During his official visit to Germany, Prince Carl Philip was welcomed by Volkswagen Group representatives in Wolfsburg and found out more about the company’s e-mobility strategy. The Swedish Prince was one of the first to test the Group’s new generation of electric cars, including models from the Volkswagen ID. family. Sweden is one of Europe’s largest markets for electric vehicles. Andreas Renschler, CEO of TRATON SE and a Member of the Volkswagen Aktiengesellschaft Board of Management, said: “Sweden is a role model in the area of climate protection. Today, more than half of the electricity generated already comes from renewable sources. That is an essential prerequisite for making e-mobility sustainable for passenger cars as well as trucks and buses.” He went on to say: “We have several innovative e-mobility projects in Sweden, for example, Scania will soon begin testing self-driving electric buses for Stockholm’s public transport system.” Sweden is one of Europe’s largest markets for electric vehicles and therefore an important sales market for the Group’s electric models. With reference to Prince Carl Philip’s test drives, the Volkswagen Brand Board Member for Technical Development, Dr. Frank Welsch, commented: “Prince Carl Philip of Sweden is a talented racing driver and an expert on cars. He was a successful participant in the Porsche Carrera Cup Scandinavia from 2008 to 2011. And he visited the Rally Sweden and the Volkswagen Motorsport team. I am delighted that an acknowledged specialist is one of the first to test our new generation of electric vehicles that will hit the market from 2020. Sweden will be one of the major sales markets for our ID.” His Royal Highness Prince Carl Philip met with 34 Swedish startup entrepreneurs in Germany for Hannover Messe 2019 on his visit to the Volkswagen Smart.Production:Lab in the IT:City, Wolfsburg. These selected startups participated in an Innovation Day at Volkswagen where concepts and innovations such as electrically-powered automated transport concepts and virtual reality solutions as well as machine learning and artificial intelligence software tools were presented. The event was designed to intensify Swedish-German cooperation in the field of innovative manufacturing technologies and Industry 4.0. The Volkswagen Group is one of the largest industrial investors in Sweden. Scania invested €2.4 billion in Sweden in the last ten years. Scania produces trucks and buses in Europe, South America and Asia and is one of the world’s leading manufacturers of sustainable transport solutions. 96,500 trucks and buses were delivered to customers in 2018 – 19,000 of which were built at the Swedish plant in Södertälje. 20,700 of Scania’s total workforce of 52,100 are employed in Sweden. In early 2018, Scania invested €10 million in the battery manufacturing company Northvolt. The collaboration concerns the industrial scale production of battery cells. A joint research consortium called European Battery Union led by Volkswagen and Northvolt was announced recently. The consortium is applying for funding from the German Federal Ministry for Economic Affairs and Energy to finance the research, development and industrial scale production of battery technology. Furthermore, the Volkswagen Group is one of the largest car manufacturers in Sweden. 103,000 passenger cars and 16,700 trucks from the Group were registered in Sweden in 2018, accounting for a 27.4 percent share of the passenger car market and a 30 percent share of the truck market. The Volkswagen Golf, Passat and Tiguan are among the top ten passenger car models in Sweden’s registration statistics, putting Volkswagen in second place behind Volvo. Inquinamento dell'aria e covid: un nesso c'è
