We Won’t Stop Speaking Out for Waconia Cats
In a dangerous and irresponsible move, Waconia, Minnesota, passed a cat leash law—and applied other unrealistic and ineffective measures to cats.
Alley Cat Allies wrote a letter urging the Waconia City Council to oppose these amendments to its ordinance, which added cats slapdash to laws regulating dogs. Unfortunately, the amendments passed regardless.
We aren’t done: We’re going to take action to protect Waconia’s cats—especially community cats, who are at the most risk from the city’s decision.

Here’s a charity to support. They’re called alley cat allies. I first learned of them years ago on a trip to Atlantic city. They care for a group of cats that live on the boardwalk. King gives us a little back story on Bane and Bruce to set up the conflict. After they both lost their mothers tragically (which totally makes them the same person who experienced the same trauma and thus are the same except for the next difference that I'll be getting to outside of this parenthetical reference), Bruce was sent to live in a mansion with a butler where he could become a responsible, strong, obsessive man with a death wish while Bane was shoved in an oubliette that flooded daily where he could become a psychotic drug user with a Mexican wrestling fetish. See? They'd be samesies if it weren't for Bruce's privilege. I hope he acknowledges it in his encounter with Bane so everything will then be okay and they can become friends. Although I assume Bane will just say something like "So what? Now you deserve an ally cookie?!" or maybe just break Batman's face. Both young Bruce and Bane are really fucking into their mothers. It's creepy. Or is it normal? Is that how kids react when they lose their mother? I would have thought there would be more drinking and piñatas.

So Batman's entire plan to distract Bane for five days is to get his ass beaten by him? For five days straight? This is going to go well. You know what might have been a good idea? Instead of asking Superman to babysit the Robins while they're in cryogenic stasis, maybe get Superman to put Bane in stasis for five days. No? I suppose there's less chance of a lawsuit kidnapping and restraining your children than doing that to a convicted criminal threatening you with death. Bane says he's also not some rich boy playing dress-up. So I guess he does know Batman's secret identity and thus the location of the Bat-cave. I can't keep straight who knows and who doesn't know. Why should Batman even care at this point? Enough people know that the information is probably all over the Internet in hilarious meme form. Bane beats the shit out of Batman but Batman refuses to give Psycho Pirate back to Bane. So Bane tells Room Service to kill the hostages. Uh oh! Batman better have a back-up plan! Like how he could have had that Superman back-up plan I mentioned earlier. Oh come on! Who didn't think he had a back-up plan? Show of hands? See? No hands! I mean, I couldn't see them even if there were any but I'm certain their weren't any. Mostly because even if some of you thought he didn't have a back-up plan and this series was about to end, you'd probably be too embarrassed to admit it.
Get it?! Cats beat birds! Duh! It's evologic! That's a combination of evolution and logic, in case you're one of those dum-dums who occasionally and accidentally read one of my reviews.
Catwoman has strung up Room Service, Housekeeping, and Night Clerk back in Bane's safehouse and clawed "I am cat" into their chests. Then Batman heads into Arkham and Bane follows him. Good for Bane! He never even stops to say that stupid thing about it probably being a trap and then going in anyway. He just kicks the motherfucking door down and gets on with it. The Ranking! No change! I almost gave it a +1 because it ended so well with Catwoman's flexing line that I was all positive and upbeat about it. But then I remembered all the flashback sequences with Bruce and Bane saying, "Mommy this!" and "Mother that!" Fuck that shit. It was annoying. P.S. I just noticed I didn't complain about David Finch's inability to draw the mouth of a man this issue. So, um, good job, Dave? I guess?

