THE DEMAND FOR BHARAT’S HISTORICAL RETELLING.
One thing we should hope from our center-right Govt atleast in the next term, is having clocked enough yrs in power at Centre, to find the confidence to entrust bonafide reputed world-famous historians from the centre-right stream, with the responsibility of atleast adding their perspectives to all the one-sided narrative of Indian history enshrined in Indian textbooks over past 200 yrs since textbooks writing began in India. Especially relevant for (a bonafide film historian atleast) backdoor historians like me in general, one in know of ideas of deep electoral injustice meted out by the electoral machinery to the center-right over the past 75 yrs since Independence. Till March 1945, per documents of the time, the British Chiefs of Staff were actually planning how to rule India for the next 15 yrs. There was no question of giving India independence till then! Then what led to the sudden use of the word 'independence' for the first time in a British PM statement, as he announced the Cabinet Commission to India in Feb 1946? Ans - It happened just a day after, THE GREAT GRAND ROYAL INDIAN NAVY MUTINY OF 1946, REACHED ALL THE INDIAN PORTS! The Brits knew that this level of opposition among their own defenses would be unmanageable & losing their forces would effectively mean 'losing India', a far more humiliating prospect than it's benevolent charitable return! (Remember that famous & widely documented Atlee interview in India yrs after his PM'ship? - When asked why he ever gave away Indian Independence, a retired Atlee actually revealed to say, "Because of Bose!"). You see the Brits had managed to POLITICALLY (VIA FORMAL LEADERSHIP) curb Indian uprising for close to 40-50 yrs before it, as center-right historians allege via the quiet collusion of the Congress Party with the Crown, in their view a puppet opposition created by the Brits themselves, to offer itself mere token oppn, in return for getting to stay as the perpetual chief & most revered respected oppn party of India all thru British rule (that measured by the level of importance given to them by Brits themselves), helped along in turn, by Congress's jointly designed public tactic of 'Ahinsa'. Yet twas the blind following Gandhi attracted, & that'd cruelly thrown Jinnah into wilderness, that forced him to change his soulful political style,into the conniving cunning ruthless politician of a few yrs later,fashioning self along Ataturk's lines,to be "Father of Pak",as Gandhi had become for Indians,& Mustafa Kemal for Turks. Tis another matter,Kemal,totally transformed his nation,by disbanding every trace of previous Islamic structure,into one o' most curious nations ever-with completely Muslim popn,yet completely non-Islamic system. Brazil Probe: Did Bolsonaro Govt Overpay for Bharat Biotech's Covaxin Doses?

A piece of paper – an invoice – sent by mail from one corner of the world to another could be the smoking gun in the widening investigation into corruption in the deal that may blow to bits the image of an Indian company and sink some top politicians in this country. The invoice, sent by an offshore firm of the Indian vaccine maker Bharat Biotech, to the Brazilian government was the focus of the hearing at the parliamentary commission of inquiry (CPI) on Friday, as the whole country watched the proceedings live with emotions running high at the chamber as well as on social networks.
The country has been on edge since Tuesday when it was alleged by a federal deputy, Luis Miranda, that he and his brother Ricardo, the chief of import division at the ministry of health, had met President Jair Bolsonaro on March 20 and alerted him about an invoice of $45 million raised by a Madison Biotech, a Singapore-based firm, for advance payment in the $300 million1 contract between the Brazilian government and Bharat Biotech of India for 20 million doses of Covaxin. As the Singapore company was not part of the contract, Ricardo Miranda refused to clear the invoice, he claimed in an interview, and went to Bolsonaro.
The decision of the Bolsonaro government, which had shown a little interest in getting vaccines for the country, to sign a contract at $15 a dose, has become a full-blown scandal with 24×7 media coverage being followed by millions. With explosive leaks coming out almost in real time, a top television commentator called the investigation “CovaxinGate” on Thursday; soon stories about the vaccine were being shared with #CovaxinGate on social media. Some senators have even called it a “Passages to India”, sarcastically playing on the name of a hugely popular television soap-opera shown a few years ago. With eight out of 10 people in the country supporting the CPI proceedings, people have been anxious to know if there was corruption in the deal.
In the past week, the senators leading the probe have appeared confident that Madison Biotech’s invoice is the piece of evidence that will lead to a trail of tax evasion, money-laundering and bribery in the deal between Brazilian government and the Indian firm, represented here by Precisa Medicamentos.

