Not formally schooled in WW2 history and most of what I have read is related to European theatre not Pacific but stuff related to their reasons, off the top of my head beyond checking some dates?
This is going to be long because I surprised myself with how much I knew that I didn't realize I knew, and it goes back to almost a century before the attack itself. Ack.
(Also yes 'I just followed orders' is never a defence, and that's why people are not supposed to follow illegal orders. Though it's rather a Catch-22 since depending on whose orders it is you might well end up being punished in either case.)
Forced opening of Japan's previous closed borders by a fleet of US battleships (see the Perry Expedition in the mid 1800s) is the earliest history related to why Japan was not favourably inclined to the US to start with (ever heard the phrase 'gunboat diplomacy'? Yeah. Because the US has pretty much always seen itself as Hot Shit and felt that its perceived interests overrode everyone else's sovereignty - look up 'manifest destiny' and the Monroe Doctrine while you're at it for further evidence of US attitudes to everyone not US).
The US and Europeans overthrow the Hawaiian monarchy and then the US annexes the Hawaiian kingdom in the late 1800s giving them a mid-Pacific foothold for expansion further westwards. Note that Japan is also a monarchist island nation, who have already been forced to interact with the US. If you don't think they (and everyone else in the Pacific theatre area) saw this as red flags, you're not putting yourself in their shoes.
At about the same time Spain cedes Guam and the Phillipines to the US as part of the ongoing Spanish-American war (beef between the US and Cuba traces back to then). The Philippine-American war results, with the US eventually winning control of the area. More Pacific footholds even further west.
1900-1911 - US annexes parts of Samao, forming what is now known as American Samoa. (Oh look, even more aggressive US actions in the south-west Pacific area.)
Early 20th century saw boat-building infrastructure built on Hawaii centred on Pearl Harbour. It's mid-Pacific location makes it a very key foothold (and bottleneck) to US trade and military function further westwards.
1919 - Japan proposes that the post-WW1 Treaty of Versailles include a bit about the racial equality of all members of the League of Nations (they're the only non-western Great Nation). The US and the UK slap it down (what, let PoC be equal to their lily white purity? How ludicrous!) The US enacts a bunch of racist anti-Japanese laws.
1930s - Japan goes to war for a mix of reasons, largely economic (wanting to claim areas with resources of metal and oil they need and therefor feel a right to take - just like the western Great Nations have been doing all along). They withdraw from the League of Nations and ally with Germany and Italy. The US levies trade embargoes and restrictions that largely cease the trade of scrap metal and oil to Japan and prevent their ships from using the Panama canal, cutting them off even further from resources they feel they need to support themselves and their war effort.
1940 - US Pacific fleet does exercises off the Hawaiian coast and then remains at Hawaii.
Feb 1941 - Pearl Harbour designated the permanent base for the fleet. The US starts or continues greatly expanding the facilities at Pearl Harbour in support of it.
The US and the Japanese are in negotiations for much of the year. They both have mutually exclusive points they're not willing to give way on. Negotiations are failing.
Japan wants the Philippines, which would both give them resources and remove a major US foothold in what they see as their own area of interest. If they take the Philippines then the US would attack from Hawaii.
Dec 1941 - Japan makes what it considers to be a pre-emptive strike against an obvious US threat. While this is always described as a 'surprise attack' it's worth noting that the US President knew of the possibility of an attack at least three days before it occurred (there's a declassified memo from Dec 4 of that year that predicted it); but much like the warnings of 9-11, they had a 'failure of imagination' to believe that it could actually occur).
So yeah there's basically a long history behind why Japan attacked Pearl Harbour, and it very much was not because they wanted the US to enter the war. In light of both countries expansionism into the SW Pacific and the US's attitudes towards their nation, they saw the war as inevitable. I don't believe they were necessarily wrong. Though that doesn't put them in the right, either.

One of the common threads that I perceive in the three major cities in the PNW is how they refuse to be a city. I think compared to many cities like New York or Chicago, there is a distinct suburban feel in those three cities, especially in Seattle. I mean, there is a reason Seattle is the birthplace of the modern American mall, the quintessential suburban landmark.