Una nuova ricerca sembra confermare l'esistenza di un legame tra la (cattiva) qualità dell'aria e il rischio di ammalarsi di covid. Secondo uno studio condotto su un campione di giovani adulti dagli scienziati del Karolinska Institutet (Svezia), i residenti in aree ad elevata concentrazione di polveri sottili e fuliggine corrono maggiori probabilità di avere tra le mani un tampone positivo rispetto a chi abita in zone meno inquinate. L'esposizione agli inquinanti generati dal traffico e tipici delle grandi città - come quelli che incombono sulla Pianura Padana, primo epicentro della covid in Europa - è dunque associata a un rischio maggiore di risultare positivi al SARS-CoV-2, anche se lo studio rileva semplicemente un'associazione e non dà informazioni sulle possibili cause. . I precedenti. Già diversi studi hanno segnalato una relazione tra l'inquinamento dell'aria e la distribuzione dei maggiori focolai di covid, ed è noto che vivere sotto cieli particolarmente inquinati contribuisce a una maggiore incidenza di casi di influenza e di SARS (un altro coronavirus "parente" di quello della covid). Da un lato, chi respira aria densa di particolato è più suscettibile alle infezioni respiratorie, dall'altro, alcune passate ricerche hanno evidenziato che i virus si diffondono anche grazie alle particelle inquinanti sospese nell'aria che inaliamo.. Qualità dell'aria. Nello studio pubblicato su JAMA Network Open, il team svedese ha individuato 425 persone positive alla covid con la diagnosi confermata da un tampone PCR tra maggio 2020 e la fine di marzo 2021. L'età media dei partecipanti, per il 54% donne, era di 26 anni. Conoscendo l'indirizzo di questi pazienti, asintomatici o con sintomi lievi, gli scienziati hanno stimato le concentrazioni diurne nelle loro zone di residenza di diversi inquinanti dell'aria: il PM10 e il PM2.5 (le polveri fini e ultrafini, capaci di penetrare nella parte superiore dell'apparato respiratorio e nella circolazione sanguigna), oltre alla fuliggine e agli ossidi di azoto.. Rischio aumentato. Agli scienziati interessava l'associazione tra la probabilità di infezione e l'esposizione a questi inquinanti prima del tampone, nel giorno stesso del tampone e in seguito, a infezione risolta. E in effetti un legame è emerso: c'è una relazione tra il rischio di contrarre la covid e l'esposizione a polveri fini e ultrafini due giorni prima di un test positivo, e l'esposizione a fuliggine un giorno prima. Nessun apparente legame invece con gli ossidi di azoto. Tra le zone meno inquinate e quelle a maggiori concentrazione di particolato inquinante esiste una differenza di rischio di ammalarsi di covid del 7%: potrebbe sembrare poco, ma dato che quasi tutti sulla Terra respirano aria di pessima qualità, fa un'enorme differenza in termini di salute pubblica. La relazione non sembra essere modificata da altri fattori che pure incidono sul rischio di contrarre la covid in forma grave - come genere, abitudine al fumo, essere in sovrappeso o soffrire d'asma.. Le possibili cause. Tanto per cominciare mi hanno insegnato a rispondere in un modo più veloce ed instantaneo, con le emoji. - ha detto strappando l'applauso della sala il vice segretario dell'ONU - I giovani ragazzi imparano più velocemente di quelli delle generazioni passate. All'età che ho adesso, devo ascoltare e avere più conversazioni con i giovani se voglio portare un contributo utile per i prossimi 5 anni. Sono sicura che che chi verrà dopo di me, sarà una persona più in gamba di me", ha chiosato Amina Mohammed.     L'evento ha fornito ai partecipanti una panoramica degli obiettivi dell'Agenda 2030 e ha dato un'analisi su come raggiungere le questioni più urgenti, come la disuguaglianze e crisi climatica, ascoltando le esperienze di molti, tra cui quella di Bill Gates che solo poche settimane fa era presente in Expo.     Bill Gates ha ricordato collegandosi da remoto che alla scadenza degli Obiettivi di Sviluppo Sostenibile mancano solo otto anni.     "Alla Fondazione Bill & Melinda Gates siamo soprattutto concentrati sull'obiettivo di porre fine alla povertà e alla fame, raggiungere l'uguaglianza di genere e diminuire l'impatto del cambiamento climatico".     Ha ricordato che il benessere per tutti è l'obiettivo che più gli sta cuore e che ha creato la Fondazione "dopo che io e Melinda abbiamo scoperto che ogni anno milioni di bambini soffrono e muoiono di fame e malattie come la diarrea, la polmonite e altri malanni che sono facilmente curabili nei paesi ricchi. Più di recente siamo stati impegnati nella lotta contro il Covid, dove ci sono ancora molte cose da fare, ma collettivamente abbiamo già fatto enormi progressi. Wolfsburg, we have a problem: How Volkswagen stalled in China
BEIJING, August 9 (Reuters) – At the end of December 2019, managers at Volkswagen headquarters (VOWG_p.DE) in Wolfsburg realized that they might have a serious problem in China, the company’s largest market and the ticket to its electric future.
