The Role of Noise Reports in Melbourne’s Urban Environment
Tumblr media
In the vibrant and ever-evolving city of Melbourne, noise pollution has emerged as a significant concern, impacting residents’ quality of life and influencing urban planning decisions. As the city expands, the need for effective noise management becomes paramount. Noise reports serve as essential tools in assessing, understanding, and mitigating noise levels across various urban settings. This article explores the intricacies of Noise Report Melbourne, and how Clarity Acoustic is at the forefront of this crucial service.
What is a Noise Report?
A noise report is a comprehensive analysis that evaluates noise levels in a specific area. This report typically assesses existing noise sources, measures ambient noise levels, and provides recommendations for compliance with local regulations. Noise reports are critical for urban development projects, allowing stakeholders to address potential noise issues proactively.
Key Components of a Noise Report
Noise Measurement: Central to any noise report is the measurement of sound levels. This process involves using calibrated equipment to collect data at various times and locations, providing a clear picture of the ambient noise environment.
Analysis of Noise Sources: A thorough investigation of the noise sources in the vicinity—such as traffic, construction, machinery, and other activities—is vital. Understanding these sources helps to contextualize the measurements and identify specific contributors to noise pollution.
Regulatory Framework: Noise reports assess compliance with local government regulations and guidelines, such as those set by the Victorian Environment Protection Authority (EPA). This ensures that any proposed developments adhere to established noise standards.
Mitigation Strategies: Based on the findings, the report may recommend various mitigation strategies to minimize noise impact. These can include structural solutions, operational changes, or specific construction practices aimed at reducing sound transmission.
The Importance of Noise Reports
1. Urban Planning and Development
Melbourne is experiencing rapid growth, and with this expansion comes an increased risk of noise pollution. Local councils require noise reports to evaluate how new developments may affect existing communities. These assessments provide essential data that influence planning decisions, helping to create a balance between development and residential comfort.
2. Community Health and Well-Being
Excessive noise can have detrimental effects on physical and mental health. Research shows that prolonged exposure to high noise levels can lead to stress, sleep disturbances, and other health issues. Noise reports help identify problematic areas and suggest mitigation measures, ultimately enhancing community well-being.
3. Legal Compliance and Risk Management
Compliance with noise regulations is not just a legal obligation but also a means of managing risk for developers and businesses. A well-prepared noise report serves as documentation to demonstrate adherence to local laws, reducing the likelihood of disputes or legal challenges related to noise pollution.
4. Environmental Stewardship
Noise is recognized as a significant environmental issue that can disrupt local ecosystems and wildlife. By conducting noise assessments, stakeholders can better understand the environmental impacts of sound, supporting sustainable development practices that consider both human and ecological health.
The Noise Reporting Process in Melbourne
1. Initial Consultation
The noise reporting process begins with an initial consultation between Clarity Acoustic and the client. During this discussion, the scope of the project is defined, and specific requirements for the noise assessment are established.
2. Field Measurements
Following the consultation, the team conducts field measurements to capture existing noise levels. This phase typically involves strategically placing monitoring equipment to collect data over an extended period, capturing variations in noise due to different times of day and types of activity.
3. Data Analysis
Once the data has been collected, it is analyzed to identify patterns and key noise sources. This analysis is critical for understanding how the noise environment interacts with the surrounding area and for developing tailored recommendations.
4. Report Generation
The findings from the analysis are compiled into a detailed noise report. This document includes the results of the noise measurements, an evaluation of compliance with relevant regulations, and specific mitigation strategies aimed at addressing identified issues.
5. Stakeholder Engagement
After the report is generated, Clarity Acoustic engages with stakeholders to discuss the findings. This collaboration ensures that all parties understand the implications of the noise report and the recommended actions.
Services Offered by Clarity Acoustic
Clarity Acoustic provides a wide array of services related to noise assessment and management in Melbourne, catering to both residential and commercial clients:

2. Pre-Construction and Post-Construction Evaluations
Before construction begins, Clarity Acoustic conducts pre-construction noise evaluations to identify potential issues. After construction, post-construction assessments verify compliance with noise regulations and evaluate the effectiveness of implemented mitigation measures.
3. Environmental Noise Assessments
These assessments focus on the impact of environmental noise on sensitive areas such as schools, hospitals, and residential neighborhoods. They provide critical data that inform urban planning and community engagement strategies.
