WEST BENGAL SCHOOL JOB SCAM
The School Selection Commission (SSC) scam in West Bengal came to national limelight after the Enforcement Directorate (ED) unearthed Rs 21 crore 90 lakh in hard cash from Arpita Mukherjee’s residence. Arpita Mukherjee is believed to be a close confidante of Partha Chatterjee,a trusted lieutenant of Chief Minister Mamata Banerjee, a former state education minister and the current minister of commerce and industries. He is under arrest, as is Mukherjee. The matter is being probed by ED as well as the Central Bureau Of Investigation (CBI).
After the formation of the Trinamool Congress (TMC) government in the state in 2011, a serious breach in protocol was noticed in the Regional Level Selection Test (RLST) of 2012 -- a teacher recruitment process, when ranks, according to the combined merit panel, were jumped and lower ranked candidates were recruited as teachers. Many candidates who were at the receiving end of the selection board's “irregularity” knocked on the doors of the court. As of now, related litigations are still pending in Supreme Court.
In the upper primary section, during the start of the recruitment process, many cases were filed alleging that non-trained candidates got a preference for jobs and many out-of-turn candidates were given appointments. On December 11, 2019, the Calcutta High Court, in view of the malpractices, ordered cancellation of the merit list and a halt to the recruitment process.
However, after the recruitment process restarted in 2016, things did not change as various lowly placed candidates were placed on the merit list and were recruited anyway.
The non-teaching staff recruitment panel started the process of filling up forms from August 10 to 31, 2016. On May 4, 2019, the SSC intimated the candidates that the recruitment process was over. Interestingly, after this announcement was made, hundreds of off-panel candidates were hired. At first 25, then 542 people’s salaries were terminated by the Calcutta HC after it found large-scale irregularities in the recruitment process. The last SSC teachers’ recruitment -- SLST for classes 9 and 10 -- was held on November 27, 2016 and the SLST for classes 11 and 12, was held on December 4, 2016. The Upper Primary Teacher Eligibility Test (TET) exam was last held on August 16, 2015. However, since then, the teacher recruitment process for upper primary school has been stopped in the state.
It was alleged that during the entire recruitment process, a section of the would-be teachers used to pay hefty sums to the TMC leadership, which used to be channelised to Partha Chatterjee, the then Education Minister.
The Calcutta High Court constituted a Committee that got wide evidence of irregularities and ordered removal of both Ganguly and Manik Bhattacharya from the post of the Chairman of the West Bengal Board of Secondary Education and the West Bengal Primary Teaching Council, respectively. It is alleged that during the pandemic-induced lockdown, when everything came to a standstill, several candidates gave ‘cut money’, which was channelised to then education minister Partha Chatterjee, and they were recruited illegally.
In many cases, the academic scores of the undeserving candidates allegedly in lieu of money were hiked by the SSC authority. At the same time, many deserving candidates, who got more than the cut-off marks, were rejected ostensibly because the online submission of their documents was rejected.