The Government will launch the Pradhan Mantri Matsya Sampada Yojana (PMMSY) with an outlay of Rs 20,000 crore for marine and inland fisheries. An Animal Husbandry Infrastructure Development Fund of Rs. 15,000 crore will be set up to support private investment in Dairy Processing, value addition and cattle feed infrastructure. The National Medicinal Plants Board (NMPB) will cover 10,00,000 hectare under Herbal cultivation in next two years with outlay of Rs. 4,000 crore. Beekeeping initiatives (worth Rs 500 crore): Government will implement a scheme for Infrastructure development related to Integrated Beekeeping Development Centres, Collection, Marketing and Storage Centres, Post-Harvest & value Addition facilities etc; and Implementation of standards & Developing traceability system. “Operation Greens” run by Ministry of Food Processing Industries (MOFPI) will be extended from Tomatoes, onion and potatoes (TOP) crops to ALL fruit and vegetables. About: The proposed model of Tour of Duty (ToD) has been proposed to be implemented on a trial basis for officers and other ranks in the army for a limited number of vacancies which would be increased later if the model is successful. The proposal is a shift from the concept of permanent service in the armed forces towards an “internship” for 3 years. The army is also examining giving a ‘token’ lump sum amount to officers and jawans exiting from the ToD scheme, to make it more attractive. Important Info : Expected benefits: Army will benefit by getting younger manpower and the society will benefit by getting people who are disciplined and have imbibed the ethos of the army.The cost, including training, pay and allowances, incurred on people joining under the new model would be Rs 80-85 lakhs, as compared to over Rs 6 crore for an officer under the Short Service Commission, who serve up to 14 years.With the ToD concept implementation, there is likely to be an exponential reduction in salary and pension budgets. These savings can be used for Army’s modernisation.Corporates can also benefit from individuals who would serve in the army for three years due to their training and exposure. As per an initial survey, corporates favour individuals aged 26 or 27 who have been trained by the military. About: Short Service commission (SSC) in Indian Army is the tenure of officers. Currently, the SSC is for 10 years, which can be extended by up to four years. At the end of 14 years, there is an option for permanent commission (PC). The training academy for SSC Short Service commission officers is Officers Training Academy (OTA), Chennai. Proposed steps to make SSC more attractive: A one-year training course will be given to SSC officers while exiting after 14 years. The courses can be professional or technical courses such as MBA or M.Tech. to give the skills for a second employment as a civilian. About 25%-30% of the SSC officers would be granted Permanent Commission (PC) so that they are kept motivated and they compete to get PC. The rest can leave. Other incentives include a lumpsum amount and medical facilities under the Ex-servicemen Contributory Health Scheme. Important Info : Pension burden of army? Previous cases: The previous most famous case of coronavirus infection among cats, big or domestic, has been that of four-year-old Nadia, a Malayan tiger at New York’s Bronx Zoo. She tested positive in April 2020. Within weeks, a few more tigers and lions at the zoo tested positive. Among domestic cats, the first known infection happened in Belgium. Recent research: The key finding in recent research is that cats can be asymptomatic while carrying the virus. Also, all the cats went on to clear the virus. The latest findings suggest that cats may be capable of becoming infected when exposed to people or other cats positive for SARS-CoV-2. Other researchers have previously suggested reasons why cats may be vulnerable to infection from humans: feline and human cells have similar ACE2 receptors, which are enzymes that facilitate the coronavirus’s entry in the body. The general view remains that a cat is more likely to get Covid-19 from a human, than a human getting it from a cat. Saudi wealth fund PIF to issue green debt soon, says governor
Saudi Arabia’s sovereign wealth fund plans to announce soon its first green debt deal, with borrowing linked to sustainability, the Public Investment Fund’s governor told a virtual event, according to a Reuters report.
“We will be the first sovereign wealth fund in the world to announce this green issuance,” Governor Yasir al-Rumayyan told an event on Tuesday held alongside the United Nations General Assembly.