His flagship Passat sedan had performed poorly in an unofficial insurance company safety test simulating a frontal impact on the driver’s side, a test that has been widely used in the United States for about a decade.
The car was in tatters. The crash test video went viral, drew millions of views and caused a sensation on social media across China, where the German car king’s success is based on its reputation for superior quality and engineering.
Volkswagen was under no obligation – the Passat had passed the Chinese regulatory agency’s head-on collision test, the same test used across much of Europe that automakers and many industry experts believe will better reflect driving conditions in China.
Nevertheless, Wolfsburg acted quickly, according to two people with direct knowledge of the matter. Days after the test results were announced, the company assembled a team of dozens of engineers and managers to work with SAIC-Volkswagen, the 50/50 joint venture that makes Passats in China.
In early 2020, the team decided that the front of all new Passats and a host of other models from the Shanghai-based company should be strengthened at a cost of around 400 yuan ($ 62) per vehicle, according to sources.
This structural change, as of now no details were known, would amount to tens of millions of dollars for the hundreds of thousands of vehicles that would be affected annually by the company, the sources said. This was a significant cost for a company that claimed to be reducing manufacturing costs in China and around the world.
Intervening in the face of online consumer activism underscores the importance of China, the world’s largest auto market that Volkswagen is relying on to fund its € 35 billion ($ 42 billion) transition to electric vehicles and deliver on its promise to Tesla Inc (TSLA. O) to become a global leader in electric vehicles by 2025.
The global automakers’ expensive oil forbearance comes at a time when they can no longer count on the dominance they have enjoyed in China over the past few decades, where they are feeling the heat of local gasoline and electrical companies making them over technology and challenge design.
A Volkswagen spokesman said products were developed specifically for the Chinese market and the Passat’s failed test simulated a head-on collision between two cars, a scenario that is less likely in China than in the United States.
“In China there are central barriers on the highways,” added Volkswagen. “There aren’t usually as many trucks or pickup trucks in China as there are in US traffic scenarios.”
When asked about the 400 yuan modification, the spokesman said Volkswagen is constantly improving its products and making them safer based on customer feedback.

It is difficult to compare the designs of Passats in Volkswagen’s markets as they are often radically different vehicles built on different production platforms.
According to the sources, the new Passat in China was the first model to have such a structural change when it was launched in mid-2020. It passed the test of the insurance industry that its predecessor failed.
But the reputational and financial damage has proven to be more stubborn for Volkswagen, which was the top-selling overseas automaker in China and has made largely healthy profits there for over three decades, the longest of any overseas player.
According to Bernstein analysts, Volkswagen’s profit per vehicle in the country has fallen from 1,400-1,500 euros in 2015 to around 1,000 euros and in the last few quarters even to 800 euros, which China described as “of the utmost importance for the financial health of VW” . .
Sales of the Passat and, in a broader sense, of the company with SAIC engine (600104.SS) have collapsed – which Volkswagen mainly attributed to the backlash in the failed crash test as well as to problems with the product range and a global shortage of chips.
As a sign of the financial pressures the industry is facing, an internal memo Reuters viewed showed that the SAIC-Volkswagen finance team ordered managers to cut workshop costs by 30% in 2019 for the first time since 1990.
Volkswagen did not want to comment on Bernstein’s profitability figures or the internal memo.
SAIC-Volkswagen’s revenue last year declined 26% from 2019 to 174.5 billion yuan, while profits declined 23% to 31 billion yuan. Sales of the Passat, once one of the bestsellers in its sedan class before the insurance was tested, fell by 32% to 145,805 vehicles, according to consulting firm LMC Automotive.
While the COVID-19 pandemic was clearly a huge factor, the company’s decline was far larger than its overall 6.8% decline in Chinese car sales over the same period, according to data from the China Passenger Car Association.
In addition, Volkswagen’s other major company in the country with local automaker FAW – whose products were not involved in the crash test controversy – saw sales grow 1.5%, despite VW officials say it was due to the introduction of SUVs and Premium -Audi models on the market has gained momentum.
