Bhopal Collector Kaushlendra Vikram Singh on Monday issued a complete ban on begging in public spaces within the district, citing concerns over safety, traffic disruptions, and criminal activities associated with begging. The prohibitory order was issued under Section 163 of the Bhartiya Nagrik Suraksha Sahita (BNSS) 2023, which grants authorities power to take urgent action in cases of public nuisance or imminent danger. The order specifically targets begging at traffic signals, religious and tourist locations, and other public spaces. It noted that many individuals engaged in begging either alone or with their families have been creating hindrances to traffic and violating government directives. Furthermore, the order pointed out that a significant portion of the beggars, often coming from other states and cities, have criminal backgrounds, with many involved in drug use and other illicit activities. The order emphasized that giving alms to beggars or purchasing goods from them is now prohibited, and legal action will be taken against violators under Section 223 of BNSS 2023. Dhar SP Manoj Kumar Singh confirmed that cases were registered for disrupting public peace, naming individuals in some and filing FIRs against unidentified persons in others.