Larsen & Toubro said its metallurgical and material handling business has commissioned the 0.5 million tonnes per annum (MTPA) expansion project of Utkal Alumina International, a wholly-owned arm of Hindalco.
The plant is located at a remote location at Kucheipadar, near Tikiri in Odisha’s Rayagada district, PTI reported.
Indian shares inched higher today, helped by tech and auto stocks, while media firm Zee Entertainment soared after receiving board approval for its merger with Sony Pictures Networks India.
Meanwhile, stock markets in broader Asia rose after debt-laden China Evergrande said it would pay some bond interest due on Thursday, allaying fears of an imminent and messy collapse. Investors are now awaiting policy cues from the U.S. Federal Reserve’s two-day meeting ending later in the day.
In commodities, copper hovered near a month low and oil prices found support from a relaxation of inbound travel rules, likely to boost airline fuel demand.
Separately, the Asian Development Bank cut its forecast for India’s GDP growth in 2021-22 to 10%, from 11% projected earlier, with downside risks dominating the economic outlook.

Digital credit platform ZestMoney raises $50 million funding
ZestMoney, which offers Buy Now Pay Later (BNPL) platform, on Wednesday said it has raised $50 million (about ₹369 crore) from global BNPL provider Zip Co Ltd, as part of a larger Series C fundraise, PTI reported.
Zip will acquire a minority shareholding in the company and a board seat as part of the investment, the company said. It has raised $120 million till date from investors including Ribbit, Goldman Sachs, Quona Capital and Xiaomi, the report noted.

SoftBank backs Steven Mnuchin’s $2.5 billion private equity fund
Japanese conglomerate SoftBank Group’s Vision Fund had invested in a $2.5 billion private equity fund set up by former U.S. Treasury secretary Steven Mnuchin, the Financial Times reported.
SoftBank’s investment in Mnuchin’s Liberty Strategic Capital came alongside sovereign wealth funds in the Middle East including Saudi Arabia’s Public Investment Fund (PIF) and Abu Dhabi’s Mubadala, the report said.
Mubadala will participate in the fund with a contribution of roughly 2% of the total amount raised so far, its spokesperson told Reuters.

Copper rebounds as Evergrande worries fade
Copper prices advanced today, driven by easing default fears around property giant China Evergrande after its main unit said it would to pay some bond interest due later this week, Reuters reported.
Three-month copper on the London Metal Exchange rose 3.1% to $9,255 a tonne, reversing losses from the previous session when the contract went as low as $8,810 a tonne, its weakest since Aug. 19, the report noted.

The Indian rupee depreciated 11 paise to 73.72 against the U.S. dollar in opening trade today, tracking a strong greenback in the overseas market, PTI reported.
At the interbank foreign exchange, the rupee opened at 73.70 against the dollar, then fell further to 73.72, registering a decline of 11 paise from the last close.
Forex traders said a positive trend in domestic equities and sustained foreign fund inflows supported the rupee, but firm crude oil prices and broad strength in the U.S. dollar index dragged the local unit down.

A U.S. Justice Department-led committee is reviewing Zoom Video Communications Inc’s proposed $15 billion all-stock deal to buy cloud-based call centre operator Five9 Inc, Reuters reported, citing a letter filed with U.S. regulators.

U.S. stocks ended near flat on Tuesday after a broad sell-off the day before, with worries over troubles at developer China Evergrande and caution ahead of Wednesday’s Federal Reserve policy news keeping a lid on the market, according to a Reuters report.
Trading was choppy, with the Dow and S&P 500 erasing session gains just before the close, while the Nasdaq finished slightly higher.
The Dow Jones Industrial Average fell 50.63 points, or 0.15%, to 33,919.84, the S&P 500 lost 3.54 points, or 0.08%, to 4,354.19 and the Nasdaq Composite added 32.50 points, or 0.22%, to 14,746.40.