Waconia, Minnesota: Reject Amendments That Place Cats in Danger
Alley Cat Allies sent the following letter to the city council of Waconia, Minnesota, to protect indoor and community cats from dangerous amendments to the local city code. Right now, Waconia is proposing adding cats into laws crafted for dog-related issues, which leaves cats open to dangerous requirements that don’t acknowledge their nature and place in our communities.
We are offering our expertise and support in establishing lifesaving Trap-Neuter-Return (TNR) in Waconia and crafting an ordinance that protects community cats, caregivers, and TNR.
Dear Mayor Waldron and Waconia City Council:
On behalf of Alley Cat Allies and our supporters in and around Waconia, I am writing to ask for the immediate rejection of dangerous proposed requirements for cats in amendments to Chapter 560 of the Waconia City Code. These include requiring cats to be leashed or licensed, which is impossible to enforce and fails to acknowledge community cats, or unowned cats who live outdoors. Alley Cat Allies asks that the City of Waconia instead enacts effective, lifesaving policies like Trap-Neuter-Return (TNR).
Alley Cat Allies is the leader of the global movement to protect cats and kittens. Founded in 1990, we work toward a world where every cat is valued, and every community has policies and programs to defend them. Alley Cat Allies regularly educates and acts with lawmakers, animal shelters, and the public to change attitudes and advance laws and policies that best serve the interests of cats.
We want Waconia to know that dogs and cats are very different animals with very different relationships to people and our communities. Cats cannot be slapdash inserted into laws tailored to dog-related concerns.
Laws requiring cats to be leashed are ineffective, impossible to enforce, and incompatible with TNR, the only humane and effective approach to community cats. If Waconia agrees to a leash requirement for cats, it will only result in cats being impounded and killed and/or the penalization of compassionate Waconia residents spending their own time, energy, and money to care for community cats.
Under a leash law, any cat not wearing a leash outdoors is a visible target. There is no reliable way to distinguish between a community cat, an owned cat allowed outdoors, and an indoor-only cat who is unintentionally outdoors. All of these cats will therefore be at risk, along with the people who care for them.
Similarly, community cats do not have owners to provide them with licenses or tags or to clean up after them if they defecate on public or private properties. However, the proposed amendments will include cats in laws regulating these matters for dogs. The penalty could only fall on caregivers of community cats, who are not the cats’ owners but good Samaritans providing a community service.
If Waconia’s goal is to address community complaints or disputes, that is better accomplished through facilitating discussions in pursuit of positive outcomes for the cats and people involved. If the goal is to address populations of cats outside, The City of Waconia needs to know that community cats are at home outdoors, and it is their natural environment. They have no owner to leash them, and they generally cannot be adopted into indoor homes.
Instead, the city is best served by supporting TNR and low- and no-cost spay and neuter.
Through TNR, community cats are humanely trapped, spayed or neutered, vaccinated, eartipped for identification, and returned to their outdoor homes. TNR stops the breeding cycle so no new kittens are born, improves cats’ health, and eliminates mating behaviors such as yowling, spraying, roaming, and fighting. TNR also reduces shelter intake and calls to animal services, providing immediate community benefits and saving taxpayer dollars.
For all the reasons above, Alley Cat Allies again urges the City of Waconia to reject the proposed amendments and offers our support to draft new language that protects community cats, community cat caregivers, and TNR. We also offer our support to help Waconia establish an effective TNR program and further humane policies. Thank you for your consideration.