While PNW prides itself on being this liberal place, there is a hidden conservatism in Seattle that many people are surprised by. Seattle and especially Portland benefit from the seedy and incredibly racist past but put a glossy diversity mural on top, celebrating diversity but ignoring the various deepening disparity that makes the place uneven and jagged.
Seattle famously passed on building their metro network, which the federal funds were eventually given to Atlanta. Atlanta is a good counterpart to Seattle. Atlanta seems to be proud of its city nature, it is The City of The South. There are major metropolitan areas in Florida and Texas, but those two states have distinctively different flavors than the South, and places like Nashville and Birmingham feel a bit too small to be called a true city.
Atlanta has always been a city though, and Atlanta has been an example of bringing The South away from its despicable past. Just look at the Donald Glover series of the same name. Its surreal depiction of racial and other civil struggles of the town depicts the city as a city grappling with its past and moving on. This is why the South has been the leader on integration despite their segregated past, because the people of the South felt a need to remedy their past.
Meanwhile the Pacific Northwest is oddly overrepresented in media, partially because of the major film incentives in Vancouver, but because like how Los Angeles advertised filmmakers because of their diverse physical landscape, PNW has a diversity of manmade landscape, you can go from a rural ‘railroad’ town to picket-fence suburbs to major bustling skyscrapers in the space of a hour’s drive. It’s diverse enough to feel liberal, but crucially it feels to appeal to ‘American’ sensibilities. While there are times where racial (especially Native American) struggle is depicted in stories set in the PNW, it is very much dressing more than anything.
This is the reason that Seattle rejected the metro and since only made halfhearted efforts to truly ‘urbanize’ their massively growing cities. Recently, I went on what became a representative jaunt through the city of Seattle, starting from West Seattle, riding the newest RapidRide bus, which goes from Burien to Downtown through Deldrige. The bus route wasn’t really completed yet, especially places beyond Seattle, and half-finished efforts of turning the stroads that the new RapidRide travels on was lugubrious in the face of their seeming ambitions.
I took the bus all the way up to lower parts of Belltown and headed east to visit the newest addition to what was the Washington State Convention and Trade Center, now simply called Seattle Convention Center with the original part calling itself The Arch and the new part, The Summit, the unintentionally menacing monikers so familiar in the tech world.
I did not realize how big The Summit was. I thought it was an annex, but the size of The Summit might rival the original center. The building, perhaps added by the fact that parts were unfinished, adhered to the postmodernism that quietly dominates the city, the most famous example being the Seattle Art Museum. While the original attempts in the 70’s and 80’s felt whimsical in their juxtaposition, the exposed pipes and the oddly open structures of The Summit exuded more of carelessness than whimsy. As I went around the building, because I could only peek into the halls, I felt a sense of abandonment and annoyance at this absurdity.
At the entrance, there is a traditional PNW welcoming statue, similar to what I saw in the Burke Museum, but while there the statue seems to do its job of welcoming yet imposing the traveler, this incarnation almost felt pitiful compared to the huge building it is supposed to welcome. There was almost a feeling of mockery at the statue, a nod of disregard compared to the bright-faced but hastily made future the building desperately wants to show you.
So, I went through the original building, The Arch, aptly named as the arch theme is quite prevalent in the building complex, unlike The Summit, The Arch is usually open to the public, because it’s one of the best way to go pass the I-5 that blitzes through downtown, and on a whim, I took a gander at The Spheres, Amazon’s attempt at a public building.
Fortunately, I happened to come across the place during one of two days of the month where it was open to the public, only through reservations however, and therefore it had more people than it would have otherwise. The Spheres with its unabashedly rude bulging design which made many commenter crudely call the place the Balls of Seattle and the fact there is a large gentleman’s club right nearby does not help the association also give comparison to the other maligned landmark in Seattle, the EMP, with similar irrelevant curves and some disregard for the practicalities of the building, although The Sphere takes the cake from my observation.
One thing I was surprised about The Spheres is how small it was. The plants barely fit the bulging glass terrarium, the walkway awkwardly wraps around the exhibits, perhaps echoing the minimalism and efficiency Amazon is known for, and honestly I expected something better.