The government of India's Assam state, led by the Bharatiya Janata Party (BJP), is facing public criticism online after it announced it will create 55,000 public jobs in the next six months. While unemployment has long been a vital concern in rural Assam, past scandals in public recruitment have driven citizens to doubt authorities will fulfil that promise, while others wonder whether the measure isn't just a gimmick ahead of the state assembly's elections due on April 2021. The decision on the 55,000 jobs was announced on Twitter by the former General Secretary of the Assam Pradesh branch of the BJP, Mriganka Barman:

The BJP came to power in 2016 in Assam on promises of creating jobs after 15 years of Indian National Congress (INC) rule failed to make progress on that front on that state. Four years later, the BJP is facing shortcomings of its own, especially in regards to its commitment to expanding public service capacity. For example, in January, the government announced it would recruit over 15,000 teachers across the state over the course of six months. By the end of August, the government had only appointed 5,000. The worst disappointment with the BJP is probably related to recruitment to the Assam Public Service Commission (APSC). Jobs in this government body are considered very prestigious in Assam; hundreds of thousands of students prepare for its regular selection exams. However, recruitment for the ASPC has long suffered from a lack of transparency and allegations of corruption. Its former chairman, Rakesh Paul, was arrested in 2016 after a court found he received bribes from certain candidates in exchange for providing them with separate rooms during the examination. Paul was close to former Assam's Chief Minister Tarun Gogoi. Although no legal action was taken against Gogoi, the widely-publicized scandal tarnished the image of the INC in the state. In the 2016 elections, the BJP promised to clean up the ASPC from dishonest officers, but it wasn't long until it also faced accusations of corruption. For example, when recruiting new staff for the Panchyat and Rural Development in 2017, the BJP faced public criticism after answers were leaked on social media before exam day and candidates were caught using mobile phones in the exam hall. Local media also reported on the leaking of exam papers before a recruitment exam by Assam Power Distribution Company Limited took place in 2019. Police are investigating the incident. Also in 2019, the Assam government promised to appoint more 1,600 posts in the newly-established Foreigners Tribunals, courts where suspected foreigner citizens are summoned to prove their Indian citizenship. Researchers at IIT Kharagpur have developed a microneedle which is capable of administering large drug molecules in a painless way, a statement issued by the institute said on Saturday.
The Institute’s Department of Electronics and Electrical Communication Engineering has not only reduced the diameter size of the microneedles but also increased the strength so that they do not break while penetrating the skin, it said.
The microneedle can be used even in COVID-19 vaccination in future, besides for insulin delivery, the statement said.

The new power tariff announced by the DERC for 2020-21, without any hike in the existing rates, will “substantially increase” the financial “challenges” and “ability” to ensure round-the-clock electricity supply by the discoms in Delhi, a spokesperson of the TPDDL said on Saturday.
The Delhi Electricity Regulatory Commission (DERC) announced the new tariff on Friday, saying no hike was considered due to the COVID-19 pandemic.
“Considering the COVID-19 pandemic, the DERC has maintained the tariff at the existing level. However, for the discoms, this tariff order will substantially increase the financial challenges and hence, the ability to ensure 24×7 power supply,” the spokesperson of the Tata Power Delhi Distribution Limited (TPDDL) said.

Flood-like situation in 4 C’garh districts, thousands shifted
Heavy rains battered several parts of Chhattisgarh over the last two days, creating a flood-like situation in some areas of at least four districts and causing rivers, including the Mahanadi, to flow above the danger mark, officials said.
Nearly 12,000 houses in various districts of the state were partially or completely damaged due to the incessant rainfall and thousands of people were shifted to relief camps, they said.

We all want the best for our children—in both school and life. Kids are losing their childhood to the coronavirus pandemic. There are few things more depressing than constantly reminding a young child that she must stay six feet away from a friend she meets.
Is online learning the future of education?
online education has made great strides in recent years. The maturity of education technology has also enabled online education to become more manageable and accessible than ever before. All a prospective student needs are a computer, an internet connection and some basic skills. The deep penetration of mobile phones has enabled those skills in the kids of today! Over the last 10 years, digital media has evolved rapidly. In 2011, 10% of children aged younger than 4 years used mobile devices, a number that grew to 38% in 2013. By 2015, 97% of low-income children used these devices, with 75% owning their own device.
Undoubtedly, with the wider spread of technology and deepening of the global mandate of education for all, online education’s potential to become complementary – or in some cases alternative – to traditional education cannot be overlooked.
Instead of worrying whether or not online education can ever be as good as more traditional formats, perhaps we should instead focus on how we can use it to deliver quality education for people all over the world, particularly the poor and the havenots.
India has been under lockdown since 24 March. The impact on children, in particular, will need to be carefully monitored. Some 1.3 - 1.5 billion students and youth across the planet are affected by school and university closures. The resulting disruptions exacerbate already existing disparities within the education system but also in other aspects of their lives.