Alley Cat Allies Applauds Court’s Sanctioning of Berkeley County Sheriff’s Department and Animal Control
BERKELEY COUNTY, W.Va. – Aug. 10, 2023 – Alley Cat Allies applauds rulings by Berkeley County, W.Va., Circuit Court Judge Michael Lorensen sanctioning the Berkeley County Sheriff’s Department in a case related to a West Virginia Freedom of Information Act (FOIA) request for public records from the sheriff’s department. The rulings are a step towards needed transparency to protect animals from potentially cruel practices at the Berkeley County Animal Shelter.
The court previously ruled that the sheriff’s department was required to disclose documents from Berkeley County Animal Control that Alley Cat Allies first requested under FOIA on December 20, 2021. In its most recent ruling, dated July 28, 2023, the court sanctioned the Berkeley County Sheriff’s Department for failing to comply with the FOIA request, after having previously compelled the sheriff’s department to allow public inspection of documents from animal control, pursuant to the FOIA request.
“The court’s ruling reinforces what we already know to be true in West Virginia – that public agencies including Berkeley County Sheriff’s Department and Animal Control are accountable to the public, especially when it comes to protecting animals from cruelty while in the county’s care,” said Timothy Hyland, the attorney for Alley Cat Allies in this case.
Alley Cat Allies requested records from Berkeley County Animal Control after an Alley Cat Allies investigation in 2021-2022 uncovered violations of animal cruelty laws at the county shelter. Alley Cat Allies sought 17 categories of public records involving the sheriff’s department’s treatment of animals. Requested records involve Berkeley County Animal Control’s use of firearms to euthanize, or kill, animals; disposal of animals it kills; training or lack of training for animal control officers; and documents related to the sheriff’s department’s efforts to undermine Alley Cat Allies, after Alley Cat Allies had alerted the public to the agency’s systemic cruelty against cats. With the court’s ruling, these records were required to be shared with Alley Cat Allies, and the court ordered the sheriff’s department to reimburse the attorneys’ fees incurred by Alley Cat Allies in its action to enforce the Freedom of Information Act.
The rulings referenced above came in court case number CC-02-2022-C-54.

Alley Cat Allies Wins Major Victory in Fight to Save Cats at Puerto Rico Historic Site
Alley Cat Allies has achieved a major victory to protect community cats living on the San Juan National Historic Site in Puerto Rico. Alley Cat Allies legal efforts and refusal to back down have forced the United States National Park Service (NPS) to agree to halt movement on its cruel plan to remove and kill cats on the historic site starting October 1.
“This victory is a crucial step, and Alley Cat Allies stopped the NPS’ reckless and cruel intention to begin removing and killing these cats on October 1. However, the cats’ lives remain at risk unless the plan is struck down permanently,” said Yonaton Aronoff, a lawyer representing Alley Cat Allies. “Alley Cat Allies will not back down until that happens, for the sake of the cats and the many Puerto Rico residents and advocates worldwide who have spoken out to defend them.”
Alley Cat Allies’ historic lawsuit in the United States District Court for the District of Columbia claims the NPS’ plan to remove the cats violates the National Environmental Policy Act (NEPA). In August, Alley Cat Allies filed for an injunction against the NPS to stop its imminent action starting October 1. Ultimately, the NPS agreed to Alley Cat Allies’ terms, which include ceasing steps toward the removal of the cats until the court decides the legality of the NPS’ plan.
Following NPS’ agreement to stand down, the legal process is moving into an expedited briefing schedule with a court decision expected early in 2025. Alley Cat Allies is prepared to fight relentlessly until the NPS abandons its inhumane and illegal plan entirely.
For generations, community cats have lived in peace along the rocky shores of San Juan’s scenic Paseo Del Morro, which is part of the San Juan National Historic Site. They are true community members who are adored by locals and tourists alike and are woven into the fabric of Puerto Rican culture.
Alley Cat Allies contends that removing and killing these cats disregards the inherent value of the cats’ lives; the wishes of the San Juan community; and the proven humane, effective approach to community cat populations: Trap-Neuter-Return (TNR).
For now, the community cats of the Paseo del Morro are safe, but their future hangs in the balance. The National Park Service has shown its willingness to pursue a brutal and inhumane plan, and without continued pressure, these cats remain in grave danger.