The Sphere is best experienced as a distressingly large sculpture than a building, an alarmingly common approach to public spaces these days. But unlike large sculptures, which use their size to convey its meaning, the size is counteracted by, well, what I said above. It has hints of various things - a public space, a greenhouse, a terrarium, an art piece, a statement - but the parts work against each other to produce a sense of being unwarranted, which a general feel I get for most Amazon-related projects, so I guess it’s in line with that.
I headed to take my bus home, which is a good example of the dichotomy of modern building practices in the last forty years. Rainier Building was built in 1977, designed by Minoru Yamasaki, who famously designed the original Twin Towers, and it is one of the unique buildings in Seattle, due to an inverted pedestal that flares out to the main building. It’s an affront to the idea of gravity, much like the most famous structure in Seattle, and its whimsy is welcomed especially compared to the new building next door Rainier Square Building.
Rainier Square Building is one of the latest offerings in Seattle, the second tallest in the city after Columbia Tower, its structure is remarkable in an unsightly way. In a way reminiscent of many highrises in London, it’s sloped to one side, curving upwards to meet the top, although it’s not a smooth curve, but jagged, perhaps make sure you don’t burn any bird or something. In London there are ‘practical’ reason for the slopes, to preserve the waylines (although I suspect it has become more of an excuse, which I welcome), but there is no such reason to build such slope here, there is no whimsy like the building next to it, but just sheer garishness.
Both are in the University District, by the way, because that’s where University of Washington once was, and they still own the land around here, which means they are the landlords of one of the most prime real estates in the city, which doesn’t corrupt their mission to educate… probably. Odd ownerships and history of various parts of the city is one of myriad headaches in redeveloping this part of the world, something that I kept in mind as I headed to the International District and King Street Station, some day before my journey above.
In the myriad of odd and bizarre metro decision in the city, the city council is trying to rectify the mistake of building their downtown tunnel off of the current center by building a second tunnel, with an interchange at Westlake, which is already crowded, and supposedly at International District, but it has seemingly decided to renege on this idea in favor of two stations.
International District has all the making of a transit hub, there is a tram, half-hearted mea culpa to the fact that they couldn’t make a First Hill Light Rail station, the aforementioned light rail, and King Street Station, which serves barely functional commuter lines, regional and long-distance Amtrak lines. You would think that the light rail, which connects downtown to the airport by an absurdly long walkway, has direct access to the train station, but no, you actually need to cross the wide 4th street in order to get across to the train station. So, no hub here.
Perhaps a tunnel that goes under 4th street that would utilize the barely-used Union Station and would provide direct access to both King Street and Link Light Rail would be a good idea, but apparently it has been an uphill battle, mostly since the place is in Chinatown, whose skepticism naturally comes from the fact people have been blasting their livelihood to have cars wheeze by them, although this time it would be akin to an abuser gaslighting the abused by relating the discomfort of getting a better life to the pain the perpetrator than given to the victim.
Indeed, the council has a knack of disappointing good ideas, like the Alaskan Way, once the elevated monstrosity, now a non-elevated one. People fretted if the Viaduct was to be replaced on-street or drilled out and they settled on ‘Why not both?’, which merely brought the traffic one story down from where it used to be, and not made the waterfront any better.
This is the Seattle that came to be. I was glad that I visited San Francisco in 2005, before the tech boom utterly trashed the city. I had fond memories that likely can never be repeated, but somehow I found myself in a similar story in a different city. Seattle was a different place in ‘09, when I first arrived here. It was a more friendly place, it felt more like a place, rather than a hunk of asphalt and concrete which we subside. The suburban feeling that residents desperately want to retain despite the growing nature of the city makes many neighborhoods dilapidated and barren, even though it must be full of people. Back in ‘09, I felt glad that I lived in Seattle, now I just want to get out of here, just be anywhere else. Perhaps it’s my personal disposition, but Seattle has overstayed its immoral advantages and has no intention to mend.

▍關於本期 About this issue
The “A Study of Contemporary Photography in Asia” series is a serial project that focuses on imagery culture and creative practice in various regions of Asia. Through this connection and a view that pans across Asia, we are trying to expand our understanding of the process of practice, visual experience, culture and the identifying coordinates of photography in Asia, and using such knowledge as a continuous reflection of imagery history and epistemology.
