jestico + Whiles’ Associate Director, Jennifer de Vere-Hopkins said: “Despite the challenge of such a large space, we have worked closely with P&O Cruises to create a unique Grand Atrium that is harmonious with the separate venues, making the space both open and intimate. The refocusing of the guest experiences on the sea is the heart of an entirely new brief. The sea becomes the focus of the triple-height space; the sinuous curves are shaped around it, framing and complementing the views to the outside.”
P&O Cruises senior vice president, Paul Ludlow said: “We’ve set out to make sure the sea is the star on Iona, and the design of the Grand Atrium tells you so much about how special she is going to be. Balancing intimate spaces with larger social areas, guests will be wowed by the three storey high glass walls and the ever-changing view they reveal. From the moment they step onto the staircase, I know guests will be swept away by the beautiful design.”
Jestico + Whiles has designed P&O Cruises first ever ‘gastro pub’ – The Keel and Cow – on Deck 8, with views over the Grand Atrium and the ocean. The Glass House on Deck 7 will include an impressive wine list and menu curated by award-winning wine expert Olly Smith, wines from around the world are served by the glass. Wine connoisseurs will be well taken care of with a new experience, Cellar Door at the Glass House will offer wine talks, tastings and wine-pairing dinners. Guests can relax with unbeatable views as they watch impromptu aerial and circus performances in the three-storey high space.

Also you learn a lot of things you don’t get in school books. (like the fact that ww2 soldiers were basically on drugs all the time)

It’s a museum from the german armed forces and shows the german and partly european military history. From the dark ages till today. It shows all insane and sad faces of war, but the museum also shows significant inventions, mindsets of the times, lots of personal stories. Basically how inhumane war is on all sides. They even have an animal section. What I like in this museum, is that there are little “interactive doors” and every door has something unique. Like some have replicas you can touch or test, quizzes, little learning games. The most impressive one, but also most disgusting, was a door where you could smell how a battlefield smelled during WW2...

This one is an old research station at the baltic sea. The whole town was an restricted military zone. It was the largest armaments center in europe where the first ever cruise missiles and rockets were invented. So it’s partly WW2 history and space travel museum. You can also visit the old power station (if you like urban exploring you will like that one). And outside of the museum, at the nearby harbor, you can go inside old ships and an old russian submarine.

That one is pure science history but very interactive. And landscaping. The tower is the worlds highest wooden building of this kind and was part of the Bundesgartenshow 1999 (horticulture and landscaping show/park). The park itself is really nice to chill and discover. The Tower has, besides many other science exhibits and experiments, a giant��pendulum from top to bottom that shows the earths movements. Unfortunately, their website is only in german but you can get english audio guides there.