4. Expert Consulting and Advocacy
Clarity Acoustic’s team of experts offers consulting services to help clients navigate the complexities of noise regulations. Their advocacy supports best practices in noise management, ensuring that stakeholders are well-informed and compliant.

By prioritizing noise management, Melbourne can continue to thrive as a dynamic and livable city, ensuring that its residents enjoy a harmonious and healthy urban environment. Despite its origins in the British Commonwealth, Sound Systems culture has spread across the world. The culture is still alive and kicking today, with many musical genres embracing it. Sound Systems are a combination of speakers, amplifiers, turntables, and other equipment that is used to play recorded music. It was developed in the 1950s in Kingston, Jamaica, as a way of providing the soundtrack for street parties. By the mid-1950s, it was being used at parties and concerts.
Today, Sound Systems have evolved to include high-performance soundbars that support immersive surround sound formats. They are also available in battery-powered and portable forms, offering simplicity and reliability for crowds in indoor and outdoor venues.
A sound system can be divided into four stages: input/transduction, mixing/effects, output/amplification, and speaker/router. Each stage has its own specific requirements. For example, a church sound system will have different requirements based on the style of worship. For a small church, a sound system might include a single microphone and speakers, while a large church will need a more elaborate solution. In addition, worship services may include acoustic instruments, such as pianos or guitars.
The output from a sound system is controlled by a system mixer. The mixer is a central component of the sound system, allowing microphones and speakers to be amplified. The mixer is also responsible for routing the signal. It can be configured to a variety of inputs, including a computer hard drive, magnetic tape, or optical CD. It can also be configured to allow scene selection using push button settings.
A sound system is usually plugged into an electrical outlet that has a dedicated ground. This grounding allows for more resistance to outside interference. Shielded cables can also be used to minimize the bleed of other sounds.
A sound system can also be designed to accommodate a gaming console or a 4K Blu-ray player. In addition, it can be customized to specific seating layouts in stadiums. It may also include crowd prompts or sponsor information. The system can also be future-proofed to minimize costs in the long run.
Unlike a traditional DJ set-up, a Sound System uses the same basic underlying principles of sound reproduction, including amplification, transduction, and mixing. The system's output is then fed to a speaker's voice coil. It is important to place the speakers at the appropriate distance from the audience to get the best possible sound. A speaker can also be positioned in a corner, but that can cause trouble if the room has a high ceiling.
The team that operates a Sound System has a variety of members. It is typically a Mic man, a technician, and a Selector. Each member of the team is on-call for the duration of the show. They are also responsible for removing troublesome resonant frequencies and addressing sound reflections. These professionals also spend a lot of time traveling and working festivals and large performance events.
The Sound System has also been influential in shaping new musical movements. In fact, Sound Systems are still being used today, influencing countless shades of new music.

Week 1 - Research and Observations
Fed Square Research:
The main engagements and appeals of Fed Square according to the Federation Square Review: Stage One (a collection of community and stakeholder ideas) was broken down into 3 areas. These areas being the core function of Fed Square being an open space for anyone to enter, it’s cultural heritage, and being a place of rest in the city.
It was also noted in said Review, that there are areas that Federation Square should look into more. When it comes to the surroundings of the public space, many noted that the Yarra river is seemingly disconnected from the square and improvements to better connect the 2 was seen as appealing. Similarly, there was also demand to better connect Federation Square to Melbourne’s green places.
As for spaces inside the square, there were similarly noted additions or improvements that were asked for. These ideas include a greater quantity of comfortable sitting spots, better weather protection/shade, and more use of the digital facade.
As for how this connects to the overall project, this data allows for a framework for what areas to focus on when developing projects for the square. The best possible outcome being that future projects enhance the desired community aspect of the area.
Aboriginal Heritage (Wurundjeri):
The Wurundjeri people have close ties to the Yarra River (also known as the Birrarung) which in itself is next to Federation square. Luckily, in 2017 a new legislation was passed known as the Yarra River Protection Act 2017 (O’Bryan 2017). The legislation gives the Wurundjeri people recognition as the traditional owners of the river and allows the people to conserve the river alongside environmental experts.
