On November 23, the European Parliament adopted a resolution recognizing Russia as a state sponsor of terrorism. The document accuses Russia of destroying civilian infrastructure and committing serious violations of international and humanitarian law, which the legislators say amount to acts of terror and constitute war crimes. The deputies also called on the European Council to add the Wagner Group, the 141st Special Motorized Regiment (the “Kadyrovites”), and "other Russian-funded armed groups, militias and proxies" to the EU’s list of terrorists.
How significant are European Parliament resolutions?
Resolutions are documents the European Parliament uses to express its position on a given issue; they can address any topic. But resolutions are not binding for EU member states. Researchers call them a tool of “soft law”: though they’re not mandatory, they can have practical consequences.
In June, for example, the legislative body adopted a resolution on “Violations of media freedom and the safety of journalists in Georgia.” The document didn’t have direct legal consequences, but it allowed European deputies to show that Georgia had still not met the criteria for joining the EU, and it described the conditions the country would have to meet for that to change.
Will this change anything for Russia?
Because the term “state sponsor of terrorism” doesn’t exist in EU legislation, the decision itself will not have legal consequences for Russia. However, the deputies called on EU member states to develop a new legal framework for designating countries “state sponsors of terrorism” and “states that use means of terrorism.” This, they note, would “trigger a number of significant restrictive measures” and “have profound restrictive implications” for the EU’s relationship with Russia and other states included on the list, although the resolution doesn’t specify what these measures would entail.
The UK Parliament is also discussing declaring Russia a “terrorist state.” British Foreign Secretary James Cleverly recently told members of parliament that there were “grounds” for such a designation but that he did “not want to speculate in public about future designations.”
On October 13, the Parliamentary Assembly of the Council of Europe (PACE) also passed a resolution calling on its member states to declare Russia a “terrorist regime.” International law expert Gleb Bogush told The Insider that the measure was a “political gesture” that will have no legal consequences.
Additionally, the parliaments of Lithuania, Latvia, Estonia, Poland, and the Czech Republic have all in various ways declared Russia to be a state supporter of terrorism, though in none of those countries did the measure carry significant legal weight. The Latvian Saeima’s statement, for example, called on EU countries to stop issuing tourist visas to Russian and Belarusian citizens and expressed solidarity with the Ukrainian people.
Will declaring Russia a 'state sponsor of terrorism' ever actually change anything?
Yes — if the U.S. does it.
If Russia were added to the U.S. government's list of state sponsors of terrorism, it would trigger the freezing of Russian assets, new sanctions, visa restrictions, and — most importantly — the removal of ​​foreign sovereign immunity. That means American courts would be able to consider legal claims against Russia (and use seized Russian assets to satisfy them). The U.S. currently considers Cuba, China, Iran, and Syria to be state sponsors of terrorism.
Several bills calling on the U.S. State Department to declare Russia a state terrorism sponsor have already been introduced in Congress, though none have passed. Experts have speculated that if Russia were added to the list, the U.S. would lose some flexibility with its sanctions policy, since Washington wouldn't be able to lift specific restrictions without removing Russia from the list. The measure could also lead to further escalation, as experts at the RAND Corporation have warned.

I'm an American wanting to move to the UK and eventually become a citizen. I have a college degree, I'm saving up, and I work part-time right now.
If I moved to the UK as an au pair (after getting the proper visa and filing the paperwork etc.) would I eventually be able to stay in the UK and apply for citizenship?
I know the au pair visa is only 2 years, so would I be able to work as an au pair, find a new job before the two years are up (or pending like the period after where I'd need to find a new job), and then switch over to a skilled worker visa (an au pair visa is a tier 5, I think). And then since I'm already in the UK working as a skilled worker, stay until I can apply for citizenship?
I know you lived in the UK and I thought I'd ask since all the info online can be a bit much and overwhelming/confusing.

I don't know from personal experience, as I was a student when I was in the UK and wasn't there for long enough to need to fill out a visa, but my understanding is that it's quite hard at the moment for people from the US to move to the UK. You can apply for indefinite leave to remain after living in the UK for five consecutive years, and then apply for citizenship 12 months after that.
Your best bet is probably to apply for a job that will sponsor your work visa while you're working as an au pair. If you're licensed to work in healthcare, the Health and Care Worker visa seems comparatively easy to get. Skilled Worker visas are typically more difficult to get, as companies can only sponsor a foreign worker for a visa if they're unable to fill the role with someone who is already a UK citizen. That said, some companies will offer to sponsor visas for their employees - for example, the company I work for now has offered to do that if I'm interested.
If you have family that you can trace back to a country that's not the UK, it's also worth looking to see what their citizenship eligibility laws are like. Some countries will allow you to apply for citizenship if you have a grandparent, great grandparent, or other descendant that's from that country. In Europe, these include Ireland, Hungary, Poland, Italy, Greece, Bulgaria, Latvia, Lithuania, Luxembourg, Slovakia, and Portugal. If you can get an EU citizenship, then you can live and work in the rest of the EU without needing a visa. The UK is excluded from that due to Brexit, but it's a nice option if you'd like to live abroad.