Second in the series is the Okinawa issue that features Machida Megumi and Hsu Fang-Tze, both imagery researchers and curators, as our guest editors. This issue adopts a dual reading and editing process; a combination of essays and interviews brings readers through the complicated colonial history and the burden of empiricism on the island, taking a critical view of Okinawa’s imagery, and Okinawa as an imagined object while it struggled against hegemony.
Several centuries ago, there existed no “Okinawa”, but the Ryukyu Kingdom, a feudal kingdom in the Ryukyu Islands in the Pacific Ocean. After the invasion by the forces of the feudal domain of Satsuma, and subsequently by the Empire of Japan, the Ryukyu Islands were annexed and colonized, and in 1879, established as the Okinawa Prefecture. At the end of the Second World War in 1945, the U.S. forces occupied and ruled Okinawa for 27 years, sealing its fate in the strategic chain of islands in the Cold War era. Even when the U.S. forces “returned” Okinawa to Japan in 1972, the island, which only constitutes 0.6% of Japan’s total land area, houses more than 70% of the U.S.'s military facilities and bases stationed in the whole country under the US-Japan Security Alliance. To some parts of Okinawa, it almost feels like that the “post-war” era never ended, surrounding this subtropical island with a plume of smoke that rose from the collision between geopolitics and new imperialism.
In this series, we take a look at the layered composition of the life experiences and photography by Okinawan imagery practitioners Kuniyoshi Kazuo, Ishikawa Mao, Higa Toyomitsu and Ishikawa Ryuichi, as well as the complicated political consciousness that is birthed from this interaction. We also move our focus from the question of “how to represent” to “how to construct” the background of Okinawa and its history through the essays by Nakazato Isao, Okamoto Yukiko, Nakasone Kaori and Inoue Mayumo. Through such a redirection of focus, we see the need for a careful analysis as it shows us that imagery is not only generated from colonization, but also feeds back into the issue.
While putting this issue together, the world is being ravaged by the COVID-19 pandemic, intensifying power rivalries. We imagine that our readers in Taiwan and other areas, which belong in the first island chain alongside Okinawa, would feel even more relevance to the island (Okinawa), given our similar histories and political situations. As we feel inspired by Okinawa in many ways, we also become aware of the struggles that are happening around the world, whether it is one against totalitarianism and racism under the mask of nationalistic rhetoric, or the return of capitalism in the name of economic recovery. Until we put into action our words and resist, any dream of a “nation of great power” is but a nightmare for the history of humankind.

Brief History
The prehistory of Vanuatu is obscure; archaeological evidence supports the theory that people speaking Austronesian languages first came to the islands about 3,300 years ago. Pottery fragments have been found dating to 1300–1100 BC.
The Vanuatu group of islands first had contact with Europeans in 1606, when the Portuguese explorer Pedro Fernandes de Queirós, sailing for the Spanish Crown, arrived on the largest island and called the group of islands La Austrialia del Espiritu Santo or "The Southern Land of the Holy Spirit", believing he had arrived in Terra Australis or Australia. The name Espiritu Santo remains to this day.
Europeans did not return until 1768, when Louis Antoine de Bougainville rediscovered the islands on 22 May, naming them the Great Cyclades. In 1774, Captain Cook named the islands the New Hebrides, a name that would last until independence in 1980.
In 1825, the trader Peter Dillon's discovery of sandalwood on the island of Erromango began a rush of immigrants that ended in 1830 after a clash between immigrant Polynesian workers and indigenous Melanesians. During the 1860s, planters in Australia, Fiji, New Caledonia, and the Samoa Islands, in need of labourers, encouraged a long-term indentured labour trade called "blackbirding". Initially, British subjects from Australia made up the majority, but the establishment of the Caledonian Company of the New Hebrides in 1882 soon tipped the balance in favour of French subjects. By around the start of the 20th century, the French outnumbered the British two to one

Geography
Vanuatu is a Y-shaped archipelago, some 900 km long. It forms a double chain of about 40 mountainous islands and 40 islets and rocks of volcanic and coral origin; about 65 of these are inhabited. Some islands (including Tanna, Lopévi and Ambrym) have active volcanoes. Many of the rocky islands are steeply mountainous, the highest peaks (on Espíritu Santo) rising to over 1,800 metres. Fresh water is plentiful.