Thematically, this information will allow a possibility for focusing on the Birrarung and expanding the space of Fed Square to include the river.
Creative Research (Psychogeography):
Observational note-taking is the practice of taking exhaustive and matter of fact notes of a place. The practice generally involves listing mundane things occurring in a public place in detail. The practice was conceived by Georges Perec in his book “An attempt at exhausting a place in Paris” where he went to 3 places in Paris and wrote about anything and everything that occurred there. (Hill, 2017)
Rhythmanalysis is the practice of recording and/or analysing the rhythms of daily life through any/all of the 5 senses. The practice was created by Henri Lefebvre and involved taking notice of life’s rhythms through repetition and measure. Lefebvre describes rhythm as being “always spatial and temporal and offers a means  of grasping space and time together” (Lefebvre 2002). There are also a variety of rhythms that are listed as noticeable in rhythmanalysis. Arrhythmia is where there is a conflict between 2 rhythms, polyrhythmia is where 2 rhythms are co-existing, Eurhythmia ia where there is a constructive iteration to the rhythms, and isorhythmia is the equivalence of repetition, measure and frequency.
Schizocartography is the practice of cartography that questions power structures in urban spaces while also allowing the subjective voices of individuals. The practice was conceptualised by Tina Richardson in her book “ Walking Inside Out: Contemporary British Psychogeography “.
As for which method I’ll utilise for the assignment, I’m planning on doing rhythmanalysis with timelapse photography as hinted at by the article “Apprehending everyday rhythms” (Simpson, 2012) and also Dawn Lyon’s work titled “Billinsgate Fish Market”. The goal of using rhythmanalysis will be to take note of the types of subconscious paths that city-goers take to hopefully design an experience that either makes use of that subconscious movement or to subvert it.
Bec Fary Talk:
During the first week, Bec Fary did a talk on her processes and research through primarily rhythmanalysis. Some points of note that came out during her talk generally involved explanations of different terms and viewpoints that helped expand what is possible in this studio. For the study of rhythmanalysis, one idea that was brought up included acoustic ecology which is the practice of listening to how sound changes overtime in an environment. Another idea that was included was the idea of deep listening, which is described as quiet and still awareness that expands the perception of sounds.
For the medium that could be explored in the final project, Bec Fary generally mentioned the use of web-based topics. With topics including how mobile will be the most utilised platform in a public space which leads to the idea of designing an experience for mobile users first. Similarly, with a desktop browser there’s the issue of being able to multi-task which would possibly prevent users from getting fully invested in the experience.
Finally, for the project the general theme that was built up was to extend the space of Federation Square. This being to not simply station a project at Fed Square. As the project is a public project there also has to be an idea of what the public is. Which in the class, there was a few areas to consider with how vague and malleable the idea of the public is. For instance, one could describe the public as a collective of people that make up a community. Alternatively, the public could be a shared collective of power to make decisions for a wide group of people. How this idea of the public could be designed as an experience will also have to be considered.

500 Collins Street achieves Platinum WELL Certification
A well-recognised Melbourne CBD office tower has achieved WELL Certification at the Platinum level, positioning it as an industry leader in the advancement of health and wellbeing in older buildings. The tower, located at 500 Collins Street, is reported to be the first existing building in Australia to achieve the accolade.
Tumblr media
The International WELL Building Institute’s (IWBI) WELL Building Standard is a performance-based certification system that marries best practices in design and construction with evidence-based scientific research. It is the premier building standard focusing on enhancing people’s health and wellness through the built environment.
Owned by private property group Kamirice, the building was awarded the highest-level certification under the IWBI’s WELL Building Standard. Completed in 1973, 500 Collins Street is a 26-storey tower featuring approximately 26,000 m2 of net lettable area comprising an office tower with a retail plaza at ground level.
500 Collins Street earned the distinction based on 10 categories of building performance: air, water, nourishment, light, movement, thermal comfort, sound, materials, mind and community.
Tumblr media
To achieve this, the building underwent rigorous testing on its air quality, ventilation, thermal and acoustic comfort, and water systems. Other initiatives include the use of non-toxic cleaning products, mindful eating promotion through healthy vending machines, and the creation of an online tenant portal to share nutritious recipes and promote mental health.
