The Pandemic Will Be More Deadly This Year - Look At India
On Sunday alone, 261,500 new infections were recorded. That's as bad as the U.S. during all but the worst five days of the pandemic in December and early January.
Covid-19 is going to kill more people in 2021 than it did last year. If you want to see why, look at what's happening in India.
Cases have been surging in the country of 1.37 billion people. On Sunday alone, 261,500 new infections were recorded. That's as bad as the U.S. during all but the worst five days of the pandemic in December and early January. Case counts are rising far more quickly, too. Average infection numbers over the past seven days have run at nearly three times the level two weeks ago, a pace of growth that the U.S. last saw in the early days of the outbreak a year ago.
The real numbers may be yet higher. The city of Bhopal used Covid-19 protocols to cremate or bury 84 people last Tuesday, according to the Hindustan Times, while declaring only five Covid deaths. The B.1.617 variant, which isn't well understood yet, has features associated with higher infection rates and lower antibody resistance. It's turning up in more than half of viral samples taken in India.
As caseloads push medical facilities toward capacity, the health system itself is starting to crack. Vaccine stocks, hospital beds and even oxygen supplies are running short, leading to bitter arguments between the states and the federal government. In some places, the dead are being transported by truck because cities have run out of hearses. Elsewhere, crematoria have started to break down because of the sheer number of bodies being burned.
If things don't change soon, the country will be facing 3,000 deaths a day -- twice its current level, and 10 times what was being seen through most of this year -- Bhramar Mukherjee, a biostatistician at the University of Michigan, wrote last week.
As my colleague Mihir Sharma has written, arrogance, hyper-nationalism and incompetence helped foster a fatal sense of complacency amid India's apparent success against the outbreak earlier this year. Until a few weeks ago, lockdown restrictions had been progressively loosening for months. Cinemas were allowed to open to full capacity Feb. 1. Health Minister Harsh Vardhan declared the country "in the endgame of the Covid-19 pandemic" in early March, at almost precisely the point that cases started to surge again.
Worryingly, the clear signs of a second wave haven't prompted much course correction since. With elections underway in the states of Assam and West Bengal, the Twitter feed of Prime Minister Narendra Modi has been interspersing updates about the virus with Trump-style footage of him, unmasked, addressing mass rallies:

The other side isn't necessarily doing much better, either. West Bengal's chief minister, an opponent of Modi's BJP, only got around to canceling her campaign rallies Sunday.
Worse may be to come. The Kumbh Mela, a Hindu pilgrimage festival that's normally the largest mass gathering on earth, is now underway on the banks of the Ganges, attended by an estimated 3.5 million people. That's well down on the numbers in a normal year, and even Modi, far too late, urged over the weekend that the event be purely "symbolic" rather than physical. Still, it's far above the mere thousands allowed to other mass events like last year's Hajj in Saudi Arabia and Arbaeen pilgrimage in Iraq.

Even held outdoors, such events carry a profound risk of spreading the most infectious variants to every corner of the country. Close to 10% of people returning to Gujarat's largest city, Ahmedabad, from the festival tested positive for Covid over the weekend, the Press Trust of India reported Monday. Hitherto, the coronavirus has mostly hit the relatively affluent, urbanized parts of the country that are best able to cope with it, such as the southern states of Kerala and Karnataka, the capital Delhi, and Maharashtra, home to Mumbai. If the Kumbh Mela seeds it in rural districts, where the majority of India's population lives, the death toll could be higher still.
There's a lesson in this for the world. The 1.2 million people who've died from Covid so far this year already represent about two-thirds of the 1.8 million fatalities in 2020. Yet people are behaving as if it's already over. That's removing the sense of unified urgency that led many nations to make such strides in turning around the pandemic last year.
Vaccine supplies for the richest (and, thanks to global initiatives, poorest) countries are relatively ample. Yet those for middle-income nations, where the majority of the planet's population lives, are grossly inadequate, blocked by restrictive patent rules. India, with one of the world's largest pharmaceutical industries, is far better placed than most midsize economies to cope, but even it is crumbling under the strain.