We are holding a day-long gathering in order to empower TGNC API people in the Bay Area towards larger social change in which we all feel safe in our bodies, homes, and communities. During this event, we’re planning for multiple workshops, community building activities, and drop-in hours for TGNC API folks to eat, relax, learn, and connect with others.

We believe the arts can be used as a tool for personal transformation and we want to provide the space for LGBTQIA+ artists to showcase their work through various mediums. India’s ultra-nationalist government under Prime Minister Nahendra Modi is engaged in an aggressive face-off with China that could end in a large-scale military conflict. Although the strip of land, called Donglang, that is at the center of the dispute has long been acknowledged as Chinese territory under an 1890 agreement between China and Great Britain, the Indian authorities are trying to block a road-building project initiated by the Chinese in the region. In June, Indian troops crossed the border into Donglang and confronted the Chinese, and the stand-off continues. New Delhi claims that the road, if constructed, would give the Chinese the ability to cut off India from its northeastern provinces, where various insurgencies against the central government have been ongoing for years.
Legally, the Chinese are in the right: the 1890 agreement clearly gives the Chinese sovereignty in this area. Furthermore, previous Indian governments have pledged to uphold this agreement. But the ultra-nationalist Modi, who rose to power on the strength of a “Hindutva” movement that invokes a vision of Indian supremacy, is playing to his domestic constituency: Indian troops have been rushed to the border, and Modi – perhaps emboldened by his recent talks with President Donald Trump – shows no signs of backing down.

When the Bhutanese sought to establish closer relations with China, the Indians retaliated during the 2013 elections by cutting off subsidized energy exports: the result was the defeat of then Prime Minister Jigme Thinley. India accounts for 75 percent of Bhutan’s imports and is its biggest trading partner.
India has used the same bullying tactics against Nepal, another independent Himalayan country on the long Sino-Indian border. In 2016, after Nepal adopted a new constitution that favored native Nepalese over Indian immigrants, India initiated an informal blockade, cutting off the mountainous country from vital supplies. China moved quickly into the breach, rushing in oil, food, and other necessities. Chinese investment in Nepal now surpasses that of India.
If we step back, and look at the larger picture, what is happening is another episode in the ongoing encirclement of China by the US and its allies in the region. During a recent meeting between Modi and Trump, the latter affirmed a closer military relationship with New Delhi, and the Washington Post reported that the State Department “approved the $365 million sale of a C-17 military transport aircraft to India. The administration is also set to offer a $2 billion sale of U.S.-made unarmed drones to help in surveillance of the Indian Ocean.”
The movement that propelled Modi to power in New Delhi is no ordinary nationalist movement: it is a militant and militaristic cult with a mass following. As I wrote way back in 2002, warning of the danger represented by this trend:
“The rise of Hindu fundamentalism as a political force in India catapulted the Bharatiya Janata Party to power and sought to expunge the Gandhian pacifism of the old militantly secular Congress Party tradition, replacing it with a new martial spirit. The idea of Hindutva, which energizes the Hindu activists, sees India not only as a Hindu state, but as a militantly revanchist force in the region, a nation determined to recapture its old empire. As I explained in a previous column devoted to this fascinating subject, the Hindutva movement has created a whole mythology based on the idea of ethnic Indians as the first and only pure Aryans: the swastika is an ancient Hindu symbol, and has been revived by what I call the Hindu-fascist forces in India. The Rashtriya Swayamsevak Sangh (RSS), the ideological center of Hindutva, has a provision in its constitution that its leader must be a blue-eyed Sarasvat Brahmin.
“I hesitate to use the term ‘neo-Nazi’ to describe a contemporary political movement, as it has become almost a ritualistic term of abuse. However, in this case, the label fits precisely.”
