Merlin, a developer of safe and autonomous flight technology, announced that it has signed an agreement with the United States Air Force (USAF), aimed at a collaboration, carried out in conjunction with the Air Mobility Command (AMC) and the Air Force Material Command (AFMC), with the aim of integrating and demonstrating Merlin's advanced Pilot system in the iconic KC-135 Stratotanker air refueling tanker.
The multi-year partnership between Merlin and USAF is scheduled to introduce a gradual approach to improve the capabilities of the KC-135, starting with reducing the crew workload and advancing towards unmanned autonomous operations. This ambitious initiative represents a major advance in improving the mission readiness and operational efficiency of the U.S. Air Force.

Merlin's innovative Pilot system, designed to allow safe and autonomous flights for fixed-wing aircraft, will undergo rigorous phases of testing and demonstrations to validate its performance and reliability. Integration into the KC-135, a key asset in the USAF fleet for more than six decades, represents an important milestone in Merlin's quest to advance automation systems for military applications.

The US is betting big on the future of semiconductor technology, launching a $1.6 billion competition to revolutionise chip packaging and challenge Asiaâs longstanding dominance in the field. On July 9, 2024, the US Department of Commerce unveiled its ambitious plan to turbocharge domestic advanced packaging capabilities, a critical yet often overlooked aspect of semiconductor manufacturing.Â
This move, part of the Biden-Harris Administrationâs CHIPS for America program, comes as the US seeks to revitalise its semiconductor industry and reduce dependence on foreign suppliers. Advanced packaging, a crucial step in semiconductor production, has long been dominated by Asian countries like Taiwan and South Korea. By investing heavily in this area, the US aims to reshape the global semiconductor landscape and position itself at the forefront of next-generation chip technology, marking a significant shift in the industryâs balance of power.
US Secretary of Commerce Gina Raimondo emphasised the importance of this move, stating, âPresident Biden was clear that we need to build a vibrant domestic semiconductor ecosystem here in the US, and advanced packaging is a huge part of that. Thanks to the Biden-Harris Administrationâs commitment to investing in America, the US will have multiple advanced packaging options across the country and push the envelope in new packaging technologies.â
The competition will focus on five key R&D areas: equipment and process integration, power delivery and thermal management, connector technology, chiplets ecosystem, and co-design/electronic design automation. The Department of Commerce anticipates making several awards of approximately $150 million each in federal funding per research area, leveraging additional investments from industry and academia.
This strategic investment comes at a crucial time, as emerging AI applications are pushing the boundaries of current technologies. Advanced packaging allows for improvements in system performance, reduced physical footprint, lower power consumption, and decreased costs â all critical factors in maintaining technological leadership.
The Biden-Harris Administrationâs push to revitalise American semiconductor manufacturing comes as the global chip shortage has highlighted the risks of overreliance on foreign suppliers. Asia, particularly Taiwan, currently dominates the advanced packaging market. According to a 2021 report by the Semiconductor Industry Association, the US accounts for only 3% of global packaging, testing, and assembly capacity, while Taiwan holds a 54% share, followed by China at 16%.
Under Secretary of Commerce for Standards and Technology and National Institute of Standards and Technology (NIST) Director Laurie E. Locascio outlined an ambitious vision for the program: âWithin a decade, through R&D funded by CHIPS for America, we will create a domestic packaging industry where advanced node chips manufactured in the US and abroad can be packaged within the States and where innovative designs and architectures are enabled through leading-edge packaging capabilities.â
The announcement builds on previous efforts by the CHIPS for America program. In February 2024, the program released its first funding opportunity for the National Advanced Packaging Manufacturing Program (NAPMP), focusing on advanced packaging substrates and substrate materials. That initiative garnered significant interest, with over 100 concept papers submitted from 28 states. On May 22, 2024, eight teams were selected to submit complete applications for funding of up to $100 million each over five years.