The more people infected in emerging countries while the rest of the world looks away, the more opportunities Covid-19 will have to develop into fresh strains and prolong this death and misery. We must do better. The globe is still under attack, but our defenses are in disarray.

Indians Rise Up Against Modi's Citizenship Bill
After the bill was approved on 4 December 2019, violent protests erupted in Assam, especially in Guwahati, and other areas in the state. Reactionary protests were held as well in several metropolitan cities across India, including Delhi, Bangalore, Ahmedabad, Hyderabad, Jaipur, Kolkata and Mumbai. Reactionary protests were also held at universities across the country including Cotton University, Gauhati University, IIT Bombay, Presidency University, Jamia Millia Islamia, Osmania University, University of Hyderabad, University of Delhi, Panjab University and Aligarh Muslim University. By 16 December, the protests had spread across India with demonstrations occurring in at least 17 cities including Chennai, Jaipur, Bhopal, Lucknow and Puducherry. In Maharashtra the students of Tata Institute of Social Science and the University of Mumbai in Mumbai, Dr. Babasaheb Ambedkar Marathwada University in Aurangabad and the Savitribai Phule Pune University (SPPU) in Pune staged protests in solidarity with their counterparts at Jamia Millia Islamia and Aligarh Muslim University. Students from various SPPU-affiliated colleges and members of organisations such as the National Students Union of India, the Students Federation of India and the Yuvak Kranti Dal took part in the protest.
On 19 December police banned protests in several parts of India with the imposition of section 144 which prohibits the gathering of more than 4 individuals in a public space as being unlawful, namely, parts of the capital New Delhi, Uttar Pradesh, and Karnataka, including Bangalore. Police in Chennai denied permission for marches, rallies or any other demonstration. Internet services were also shutdown in some parts of Delhi. As a result of defying the ban, thousands of protesters were detained, primarily in Delhi, including several opposition leaders and activists such as Ramachandra Guha, Sitaram Yechury, Yogendra Yadav, Umar Khalid, Sandeep Dikshit, and D Raja. Despite of the fear of being detained, tens of thousands of people protested in Hyderabad, Patna, Chandigarh, Mumbai and other cities. Civil society groups, political parties, students, activists and ordinary citizens used social medial platforms to ask people to turn up and protest peacefully. The protests involving 20,000 protesters concluded peacefully at the August Kranti Maidan at Mumbai.
 On 14 December 2019 thousands of agitators packed into Jantar Mantar Road, filling up a space estimated to be half the size of a football ground, as multiple demonstrations occurred against the CAA in Delhi. The next day in Delhi near New Friends Colony, three Delhi Transport Corporation buses were torched. On 16 December, Priyanka Gandhi led a silent protest at the India Gate along with about three hundred congress workers to show solidarity with the students of Jamia Millia Islamia. On 17 December 2019, Delhi's Seelampur area had stone-throwing crowds face off against the police. The police retaliated with tear gas and batons, in which, according to local reports, several protesters and officers were injured. There were also reports of a police station being set on fire. According to police, buses were vandalized in the area. On 19 December 2019, the administrative authorities imposed a ban against public gatherings in parts of Delhi. 20 metro stations were closed to prevent the movement for protests. At least 700 flights were delayed and more than 20 cancelled due to traffic jams caused by police closing the roads to stifle protests. Protest meetings were held defying the ban in Red Fort and Mandi House. Access to mobile internet was restricted in certain places in Delhi. Digital rights activists, who accessed and studied the order suspending internet in several areas in Delhi on 19 December, stated that it was not issued from the "right channels" and, therefore, was "illegal". Politicians Yogendra Yadav, Sitaram Yechury, Nilotpal Basu, Brinda Karat, Ajay Maken, Brinda Karat, Prakash Karat, Sandeep Dikshit, Umar Khalid and D. Raja along with around 1,200 protesters were detained by the police.