The two joint ventures make up the majority of Volkswagen’s business in China, which includes all local production. They have been close to each other in the number of vehicles sold in the past, although FAW has taken the lead in recent years.
There was no breathing space for SAIC-Volkswagen in 2021, with sales dropping 7.8% in the first six months from the previous year when the pandemic raged. FAW-Volkswagen posted sales growth of 23%, while total sales of Chinese passenger cars increased by approximately 29%.
Crash test broken ‘A-pillar’
The C-IASI test, which the Passat 2019 initially failed to pass, was developed by a Chinese insurance company, the CIRI Auto Technology Institute, who failed to use the standard C-NCAP test from CATARC, a government-backed vehicle inspection agency was satisfied.
Many insurers felt that C-NCAP could not sufficiently differentiate between vehicles in terms of collision safety and began publishing test results in 2018.
Most overseas car brands got positive results on the C-IASI test, but even those that did poorly didn’t get the online response that was against the Passat.
In the C-IASI test, 25% of the front of the vehicle is exposed to a frontal impact. It broke the Passat’s front roof support on the driver’s side, known as the A-pillar.
The standard C-NCAP test hits 40% of the front of the vehicle, which means that the impact is better absorbed.
CIRI and CATARC did not respond to requests for comment.
In the United States, the Insurance Institute for Highway Safety (IIHS), a nonprofit group funded by auto insurers, is running a 25 percent frontal impact test. IIHS tests are widely used and automakers design vehicles to pass them as well as federal crash tests.
Volkswagen’s China boss Stephan Wollenstein admitted in January that the failed crash test and the subsequent online backlash had triggered the decline in sales of Passat and SAIC Ventures.
However, last month he said Volkswagen had fixed the issues uncovered by the test, the episode’s glitches had subsided, and the automaker’s Chinese business was recovering.
“In this segment we have once again clearly one of the safest cars on the market,” Wollenstein told journalists in July. “We will resume the old management of the Passat.”
But there is still some catching up to do in the large family car segment.
A total of 47,480 Passats were sold in China in the first six months of this year, slightly behind the 91,110 Toyota Camrys (7203.T) and 89,157 Honda Accords (7267.T), according to LMC.
How much the Volkswagen model has recently fallen is shown by the figures from the same period in 2019, before the pandemic: 91,400 Passats were sold compared to 111,968 Accords and 85,396 Camrys.

Nell'ultimo quarto di secolo l'Italia si è allontanata da Dio. Solo 75 cittadini su 100 credono nell' esistenza di un «Essere superiore», prima erano 82; solo 65 pensano che la religione aiuti a trovare il senso profondo della vita, prima erano 80; solo 22 non mancano mai alla messa domenicale, prima erano 30. E poi 38 sono dubbiosi, prima erano 30; 23 ritengono che la fede riguardi le persone più ingenue e sprovvedute, prima erano 5; 76 si dichiarano cattolici, prima erano 88; 30 si ritengono attivi nell' apostolato, prima erano 41.
Il sociologo Franco Garelli ha l'hobby della fotografia. Ama immortalare i volti. «Se andassi allo stadio, guarderei più i tifosi che i gol», dice. Il ritratto uscito dalla sua indagine Gente di poca fede. Il sentimento religioso nell'Italia incerta di Dio (Il Mulino) è talmente dettagliato che la Cei ha deciso di contribuirvi con 100.000 euro, un parziale rimborso ai ricercatori coinvolti.
Anche se molte immagini restano nel cassetto. Per esempio, durante la messa nella chiesa della Gran Madre di Dio, a Torino, Garelli si è accorto che uno dei presenti registrava l' omelia di don Paolo Fini, parroco di frontiera applaudito anche per gli strali lanciati contro il sindaco Chiara Appendino. «Alla fine una signora s' è avvicinata al fedele e gli ha chiesto: "Scusi, ma perché usa il magnetofono?". L'altro ha risposto: "Così poi a casa riascolto e medito". E l'anziana: "Ah, non lo fa per cambiare vita!"».
Una condizione che riguarda il Paese.
