A Siege Skeleton is the skeletal remains of an massive animal raised from the dead and converted into an engine of destruction  for undead armies.  

Combat

A Siege skeleton is almost never encountered on its own.  Instead, powerful Necromancer warlords will raise them as part of artillery platoons (called batteries), including a group lesser undead and some commanders to coordinate the actions of the group.  The lesser undead will, under the commander's direction, defend the Siege Skeleton(s) and perform tasks such as placing a new harpoon into the spear thrower.  If the sentient undead or spell casters leading the battery are slain, the component undead will continuously repeat the last action they were ordered perform until that becomes impossible and will defend themselves if attacked. While not truly conscious, a Siege Skeleton is capable of aiming and firing the spear thrower attached to its back through the use of an elaborate systems  

Creating A Siege Skeleton

Creating a Siege Skeleton requires the creator to purchase or manufacture a set of huge sized half plate barding (AC+7, ACP -7) and a Spear thrower or similar ballista style weapon that then must be integrated into the skeletal remains prior to reanimation (cost 7000gp and 6 days of work requiring 4 DC 30 Craft [Blacksmithing] checks).  Once this is done the ground around the skeleton must be afflicted with a Desecration spell, after this a Spell caster of 15th level or higher may raise a Siege Skeleton with a Create Greater Undead spell.  

A Siege Skeleton is identical to a regular animated skeleton except were noted below

Size: Must be of at least huge size

Special Attacks: A Siege Skeleton may retain special attacks such as Trample or Improved grab (provided its method of grappling was not composed purely of soft tissue)

Ability Scores: A siege skeleton's Wisdom score remains unchanged and it now has an Intelligence score of 3, all other abilities scores are subject to the normal rules for the skeleton template.

Skills: Unlike a normal skeleton, the Siege skeleton retains its skills

Feats: A Siege Skeleton loses most of the feats it possessed in life, however, Feats such as Alertness or enhance its natural attacks (such as Weapon focus) are retained, like a normal skeleton, they gain the Improved Initiative feat

Challenge Rating, as a normal Skeleton +3.

Special Rules (Spear Thrower)

A Spear thrower is considered a siege weapon.  Reloading and rearming a spear thrower requires 1 Full Round action to place a new harpoon into the Spear thrower, and a standard action to rearm the weapon.  The loading process can be broken into 2 Move actions.  A spear thrower weighs 170lb, Harpoons fired from a spear thrower deal piercing damage.

Sample Encounter

Artillery Battery

A large Siege Skeleton Battery is aiding in the siege of a fortress, the PC's are hired to stop them, by any means necessary.  Each sub group has established itself on hills roughly 1000ft to the east fort and placed around 500ft a part.  The approach to the south and west of the hills are heavily forested but, the final 120ft to the hills have been cleared of cover (+15 to spot checks).   The main body of the necromancer's army is camped a mile to the north preparing to assault the fortress, the party should not come into contact from any forces.  The Wights commanding the batteries, and their master erroneously believe that, all lines of communication between fortress and the outside world have been cut off leaving the batteries mostly unguarded.

Position 3 (EL13)

2 Wights, one directing the Siege Skeleton and one directing the skeletons (CR3 each)

Special Rules: In addition to standard spear thrower harpoons, each battery has a supply of modified harpoons, some tipped with torches (deals 4d4 points of Bludgeoning/fire damage, standard chance to ignite flammable objects) and some tipped with sealed clay jugs of lamp oil (each carrying roughly a gallon of liquid, deals 6d6 points of bludgeoning damage and fills a 20ft radius area with flammable liquid), as the players make their approach, as long as they remain undetected, each battery will fire a volley of 2 Jug tipped harpoons and one torch tipped harpoon at the fortress, this process takes 3 rounds per harpoon, do to the Zombie loaders being incapable of performing full round actions.   Once the Batteries detect the party, the Battery closest to the party will switch to firing regular harpoons at the party, additionally each hill has a stash of javelins (2d12x8 per hill) that the Wights and skeletons can throw at the party once they come within range.