‘Single-use’ plastic free zone in more than half of India’s Airports

The Airports Authority of India (AAI) on Tuesday (September 3) declared 20 more airports as ‘single-use’ plastic free zone taking the total number to 55 airports, according to the Hindustan times.
With that more than half of India’s airports have become single-use plastic free zone as there are about 100 operational airports in the country, an AAI official said.
Six private airports are also working towards eliminating use of plastic and are expected to achieve it by the end of this year.
Prime Minister Narendra Modi in his 2019 Independence Day speech urged citizens to avoid using plastic bags and rid themselves of the habit of using ‘single-use’ plastic bags by October 2 this year.
“Proactively acting on the PM’s clarion call and as per the directions issued by the ministry of environment, forest and climate change to beat plastic pollution, 35 AAI Airports had been declared ‘single-use’ plastic free airport terminals in Phase I,” said a spokesperson for AAI.

Subsequently, 20 more airports were declared ‘single-use’ plastic free, he added.
Airports in Agartala, Ahmedabad, Amritsar, Bhopal, Goa, Guwahati, Jammu, Lucknow, Vadodara, Varanasi and Visakhapatnam were declared plastic free zone in Phase 1.
In the second phase, Allahabad, Aurangabad, Gaya, Gorakhpur, Jodhpur, Khajuraho, Leh, Silchar, Surat and Tuticorin were declared plastic free airports among others.
The AAI has undertaken various measures to eliminate the single-use plastic items at passenger terminals including banning of single-use plastic items like straws, plastic cutlery and plastic plates.
AAI is also enhancing its waste management systems and is promoting the use of eco-friendly sustainable alternatives like use of biodegradable garbage bags in bins and installation of plastic bottle crushing machine at airports.
National carrier Air India has also imposed a ban on ‘single-use’ plastic products like bags, cups and straws on all its flights from October 2, the birth anniversary of Mahatma Gandhi.
Delhi’s Indira Gandhi International Airport too has decided to do away with plastic usage by the end of 2019. Delhi airport has started the process of not using plastic as grocery bags, food packaging, bottles, straws, containers, cups and cutlery. The Bengaluru International Airport is also targeting the same.

Single-use plastics, often referred to as disposable plastics, are commonly used in packaging and include items intended to be used only once before they are thrown away or recycled.

A SpiceJet plane Sunday overshot the runway while landing at the Surat Airport, while an Air India Express flight had a narrow escape when the aircraft that arrived from Dubai veered off the taxiway after landing at Mangaluru Internatioal Airport.
None of the passengers and crew members on board were hurt in the incident, an airport official at Surat airport said.The incident at Surat, which occurred around 8.15 pm, was a result of heavy rain and wind, the official said.
"A SpiceJet flight from Bhopal to Surat overshot runway at the airport here due to heavy rainfall and wind. All the 43 passengers and four crew members are safe and they are being handled by the SpiceJet officials," Surat airport director S K Panigrahi said.
The airport operations were suspended for the night following the incident, and three flights were diverted to Ahmedabad airport, he said.
Air India Express veers off taxiway on landing
As many as 183 passengers aboard an Air India Express flight had a narrow escape when the aircraft that arrived from Dubai veered off the taxiway after landing at Mangaluru Internatioal Airport on Sunday.
All passengers and crew members on board are safe, Air India Express said in a statement.The incident happened at around 5.40 pm after the aircraft landed at the airport."AI Express aircraft VT-AYA, operating IX 384, Dubai to Mangalore on June 30, after landing on runway 24 while vacating the runway to the right side has gone off the taxiway into soft ground," the airlines said.

