THE ART OF QUESTION PAPER SETTING FOR ENRICHED EVALUATION PATTERN

Dear friends, some years back in connection with an international conference, hosted by ACOUSTICAL SOCIETY OF INDIA at ARAI Pune i had the opportunity to meet academicians, scholars, educationists, researchers,UGC members, controllers of examination of some universities and DRDO Scientists.
Our technical sessions got over little bit earlier on the second day evening. We were all sitting in the green meadows enjoying the panoramic views of illuminated Pune hill ranges from elevated ARAI complex party lounge. Delicious snacks of Maharashtra with high tea was arranged by Dr.Venkatesh, the convenor from ARAI.
Our conversation started as a deemed discussion on that winter evening with real concern about educational standards in Indian universities and actual global rankings. Also about poor enrolment for good theoretical research in science and technology.
Professor Dr Kalidoss initiated a topic on EVALUATION patterns at the UG and PG levels at various universities across the country and moderation in the results. The tempo of discussion got ignited.
Dr Jayakumar of IGCAR Kalpakkam Dr Mahavir of BHU also joined on similar lines. The real and purposeful discussion emerged with all like-minded scholars. Some Professors frow RWTH ACHEN Universities Germany and Jinju South Korea gave their inputs.
The main points surfaced are as follows:
1. Examination pattern must be revamped.
2. There should be separate agencies like GRE,TOFEL,GMAT etc., for conducting university examination twice in academic year.
3. Teaching faculty should involve in stressing the academic vistas and concentrate on contemporary researches encouraging the PG STUDENTS on fundamental and applied research topics, with projects based internal assessments. Universities could combine both institution as well as agency given inputs for awarding final grades in examination.
4 Dr V Rajendran, who had authored number of books, a Nano Science research expert and a Vice-chancellor suggested the effective curriculum modification solicited and based on global perspectives.
5. One Professor narrated the current practices of question papers preparations with pre prepared question banks and previous year question papers which advertantly helps only coaching centers which brainwashing techniques of memories alone as well as short cuts.
6. All agreed that 40% simple and direct 40% moderate and 20% complex questions blue print to be abolished. At universities levels pass percentage should not be stressed regarding institutional accreditation but should mainly based on number of research publications and patent registrations.
7. In Germany Universities it was informed to the group that, all the questions were of high thought provoking and complex yet to that curriculum levels. Unless the students attempt to solve with the proper way completion of the paper becomes a real challenge. Evaluation is done by awarding steps wise progress while answering and normalisation doneon the final scores. Supposing the first rank student gets 40 percentage only as the top score that will be deemed as 100 percentage and percentile made for the others. This provides upkeeping the best standards and students adapted to such rigorous testing. Real thrust and quest for learning is explicit proving the statement "THE MEANS JUSTIFIES THE END" in education.
8. The research aptitude could be developed only when a student knocks at the problem with differential abilities, ways of attempts,acceptance of failure AND perseverance.
9. All unanimously agreed, even at school levels,book back self evaluation questions appearing in the final examination should go out.
It is quite obvious that our children are capable of scoring high points/grades and get admission to various international reputed universities for higher education globally with esteemed preparation and shine well there due to straight forward systems of merit. A real touch stone for our real standards.
10. Today it is obvious that more fundamental available towards fundamental research even for deserving college students directly through the recommendations of guide professors, elaborated by the UGC. member.
11. Each institution has its own selection criteria, transparent, ethics based and flawless entrance as well as performance appraisal modules. They are scientific, rational and objective too. They spend more resources for this to encourage a merit based survival to ensure progress.
12. At grassroots of educational institutions this awareness of introgative yet innovative approach should be popularised for which TEACHERS OPTIMISTIC AND PROACTIVE MINDSET is essential.
"TEACHING TO FISH IS WORTHY THAN OFFERING A FISH " A golden saying indeed.
If teacher gets qualified from regular colleges of education with a passion for teaching and attitude towards enhancing the credentials os students they will surely appreciate the question paper design methodologies. For me i feel this also as amajor corrective measures we should aim with NEP approaching for the next two decades planning for NAVA BHARAT REALISATION.