The Biden administration will revoke as early as this week President Trump’s sanctions against the International Criminal Court’s chief prosecutor Fatou Bensouda, Foreign Policy reported on Wednesday (Exclusive: Biden Plans to Repeal Trump-Era Sanctions on ICC). This will remove another source of friction between the US and its European allies, according to FP, which cites two sources familiar with the move.
According to FP, the Biden administration has been under enormous pressure since its January inauguration from human rights groups and European governments, which culminated in an open letter that was sent to the White House in February by more than 80 groups, calling the Trump sanctions a “betrayal of the US legacy in establishing institutions of international justice.”
Last September, Secretary of State Mike Pompeo announced the United States was imposing sanctions on Bensouda and one of her top aides. He accused the court of “illegitimate attempts to subject Americans to its jurisdiction.” He argued that since neither the United States nor Israel is a member of the International Criminal Court, they should not be subject to its actions.
In Executive Order 13928, issued on June 11, 2020, several months after the court’s judges authorized an investigation into alleged war crimes by US service members and intelligence officers, President Trump determined that “any attempt by the ICC to investigate, arrest, detain, or prosecute any United States personnel without the consent of the United States, or of personnel of countries that are United States allies and who are not parties to the Rome Statute or have not otherwise consented to ICC jurisdiction, constitutes an unusual and extraordinary threat to the national security and foreign policy of the United States, and I hereby declare a national emergency to deal with that threat.”
The executive order followed an April 2019 decision to revoke a US travel visa for Fatou Bensouda, a Gambian lawyer who serves as the ICC chief prosecutor. The State Department later restricted issuing visas to any ICC staff involved in “efforts to investigate US personnel.”
According to Pompeo in September, he was taking “the next step because the ICC continues to target Americans, sadly.”
The sanctions were a response to an ICC investigation of alleged war crimes by US soldiers in Afghanistan.
The sanctions include a freeze on assets held in the US, or subject to US law, belonging to Bensouda and Phakiso Mochochoko, the head of the ICC’s Jurisdiction, Complementarity and Cooperation Division. Pompeo also warned that “individuals and entities that continue to materially support those individuals risk exposure to sanctions as well.”
The Biden administration has to respond by April 5 to an October lawsuit by the Open Society’s Justice Initiative and four law professors who claim that the Trump executive order violates the constitution, especially freedom of speech. FP quotes James Goldston, a former ICC trial attorney who serves as executive director of the Open Societies Justice Initiative, who said, “The Trump executive order, an assault on the premier institution of international justice, is at odds with the Biden administration’s professed aim of reasserting America’s support for human rights in the world. It’s past time for the order to be rescinded.”
Despite the reported decision to remove the Trump sanctions, the Biden administration, like the Bush and Obama administrations, do not recognize the ICC’s jurisdiction over the US and Israel. Secretary of State Antony Blinken criticized the ICC’s decision to open an investigation into Israel’s alleged crimes in “Palestinian” areas. Blinken said, “The United States firmly opposes and is deeply disappointed by this decision. The ICC has no jurisdiction over this matter. Israel is not a party to the ICC and has not consented to the court’s jurisdiction, and we have serious concerns about the ICC’s attempts to exercise its jurisdiction over Israeli personnel.”
And what about the ICC’s investigation of American “war crimes?” In March 2020, the International Criminal Court ruled that its chief prosecutor could open an investigation into allegations of war crimes in Afghanistan including those that may have been committed by Americans.
It would be the first time the ICC designates US forces as defendants in a war-crimes prosecution, as part of its mission to seek justice for victims of war crimes, crimes against humanity, and genocide. Secretary Pompeo told reporters in Washington that the rulings were a “truly breathtaking action by an unaccountable, political institution masquerading as a legal body.”
Prosecutor Bensouda said the court had enough information to prove that US forces had “committed acts of torture, cruel treatment, outrages upon personal dignity, rape and sexual violence” in Afghanistan in 2003 and 2004, and later in CIA black jails in Poland, Romania, and Lithuania. She said the investigation would also include allegations that the Afghan government forces tortured prisoners, including Taliban and anti-government groups.
Incidentally, even if the US is not a party to the Rome treaty that created the ICC, American citizens are under the court’s jurisdiction in countries that have joined the treaty, which includes Afghanistan, Lithuania, Poland, and Romania.

Frustration as Biden, Congress allow eviction ban to expire (AP) Anger and frustration mounted in Congress as a nationwide eviction moratorium expired at midnight Saturday—one Democratic lawmaker even camping outside the Capitol in protest as millions of Americans faced being forced from their homes. Lawmakers said they were blindsided by President Joe Biden’s inaction as the deadline neared. More than 3.6 million Americans are at risk of eviction, some in a matter of days. The moratorium was put in place by the Centers for Disease Control and Prevention as part of the COVID-19 crisis when jobs shifted and many workers lost income. The eviction ban was intended to prevent further virus spread by people put out on the streets and into shelters. Congress approved nearly $47 billion in federal housing aid to the states during the pandemic, but it has been slow to make it into the hands of renters and landlords owed payments.