New US rules for international students: The failed promise of visas, mobility and university education
In the decades after the collapse of modern empires and the emergence of several newly-independent States, like India, political leaders and development theorists made popular an idea that came to be called brain drain theory. The idea was simply that the country's 'brightest', when given opportunities to study abroad, would leave the country taking not just their ideas and innovations with them but also the social capital or the networks that they shaped.
Instead of their home countries benefiting from their talents, societies elsewhere, and, in particular, American or Western European universities, institutions and companies, would gain from the incredible perspectives that people from the developing world had to offer. Ironically enough, the theory was made popular by theorists who had left their home countries for more promising shores themselves.
Brain drain came to be severely critiqued in the 1990s, with two significant sets of arguments among others: First, investment in varied forms of quality education and attempts to equalise accessibility to it had led to an acknowledgment that the 'brightest' were not limited to those who had opportunities to study or work abroad. Second, with the militant globalisation of the 1990s and the resulting mobility of labour, capital, markets, research, and communications across national borders, 'the brains' no longer remained confined to one part of the world but could easily travel, endow, and embed themselves in other parts of the world, especially places in 'the global south'.
Today, both these forms of critique and the possibilities they sought to establish, are under attack. Its most immediate manifestation in centres that have benefited from the ideas and labour, and even investments, of diverse people from the rest of the world, are the new regulations by the US Immigration and Customs Enforcement (ICE) for international students. The ICE announced this week that all international students on F-1 and M-1 visas attending universities with courses registered entirely online may not remain in the United States. This announcement effectively leaves Undergraduate, Masters, and PhD international students in the US, most of them predominantly on the F-1 visa, with the following legally plausible options: Either they have to pack up and leave the country at the end of August if all their courses are online, or they could transfer to a programme or university that offers at least one in-person class which involves face-to-face interaction with a faculty member.
President Donald Trump followed the ICE announcement, as he is usually prone to do, with a tweet which declared in capital letters:

