The reality is that many households have to use mobile Internet on an old phone, as the only device. How can this digital divide be narrowed? Each child (or at worst 1 between 2) needs access to a device. There is a government scheme to provide laptops through schools but the demand 9and cost) is large. But what about all these old laptops that are lying about of even thrown out each year. The ONE Show (BBC) has started a scheme to collect older laptops for use by disadvantage school children. It seems a great idea and to but Chromium onto the devices and they will have a usable device.
To provide access to the Internet the 4 mobile Internet companies have offered to help. 3UK has offered free unlimited SIM cards; BT/EE has offered 20Gb data per month at no extra cost; Vodafone has extended their scheme form the last lockdown where they gave SIM cards with 30Gb and O2 offers 40Gb of free data. It would be great if all 4 gave similar offers but this is a great from the Industry.
How do these families use the SIM? If they have an old smartphone, even of S5 vintage, then it can run a mobile hotspot. Not ideal but it works. They can also get a small mobile router such as the Huawei E5573 which can be fount on Ebay at £20 - and I am sure there could be schemes to distribute these. But they must take care? On Ebay there are many generic Chinese mobile routers advertised as 4G LTE but they do not work with all bands in the UK, they are essentially 3G routers. Not as advertised.
(Update : It appears BT/EE have had a change of heart and are offering unlimtied data as well.)

When Boost Mobile unveiled its catchily branded Carrier Crusher program last month, the promise was that the prepaid operator would roll out “many” unique plans designed to give the industry’s “big three” a run for their money this holiday season. Said promise is today materializing in the form of an unlimited 5G offer that Boost claims will help save new and existing customers more than 50 percent compared to the nation’s “largest carriers.” But while that might be technically true, it’s obviously not as easy as it looks at first glance to get unlimited talk, text, and 4G LTE/5G data on the Dish-owned MVNO (mobile virtual network operator) for a measly $25 a month.
That’s because this is actually not a monthly plan, instead requiring you commit to Boost Mobile for an entire year and pay that full bill right off the bat. If our math is correct, that means you’ll need to cough up a grand total of 300 bucks upfront, which may sound like a lot until you compare it with the monthly costs of some of the competition’s top 5G unlimited options. $300 equates to less than four months of Verizon service, for instance, on the Play More and Do More unlimited plans, and things are not radically different for T-Mobile or AT&T subscribers either seeing as they have to pay $70 and $75 a month for a single Magenta and Unlimited 5G Extra line respectively.