Alley Cat Allies Achieves a Victory in Court, Exposing National Park Service's Underhanded Tactics
SAN JUAN, PUERTO RICO: Alley Cat Allies, the leader of the global movement to protect cats and kittens, has achieved a critical legal victory against the National Park Service (NPS) and its plan to eradicate cats from Puerto Rico’s San Juan National Historic Site. The United States District Court for the District of Columbia has denied the NPS’ attempt to transfer the Alley Cat Allies lawsuit to a court in Puerto Rico.
After this failed maneuver, the NPS is now hastening the implementation of its brutal plan before the court can determine its legality. It plans to round up cats on the historic site starting October 1, 2024.
“The NPS tried to delay by transferring the case and, now that the court has seen through its tactic, is acting in bad faith by moving forward in a rush,” said Yonaton Aronoff, a lawyer representing Alley Cat Allies. “Alley Cat Allies insists that the NPS cease any further steps in its deadly plan against Puerto Rico’s cats or we will seek appropriate relief.”
Alley Cat Allies argues that the NPS’s eradication plan violates the National Environmental Policy Act (NEPA) and is arbitrary and capricious under the Administrative Procedure Act (APA).
The plan, which includes trapping, removing, and “euthanizing” cats, is cruel and ineffective. Removing the cats creates a vacuum, which cats living in San Juan will quickly move into the historic site to fill. The NPS is only setting itself up for an endless cycle of killing rather than supporting humane, effective approaches like Trap-Neuter-Return (TNR).
The court’s decision is an important step forward, and Alley Cat Allies remains committed to holding the NPS accountable and protecting Puerto Rico’s community cats.
The people of Puerto Rico have voiced their opposition to the NPS plan. They, and Alley Cat Allies, recognize the threatened cats as community members who are woven into Puerto Rican culture and history. We call on the NPS to immediately halt its cruel plan and engage in a transparent, accountable process that respects the law, the lives of the cats, and the community’s wishes. Alley Cat Allies will not stop fighting until it does.

No Cat is an Island
Tropical islands bring to mind warm breezes, the briny, calming scent of the ocean, and thriving flora and fauna. But for cats and kittens who are at home on many islands, their lives in paradise are threatened by lethal action at the hands of misguided governments.
Alley Cat Allies is stepping up in several island communities to protect cats, challenge deadly policies, and train the next generation of our movement.
Puerto Rico
In a historic action, Alley Cat Allies filed a lawsuit against the U.S. National Park Service (NPS) to save San Juan’s community cats from eradication. We aim to put an end to NPS’s cruel, futile, and unlawful plan to remove and kill cats on federal lands in Puerto Rico.
For generations, community cats have lived in peace along the rocky shores of the scenic Paseo Del Morro. They are adored by locals and tourists alike and are woven into the fabric of Puerto Rican culture. Now they face a deadly threat from the NPS, which is determined to rip the cats from their natural outdoor homes and their community, including by lethal means.
Alley Cat Allies has worked with local advocates and connected with the local government to stop this deadly scheme. We’ve also provided a grant for Trap-Neuter-Return (TNR), veterinary care, food, and other services for the Paseo del Morro cats.
We won’t back down when cats’ lives are on the line.

The Cayman Islands
Alley Cat Allies does not stand silent as cats are scapegoated—and killed—for wildlife species loss because governments don’t want to confront the true cause: human-led development. For the past year and a half, we’ve condemned government removal and killing of Cayman Islands cats, and we continue to take measures to shield them from cruel and pointless lethal control.
As we keep up the fight, we’re also leading the way with humane, effective policies. Our grants to local organizations are providing ongoing TNR and other critical care to hundreds of Cayman Islands cats and kittens. The gratitude of these cats’ caregivers and families is the proof: Cayman Islands residents care about their cats, and our voice on cats’ behalf is THEIR voice, too.

Saint Kitts and Nevis
Growing a powerful movement means ensuring the next generation is ready to take up the lifesaving mantle. That’s why we launched the Alley Cat Allies Veterinarian Training Program™, starting in the Caribbean islands of Saint Kitts and Nevis!
In late March, Alley Cat Allies presented to students and licensed veterinarians at the Ross University School of Veterinary Medicine about community cats, best practices for TNR, and unique veterinary and surgical techniques tailored to helping unowned cats who live outdoors. Some of these incredible students are already providing critical care and education to help cats on Saint Kitts and Nevis, and we’re proud to give them the tools for even greater success.
Since our founding in 1990, Alley Cat Allies has guided veterinary professionals to develop best practices and familiarize themselves with treating community cats and carrying out TNR. The goal of our Veterinarian Training Program is to help both experienced and novice veterinarians bring the most effective TNR techniques to their communities to save more lives.