Breakneck pace of crises keeps National Guard away from home (AP) In the searing 108-degree heat, far from his Louisiana health care business, Army Col. Scott Desormeaux and his soldiers are on a dusty base near Syria’s northern border, helping Syrian rebel forces battle Islamic State militants. It’s tough duty for the soldiers. But their deployment to the Middle East last November is just a small part of the blistering pace of missions that members of the Louisiana National Guard and America’s other citizen-soldiers have faced in the past 18 months. Beyond overseas deployments, Guard members have been called in to battle the COVID-19 pandemic, natural disasters and protests against racial injustice. For many, it’s meant months away from their civilian jobs and scarce times with families. While Guard leaders say troops are upbeat, they worry about exhaustion setting in and wonder how much longer U.S. businesses can do without their long-absent workers. “This past year was an extraordinary one for the National Guard,” said Gen. Western Wildfires May Take Weeks To Months To Contain (NPR) Pockets of the American West continued to burn over the weekend, as another nine large fires were reported on Saturday in California, Idaho, Montana and Oregon. The 87 fires still active in 13 states have consumed more than 1.7 million acres. Just shy of 3 million acres have been scorched since the start of 2021, with months left in what experts predict will be a devastating fire season. In southern Oregon, the Bootleg Fire has become the largest active blaze in the country. The 413,000-acre inferno was contained at 56%, as of Saturday night. A fire line has been constructed around the entire perimeter, ranging from 100 to 150-feet wide between the burn and unburned areas.
Bacon may disappear in California as pig rules take effect (AP) Thanks to a reworked menu and long hours, Jeannie Kim managed to keep her San Francisco restaurant alive during the coronavirus pandemic. That makes it all the more frustrating that she fears her breakfast-focused diner could be ruined within months by new rules that could make one of her top menu items—bacon—hard to get in California. “Our number one seller is bacon, eggs and hash browns,” said Kim, who for 15 years has run SAMS American Eatery on the city’s busy Market Street. “It could be devastating for us.” At the beginning of next year, California will begin enforcing an animal welfare proposition approved overwhelmingly by voters in 2018 that requires more space for breeding pigs, egg-laying chickens and veal calves. Why are so many migrants coming to one of Europe’s smallest countries? Blame Belarus, officials say. (Washington Post) Europe’s newest migration crisis is unfolding in one of its most unlikely places. Lithuania, a Baltic nation roughly the size of West Virginia with fewer than 3 million residents, hasn’t been known as a destination for undocumented immigrants: Each year, the country sees roughly 70 people unlawfully cross its border with Belarus. In July, the number skyrocketed to more than 2,600, consisting mostly of immigrants from Iraq and sub-Saharan Africa. Officials expect the numbers to grow in the coming weeks. This new flow of people did not begin organically, Lithuanian and European Union officials say. Instead, they say, it is the result of an audacious plan by Belarusian President Alexander Lukashenko to weaponize migration in response to E.U. sanctions. In June, Lukashenko threatened to allow human traffickers and drug smugglers to stream into Europe. Thousands protest against COVID-19 health pass in France (Reuters) Thousands of people protested in Paris and other French cities on Saturday against a mandatory coronavirus health pass for entry to a wide array of public venues, introduced by the government as it battles a fourth wave of infections. It was the third weekend in a row that people opposed to President Emmanuel Macron’s new COVID-19 measures have taken to the streets, an unusual show of determination at a time of year when many people are focused on taking their summer break. Turkey evacuates panicked tourists by boat from wildfires (AP) Panicked tourists in Turkey hurried to the seashore to wait for rescue boats Saturday after being told to evacuate some hotels in the Aegean Sea resort of Bodrum due to the dangers posed by nearby wildfires, Turkish media reported. Coast guard units led the operation and authorities asked private boats and yachts to assist in evacuation efforts from the sea as new wildfires erupted. A video showed plumes of smoke and fire enveloping a hill close to the seashore. The death toll from wildfires raging in Turkey’s Mediterranean towns rose to six Saturday after two forest workers were killed, the country’s health minister said. Fires across Turkey since Wednesday have burned down forests and some settlements, encroaching on villages and tourist destinations and forcing people to evacuate. In one video of the Bodrum fire filmed from the sea, a man helping with the evacuations was stunned at the speed of the fire, saying “this is unbelievable, just unbelievable. Afghans flee (NYT) A mass exodus is unfolding across Afghanistan as the Taliban press on with a military campaign and the U.S. withdraws. As the Taliban closes in, Afghan forces scramble to defend prisons holding thousands of militants (Washington Post) Huddled in brightly lit yards late one recent night, hundreds of inmates taunted a team of about a dozen special forces who were rounding the walls along the top of Kunduz prison. Burkina Faso sees more child soldiers as jihadi attacks rise (AP) Awoken by gunshots in the middle of the night, Fatima Amadou was shocked by what she saw among the attackers: children. Guns slung over their small frames, the children chanted “Allahu akbar,” as they surrounded her home in Solhan town in Burkina Faso’s Sahel region. Some were so young they couldn’t even pronounce the words, Arabic for “God is great,” said the 43-year-old mother. “When I saw the kids, what came to my mind was that (the adults) trained these kids to be assassins, and they came to kill my children,” Amadou told The Associated Press by phone from Sebba town, where she now lives. Okay well I’ll try to break it down by terms first and then on how it’ll affect the WSL:
EU - European Union. A political and economic union of 27 countries primarily located in Europe. The countries within this union are forced to adhere to certain criteria to get in and then universal laws, practices, regulations, financial contributions etc., and in exchange are able to benefit from an internal single market so that most have a free movement of people (ie. no visas or passport controls for a citizen of one EU country to get into another), goods, services and capital. Most also share a common currency, the Euro. 