The president's response to the new regulations made it clear that foreign students have become pawns in the US federal government's strategic move to force American universities to open its campuses amid a global pandemic that has devastated the US far more than any other country in the world. After all, schools in other affluent parts of the world have opened now that many of these countries — especially those in East Asia and Europe have flattened the dreaded COVID-19 curve while the US struggles to encourage, or even defend, basic social distancing norms.
However, all evidence indicates that opening universities will risk not just the lives of international students, but American students, faculty, and other employees of universities as well. Even as several universities file lawsuits against and seek a stay order on ICE's new regulations, the motivations of this arbitrary power play by the ICE and the POTUS and embedded in, and will have a long-lasting impact on the larger processes that have shaped the sustenance of the United States as a terminus for the untethered exchange of ideas, creativity, and innovation of the world's 'brightest'.
Without a public health system in place, the people of the United States have had to witness its insurance-driven healthcare system struggle to cope with the high caseload of coronavirus patients. The health crisis is only one of the multiple crises that American society, economy, and politics are witnessing: A vast number of people have lost their jobs during the pandemic. Social distancing procedures have neither taken root in several American states nor have they been endorsed by various state administrations. Increasing economic inequality seems to be a growing inevitability in the visible future. The large and widespread protests following the murder of George Floyd have forced the country's White majority to severely rethink the various ways in which America's foundational institutions, including its privatised prisons, inherently reproduce a racist and incarceral everyday life for many of its minorities.
Despite this being an election year, the 'core' liberal ideas of American constitutional democracy — upholding the dignity of each individual, defending the associative nature of politics, and checking the arbitrary power of the state — have lost the discursive and mobilisational power they once commanded. Amidst the humiliating failure of the American system to handle these multiple crises, ICE's move appears to be one that forces American schools to open their campuses as an inflated show of strength and recovery.
There is little doubt today that American politics is rapidly hurtling towards curbing not just what Trump calls illegal immigration but different kinds of legal immigration as well. The transition from substantive calls to build a wall on the US-Mexico border and bans on those from certain Muslim-majority countries travelling to the States in the early years of the Trump presidency, to migrant detentions at the start of 2020, the blocks on flights to Europe and China from the States, the suspension of the entry of immigrants using H-1B and J-1 visas into the country, and the change in immigration rules demanding that all students on an F-1 visa must leave the country has only taken four years.
The once unquestionable American argument that private interest and investment in bringing innovation from around the world into the US as a sustainable foundation for any driving force towards building a larger and technologically advanced global market dominance is now screeching to a halt before the American State-drawn limits of a parochial, national border.
It is not just American democracy that is under stress. The governments of democracies like India, which had once been praised and touted for their embrace of constitutional democracy, free media, and global capital after the 1990s, have little to no response for the multiple existing crises that the pandemic has only managed to weakly underline in a highly policed and fear-filled public discourse. The continuous targeting of academic spaces in India, the arrest of multiple students on arbitrary grounds using extraordinary laws in the middle of a severe health crisis, the endorsement of this by the Indian mainstream media, and all of this following a violent and majoritarian reworking of Indian citizenship by the Central government has a deep significance for those of her citizens studying in the US and currently facing expulsion due to ICE regulations.
In the past 20 years or so, the mobility of students between India and the United States, hasn’t been limited to an elite, or an upper middle class from big Indian metropolitans alone. The expansion in public education, enabled by the policies of the pre-Narendra Modi regime, that paid some attention to welfare state models of minimum basic social rights and accepted education as a universal right, created a large pool of first- or second-generation students who had high-quality undergraduate and Masters degrees.
While reservations were not properly implemented across educational institutions, its minimum execution in some institutions enabled Dalit students, and those belonging to other minorities and backward castes, to access national law schools, IITs and various other Central and state universities. It is the access to these quality institutions within India, and the rigorous training and relationships built in these, that enabled a large number of mobile Indian students one encounters elsewhere in the world today.
Contemporary American universities have large components of Indian students in different departments, and many of them come not from Delhi, Kolkata and Bengaluru alone, but also Guwahati, Darbhanga, Bhopal, Ahmedabad, Trichi, Panaji, Nagpur, Jodhpur, Rohtak, Mandi and Srinagar. Multiple highly skilled Indian-origin immigrants across the United States, and other affluent countries, were first trained in the public educational institutions that the Central or state governments built before moving to the United States for advanced degrees that gave them access to jobs anywhere in the world without necessarily 'draining' India of their interest, research or investment in her society, economy or politics.
The most obvious evidence of this has been the sheer financial, ideological and technological support that has been built and maintained across the Indian diaspora in the United States to sustain the BJP as a ruling party, and Modi as India's prime minister. But other flows of ideas, capital, labour, and research, that lie on a range of exchanges seemingly less insidious than the tightly-knit Hindutva networks also thrived because of the initial encouragement, networks, and circulatory power of educational institutions both in India and the United States. Many of these have returned to India to lead institutions, write/speak consistently in/to the media, invest in local businesses, and carry out innovative research within India.
Much of the research ranging from medical experiments to developmental studies to the humanities in India is carried out by scholars who divide their time between India and the United States, including many candidates on the F-1, J-1 or H-1B visas. Moving out of the national boundaries of a nation has not implied an escape or abandonment of the concerns of the nation in the last three decades.
The ICE regulations are not merely a blatant rejection of the overestimated privileges that international students paying for their education in America are often said to have. If implemented, they will imply the loss of thousands of scholarships, multiple collaborative projects, and little to no access to research funding, especially when all of these different and essential aspects to education and research are facing an extreme paucity within India today. Even if various stay orders are passed, the impact this will have on safe environments for education, research, and knowledge will endure.
With the repeated attacks on higher education and the exclusionary and incarceral policing of fixed national borders, both in India and the US, the varied promises and possibilities of having a visa to study in American universities which have access to almost every educational resource conceived of (including those who are marginalised or not considered as knowledge by all), of having the capacity to live elsewhere and learn from different political communities and the societies they have built or failed to, and of using higher education as a plank to secure one’s place in the world and expand one’s understanding of it is failing. Rebuilding it will not merely take a concerted effort from students, but will require polities as a whole to rethink the relevance of expansive knowledge and build an irreverence to confining borders.