According to Laurie, the goal is to create multiple high-volume packaging facilities by the decadeâs end and reduce reliance on Asian supply lines that pose a security risk that the US âjust canât accept.â In short, the government is prioritising ensuring Americaâs leadership in all elements of semiconductor manufacturing, âof which advanced packaging is one of the most exciting and critical areas,â White House spokeswoman Robyn Patterson said.
The latest competition is expected to attract significant interest from the US semiconductor ecosystem and shift that balance. It promises substantial federal funding and the opportunity to shape the future of American chip manufacturing. As the global demand for advanced semiconductors continues to grow, driven by AI, 5G, and other emerging technologies, the stakes for technological leadership have never been higher.
As the US embarks on this ambitious endeavour, the world will see if this $1.6 billion bet can challenge Asiaâs stronghold on advanced chip packaging and restore Americaâs position at the forefront of semiconductor innovation.

Credit: NASA New space technology ideas emerge every day from innovators across the country, and NASAâs Small Business Innovation Research (SBIR) program on Monday selected more than 100 projects for funding. This program offers small businesses in the United States early-stage funding and support to advance the agencyâs goals of exploring the unknown in air and space while returning benefits to Earth. Specifically, NASAâs SBIR program awarded $93.5 million in Phase II contracts to bring 107 new ideas to life from 95 selected small businesses. Of these businesses, nearly 80% have less than 50 employees, and 21% are receiving their first Phase II award, valued at up to $850,000 each. Each small business was also eligible to apply for up to $50,000 in Technical and Business Assistance program funding to help find new market opportunities and shape their commercialization roadmap. âWe are thrilled to support this diverse set of companies as they work diligently to bring their technologies to market,â said Jenn Gustetic, director of Early Stage Innovation and Partnerships with NASAâs Space Technology Mission Directorate (STMD) at the agencyâs headquarters in Washington. âInclusive innovation is integral to mission success at NASA, and weâre excited to see that 29% of the awardees are from underrepresented groups, including 11% women-owned businesses.â In Phase II, awardees will build on their success from the programâs first phase to bring their technologies closer to real-world use. The companies have 24 months to execute their plans, which focus on their technologiesâ path to commercialization. For example, NASA selected women-owned and first-time NASA Phase II awardee nou Systems, Inc. in Huntsville, Alabama, for its genetic testing instrument. While portable genetic sequencing already exists, field sequencing â that would allow DNA analysis anywhere on Earth or off planet â remains unfeasible as the preparation of the DNA Library remains an intensely manual process, needing a trained wet lab technician and several pieces of laboratory equipment. The Phase II technology takes advantage of several cross-enabling technologies, creating an instrument to automate the genetic sequencing process. âOur program works directly with small businesses to forge innovative concepts and technologies that drive impact for NASA projects as well as a myriad of commercial endeavors,â said Jason L. Kessler, program executive for NASAâs SBIR and Small Business Technology Transfer (STTR) program at NASA Headquarters. âThis collaboration results in realized opportunities not only for NASA but all of humanity.â This includes technologies aiming to reduce astronaut workload and improve robotic scientific endeavors on the Moon and Mars. PickNik Inc. based in Boulder, Colorado, will use its Phase II award to continue developing a hardware-agnostic platform for supervised autonomy that empowers humans to command a remote robot to complete complex tasks with minimal input, which could support the Artemis program. âThatâs an impressive weapon you have there,â Ironwood said as he walked over to Ruby. âYou and your team all have some very⌠unique weapons that Pietro was excited about being able to handle for a bit.âÂ
Ruby smiled a bit. âThanks. Iâm glad that he was willing to be careful with her. If anything had happened, Iâm not sure what Iâd do.âÂ
âHeâs one of the brightest minds we have. Heâs the mind that came up with the Penny project and the Atlesian Knights that we use now, along with the technology thatâs been used for our prosthetics for huntsmen.âÂ