West Bengal minister Partha Chatterjee, who is currently in the custody of the Enforcement Director (ED) in connection with the recruitment of teachers and staff in government-aided schools, can find himself in more trouble with the central agency claiming to find his involvement in alleged irregularities in appointment of teachers through Teacher Eligibility Test (TET) in 2014. The Calcutta High Court had ordered a CBI probe into the 2014 Primary Teacher Eligibility Test (TET) and dismissed 269 people who were recruited through the test. Chatterjee was then the state education minister. The seizure list of recoveries from Chatterjee’s house in Naktala indicates his involvement in the TET corruption too, said an ED official Meanwhile, Chatterjee’s official car, used by him for over 15 years, was deposited in the state Assembly. Chatterjee, also secretary general of the ruling Trinamool Congress, was allotted the car and a driver by the Assembly as the Leader of the Opposition in 2006.Proceeds worth over Rs 100 crore generated from the West Bengal SSC teachers' recruitment scam belong to Bengal's former education minister Partha Chatterjee, confirmed the adjudicating authority of the Prevention of Money Laundering Act at a special PMLA court in New Delhi on Wednesday. The adjudicating authority of the PMLA confirmed the findings of the Enforcement Directorate which found that the proceeds of crime around Rs 100 crore belong to Partha Chatterjee. The unaccounted money was found five days after the agency seized more than Rs 21 crore in cash, besides jewellery and foreign exchange from another flat of Arpita Mukherjee girlfried of ex education minister Partha chattargee, who was also arrested on July 23.The CBI, as directed by the Calcutta High Court, is looking into the alleged irregularities committed in the recruitment of Group-C and D staff as well as teachers in government-sponsored and aided schools on recommendations of the West Bengal School Service Commission. The ED is tracking the money trail in the scam. Subsequently, the central agency informed the court that they had found manipulation in the OMR sheets of 3,481 group C candidates, 2,823 group D candidates, 952 class IX-X assistant teacher candidates and 907 class XI-XII assistant teacher candidates. This included empanelled and waitlisted candidates and those who were neither empanelled nor waitlisted.
Justice Gangopadhyay had in a September 2022 order called upon appointed persons involved in illegal means to voluntarily resign to avoid stricter punishment.“Those persons know it very well that they have got service as a result of illegality and corruption… This court will expect that these persons will resign by 9th November, 2022 and if they do resign their matter will come to an end… This is an opportunity which is being given to those candidates who have got appointments illegally and those who will think rightly and resign will be treated as persons who are regretful for their acts but the persons who would not resign will be treated by this court very strictly,” Justice Gangopadhyay had written.
The court has ordered fresh counselling for recruitment in the vacant positions. While those in the waitlist will be called for such counselling, the waitlisted candidates whose OMR sheets have been found to be manipulated are not eligible.

"Among the many programs we've developed over the last 17 years, developing new plays with the intent to produce and publish, has always been the most ambitious dream of all of us at Gingold. While we continue to produce our annual full off-Broadway productions of plays by George Bernard Shaw, we plan to add at least one new play to our schedule to share with our devoted patrons," said David Staller. Named after the corner of London's Hyde Park where George Bernard Shaw and other political speakers have delivered speeches since 1855, GTG's SPEAKERS' CORNER brings together six to ten writers each year who will spend the year exploring a specific Shaw play and writing individual new plays in response to that text and Shaw's forward thinking humanitarian ideals. Speakers' Corner members meet bi-monthly, and GTG will host showings of the works that Speakers' Corner develops at the end of the season. The group's members were identified through an open application process under the guidance of Becker, GTG Artistic Director David Staller, and this season's Speakers' Corner Readers and Advisory Committee: Ilana Becker, Stephen Brown-Fried, Ralph B. Peña, Daphne Rubin-Vega, Sharon Washington, along with Speakers' Corne alumni Hank Kim, and Lorenzo Roberts.