Ban online education!
The govt appointed a committee to ban the online education. The experts promptly gave the report. The committee lost a golden opportunity of converting a crisis into an opportunity of initiating online education and give the children a head-start in digital education which is the future mode of education globally.
In its wisdom, Karnataka government on June 10 decided to ban online live classes for students from LKG till class 5 in all the primary schools in the state. Confusion and chaos have prevailed over the issue of extending a ban on online lessons for students up to class 7.
Parents seem to be unhappy as Karnataka bans online classes.
An online petition called, 'We support ONLINE CLASSES,' has collected around 15,000 signatures as of now!
The petition claims, "We, the parents are really happy with the online classes being held by almost all the schools across urban and rural Karnataka. The schools are putting great effort to continue giving education to our kids even during this heavy pandemic rise. And the screen time for kids, that is bothering the government should be looked upon in a positive way. At least the screen time the kids are going through are the productive ones, instead of them getting glued to televisions, i-Pads and video games.” They urged that schools be allowed to continue with their online classes.

There will always be initial hiccoughs. We don’t know when schools will reopen. We have to plan for an uncertain future. Digital technology that is going to change learning beyond physical schooling is inevitable. All You need is a regular access to a computer, a tablet or a smart phone to take online classes. If you do not have a computer at home, you can use the computer lab at your school or local library. You also need internet access.
Online classes can work well for lock down students. You can log into class when it is convenient and attend class without ever leaving your home. They require the same dedication as regular classes and a good deal of self-motivation. Some online classes require daily participation. Instead of spending time on gaming and TV viewing online classes can be highly productive!
The digital Natives and the digital immigrants or digital illiterates!
The digital Native has the digital wisdom! The terms "digital native" and "digital immigrant" were popularized by education consultant Marc Prensky in his 2001 article entitled Digital Natives, Digital Immigrants, in which he relates the contemporary decline in American education to educators' failure to understand the needs of modern students.
The arrival and rapid dissemination of digital technology has changed the way students think and process information, making it easy for them to excel academically using the digital language of the day. Prensky called these children "digital natives". Those who have no access to the digital language become Digital immigrants who are left behind pay a heavy price in the long run!
Bridge the gap
It is the duty of educators and the institutions to bridge the gap between the digital natives and digital immigrants who are at a disadvantage - they can sometimes be at variance and feel left out in their education.
It is a concern that all children do not have reliable access to digital devices. Some have raised health concerns of the children.
In the short term, we do not know when the corona will allow schools to reopen. In the long term, we do not know when the next disruption to the school system occurs. The data from around the world suggests that such events are more probable now than even 10 years ago. We cannot level down in the name of equality. We must level up. Perfection will not happen overnight. But the goal must be a progressive realisation of universal access. Let’s spread abundance, not scarcity.
The classroom with all its limitations, remains a location of great possibility. In the past few weeks, we have gone from Classroom to Zoom. From pedagogy to ‘panic driven tools’ to cope with hastily made transition. In the process, however, much has also changed. Perhaps never to return to whatever we knew of teaching and learning for generations.
Most students outside the metro-based middle class have limited computer access, Wi-Fi is kind of spotty and erratic, there is a lot of electricity outage and synchronous virtual classes are very stressful for students and teachers not used to working with technology.
Learning language is natural and kids are born with the ability to learn it. All children, no matter which language their parents speak, can learn more languages without any additional burden. As they grow, children continue to expand their knowledge and develop more complex languages including digital language! By age 6, a child's language begins to sound like adult speech. Digital language is no different!
It improves their self-esteem: Learning digital language allows children to master the language almost like digital natives! In addition, learning more than one language at early age improves lifelong ability to communicate with others and contributes to cognitive development and cultural awareness.
The sudden lockdown certainly caught the schools and colleges unawares, and what has compounded the problem is the fact that nobody is sure when life will get back to normal and students can once again return to their institutions.
This crisis can be a genuine opportunity. It is inevitable that we will need digital technologies to re-imaging learning beyond physical schooling. Instead of clamping down completely on online classes for young children, we should allow the flourishing... of experimentation and innovation!
Education across all levels will be imparted online and home-schooling will be the new norm. Children will go to schools only once a while, for group activities or for building social skills. Knowledge gets transferred via Zoom. There is stress on teachers as Transitions to distance learning platforms tend to be messy and frustrating, even in the best circumstances. Still move on!

