Morocco, Algeria, Mauritania and the Polisario Front agree to talks on Western Sahara

Morocco, Algeria, Mauritania and the Polisario Front have accepted a UN invitation to hold talks in December on ending the decades-old conflict in Western Sahara, according to UN officials. Seeking to re-launch the political process, UN envoy Horst Koehler has invited the four parties to Geneva on December 5-6 for a first round of meetings that could pave the way to formal negotiations.

The last round of UN-sponsored informal talks was held in 2012. The preliminary talks may quickly hit a wall as Morocco maintains that negotiations on a settlement should focus on its proposal for autonomy for Western Sahara. The Polisario insists that the status of the territory should be decided in a referendum on independence. Algeria also maintains that a solution to the conflict must uphold the right of the people of Western Sahara to self-determination.

The United Nations brokered a ceasefire deal between Morocco and the Polisario in 1990 that provided for a referendum, but the vote never materialised. A small peacekeeping mission of some 700 personnel is monitoring the ceasefire line but the Security Council has put fresh pressure on the sides to return to the negotiating table. A settlement in Western Sahara would allow the UN mission there, known as MINURSO, to end its mission at a time when the United States is seeking to reduce the cost of peace operations.

In his invitation to the parties, Koehler asked the sides to submit proposals for talks and has described the Geneva meeting as a round-table discussion. The planned talks were discussed at the Security Council late in October when the mandate renewal for MINURSO was agreed for another six months.

Boujdour Camp hosts 12th edition of ARTifariti Festival

The 12th edition of the International Arts and Human Rights Encounters in the Western Sahara Festival (known as; ARTifariti), took place in October. This year’s international cultural event was held under the motto ‘A poem from all’ and brought together artists and activists from different countries around the world. Activities included workshops, exhibitions, documentary screenings and artwork presentations. Participants also visited the Liberated Territories of Western Sahara.

The annual event is an opportunity for artists to exchange knowledge and expertise, to improve human rights and to strengthen the international solidarity movement.

Saharawi political prisoners: Hunger strike is the only option

As of 31 October 2018, according to data from the Polisario Front, there were 48 Saharawi political prisoners in Moroccan prisons. The majority of these prisoners are kept in prisons in Morocco that are around 1200 kilometres from the prisoners’ homeland. This contravenes the provisions of the Fourth Geneva Convention on the Protection of Civilians in Armed Conflict which has been ratified by Morocco.

Many of the prisoners feel that the only way they can oppose the conditions they are facing is by going on hunger strike. Recently, the Saharawi political prisoner El Bachir Khadda (serving a 20 year sentence for his involvement in the Gdeim Izik protests, spent 43 days on hunger strike (ending on 30 October 2018) in response to the continuous mistreatment he receives and the isolation to which he is subjected. Earlier in the year he had staged another 33-day hunger strike.

EU Parliament divided on proposed trade agreement with Morocco that will include products from Western Sahara.

Members of the European Parliament have requested more clarity before voting on the Commission's proposed trade deal for Western Sahara. Concurrently, 93 Western Sahara civil society groups lament the Parliament rapporteur's lack of diligence on the file.

On 5 November 2018, in the European Parliament's International Trade Committee (INTA), Patricia Lalonde MEP presented her report on extending the EU-Morocco trade deal into the parts of Western Sahara that are under Moroccan occupation. Mme. Lalonde favours the extension, saying it will bring benefits to the ‘local populations’ and that the development of the territory must be furthered. However, Mme. Lalonde did not refer to the will of the people of the territory - the cornerstone principle of the ruling of the Court of Justice of the European Union of December 2016.

The ruling concluded that no EU-Morocco trade or association agreement could be applied to Western Sahara unless with the express consent of the people of the territory. That conclusion triggered the EU to start negotiations with Morocco for an amendment to two Protocols to the EU's Association Agreement with Morocco, so that it would henceforth apply explicitly to Western Sahara. The European Parliament is currently in the process of evaluating whether or not to support that amendment, which would result in a trade arrangement for Western Sahara through Morocco - the country that holds two-thirds of Western Sahara under military occupation since 1975.

Importantly, the trade preferences granted to Morocco will be extended only to the part of Western Sahara that is under Moroccan occupation - not to the part controlled by Polisario that is east of the Berm; the militarily fortified 2700km wall that Morocco built during the war years, which to date effectively divides the territory and separates Saharawi families. Mme Lalonde did not address why the supposed benefits would only be destined for one part of Western Sahara and not the other, nor how this effective re-drawing of international borders holds under the EU's duty of respecting territorial integrity.

While several shadow rapporteurs (Salvatore Cicu MEP for EPP, Elena Valenciano MEP for S&D, Sander Loones MEP for ECR and Tiziana Beghin MEP for EFDD considered Lalonde’s report to be balanced, the other shadows (Heidi Hautala MEP for the Greens/NGL and Anne-Marie Mineur MEP for the GUE/NGL) and all other MEPs taking the floor remained critical of the proposal. Two main points were expressed: that the people of Western Sahara had not consented to the proposed trade deal for their territory, and that there is no mechanism included in the proposal that will allow for clarity on the true origin of products being exported from the territory.

The International Trade Committee will vote on Mme. Lalonde's report on 3 December 2018.

15. januar. FNs arbeidsgruppe ba høsten 2019 om at Marokko må umiddelbart løslate den saharawiske menneskerettighetsforkjemperen Mbarek Daoudi. Aktivisten ble arrestert i september 2013. Støttekomiteen for Vest-Sahara har vært involvert i en prosess opp mot arbeidsgruppen for å dokumentere Daoudis situasjon. Sammen med den britiske organisasjonen Adala UK, har Støttekomiteen nå laget et notat som om handler Daoudi og FNs krav om ham. 