Football related: all EU players are those who have citizenship from one of the 27 countries which make up the union (Austria, Italy, Belgium, Latvia, Bulgaria, Lithuania, Croatia, Luxembourg, Cyprus, Malta, Czech Republic, Netherlands, Denmark, Poland, Estonia, Portugal, Finland, Romania, France, Slovakia, Greece, Spain, Hungary, Sweden, Ireland) and so in accordance with EU law they are allowed to play in England without visa restrictions.
Also note: there are countries who are part of the wider Schengen Area who aren’t part of the EU but have agreements with the union which allows them to benefit from a lot of the same policies. It is the 26 Schengen countries who have abolished all sorts of border control between them. These include most of the countries listed above as well as Norway and Iceland whose citizens can also play in England at the moment without the need for a Visa
Brexit - derived from ‘Britain exiting [from the EU]’. The political and economic withdrawal of the United Kingdom (made up of the countries England, Wales, Scotland and Northern Ireland) from the European Union. All the way back in 2016 a referendum was held where UK citizens answered yes or no over whether the UK should leave the EU. The majority of votes (51.9%) were to leave and so this process of leaving began. Four years later and the UK has officially left the EU but nothing much has changed yet since agreements haven’t been come to over how such things as free movement of people are going to work out yet between the UK and the EU/Schengen Area.
Football related: homegrown players are those players that, if the same criteria is stuck to for women’s football as it is for men’s, have been on the books of a club affiliated with the Football Association (FA - English version of the USSF and doesn’t include players coming from Scotland or Northern Ireland but it does Wales) for at least three years before they turn 21. So this does not mean they have to be English, rather that they’ve been affiliated with an English club for three years before the age of 21.
With Brexit, the visa free movement and not needing a work permit to work in any of the other EU member states will potentially stop, and many of the current EU players in England would not qualify for visas or working permits to keep playing in the English league if they are subjected to the same rules as non-EU players are now.

A website, operated by the American government, is where you register for ESTA: esta.cbp.dhs.gov. The ESTA information you submit via the computer is compared with certain American law enforcement databases and then either approved or denied. Foreign travelers will not be able to submit ESTA applications at American airports after arriving or at a U.S. Embassy in their country.
What if I Don't Have Plans to Travel to the U.S. Yet?
VWP travelers are not required to have specific plans to travel to the United States before they apply for an ESTA Travel Authorization. As soon as VWP travelers begin to plan a trip to visit the U.S., they are encouraged to apply for travel authorization through the ESTA website. Applicants are not required to update their destination addresses or itineraries if they change after their ESTA Travel Authorization has been granted.

An ESTA Travel Authorization only authorizes a traveler to board an airline or ship for travel to the U.S. under the Visa Waiver Program. After they arrive, travelers who obtained an ESTA Travel Authorization may still be denied entry (also called "admission") at a U.S. port of entry, such as an American airport. An approved ESTA is not a guarantee of admissibility at an American airport. In all cases, the American airport officers make the final determination whether a foreign traveler can enter the U.S. or not. You still have to establish to the satisfaction of the inspecting officer that you are entitled to be admitted to the U.S. under the Visa Waiver Program.
Can I Change My Travel Itinerary?
It is possible to change an itinerary on an existing ESTA Travel Authorization; ESTA is designed so that you can update parts of it at any time. Travelers who did not get an ESTA approval may be denied boarding by the airlines, experience delayed processing, or be denied admission to the U.S. at the American airport.
What If I Already Have a Valid B1/B2 Visitor Visa?
While the ESTA Travel Authorization is completed online with no interview, there are Visas that require a U.S. Embassy interview. The Visa process has separate procedures, which generally require an appointment, travel to a U.S. Embassy, an interview with a Consular Officer, processing time, and the payment of an application fee. If a foreign national already went to the U.S. Embassy and has a valid B1/B2 Visitor Visa pasted in their passport it is not necessary to get an ESTA Travel Authorization because the traveler will be entering with a B1/B2 Visitor Visa and not through the Visa Waiver Program. Keep in mind that an approved ESTA Travel Authorization is not a Visa.