India, I would remind you, is a member of the nuclear club. We have to ask ourselves: would the Hindu fanatics now in charge in New Delhi hesitate to use nukes in a war with China? I’m frankly afraid to answer my own question.
As for the Chinese, they beat the Indians once before when ongoing border disputes escalated into violence – remember the Sino-Indian war of 1962? – and I have little doubt that they have the capacity to do so again. Indeed, they are evoking this memory to remind the Indians that they’re in for another beating if they don’t turn down the heat.
However, India didn’t have nukes until 1974, when it tested its first nuclear device. China tested its first nuclear weapons in 1964. This time around, in the event a large-scale Sino-Indian conflict breaks out, who plays the nuclear card first? With China’s military advantage, it is New Delhi that will have the incentive to put its nuclear ace on the table.
The world is revved up about North Korea’s nuclear testing, and the recent launching of an ICBM prototype, but that danger pales before what’s happening in the Himalayas.
The US must stop encouraging the Indians in their confrontation with China – especially if we’re expecting Beijing to intervene on our behalf with North Korea’s Kim Jong-un. That arms deal with New Delhi should be nullified until and unless the Indians withdraw their forces from Donglang. And, finally, the state of Sikkim, unlawfully annexed by India, must be restored to full independence: India has no more claim to Donglang than it does to Sikkim proper. Contrary to former Prime Minister Desai, the annexation is indeed reversible – because injustice cannot be allowed to stand on the strength of brazen coercion.

Russia Dispatch: As Chinese Flock to Siberia’s Lake Baikal, Local Russians Growl
LISTVYANKA, Russia — When Andrei Sukhanov saw that the Chinese-owned hotel rising next door was about to obstruct the sweeping view of Lake Baikal from his small, rustic motel, he steeled himself with a shot of vodka, grabbed his chain saw and chopped down eight wooden pillars buttressing the construction.
Nothing fell down, and far from being condemned, Mr. Sukhanov was treated as a hero for standing up to the Chinese, whose expanding presence around Lake Baikal is the source of deep resentment. His actions have become a rallying cry amid a growing stream of petitions, protests and court cases aimed at blocking the Chinese around the lake and surrounding areas.
“If we let them, the Chinese will take over,” said Mr. Sukhanov, 57, who fled St. Petersburg decades ago for a bucolic life by the Siberian lake, the world’s largest, deepest body of fresh water. “They will just steal all the money and the local people will get nothing.”
President Vladimir V. Putin pivoted toward China five years ago, after the annexation of Crimea soured relations with the West. China became Russia’s new best friend, allied through trade, diplomacy and even military cooperation to counter American influence globally.
Yet, this supposed new era of Sino-Russian friendship is exhibiting pronounced strains in Listvyanka, an old resort town on the lake, as an influx of Chinese tourists and businesses stirs recurrent Russian fears of a Chinese land grab and raises concerns about polluting the lake.
At the same time the local authorities see in the flood of visitors the best hope they have for new jobs and economic development in an impoverished region.
More than 1.6 million tourists, mostly Russians, visited the region last year, according to the Irkutsk Tourism Agency; the 186,200 Chinese were the largest foreign group.
The number of Chinese jumped 37 percent over the previous year, and the surge is expected to continue, as Beijing is just a two-hour flight away, versus six hours to Moscow, 2,700 miles west.
“People understand that China is a much more powerful country and its economy is producing numbers that Russia cannot hope to achieve,” said Yuri Pronin, the editor of Baikalskiye Vesti, an independent weekly published in Irkutsk, the regional capital. “We feel this breath.”
Many Russians say Lake Baikal, which holds nearly 20 percent of the earth’s fresh surface water, is under siege.
Framed by pine forests and distant mountain peaks, the picturesque lake draws visitors both summer and winter, when even trucks can navigate across its thick, intensely blue ice.
But Listvyanka’s rudimentary infrastructure cannot cope with the sewage and trash generated by the current number of visitors, and residents shudder at the thought of tens of thousands of more Chinese.
The local authorities have dragged into court the owners of at least 10 hotels constructed with Chinese financing, accusing them of building illegally on plots designated for single-family homes or other infractions.
A district court ordered two hotels demolished earlier this year, and eight others are likely to face the same fate.