Beginning on Feb. 3, only three weeks before Russia launched its invasion of Ukraine, the Russian navy held military exercises on the edge of Ireland’s territorial waters. The Russian maneuvers took place above the densest concentration of undersea communications cables linking North America and Europe. Six months later, more Russian warships, including the cruiser Marshal Ustinov, were spotted acting unusually in the waters of Ireland’s exclusive economic zone.
There is a lot of nervousness in Western capitals about possible Russian sabotage of critical energy and communications infrastructure following a series of mysterious incidents—explosions destroying several Russo-German gas pipelines at the bottom of the Baltic Sea, Norway’s declaration of a military alert after drone sightings over strategic sites, and the disruption of key internet cables near the Shetland Islands. Russian President Vladimir Putin, that much is certain, is seeking additional ways to raise the discomfort level for the West to undermine its support for Ukraine.
Don’t count on Ireland to have any part in countering or deterring real and potential Russian threats. With a token navy of six active patrol vessels, not a single submarine to cover its vast marine zone, and annual defense spending of barely more than 1 billion euros (about 0.3 percent of GDP), Ireland stands out as the worst-prepared European country to meet any meaningful threat—or even anything less than a meaningful threat.
While Europe is not short of nations that have shirked their military responsibilities and lack a credible security policy, the war in Ukraine has exposed Ireland as perhaps the biggest shirker of them all. Dublin’s blatant disregard for its own security and defense is bad enough for Ireland—which is entirely dependent on open trade routes and has major offshore gas fields. Ireland’s lack of an effective military also has a wider potential fallout. Given Ireland’s strategic location at Europe’s edge in the North Atlantic Ocean, few countries are as important in securing Europe’s vast Western borderlands.
Forget Germany and Europe’s other defense laggards—we need to have a serious conversation about Ireland, Europe’s worst security policy free rider.
Ireland lacks the basic abilities to defend its sovereignty. In a February report, the government-appointed Commission on the Defence Forces starkly exposed Ireland’s military shortcomings. The absence or near-absence of crucial capabilities—including intelligence, cyberdefense, radar, intercept jets, and heavy airlift planes—render the Irish forces “unable to conduct a meaningful defence of the State against a sustained act of aggression from a conventional military force.” That makes Ireland—and the 75 percent of trans-Atlantic undersea cables passing through or near Irish waters—totally defenseless.
Ireland’s mini-navy—six active vessels with roughly 800 total personnel and no subsea capabilities—is supposed to be responsible for policing 16 percent of the European Union’s territorial waters. Yet its staffing shortage is so serious that not even all six ships are available for deployment at any one time. Routine maritime operations are regularly canceled. Additional specialists are being hired from the private sector just to keep the ships afloat.
Pay and conditions are so bad that entire classes of naval service graduates are being bought out of their contracts by private employers seeking their technical skills. Even the cruise ship industry, hardly known as a workers’ paradise, has been able to poach Irish navy staff with better pay and conditions.
But as bad as things are in the barely patrolled Irish Sea, they may be even worse in Irish airspace. With barely 700 staff, the Irish Air Force (known as the Aer Corps) lacks the capability even to track aircraft across Irish skies. Irish parliamentarian Tom Clonan, a former Army officer, noted that Ireland is “the only country in the EU that cannot monitor its own airspace by primary radar. Nor can Ireland patrol its own airspace with even the most basic jet interceptor.”
The last Irish combat jets, decrepit French Fouga CM170 Magisters first built in 1952, were retired in 1998. Since then, the Aer Corps has comprised a motley collection of just over 20 helicopters and planes. Only two maritime patrol aircraft (the Spanish-Indonesian Casa CN 235, which doubles as a regional airliner) guard Ireland’s exclusive economic zone in the North Atlantic, an area of approximately 132,000 square miles.
The absence of combat or heavy airlift planes has left the Irish begging other European air forces for help in emergencies, most recently during the evacuation of Western personnel from Afghanistan. The Aer Corps’ lack of expertise means it has to send junior pilots to the United States and Australia to complete their basic training. Often, they train in modern aircraft models that the Aer Corps will likely never fly.
The effectiveness of the Irish Army—around 7,000 soldiers and staff and falling—is constrained by both its tiny size and lack of equipment. It has no heavy tank and no long-range artillery—just two batteries of medium-range guns. Ireland’s inability to transport any of its army quickly via air or sea renders it a largely static force.
So what exactly have the Irish been thinking all these years?
At the core of the problem lies a generational political neglect, which has led to a continuous deterioration in the effectiveness and morale of serving troops. Ireland—which is not a NATO member—has long been unwilling to develop its military forces as part of a credible security policy, including deterrence. In absolute terms, Ireland spends more on defense than each Baltic country, but the latter have a keen sense of their security needs, conduct regular exercises, and, as NATO members, host additional troops and equipment from allies.
Ireland also appears to feel little security obligation to its European Union partners. This partially reflects Dublin’s view of the obligations of EU membership in purely transactional economic terms. Finally, Ireland has long clung to a policy of military neutrality—a perfect political cover for neglect and a major reason why few Irish would countenance any direct role in military conflict.
Instead, Ireland has outsourced its security to Britain. The two countries have an agreement that effectively cedes control over Irish air space to the British Royal Air Force, including for tracking and intercepting aircraft. The benefit to Ireland is obvious: It keeps its airspace safe and secure without having to pay a single cent.
The war in Ukraine hasn’t jolted the Irish from their security-policy slumber. Unlike Sweden and Finland—also traditionally unaligned—Ireland has not reassessed its neutrality. Unlike Germany, Ireland has not had a sudden epiphany that a new era with increased security requirements has dawned.
Recent polls suggest the Irish are fine with this state of affairs. Two-thirds of Irish voters do not want to see any change to Ireland’s policy of military neutrality, a position that political leaders are loathe to seriously challenge. Irish Prime Minister Micheál Martin and Defence Minister Simon Coveney have snuffed out any timely discussion by pledging to reflect on and redefine Irish neutrality at some unspecified future date. Prevarication continues to overrule all else in the Irish neutrality debate. If anything, Irish public discourse suggests that the political project of enshrining neutrality in the Irish constitution is anything but dead.
Even the Russian navy’s military exercises on the edge of Ireland’s territorial waters haven’t prompted a rethink. In fact, Irish defense spending will continue its long decline in 2023, at least in real terms: The planned increase of 5.6 percent—or just 67 million euros—is far below the current Irish inflation rate of 9 percent. The only discernible upgrade until 2028 is the acquisition of a basic primary radar system. All other weaknesses remain willfully ignored.
The reality is that neither Russia’s brutal war in Ukraine nor heightened worries about protecting Europe’s undersea communications and energy infrastructure will lead to any reordering of Ireland’s security and defense priorities in the medium term. Only direct experience of military conflict, possibly in the form of a Russian attack on Ireland’s undersea infrastructure, would have any chance of pushing Ireland into action.
In the words of Irish parliamentarian and former Army ranger Cathal Berry, the Russian invasion of Ukraine has exposed Ireland as Europe’s weakest link.