Can I Re-Apply for an ESTA Travel Authorization if Denied?
Yes, but you must wait at least 10 days to reapply and your circumstances must have changed. Unless there is a change in a substantive fact, re-application will not change the result. Keep in mind that applying for an ESTA Travel Authorization with false information can cause a foreign national to be permanently barred from ever entering America. The ESTA system is designed to try to prevent individuals from changing and manipulating an ESTA entry until they receive an approval.
What If I am Denied an ESTA Travel Authorization and Have No Changed Circumstances?
There are three types of responses to an ESTA application; approved, pending or travel not authorized (denied). Applicants who receive a "pending" response are advised to check the website 72 hours later. Applicants who are denied will be required to go to a U.S. Embassy to apply for a formal nonimmigrant visa, such as a B1/B2 Visa, which may take months.
Can a Traveler Find Out the Reason Why an ESTA Application was Denied?
The U.S. Dept. of Homeland Security has stated that travelers may contact the DHS Travel Redress Inquiry Program (DHS TRIP at dhs.gov) but there are no guarantees that information about a denial will be divulged. U.S. Embassies and Consulates are not required to provide details about an ESTA denial nor resolve the issue that caused the ESTA denial.
What If I Have a Criminal Record?
Only those qualified to travel under the VWP are eligible to pre-register through ESTA. Persons who have been arrested and/or convicted are generally not eligible for VWP and probably require a formal Visa, such as a B1/B2 Visa, to travel to America. If a foreign national has received tickets for speeding (which don't usually result in an arrest or conviction) they are probably still eligible for the VWP and ESTA. If a foreign traveler has been denied entry into or deported from the U.S., they require a formal Visa.
Do Any Other Countries Have a Similar Program?
Australia has a program called the Electronic Travel Authority (ETA) that mandates travelers to submit an ETA application electronically through a website requesting permission to travel to Australia. Airlines may refuse to accept passengers who do not have either an approved ETA or Visa to enter Australia.
How Long Will the ESTA Application Data be Stored? Who Can Access It?
The ESTA Travel Authorization is valid for two years or until the traveler's passport expires, whichever comes first. The American government will maintain the information for at least 15 years to allow retrieval of the information for law enforcement, national security, or investigatory purposes. Information submitted through ESTA can also be shared with any U.S. government organization.
What Information Does the Airlines Get?
Airlines will receive confirmation of a passenger's ESTA status visa the "Advance Passenger Information System" (APIS) which shows whether the ESTA authorization has been granted for a Visa Waiver Program traveler. It is recommended that the traveler print out the ESTA application approval in order to maintain a record of their ESTA application number and to have confirmation of their ESTA status.
What About Children?
Accompanied and unaccompanied children, regardless of age, are required to obtain an independent ESTA Travel Authorization.
What if a Mistake was Made on the ESTA Application?
The ESTA website will ask applicants to review their application before submitting it. Also, there is an update function for certain information such as email address, telephone number, or flight information. If an applicant makes a mistake that cannot be "updated," he will need to submit a new ESTA application.
What if I Only Have a Connecting Flight Through the U.S.?
Visa Waiver Program visitors who have a connecting flight in the U.S. are required to either have ESTA Travel Authorization or a Visa from a U.S. Embassy in their passport to travel through the U.S. even for a one hour stop. If a traveler is only planning to stop in the U.S. en route to another country, the traveler should enter the words "In Transit" and his final destination in the address lines under the heading "Address While In The United States" on the ESTA application.
What Are the Questions on the ESTA Travel Authorization Application?
The traveler must provide (in English) biographical data including name, birth date, country of citizenship, country of residence, email address, sex, telephone number, passport information, destination address in the U.S., travel information (round trip airline ticket, flight number and city where you are boarding) as well as questions regarding communicable diseases (chancroid, gonorrhea, granuloma inquinale, HIV, leprosy, lymphogranuloma venereum, syphilis [active], tuberculosis [active], and others), physical or mental disorders, drug addiction problems, arrests, convictions, past history of visa cancellation or denial, and prior deportations from the U.S. The traveler will also be asked whether they are seeking work in the U.S., have ever been deported or tried to get a visa by fraud or misrepresentation. The traveler will be asked if they have ever detained a child of a U.S. Citizen granted custody of the child, and whether they have ever asserted immunity from prosecution.
Do I Select "Business" or "Pleasure (Tourist) at the Airport Port of Entry?
After the ESTA Travel Authorization is granted, the foreign traveler will be interviewed by government officers at the first American airport they land. The officer will ask what the foreign traveler will be doing in America and the questioning can take up to four hours in a detained setting called "secondary inspection." The officer may ask the traveler "what else are you doing in America?" repeatedly to try to get "the real" answer. If the traveler is only going to be a tourist, they are not allowed to do any business, including meeting with any attorneys, applying for a bank account, meeting with real estate agents, or other business consulting activities. Even though the traveler is going to conduct just one business meeting while in America, they are required to report it and enter as a business visitor. The business visitor is allowed to participate in tourist activities, but the tourist visitor is not allowed to participate in any business activities. Therefore, if any business might be conducted while in America, it is best to tell the government officers about it at the airport to avoid being accused of lying, put immediately on a plane back to your home country, and barred from America for life.