«Negli ultimi 25 anni i non credenti sono cresciuti del 30%, mentre le altre fedi sono passate dal 2 all' 8%. È un cattolicesimo stanco. Già nel 1998 il cardinale Carlo Maria Martini distingueva i cristiani in quattro gruppi: della linfa, del tronco, della corteccia, del muschio. I primi, convinti e attivi, rappresentano il 22%; i secondi, non sempre attivi, il 30%; i terzi, attaccati all' albero per tradizione e cultura, sono la maggioranza, il 44%. Infine vi è un 4% di critici che si riconoscono soltanto in alcune idee del cattolicesimo».
Comunque c'è l'avanzata degli atei.
«Ma non come in altri Paesi, dove ormai costituiscono la metà della popolazione. Da noi prevale una religiosità fai da te e si ricorre alla Chiesa nei momenti clou dell' esistenza. Fatto curioso, perché non viviamo più in un mondo di destino bensì in un mondo di scelte».
Che cos' è accaduto negli ultimi cinque lustri per giustificare questa situazione?
«È diminuita la pratica religiosa. I riti sono ritenuti facoltativi. La preghiera assidua, che un tempo coinvolgeva il 60% della popolazione, oggi riguarda il 40%».
Lei è cattolico, giusto?
«Da bambino servivo messa. Fui ricevuto in udienza a Castel Gandolfo da Giovanni Paolo II nel 1996. Trascinava i piedi con una tenacia incredibile. E quei due occhi... Folgoranti. Il sacro fragile».
Lo chiedo al cattolico: si può essere credenti senza messa e senza preghiera?
«Come nutri la fede? C'è un cammino di ricerca o non c'è nulla? Oggi il bisogno religioso è più un'intenzione che un' esperienza, questo ci dice l'indagine».
Però non mi ha risposto.
«Un cristiano va a messa e prega, certo. Ma le persone danno molta più rilevanza alla condizione soggettiva».
Per loro la messa è un rito ripetitivo.
«È il limite della religione di maggioranza. Basterebbe cercare la temperatura alta nelle parrocchie di elezione, nei luoghi di riflessione, carità, volontariato».
Avete interpellato più di 3.200 persone tra i 18 e gli 80 anni. Gli italiani in questa fascia di età sono 42 milioni. Un campione dello 0,0076% è rappresentativo?
«Dal punto di vista statistico è un valore elevatissimo. Potevamo sceglierne appena 500, come fanno altri. Con l'Ipsos ho deciso di tenere i numeri molto alti per identificare meglio i sottogruppi».
Tanto poi, come mi raccontò Antonio Golini, docente di demografia, «serve sempre "una manaccia" che combini i dati e dia loro robustezza», così sosteneva il suo maestro, Giuseppe Pompilj, che insegnava calcolo delle probabilità.
«Il compianto cardinale Anastasio Ballestrero, arcivescovo di Torino, veniva alle mie conferenze. Ero fortunato a non annoiarlo: altrove a metà relazione si metteva a sfogliare un giornale. Alla fine si complimentava con me: "Bravo! Solo che per voi sociologi è tutto facile. Quando un dato non vi piace, lo correggete". C'è chi sostiene che la Chiesa non teme le statistiche, ma fa di tutto per cambiarle».
Quanto è durata l'indagine?
«Un anno e mezzo, lavorandoci in tre».
Non desta sospetto che a finanziarla sia stata la Conferenza episcopale?
«Capisco l'obiezione, ma l' aiuto di enti o fondazioni è prassi comune. Il vescovo Nunzio Galantino, all'epoca segretario della Cei, l'ha vista come una sfida. Alla fine non era affatto meravigliato dai dati. I preti stessi mi descrivono una situazione persino peggiore di quella emersa».
Tre quarti degli italiani credono. Allora perché quel titolo, «Gente di poca fede», che riecheggia un'ammonizione di Gesù nel Vangelo di Luca?
«Non è uno stigma. Segnala semplicemente che nelle religioni oggi prevale più un'attenzione culturale che spirituale. C'è un dato significativo: il 69% ritiene che non sia anacronistico credere in Dio. Non esiste un muro a separarci dalla fede. La chiamerei accettazione della biodiversità religiosa. Difficile scorgere in giro non credenti granitici».