âHe mentioned that to us.âÂ
âRight.â Ironwood sat down for a moment and looked out over the city as night started to fall. âYou know, I could show you where all of our weapons and technology is made.âÂ
âYou can?âÂ
Ironwood smiled a bit as he heard Rubyâs voice perk up. âIts only fair since you let us handle your weapon for a while. And it can be our little secret.âÂ
âDoes it have to be a secret?â Ruby asked. âCant my team come too?âÂ
âUnfortunately, since most of you are from other kingdoms, we cant exactly allow for all of you to know our secrets. However, I can make an exception to you since we are working together.âÂ
Ruby nodded and checked the time on her scroll. âGuess weâll want to do this tomorrow, right?âÂ
âWe can see it now if youâd like.â Ironwood stood up and gave Ruby a warm smile. âYou will have plenty of time to rest before your mission in the morning.âÂ
âIf youâre sure, then⌠alright.âÂ
Ironwood nodded and started to walk back into the Academy, making sure Ruby was following close behind as he took her through the halls of the school and down into the military base. His smile faded to a serious look as he continued his way through, using the ID on his scroll to make his way through each of the doors for clearance. Finally, he stopped at a window that overlooked an automated workshop. âAnd hereâs where the magic happens.âÂ
Ruby stepped over to the window, her smile fading and her excitement fleeing as she watched the machines work. Hundreds, if not thousands of copies of her and her teammateâs weapons were being made and equipped to new robotic soldiers, each completed weapon being tested against captured grimm. âYouâre⌠making copies of our weapons?âÂ
âEach of your weapons is uniquely made, each one proving to be an effective deterrent to the grimm unlike others weâve seen.â Ironwood moved away from the window, hands behind his back as he made his way further down the hall. âAnd by allowing us to work on them, youâve given what we need to make sure our soldiers can push the grimm back when we tell the world about Salem.âÂ
âAnd you couldnât have asked us first before mass producing the weapons we care about?âÂ
Ironwood paused in his step. âSalem is already making her move and you and your team have already proven to be effective huntsmen. Almost as effective as the Ace-ops. What Atlas⌠what Iâm trying to do is make sure that we are ready for what is about to come. And while I am able to provide the soldiers needed to protect each kingdom, weâre still missing the strength needed to fully hold Salem back.â He motioned to the next window, calmly. âSo weâre taking⌠different measures.âÂ
Ruby walked to the window he motioned to and paused as she watched a few Atlas soldiers start to mimic her fighting style with a scythe, rushing through grimm with ease as they struck with deadly accuracy. A few other soldiers using copies of her friendsâ weapons, including a variation of Pennyâs, were following suit as they practiced on hard light copies of grimm. âThis is⌠wrong.âÂ
âIts what needs to be done in order to keep everyone safe.â Ironwood walked up behind Ruby, hands still behind his back as he watched the robotic soldiers. âTheyâll be field tested tomorrow while you and your friends are helping Mantle. Once we know that theyâll work-âÂ
âAnd if we dont agree to this?âÂ
âWhy would you need to?âÂ
âThese are our weapons! Our fighting styles! Theyâre us!â Ruby turned around and glared at Ironwood. âDont you think that we need to have a say in how you use our property?âÂ
Ironwood sighed and closed his eyes for a moment as he pressed a button on his scroll. âI was hoping youâd see things my way. Since you arent and are unable to make the choices that are necessary, I think its time I relieve you of your duty.âÂ
Ruby paused for a moment as she heard her scroll go off as a notification ran through to disable her huntress license. âYou cant do that!âÂ
âI can and I will.â Ironwood turned around and started to walk off as he pressed another button on his scroll. A couple soldiers came through the doors at the end of the hall and rushed to Ruby to arrest her. âI hope the next appointed leader of your team will see things better.âÂ
âYou cant do this!â Ruby yelled as she struggled against the grips of the soldiers. âWeâre supposed to be working together!âÂ
âWe were.â His eyes glanced through another window he walked by and watched one of the robotic soldiers be given synthetic skin and an outfit similar to Rubyâs. âAnd I think I know a way for us to continue working together without your interference.âÂ