She also works as a Senior Writer for Ethena, where she creates harassment-prevention training in the form of short-form articles, graphic novels, audio plays, and more. In addition to Speakers' Corner, GTG's on-going play development also includes PRESS CUTTINGS, which, in recognition of Shaw's career as a theatre critic, supports the development of new plays written by theatre journalists. Press Cuttings has commissioned new plays by Jeremy McCarter, Robert Simonson, and David Cote, and, in June of 2017, presented an AEA workshop of David Cote's Otherland directed by May Adrales. This fall, GTG returned to live, in person performance with the acclaimed revival of Bernard Shaw's Mrs. Warren's Profession starring Robert Cuccioli, David Lee Huynh, Alvin Keith, Nicole King, Raphael Nash Thompson, and Tony® Award winner Karen Ziemba as Mrs. Warren, which recently completed its acclaimed Off-Broadway engagement at Theatre Row, directed by David Staller. Terry Teachout, reviewing Mrs. Warren's Profession in The Wall Street Journal, declared "Mr. Staller, who knows everything there is to know about Shaw, has not only staged the play but edited the text with his accustomed skill. All the more reason, then, to praise David Staller, the artistic director of Project Shaw, a long-running series of semi-staged concert readings of the playwright's 60-odd shows. In addition to Project Shaw, Mr. Staller's Gingold Theatrical Group presented fully staged small-scale off-Broadway versions of Heartbreak House in 2018 and Caesar and Cleopatra in 2019, and now they're doing Mrs. Warren's Profession. The production is completely satisfying... Sprinkled with tart, school-of-Wilde epigrams ('There are no secrets better kept than the secrets everybody guesses') and overflowing with glittering talk, it's a foolproof vehicle for six accomplished actors and a director who, like Mr. Staller, knows better than to let the play become a static chat-fest. Instead, he keeps the actors moving and the pace brisk, and the results are immensely pleasurable." GINGOLD THEATRICAL GROUP creates theater that supports human rights, freedom of speech, and individual liberty using the work of George Bernard Shaw as our guide. All of GTG's programs are inspired by Shaw's humanitarian values. Through full productions, staged readings, new play development, and inner-city educational programs, GTG brings Shavian precepts to audiences and artists across New York, encouraging individuals to breathe Shaw's humanist ideals into their contributions for the future. Shaw created plays to inspire peaceful discussion and activism and that is what GTG aims to accomplish. GTG's past productions include Man and Superman (2012), You Never Can Tell (2013), Major Barbara (2014), Widowers' Houses (2016), Heartbreak House (2018), and Caesar & Cleopatra (2019). Founded in 2006 by David Staller, GTG has carved a permanent niche for the work of George Bernard Shaw within the social and cultural life of New York City, and, through the Project Shaw reading series, made history in 2009 as the first company ever to present performances of every one of Shaw's 65 plays (including full-length works, one-acts and sketches). GTG brings together performers, critics, students, academics and the general public with the opportunity to explore and perform theatrical work inspired by the humanitarian and activist values that Shaw championed. All comedies, these plays boldly exhibit the insight, wit, passion and all-encompassing socio-political focus that distinguished Shaw as one of the most inventive and incisive writers of all time. Through performances, symposiums, new play development, and outreach, as well as through our discussion groups and partnerships with schools including SUNY Stony Brook, Regis, the De La Salle Academy, and The Broome Street Academy, GTG has helped spark a renewed interest in Shaw across the country, and a bold interest in theater as activism. Young people are particularly inspired by Shaw's invocation to challenge the strictures society imposes, to embrace the power of the individual, to make bold personal choices and to take responsibility for these choices. GTG's new play development lab, Speakers' Corner, created to support playwrights inspired by Shaw's ideals, is now in its second cycle. Through monthly prompts and feedback, writers develop work inspired by or in response to a specific Shaw text. Plays developed through Speakers' Corner will be nurtured in workshops and readings with the expectation that GTG will publish or produce them. GTG encourages all people to rejoice in the possibilities of the future. All of GTG's programming is designed to inspire lively discussion and peaceful activism with issues related to human rights, the freedom of speech, and individual liberty. This was the purpose behind all of Shaw's work and why GTG chose him as the guide toward helping create a more tolerant and inclusive world through the exploration of the Arts. For more information about the Workshops or any of Gingold Theatrical Group's projects, please call 212-355-7823, email [email protected], or visit online at www.gingoldgroup.org.

Admit cards, list of candidates in Bengal minister Partha Chatterjee’s house: ED to court
These are among the records allegedly recovered from the home of West Bengal Industry and Commerce Minister Partha Chatterjee by the Enforcement Directorate (ED) during searches conducted on July 22 in connection with the state school jobs scam, according to court records obtained by The Indian Express.
A LIST of 48 candidates with roll numbers for posts of primary teacher; documents related to the appointment of Group D staff, including admit cards for recruitment tests; and, a list of candidates under the letterhead of a former TMC MLA.
These are among the records allegedly recovered from the home of West Bengal Industry and Commerce Minister Partha Chatterjee by the Enforcement Directorate (ED) during searches conducted on July 22 in connection with the state school jobs scam, according to court records obtained by The Indian Express.