È ciò che mi disse 15 anni fa monsignor Gianfranco Ravasi: «Mancano gli atei autentici, per i quali non credere, alla Nietzsche, o anche seguire la via del male, alla Sartre, era pur sempre una scelta lacerante, sofferta».
«Chi crede sa che è faticoso credere. Chi non crede sa che è faticoso non credere. Un riconoscimento reciproco».
Fin dalla seconda riga del suo saggio lei pone l'accento sulla crescita dell' ateismo e dell' agnosticismo tra i giovani.
«Fra i 18 e i 34 anni si riscontra la quota più alta, dal 35 al 40%, di coloro che si dichiarano senza Dio, senza preghiera, senza culto, senza vita spirituale».
Non credono in Dio, però fra di loro le bestemmie sono diventate interiezioni.
«Un modo per far colpo, accentuare le differenze, dichiararsi al di sopra delle regole. Sono esasperazioni della generazione "senza", in larga parte anche senza lavoro e senza prospettive di futuro».
Questo, secondo lei, «getta una luce sinistra sulle sorti del cristianesimo».
«Si guardi attorno: è una Chiesa stanca, composta più da corpi lenti che da corpi freschi e tatuati, più da teste bianche o calve che da teste folte o rasate. Le liturgie del clero anziano sono in sintonia con gli adagi della vita anziché con gli allegri. Ma se i preti inventano proposte vivaci, i giovani impegnati arrivano».
I matrimoni con rito religioso a partire dal 2018 risultano meno di quelli celebrati in Comune. Sono circa il 50%, mentre negli anni Novanta erano l' 80%.
«È la crisi del matrimonio tout court, aggravata dal prurito verso qualsivoglia impegno pubblico. Si pensa che sia sufficiente suggellare il vincolo in privato».
Il 46% degli intervistati è contrario all'8 per mille alla Chiesa cattolica.
«Un dato inedito, acuito dalla crisi del welfare. Si accusa la Chiesa di essere ricca e si vorrebbe che lo Stato destinasse questo miliardo di gettito ad altri bisogni. In compenso 50 su 100 sono favorevoli all' ora di religione a scuola e 70 su 100 al crocifisso negli uffici pubblici».
E 40 su 100 sono «cattolici culturali».
«Il gruppo cresciuto di più negli ultimi 20 anni. Anziché tagliare il cordone ombelicale, si mettono in stand by. Ma se individuano una figura significativa, si attivano. Sono stato preside nella facoltà che fu di Norberto Bobbio e fra i doveri di rappresentanza vi erano i funerali, ai quali talvolta arrivavo in ritardo. Finivo così tra il popolo delle colonne, in fondo alla chiesa. E lì trovavo facce non proprio da sacrestia che all' omelia mi stupivano: "Zitto, fammi ascoltare"».
Solo il 20% degli italiani nega la liceità morale dell' aborto in qualsiasi caso.
«L' 83% lo accetta se vi sono gravi rischi per la salute della madre, il 78% se sussistono probabilità di malformazioni, il 70% se la gravidanza è conseguenza di uno stupro. Il diritto all' obiezione di coscienza del personale medico, riconosciuto dal 59% dieci anni fa, ora è ammesso solo dal 36%».
Il 63% è favorevole all' eutanasia.
«Una percentuale raddoppiata e assai vistosa, considerato che 76 su 100 si dichiarano cattolici. Un segno dei tempi. Significa che la questione interpella nell' intimo le persone, le famiglie. Prevale invece la cautela su altre frontiere della bioetica, come l' utero in affitto, accettato solo dal 20% del campione».
L' eclissi del sacro non sarà uno dei tanti malesseri provocati dal benessere?
«Senz'altro. Eppure, come 25 anni fa, 60 su 100 sentono che Dio li protegge».
La secolarizzazione deriva da 75 anni di pace? Il vescovo castrense Angelo Bartolomasi pronunciò nel 1915 una frase oggi attribuita per errore a Marcello Marchesi: «In trincea non ci sono atei».