 Arbeidsgruppen konkluderte med at arrestasjonen og fengslingen av Mbarek Daoudi var vilkårlig, og i strid med artikkel 9, 14, 19 og 26 i ICCPR, og artikkel 9,10 og 19 i UDHR, som hører under kategori I, II, III og V av arbeidsgruppens arbeidsmetoder. Beslutningen fra FNs arbeidsgruppe om vilkårlig fengsel av Daoudi tjener som enda et bevis på at saharawiske menneskerettighetsforkjempere blir vilkårlig fengslet som følge av deres støtte til retten til selvbestemmelse for det saharawiske folk.

HIATUS

Assalamualaikum and good day peeps.

It’s been a while since I posted something in my tumblr. I could give thousand reasons but the truth is just that I don’t have enough strenght to do that (read : malas) hehe

Now at 0026, 4th November in Informations Common, The University of Sheffield, beside Hakim who is now writing his thesis, I have more than enough time to do this.

I have once promised few peoples to write about my marriage, even it was not  really a promise and those peoples might already forget it but i felt compelled to fulfill it, plus it would be my own reference for future.

so citenya gini, hehe nayu la plok, hujung tahun 2015, adala sorang senior ni approach tanya pasal ada orang ke tak, and berminat tak nak kenal-kenal dulu.Waktu tu Hakim baru datang UK untuk sambung PhD. So long story short, kami whatsapp2 selama 8 bulan until August 2016 barula Hakim balik Malaysia, waktu tu baru first time jumpa. I have never been in any relationship before that, not even a monyet one, so I could never imagined how it’s like or how it suppose to be. But as we know each other we started going into discussion about marriage and that time I know this is going the right way; if its not going to end well it atleast starts well.

When Hakim came back in August 2016, I waited him in airport, he told his family that his plane arrived at 4 while it’s actually at 2 so we could meet first. I could not meet his family straight away without meeting him in-personal first. So there I was macam perigi mencari timba tunggu kat airport, nervous gila nak jumpa for the first time after 8 months. I put on my best baju kurung hahaha.

So nak dipendekkan cerita yang dia balik Ogos 2016 tu, dia datang jumpa my parents and we had few times outting. I went teman him buy stuff before he went back to UK again. So hari yang dia nak fly UK to is the first time I met his family. After that we kept on continue on whatsapp, there was ups and downs, not too bad but there’s time that he had doubt about me . Getting into 2017, we started to discuss on tying the knot for real, tapi he can’t come back At leats there’s no certainty on when he could. Kebetulan pulak me, my parent and sister nak travel Europe waktu tu.

So we had this crazy idea to get married in London. Huhu macam dah takde semangat la pulak nak menulis. Sampai sini jelah dulu hehe

Saharawi National Human Rights Commission condemns Moroccan repression in Western Sahara

The Saharawi National Human Rights Commission (CONASADH) has condemned all forms of repression and torture by Moroccan occupation forces against Saharawi citizens in the occupied territories of Western Sahara.

"We condemn all forms of repression, physical and verbal torture committed by the Moroccan occupation authorities against Saharawi citizens participating in peaceful demonstrations to claim the right of the Saharawi people to self-determination and independence and requesting an immediate end to the illegal looting of natural resources in their country" the commission said in a statement earlier this month.

CONASADH also called on all UN bodies to put pressure on the Moroccan government to respect its international commitments, particularly in the field of human rights, and to work for the creation of an independent UN mechanism to monitor and report on the human rights situation in Western Sahara.

Saharawi activists maltreated in airport of occupied El-Aaiun

On 18 August 18, fifteen Saharawi activists were the victims of aggression by Morocco’s occupation authorities as they arrived at the El-Aaiun airport in occupied Western Sahara.

The Activists were travelling to the ninth Polisario Front and SADR (Saharawi Arab Democratic Republic) Summer University at the University of Boumerdes (50km east of Algiers). As they arrived at the airport, the Saharawi activists were separated from other passengers and isolated by the Moroccan occupation authorities. Moroccan officers attacked the activists verbally and physically before they were then searched in an improper manner. They received threats and had some of their luggage confiscated.

US imports of Western Sahara conflict rock to end

The large-scale exports of conflict phosphates from occupied Western Sahara to the United States will stop this year as the company behind 50% of the phosphate imports over the last few years has announced that it will completely terminate its purchases from Western Sahara.

“Nutrien decided to close its small phosphate facility at Geismar, Louisiana, by the end of 2018 and will no longer require offshore phosphate rock imports starting in 2019“, the company stated in its 2nd quarter report.

The above disclosure constitutes the final confirmation of what will be the end of US - and Nutrien's -  imports of the controversial mineral. Consequently, the number of companies currently importing the conflict mineral from Western Sahara will be reduced from four to three. The remaining three are Paradip (India), Ballance Agri-Nutrients (New Zealand) and Ravensdown (New Zealand). In 2012, there were 15 companies in 13 countries involved.

Western Sahara Resource Watch welcomes the decision. “When Morocco no longer profits from these exports to North America, the chances are bigger that its government will engage in UN peace talks. We now call on the government and farmers of New Zealand to follow the rest of the international community in supporting the rights of the Saharawi people”, stated Morten Nielsen of WSRW in Denmark.