Chatterjee, who is also secretary general of the ruling TMC, was arrested in the case by the ED on July 23. He was the state’s Education Minister when the alleged scam took place in 2016.
The papers seized are listed in a plea filed by ED in the Calcutta High Court on July 23 seeking quashing or modification of the Chief Metropolitan Magistrate’s order for Chatterjee to be taken to SSKM hospital for check-up and treatment.
The court records also include an arrest memo filed separately by the ED. It claims in the section, “Name of relative/ friend whom the person taken into custody intends to inform”, that Chatterjee called Chief Minister Mamata Banerjee four times after his arrest at 1.55 am on July 23 but could not reach her.
The memo, filed by Mithilesh Kumar Mishra, Investigating Officer and Assistant Director, Kolkata Zonal Office II, ED, claims that Chatterjee called the Chief Minister at 2.32 am, 2.33 am, 3.37 am and 9.35 am. It also claims that the Minister refused to sign the arrest memo.
On July 24, the High Court directed the ED to take Chatterjee to AIIMS-Bhubaneswar by an air ambulance. On Monday, AIIMS-Bhubaneswar executive director Ashutosh Biswas said Chatterjee “doesn’t require hospitalisation at this time” and that the medical reports have been sent to the High Court.
The records listed in the ED plea also include documents allegedly linked to “immovable properties” and “companies” of Chatterjee’s aide and co-accused in the case, Arpita Mukherjee. According to the ED, Chatterjee was in “regular contact” with Mukherjee through a specific mobile number.
The ED has also alleged in its plea that Chatterjee was involved in the “illegal appointment in lieu of money” of primary teachers, assistant teachers from Class 9–12 and Group D staff.
It states that Rs 20 crore was allegedly recovered from the Tollygunge premises of Arpita Mukherjee, which is described as “nothing but the proceeds of crime generated in relation to the criminal activities for giving illegal appointments…”.
It lists a “total of more than 20 cell phones…recovered from the premises of Ms Arpita Mukherjee, the purpose and use of which is yet to be ascertained.”
The ED plea in the High Court details the documents allegedly seized: “…documents relating to appointment of Group D staff… like admit cards of the candidates, summary of the final results in (a recruitment test of) 2016 for the post of Group D staff, intimation letters for verification of testimonials and personality test…for the post of clerk of Indranil Bhattacharya”. The ED has not detailed the identity of Bhattacharya.
“List of candidates of Group D post at the letterhead of Shri Ananta Deb Adhikari, Admit card of 3rd Regional Level Selection Test for non-teaching staff (Group D) of Samapati Thakur, Application form for recruitment of clerk and Group D staff in respect of Samapati Thakur, a list of 48 candidates for upper primary teacher with roll number etc which indicates that Partha Chatterjee was actively involved in the appointment of Group D staff.”
The ED has not detailed the identity of Thakur. When contacted by The Indian Express, Ananta Deb Adhikari, former TMC MLA of Maynaguri and current chairman of Maynaguri municipality in Jalpaiguri, said: “I do not remember the year when I sent those recommendations. But I did send some names as an MLA. All the MLAs did at that time. Some of the recommendations from other MLAs have been cleared. But my list was not cleared and no one on the list got jobs. I guess that is why it was there at Partha Chatterjee’s house.”
Adhikari said: “My son has passed MSc and BEd and my daughter has passed MA in English and BEd. I tried to get them jobs as teachers in government schools but that, too, did not happen.”
According to the ED’s plea, “a number of other incriminating documents and electronic devices relating to the generation of proceeds of crime have been recovered during the course of search at various premises and which are to be confronted with the accused persons and the trail of money is to be further investigated”.
On the direction of the Calcutta High Court, the CBI is investigating alleged irregularities in the recruitment of Group C & D staff and teachers in government and aided schools on the recommendations of the West Bengal School Service Commission. The ED is investigating the money laundering aspect of the alleged recruitment scam.