Can I Be Searched in the American Airport? Am I Entitled to Legal Representation?
While being interviewed at the American airport, all luggage (even locked bags) can be searched, as well as the traveler's body and his/her cell phone (including text messages and phone numbers) and laptop (including hard drive). The officers may "google" a traveler's name and check out their myspace, Facebook or hyves pages. The traveler is not allowed to be represented by an attorney or even call their attorney while in "secondary inspection." Bathroom visits, water and food may be limited, so it is best to prepare for such an occasion while still on the plane before landing.

When the ESTA Travel Authorization is denied, the foreign traveler must make an appointment at a U.S. Embassy in their country to apply for a formal Visa. American Immigration Attorneys are in close contact with their foreign clients and will share the denial information with each other starting in January 2009. Currently there are no government policies regulating this area of the law, or opportunities to appeal a denial.

Making Sense of EU Current Events:  How the European Union Got to Where It Is Today
Most Americans feel a sense of closeness with Europeans.  We are in sync culturally. We have shared historical experiences. We love many of the same cars, luxury products, and tech gadgets. But do Americans really understand Europe?  
For years, we have read about the Common Market, the European Union, the Euro – but do many Americans understand why these were formed, how they developed and what they were designed to do?  The news is full of stories about Brexit, populism, and a backlash against migrants, but what is the overall context behind these movements and sentiments?  How do these issues fit into the overall picture of Europe in the year 2021?
As a new writer, my humble wish is to use this column to create a space that explores the threads that interweave and make Europe such a fascinating place.  Taken separately, there are many pieces of the past and present that are interesting.  As we explore more and more pieces, it is my hope that they can become building blocks to create a better understanding of Europe as we find it today.
To start down this journey, it is necessary to be familiar with some key milestones in the life of the EU. In many ways, these tell the story of how Europe rose from the ashes of World War II and reached its current state - with all of its promises and challenges.  To be able to understand the present, we need to take a few minutes to visit the recent past:  Why was the European Union formed and how did it evolve?  After understanding a few fundamental points, we can turn our attention with greater clarity to the challenges that faced by Europe and the European Union as it looks to the future.                     
For those of us in later generations, it is hard to imagine the magnitude of the problems that Europe faced in 1945. In the aftermath of the most destructive war that mankind had ever seen - millions dead and injured, factories and jobs wiped out, widespread economic collapse and hunger, mass homelessness. There was also the new reality of geopolitical competition between the West and the Communist East. Overall, the nations and the people of Europe were traumatized.  They found themselves placed between a past that had gone down in flames and an uncertain future. 
Out of this landscape of destruction and chaos, there emerged a group of leaders who had a vision for the future. They came from France, Germany, Italy, Britain and the United States. They dreamed of a Europe secured against the threat of another war and harmonious economically and politically.  Americans showed leadership in the creation of NATO and generosity in the Marshall Plan, thereby offering protection to Europe and the financing needed to get recovery underway.  For their part, the European leaders of the day planted seeds in the form of new institutions that ushered in the promise of a new political and economic order.
The seeds grew over time to become the European Union.  Thanks to the creative vision of this generation of European and American leaders, the framework emerged for a Europe that could build on the foundation and yield more than 70 years of relative stability and prosperity. The founding institutions of this post-war Europe are among the greatest political achievements in modern history.
The Expanding Influence of the EU in the Lives of Member States and Citizens
It is useful to take a step back and review some of the key treaties and agreements that have created the Europe of today.  They tell the story of deepening integration of the continent and the expanding role of the central European governing bodies. 
MILESTONES IN THE HISTORY OF THE EUROPEAN UNION
Treaty of Paris (1951)
Founding members: France, West Germany, Italy, Belgium, Netherlands, Luxembourg
Set up a central body to regulate industries and established a common market for coal and steel.
It set the template for future European Commision, European Parliament, and European Court of Justice.
French Prime Minister Robert Schumann and his German counterpart, Konrad Adenauer, were drivers behind this treaty.  
Politically, the immediate goal was to make any future war between France and Germany “unthinkable”.  Longer term, it was hoped that the ECSC would mark the birth of a future united Europe. 
Treaty of Rome (1957)
Established the European Economic Community. Set up a customs union and mapped out progressive reduction of custom duties.  
Proposed the concept of a single market for goods, labor, services and capital. 
Created the European Commission to implement a Common Agricultural Policy, Common Transport Policy, and European Social Fund.  
Schengen Agreement (1985)
Largely abolished internal border checks between members, allowing free movement of people across borders.  Set up common visa policy.
Single European Act (1986)
Committed members to a timeline for economic merger (including a single currency) and common foreign and domestic policies.  
It called for increased legislative powers for the European Parliament and streamlined the process for the passing of laws.