Kamirice Managing Director Mark Ross said that COVID-19 has led businesses to re-evaluate employees’ expectations of the workplace and that this achievement demonstrates a commitment to tenant wellbeing, creating better workplaces and encouraging workers to return to their offices.
“500 Collins Street sets a benchmark in how existing office buildings can be transformed to lead the way in workplace health and wellbeing, for both small and large tenants alike,” Ross said.
“It shows how an older existing building, in which investment has been consistent and focused, and which has been upgraded over the years, was in a position to achieve WELL Platinum Certification. By putting tenant health and wellbeing first, we were able to invest where it really mattered.”
WELL also recognised the building’s recent multimillion-dollar upgrades, including a high-quality end-of-trip facility featuring bicycle parking, showers and lockers, and a new ground-floor business lounge, both designed by Gray Puksand.
Tumblr media
“When we undertook the refurbishment of the communal areas, wellness was at the forefront of our decision-making. With the help of our exceptional building property management team, we were able to execute this strategy and deliver an industry-leading result for our tenants,” Ross added.
IWBI President and Chief Executive Officer Rachel Hodgdon said the milestone showed an unwavering commitment to creating an environment that always puts tenants first.
“We are excited to celebrate with Kamirice the milestone achievement of 500 Collins Street being awarded WELL Platinum Certification. By incorporating WELL strategies into the existing excellent design at 500 Collins Street, Kamirice demonstrated its commitment to people-first places, no matter the age of the building, and we congratulate them on this achievement,” Hodgdon said.
Kamirice acquired 500 Collins Street in 2002 and, following a full upgrade, it became the first refurbished office building to achieve a 5-star Green Star Office Design rating in 2007. This was recognised at the time with the building receiving a number of innovation and sustainability awards.
Norman Disney & Young (NDY) provided consulting services throughout.
“The WELL accreditation is actually the bookend of 20 years of work. 500 Collins Street was a trailblazer in the early 2000s with the research that went on regarding indoor air quality and occupant productivity. Kamirice has continually paved the way to make their buildings healthier and drive tenant demand by providing better working spaces,” said Tony Arnel, former Global Sustainability Director of NDY and former Chairman of the World and Australian Green Building Councils.
Hayley Koerbin, Senior Associate with NDY’s Global Sustainability Team, added, “It’s a testament to Kamirice and their ongoing investment in 500 Collins Street that an older, existing building has been able to meet WELL Platinum Certification without requiring top-to-bottom refurbishment or significant capital investment. I was very privileged to be the WELL Accredited Professional leading this Australian-first project.”

Location: Melbourne, Victoria, Australia
The Surgeon’s Rooms project is a renovation & extension the existing consulting rooms for Knox Orthopaedic Group, adjacent to Knox hospital. The main entry is via the Knox hospital car park, with the rear entry within a residential street.
The brief was to extend the existing administration spaces and reception area and add 2 additional consulting rooms.
The programme developed includes consulting rooms for the surgeons, with a communal hot desk touch down area for post consultation work. The administration office accommodates the support staff and a large kitchen and outdoor deck allows the team to come together for lunch and post work get togethers. The reception area plays a dual role of waiting area as well as a workshop space for group mindfulness classes, which are an important component of the recovery process for the patients.
A key consideration was to increase access to natural light and ventilation and develop a visual connection to the new garden areas from the workspaces. What were originally generally internalised spaces with no connection to the exterior have now become light filled and naturally ventilated spaces, with a significant reduction on the reliance for artificial light and ventilation, and happier and healthier staff.
Orthopaedics and architecture have a symbiotic relationship. The tools, process and the language of the orthopaedic surgeon is aligned with the ways of the carpenter. There are also parallels between architectural design and the design of prosthetics and surgical techniques, with 3d modelling and printing a common practice in their R&D processes.
Our design approach was to emphasise the parallels between the disciplines in the built form. The layered façade references the tools, prosthetics and the human frame.
The design creates interplay between the 2 dimensional and 3 dimensional qualities of the X-ray, another essential analytical tool of the surgeon. The façade emphasises the thinness of an X-ray sheet, while developing a depth through layering film, steel and recycled plastic forms. As it is backlit by the interior, the façade mimics the visual qualities of the X-ray on a lightbox.