According to the health ministry's latest notice on discharge policy for COVID-19 patients, for mild and pre-symptomatic cases, patients can be discharged after after 10 days of symptom onset and no fever for three days.
For moderate cases, patients will be discharged only after resolution of clinical symptoms and ability to maintain oxygen saturation above 95 percent for three consecutive days without support.

Jaipur reports 1,160 infections of total 3,531 cases in Rajasthan
Of the total 3,531 COVID-19 cases in Rajasthan, Jaipur reported the maximum with 1,160 patients being infected. The city has recorded more than half of the total number of deaths in the state with 53 people losing their lives to the viral disease.
So far, the toll in Rajasthan stood at 103.

Delhi govt launches e-token portal for liquor sale, says News18
In a bid to maintain social distancing rules and prevent chaos, the Delhi government has launched an e-token portal for liquor sale, News18 reported.
The chaos has prompted the Delhi government to launch an e-token system for customers. They can now log into - www.qtoken.in to select an outlet and book a time slot to buy liquor. Only 50 tokens will be issued per hour to keep the rush in check.
Even after the imposition of 70 percent corona-fee on alcohol in the National Capital by the Arvind Kejriwal-led government, customers did not deter from buying.

WHO to launch COVID-19 app with Bluetooth-based contact tracing
The World Health Organization (WHO) plans to launch an app this month to enable people in under-resourced countries to assess whether they may have the novel coronavirus, and is considering a Bluetooth-based contact tracing feature too, an official told Reuters on Friday.
The app will ask people about their symptoms and offer guidance on whether they may have Covid-19, the potentially lethal illness caused by the coronavirus, said Bernardo Mariano, chief information officer for the WHO. Other information, such as how to get tested, will be personalized according to the user’s country.
Though the WHO will release a version on app stores globally, any government will be able to take the app’s underlying technology, add features and release its own version on app stores, Mariano said in a phone interview.

Uber lays off 14% of its workforce, says French hacker
The latest findings of French hacker Robert Baptiste, who goes by Elliot Alderson on Twitter, revealed that Uber has laid of 3,700 employees. In the wee hours of Saturday, Baptiste tweeted that the cab service providers have decided to lay off close to 14 percent of its workforce.
Uber has been hit hard by the coronavirus pandemic, which has crushed the travel industry because of lockdowns to stop the spread of the virus.

NHRC takes suo motu cognisance of Aurangabad rail accident that killed over 16 migrant workers
The National Human Rights Commission on Friday issued notices to the Maharashtra Chief Secretary and the District Magistrate of Aurangabad over 16 migrant workers being mowed down by a goods train. The incident happened between Badnapur and Karmad stations in Nanded Division.
The NHRC has taken suo motu cognisance of media reports about mowing down of 16 migrant workers by the goods train in the early hours of Friday, it said in a statement.
The officers have been directed to submit a detailed report within four weeks. "It should also include details of the steps taken by the state and the district authorities to provide food, shelter and other basic amenities to the poor people, especially migrant labourers, who are facing extreme difficulties from every angle during the coronavirus-triggered lockdown," it said.