Maastricht Treaty (1992)
Officially created the “European Union”; provided common citizenship and passports
Allowed citizens to reside in any member state.
Established European Central Bank, paving the way for a single European currency; included provision to apply inflation and public debt level requirements to future applicants.
Mapped out closer cooperation between police forces and courts in criminal cases.
Treaty of Amsterdam (1997)
Important changes to Maastricht agreement: members agree to transfer powers from national governments to European Parliament
Large impact on immigration, civil and criminal laws.
Treaty of Lisbon (2007)
Amends Treaty of Rome and Maastricht; relates to internal decision making processes (e.g. decisions by qualified majority rather than unanimous vote)
Created formal positions for President of the European Council and representative for Foreign Affairs. 
With each of these agreements, the affairs of the member nation-states became more and more intertwined. Regulations were streamlined and made uniform. Goods and services could be traded across national boundaries more easily and cheaply. Citizens became able to travel freely without passports throughout large parts of the region. Changes in the labor rules created a continent-wide labor market. All in all, these new arrangements changed the face of Europe and the lives of many of its people.

While the dramatic alterations were underway, the European community itself was expanding.

A Time of Dramatic Changes for the Europe and the European Union 
As all of this was happening, there were fundamental policy shifts and historical waves at play as well.  Beginning in the 1970s, richer countries began to subsidize poorer members with  transfer payments.  These allowed for more job creation and new infrastructure in the poor nations of southern Europe. The European Parliament was formed and, starting in 1979, began to have direct elections of its members.  The period saw the development of an environmental movement in the west and, in the east, the Polish labor union began to put pressure on the Communist government. History reached a climax with the fall of the Berlin wall in 1989 and the subsequent collapse of Communism in Central and Eastern Europe, followed by Russia itself.  There then was an emphasis on integrating these former members of the Warsaw Pact into the European community, culminating in a massive enlargement of the European Union in the first decade of the 21st-century.
Where Does the EU Go From Here?
The original concept of the European Union was visionary and the resulting structures changed the face of Europe. Europe has become prosperous and the degree of personal freedom and wealth is impressive. If this is so, then why do things appear to have gotten off track?  Why is there so much ‘Euro-scepticism”, which reached a peak with Brexit?  Indeed, as the role of the EU in the lives of citizens has become so much deeper, the level of resentment directed at the bureaucrats in Brussels has grown. Also, with the dramatically expanded number of member countries, new political, economic and cultural fissures have opened. The desire to be part of the EU has dissipated as the news has become full of reports on the constant squabbling over procedures, divergent views over the degree of economic and financial integration, and immigration policies. The outcome of the next chapter of the story of Europe will depend on how well its leaders navigate these tricky questions and whether the people of today hold on to the vision of freedom and liberty that guided earlier generations.
With this brief historical introduction out of the way, your humble columnist will begin to use this “About Europe” space to explore some of the issues and challenges facing Europe today.

My journey beyond MBA into Canada (Blog#10)

After graduation we went to Orlando to see Disney/Universal. That trip burned a hole in my pocket. Washington DC was the last leg and luckily the museums in DC are free to public unlike New York. We survived on McDonald's for couple of days as I simply ran out of money.
Signing bonus was a new concept. I had assumed that I would get that money the moment I accept the offer letter. Only to realize that I would actually get it 45 days after joining. I was running dangerously low on cash so I requested Cartesian to give me 50% of my signing bonus upfront which they trustingly did.
Location: Cartesian also gave me options for my location. Boston was too far up north and cold. Philadelphia was tough. New York was costly. Washington DC has nice summer and I was familiar with Northern Virginia due to its proximity to Williamsburg. So I selected DC.
My friend Vipul helped me get a lease at his apartment complex in Herndon, VA. My wife joined me in US to join me while rest of my family left for India. Doing grocery was a problem. Walking to the store and carrying big bags was too laborious. Ever since I drove Chris’s car I wanted to buy a Subaru Forester but as I had no credit history and my income hasn’t come yet no one was ready to give me auto loan. I approached Bank of America but they declined – even though I showed my offer letter with salary information they wouldn’t lend me a single cent unless I agree for 20% APR.
Once again, Vipul introduced me to Digital Federal Credit Union (DCU). DCU gave me the full $20,000 at competitive 2.29% APR. I searched online to shortlist few cars. Hilariously changed 3 buses and a Metro with my wife and traveled to Manassas, VA to buy my Forester. Now I could reach places within minutes – such a big relief!
2015: Luckily my first project was with Time Warner Cable and their office was a mile away from my apartment. I would come back home to have lunch or walk to office. 
Life was good. 
It became better as I got news from Larry that USCIS cleared my RFE and my H1-B was approved. Huge sigh of relief! The H1-B came into effect in October. I noticed that my take home pay decreased as now I had to pay into Social Security and Medicare.