The Chinese stand accused of not only running roughshod over local residents, but also of trying to siphon off the water itself.
This winter, the construction of a new bottling plant to export water to China from a village near Listvyanka prompted more than 1.1 million Russians nationwide to sign an online petition denouncing it.
A district court in Irkutsk cited environmental concerns in halting the construction of the plant in March.
What may rankle the most, local people say, is that the Chinese are not paying business taxes.
“They do not pay us a kopeck,” Mr. Sukhanov growled. “If they paid the 20 percent required to the local budget, we would get the infrastructure and the schools that we need.”
Caught in the middle between the Chinese business interests and local residents is Aleksandr A. Shamsudinov, the mayor of Listvyanka, population 2,122.
Mr. Shamsudinov spent much of 2018 under house arrest, accused of exceeding his authority by issuing housing permits for single-family plots in the village. Many of those plots soon mushroomed into illegal guesthouses for Chinese tourists.
The three-story, 14-bedroom buildings with balconies rising on various plots were clearly not ordinary homes, Mr. Shamsudinov said. “They all said we need big houses, we have a lot of relatives who are planning to come visit,” he said.
With the construction, the character of the village began changing as quaint blue wooden cottages with white gingerbread trim were obliterated. Huge billboards, some in Chinese, advertised venues like the Las Vegas Strip Club.
The town has no central water or sewage system. Litter piles up, side roads remain unpaved and one main kindergarten is an old wooden barracks lacking indoor plumbing.
Marina Rikhvanova, an environmentalist, said she no longer drank lake water near any hamlet. Pollutants seeping into the lake cause algae blooms.
“It’s a microbe cocktail,” she said.
The mayor, a retired police officer, said the federal government should have a development plan that balances the needs of visitors and residents.
“Everybody shouts that Baikal is the pearl of Russia and a Unesco World Heritage site, but getting rid of the garbage and other environmental issues are left on the backs of the small-town mayors,” Mr. Shamsudinov said.
Farther north, Olkhon Island also attracts tourists. Yelena Kopylova has been taking in guests for some 25 years, expanding from one bedroom in her house to 10 buildings with a total of 32 rooms.
Her hotel, fully booked for the summer, accepts only Chinese groups that hire a Russian guide and local vehicles.
“This is the main source of income for young families,” Ms. Kopylova said, adding, “We have to defend the interests of our local people.”
Locals often grumble that the Chinese refer to Lake Baikal as the Northern Sea, its ancient Han name. Some are convinced that Beijing is secretly plotting to reclaim the lake and the huge, sparsely populated areas beyond, ceded to the Russian Empire in an 1858 treaty that China has long considered unfair.
For years, the only Chinese in the area were poor vendors selling cheap goods in the Shanghai Market in Irkutsk. Now, the sight of Chinese tourists tossing wads of rubles around points to how China has surpassed Russia.
The influx revived Karl Marx Street, Irkutsk’s once-derelict main shopping thoroughfare, where one jeweler is selling a gold and amber necklace for more than $6,500. A sign in Chinese promises a gift to anyone who spends more than $1,200.
The Chinese tourists themselves, mostly oblivious to the grumblings, delight in Lake Baikal.
Recently, a honeymooning couple from southern China, snacking on lake fish bought at a small outdoor market, happily declared that they had never felt so cold.
Asked why they came, the couple used a smartphone to play a hit Chinese pop song “On the Shore of Lake Baikal,” about taking your love to the lake. It has inspired countless visits.
A Chinese-born businessman, Alexei Dzhao, 37, and a Russian citizen, sings a different tune.
Last year he built two large houses in the woods above Listvyanka. His Baikal Seal Guest House was originally meant to be a private home, he said.
It is a pleasant complex with whimsical birdhouses nailed to the surrounding trees and cozy, pine-lined rooms.
Mr. Dzhao said he would do anything to legalize the place, but his building permit was revoked and he expects a demolition order. Many Chinese owners are hoping to sell before the bulldozers arrive.
“Things are not calm in Listvyanka,” said Mr. Dzhao, who plans to move to Moscow. “There is all this nationalistic tension.”