The nationwide tally of COVID-19 cases reached 56,342 on Friday with more people testing positive for the deadly virus infection in Tamil Nadu, West Bengal, Uttar Pradesh, Andhra Pradesh and Rajasthan among other states.
India registered an increase of 103 fatalities and 3,390 infections in the last 24 hours, on Friday while the number of those having recovered from the infection crossedg the 16,000 mark and the toll neared 1,900.
Meanwhile, the situation in Maharashtra's Mumbai and Pune remained worrisome with both cities reporting 748 and 111 cases, respectively. The massive spike in the Mumbai Metropolitan Region was reported along with the news that the Brihanmumbai Municipal Corporation chief was replaced by the Maharashtra government on Friday.
BMC commissioner Pravin Pardeshi will swap offices with Iqbal S Chahal, currently additional chief secretary (urban development).
Delhi, Chennai and Ahmedabad emerged as other major hotspots in the country, with the National Capital reporting 338 new cases, while the other two cities registered 399 and 269 cases, respectively.
Spike in cases continue despite extended lockdown
A large number of new cases were reported during the day from various cities in Maharashtra and Tamil Nadu, while Uttar Pradesh, Karnataka, Andhra Pradesh and Odisha also reported rise in their tallies.
The number of active COVID-19 cases stood at 37,916. While 16,539 people have recovered, one patient has migrated, it said. "Thus, around 29.35 percent patients have recovered so far," a senior health ministry official said. The total cases include 111 foreign nationals.
The total of 103 deaths reported since Thursday morning include 43 in Maharashtra; 29 in Gujarat; eight in Madhya Pradesh; seven in West Bengal; five in Rajasthan; two each in Tamil Nadu, Uttar Pradesh and Andhra Pradesh; and one each in Bihar, Delhi, Karnataka, Punjab and Jammu and Kashmir.
Of the 1,886 fatalities, Maharashtra tops the tally with 694 patients dying of COVID-19, Gujarat comes second with 425 deaths, followed by Madhya Pradesh at 193, West Bengal at 151, Rajasthan at 97, Delhi at 66, Uttar Pradesh at 62 and Andhra Pradesh at 38.
The death toll reached 37 in Tamil Nadu, 30 in Karnataka while Telangana has reported 29 fatalities. Punjab has registered 28 COVID-19 deaths, Jammu and Kashmir nine, Haryana seven, Bihar five and Kerala four.
Jharkhand has recorded three COVID-19 fatalities. Odisha and Himachal Pradesh have reported two deaths each. Meghalaya, Chandigarh, Assam and Uttarakhand have reported one fatality each, according to the ministry data.
According to the health ministry data updated in the morning, the highest number of confirmed cases in the country is from Maharashtra at 17,974 followed by Gujarat at 7,012, Delhi at 5,980, Tamil Nadu at 5,409, Rajasthan at 3,427, Madhya Pradesh at 3,252 and Uttar Pradesh at 3,071.
The number of COVID-19 cases has gone up to 1,847 in Andhra Pradesh and 1,644 in Punjab.
The tally has risen to 1,548 in West Bengal, 1,123 in Telangana, 793 in Jammu and Kashmir, 705 in Karnataka, 625 in Haryana and 550 in Bihar.
Kerala has reported 503 coronavirus cases so far, while Odisha has 219. A total of 135 people have been infected with the virus in Chandigarh and 132 in Jharkhand.
Tripura has reported 65 cases, Uttarakhand has 61, Chhattisgarh has 59, Assam has 54, Himachal Pradesh has 46 and Ladakh has 42.
Thirty-three COVID-19 cases have been reported from the Andaman and Nicobar Islands.
Meghalaya has registered 12 cases, Puducherry has nine, while Goa has seven. Manipur has two cases. Mizoram, Arunachal Pradesh and Dadar and Nagar Haveli have reported one case each.
"Our figures are being reconciled with the ICMR (Indian Council of Medical Research)," the ministry said on its website.
State-wise distribution is subject to further verification and reconciliation, it said.
MHA says 'learn to live with virus'
During a press briefing on the COVID-19 situation, Health Ministry Joint Secretary Lav Agarwal said, "As we talk of relaxations to the lockdown and of migrant workers returning back to their respective homes, there is a big challenge in front of us that we also have to learn to live with the virus."
"And when we are talking about learning to live with the virus then it is very important that the guidelines that are there on saving oneself from the virus are adopted in the community as a behavioural change," he added.
It is a big challenge and the government needs the community support for it, Agarwal added.
The ministry also reeled off various datasets, including those showing a rising number of infection-free districts and an increasing recovery rate, to suggest the success of the government's strategy in the COVID-19 fight, even as it sought "a behavioural change" and everyone's support in this massive challenge.