I felt that this system was unfair. As foreign national working in US I was a non-resident alien but for tax purposes I was a resident alien. I could not benefit from SSN or Medicare but I had to contribute into those programs. Additionally, every time I exit US, I had to get my passport stamped and answer lot of questions at port of entry. Cartesian also had to file paperwork to USCIS whenever I changed apartments as my address of residence was listed in my petition.
2016: Having money felt great but my wife couldn’t work in US. We thought of starting a family but I wanted her to earn and be financially independent. I thought “If I can come to US and get work after US education, my wife and sister can do that as well”. We put our family plans on hold. Raising kids would mean a gap of 5+ years for my wife which could prove insurmountable in rejoining workforce.
She liked William & Mary’s Masters of Accounting. She enrolled in Northern Virginia Community College to get prerequisite credits. My wife and sister took the GMAT/TOEFL and applied to schools.
My wife got admits from George Mason, American University and W&M. My sister got admits from CUNY Baruch, Fordham, Johns Hopkins, American and Bentley for Masters in Marketing Analytics. Even though CUNY was 1/3rd the cost of Fordham and Johns Hopkins is a huge brand name, I advised my sister to enroll in Fordham as it is STEM certified. STEM allows international students to be eligible for 2 years of extended OPT in addition to the initial 1. This provides 3 years to find an employer who would file for H-1B.
For obvious reasons, my wife selected W&M. Since I could work from home, I decided to move back to Williamsburg to lower our living cost and be together. I did not have sufficient money for my wife’s education. Luckily I learned about Mpower Finance. They provided $25,000 without collateral at 11.99% APR both to my wife and my sister. This was a game changer. I took a personal loan from DCU for the remainder amount. I paid my sister’s monthly rent in NYC. By fall both enrolled in their respective schools. I asked Cartesian to apply for my Green Card (GC) but they asked to revisit in 2017
2017: I visited India in Oct and that’s when my mother fell and broke her shoulder. It became clear to me that I need to live together with my parents. I asked Cartesian again for GC but they refused to apply. To be fair I still had another year on my H-1B and could renew it for 3 more years. Usually companies exhaust 6 years of H-1B before sponsoring for GC. The problem is that USCIS puts a cap on number of GC applications per country. Which means that India with a population of 1.3 Billion gets the same number of GC slots as Lithuania – a country of 3 million. This cap puts a wait time of 10 to 15 years for Indians and Chinese to get GC in best case estimate. Worst case puts the waiting period at 45 years!
Even if I received GC, I still couldn’t stay with my parents. I started exploring other options and learned about Canadian Permanent Residency. My wife and I applied to Canada’s point based PR. During application I got to know another Indian applicant. He was 38 years old, had two kids. Worked in US on H-1B for 7 years. (2 renewals + 1 extended year) His company exploited him and gave him $138,000 while his American coworkers made $200,000+ He couldn’t leave his job as his company was filing for his GC, because of his age he scored less points in the Canadian PR process. He was in a pickle.
I decided I didn’t want to be in his shoes after 5 years. By mid-2017, my wife faced rejections at interviews due to companies unwilling to sponsor H-1B. Luckily she contacted Tim who owns La Tienda at Toano, VA and is a W&M Alumni. They hired her for a yearlong internship during the course of her OPT. My sister also found a job at NYC but the hours were killing her. Rampant racism existed in her company. English Hons fresh out of school American citizens are fast tracked into Managers while  Indian employees who had considerable experience in SPSS, SAS etc. and had a MS in Marketing / Analytics were made to work at grassroots. I decided to leave US when my wife’s internship and her OPT would conclude in July 2018. By December we had received our Canadian PR.
I owed my parents $80,000 for my MBA. I had little money saved. So I decided to buy a property in India. I would pay the mortgage on it and my parents would rent it out. The rent would provide them additional income to support cost of living.
2018: I was bleeding money from all ends – rent, auto loan, mortgage, education loan and taxes. Additionally, I couldn’t plan for retirement or invest in a property while in US.
Since both of us were earning and our cost of living was low. I decided to use snowball effect. First, paid off my wife’s education loan by making lump sum payments every month. That freed up the money going towards that loan. We used that additional money and attacked the next – auto loan was now repaid. Only mortgage remained as we moved to Canada in July 2018.
In September my H-1B expired. I resigned from Cartesian as a full-time employee and rejoined as independent contractor. This worked in my favour as I was able to get a 20% hike. I was promoted to Manager. I did not miss forgoing benefits like medical etc. as those are provided in Canada under universal healthcare.
We setup base in Toronto and my wife landed a job soon. We used the snowball effect once more to pay off my mortgage in India. After 4 years or so I recouped my Return on Investment on my MBA.
2019/2020: I was debt free and started saving money. Paying rent in the Greater Toronto Area was expensive and paying the same amount in mortgage made more sense. We bought a house and started a family. My sister also applied for her PR and joined us. I applied for my parent’s Super Visa – which allowed them to stay up to 2 years in Canada at each entry. After 6 long years we all were together again.
In conclusion, I feel lucky that I was able to successfully use my MBA to transition into consulting, change geography and attain higher purchasing power.