The interior extends the 3 dimensional qualities and interplay of light achieved in the façade. The recycled plastic acoustic panelling reinforces the shadows cast by the façade, extending the virtual world of the X-ray into the interior.
The reception desk then develops the 3 dimensional qualities further by carving the prosthetics seen in the façade out of the layered plywood block. The carved elements removed are then connected to form the bench seat, ensuring all the plywood is used.
The new extension is highly sculptural while addressing the pragmatic requirements of the consulting rooms. In addition to this, the benefits of increased natural amenity have resulted in a greater sense of wellbeing by the staff and reduced services costs.

TABLES TURNED: Melbourne Duo Slum Sociable Talks Track-By-Track Inspiration For Debut Album
Tumblr media
Racking up placements all over Spotify’s esteemed playlists, Melbourne duo Slum Sociable’s debut self-titled album revealed that there’s beauty in contradiction. Playing with moody vocals and feathery notes, the album also features some glowing jazz counterparts to even the playing field. The duo draws comparisons to Tame Impala and Animal Collective with their ability to add eclectic texture to a kicked-back indie vibe.
The album opens with delicate piano ballads on “Moby Bryant” and blooms into a funky, rhythmic experiment on “Keep Up With It,” a definite body mover. Sending us off nice and comfortable, “Don’t Come Back Around 100 Times” is smooth and enticing – a melodic finale.
Seeing as we’ve had Slum Sociable on repeat since its Nov. 2017 debut, we consulted the duo for firsthand insight into each song. Check out what the two had to say about the meaning and making behind their debut album:
“Moby Bryant” The name of this song has nothing to do with the lyrical content. It was just a temporary name for the session we were working on because I think Kobe had just played his final game (thank fucking God). This song originally didn't have a chorus and was around seven minutes long.  “14 Days” In the demo for this track, the acoustic guitar was originally a 12 string. We did a 24-hour session at Sing Sing studios with our incredible producer Russell Fawcus and laid the acoustic down at like 6am in the morning (sober). About two weeks later we came in to the other studio we were working in and listened to the 12 string takes. They sounded fucking horrible. I remember telling Russ that we should probably just stick to a 6 string acoustic, and the relief in his face was palpable. I think he thought we were attached to the idea of a 12 string guitar, when in reality, we couldn't have cared less!
“Castle” I definitely fell asleep in the studio whilst Miller was laying down vocal tracks for this song. I remember waking up to that vocal hook in the intro and being blown away. Not a bad alarm to wake up to.
“Rusty” This was originally another full song that didn't make the cut, so we sliced our favorite part from it and made it into an instrumental. We sliced in an audio track of Miller shouting “I turned it off...I turned it off!” which was from a session we did maybe two years ago when he nearly blew the speakers up accidentally. Good times.  “Treated Like The Weather” We had two weeks in between recording and hadn't finalized an album list. We had an old song that I'd always loved but never really popped like we wanted it to. I remember sitting down with a Prophet 06 synthesizer at my university's studio for 8 hours and coming out with what was essentially a remix of our old song. Sent it to the label and they instantly replied saying that it needed to be on the album.
“Name Call” The only song of ours with whistling on it! When we spoke to Richard Kingsmill on Triple J he said he expected more whistling on the album, sorry about that!
“A Hearing” Our producer Russell Fawcuss actually plays the violin at the start of this track. We were stuck on it for a little while and he told us to come back in a couple of hours whilst he fiddled around with it, and then that intro appeared. Gorgeous.
“I Don’t Wanna Give You Anyth – Any Of It At All” This interlude was also originally an entire song. We wrote this one along with a few others on a 4-day getaway we took a couple of years ago.
“Hand It Over” This song’s about learning where you stand in a relationship, doesn’t have to be a romantic one, but it’s important to know whether or not a person is good for you in your life.
“Keep Up With It” Might be my favorite intro to a song on the record, and definitely one of my favorites to play live. The message in this song is to not give up on yourself after wearing yourself thin time and time again.
“Outrunner” We originally wrote this song for Alice Through The Looking Glass but I think we made it too rocky for their liking! I remember on our flight to New York, we listened to and fiddled with the demo version of this song almost the entire time, we were really feeling it.
“Don’t Come Back Another 100 Times” The film clip to this song is special to me (Miller) because it was born from the brilliant mind of one of my best mates since high school, Jem Rankin!