Maharashtra chief minister Uddhav Thackeray, however, admitted there has been no success yet in breaking the virus chain, and said his government may seek deployment of central forces, if needed, to allow police personnel to take rest in phases. The state tops the nationwide tally for confirmed cases as well as deaths.
Ugly side of migrant crisis
Sixteen migrant workers sleeping on rail tracks while returning to Madhya Pradesh were crushed to death by a goods train in Aurangabad district of Maharashtra. The migrant workers, rendered jobless due to the coronavirus-enforced lockdown and desperate to go to their native places, were walking along the rail tracks apparently to escape police attention.
Those killed and the four other migrant workers who survived were all male, officials said. A viral video clip from the scene of the tragedy shows the bodies of migrant workers lying on the tracks and nearby with their meagre personal belongings scattered around.
Aurangabad SP Mokshada Patil told PTI that three of the four survivors had tried in vain to wake up their colleagues who had slept on the track after an overnight walk from Jalna, around 40 kilometres from the accident spot. The workers were walking to Bhusawal from Jalna along rail tracks, while returning to their home state Madhya Pradesh, an official at the Karmad police station said.
Maharashtra and Madhya Pradesh governments announced financial aid of Rs 10 lakh to Rs 5 lakh each to the families of the deceased.
Separately in Karnataka, hundreds of migrant workers gathered on Mangaluru station in protest. They told the local police that they were stuck in the city without jobs, money and adequate food and that they were even willing to walk to their home states if the special trains were not operated immediately.
Meanwhile, a plea has been filed in the Supreme Court on Friday seeking a direction to the Centre to ask all district magistrates in the country to identify stranded migrant workers and provide shelter and food to them before ensuring their free transportation to native places in view of the Aurangabad tragedy.
Economic costs of lockdown causes worry
With the pandemic and the ongoing lockdown hitting the economy badly, Punjab chief minister Amarinder Singh urged the prime minister to spell out the way forward for the country's economic revival and an exit strategy from the third phase of the lockdown.
A nationwide lockdown has been in place since 25 March, which was first imposed for 21 days but got extended first for another 14 days till 3 May and then for further 14 days in the third phase, with considerable relaxations, till 17 May.
The economic cost of the COVID-19 fight and the ongoing nationwide lockdown also appeared rising manifold with Moody's Investors Service projecting India's economic growth at zero percent for the current fiscal. It also said that a high government debt, weak social and physical infrastructure, and a fragile financial sector face further pressures due to the coronavirus outbreak.
According to experts, industrial and other business establishments may also face a huge labour shortage once they resume operations after the lockdown, which has been in place since 25 March and is scheduled to continue till 17 May. Lakhs of migrant workers have either left for their native places or are in the process of doing so, including by trains and buses arranged by state governments.
There are also worries that the virus spread may grow further in newer areas following these movements, while a large number of Indians stranded abroad have also begun returning home in special flights.
Since its outbreak in China last December, more than 38.6 lakh people have been found to be infected with this virus, while over 2.7 lakh people have lost their lives. Nearly 13 lakh people have recovered so far, including about 2 lakh in the US.
Separately, a panel of experts, formed to suggest ways to revive Maharashtra's economy, hit by the COVID-19 crisis and the resultant lockdown, submitted its report to the government during the day.
Several states have been taking steps to shore up their resources, including by levying higher taxes on fuel and liquor. After Delhi, Andhra Pradesh and several others, Himachal Pradesh government has now decided to impose a 'corona cess' on liquor sales, while Puducherry chief minister V Narayanasamy also said the territorial administration was mulling imposition of special COVID-19 tax on liquor to wriggle out of the current fiscal crisis.
The Madras High Court, however, ordered closure of liquor shops in Tamil Nadu a day after they were reopened, but allowed sale of liquor through online and door delivery till the end of the lockdown.
The Supreme Court too asked states to consider non-direct contact or online sales and home delivery of liquor during the lockdown period to prevent the spread of coronavirus on account of crowding at the shops.
Liquor shops were allowed to be opened in the third phase of the lockdown, which began on 4 May, subject to compliance to social distancing and other guidelines issued by the government.