«Siamo in guerra contro la pandemia. Ho svolto un' altra indagine a fine marzo: il 20% ha dichiarato che prega di più».
La sua fede non ha mai vacillato?
«Peter Berger avrebbe detto che è ricca di dubbi. Però mi apre vasti orizzonti».
All' Università di Torino era rispettato?
«Sono allievo di un grande laico, Luciano Gallino, che dopo la tesi di laurea su giovani e religione m' invitò a rimanere al suo fianco. Gli obiettai: ma qui si studia la lotta di classe. E lui mi rispose: "Vedrà che fra qualche anno i suoi temi diventeranno di stretta attualità"».
Dove si sente d' essere più vicino a Dio?
«In montagna, a Mandriou, sopra Champoluc. Lì il tempo è scandito da una meridiana del Settecento che reca questa scritta: "Je decline vers l' éternité"».

Rapport de l’Autorité de la concurrence : Analyse et propositions du PCF

Sur saisine du ministre des finances, l’Autorité de la Concurrence a remis au gouvernement un avis sur le degré de concentration du tissu économique de la Corse dans les domaines du service public de transport maritime, de la distribution du carburant, de la distribution des biens de consommation courante et enfin du traitement des ordures ménagères.
Le point de départ de cette intervention est le mécontentement face à la cherté de la vie en Corse. en 1989, des dizaines de milliers de salariés étaient descendus dans la rue pour dénoncer cette injustice alors que les dispositifs de réfaction de TVA et de continuité territoriale, censés amortir les surcouts liés à l’insularité, s’évaporés au détriment des consommateurs. La question du pouvoir d’achat se pose ainsi avec force en Corse où le revenu médian par habitant est le plus faible. En 2017 la moyenne nationale était de 1.759 euros mensuel, contre 1.669 euros en Corse (-5,1%). 18,7 % de la population vit sous le seuil de pauvreté avec moins de 1.055 euros par mois. L’écart de revenus est éclairant. 2.500 personnes, 1.160 ménages, 1 % de la population fiscale de l’île constituent la catégorie des très hauts revenus dans l’ile. Leurs revenus initiaux sont en moyenne 3,5 % plus élevés qu’en France de province. Leur revenu médian (144 000 euros) est le plus important après l’Île-de-France. Les plus jeunes et les plus âgées sont particulièrement concernés. Par rapport à la moyenne nationale l’écart est de 8,2 points pour les moins de 30 ans et 8,9 points pour les plus de 75 ans. Ils représentent 50 % de la population insulaire.
Le modèle économique de la Corse explique pour partie ces profondes inégalités. La Corse est la région de France métropolitaine la plus dépendante du tourisme qui génère un tiers du PIB. C’est un facteur aggravant en cas de retournement de tendance notamment sur le marché de l’emploi. L’impact de la crise sanitaire en fait la démonstration. Selon Pole Emploi en 2017, 70,4 % des projets de recrutement sur l’île concernaient des postes saisonniers. Au second trimestre 2020, l’économie régionale a perdu 6 840 emplois. Autre caractéristique particulière, la Corse est un marché étroit et captif. L’Inspection Générale des Finances (IGF) dans son rapport de 2018 tirait la conclusion suivante : "les conditions ne sont donc pas réunies, au sein de ce marché à taille réduite, pour que puisse fonctionner à plein le jeu de la concurrence. Dans plusieurs secteurs, comme le transport maritime et routier, le transport de fonds, la gestion des déchets, les grandes et moyennes surfaces commerciales, mais également la distribution de carburant, le marché, captif, des consommateurs corses est partagé entre un nombre limité d’entreprises, dont la situation peut être qualifiée d’oligopolistique".
Ce phénomène de concentration est constitutif d’une domination économique sans précédent. La reprise sulfureuse de l’ex-SNCM entre dans ce constat. En 2016, le Consortium des patrons corses avec CM Holding fait main basse sur la compagnie qui devient Corsica Linea. Plus de 90 % du capital de CM Holding est détenu par ses 15 premiers actionnaires. Ils sont en Corse les principaux acteurs de la chaîne d’approvisionnement, grande distribution, transport routier et logistique, distribution en gros d’alimentation et de boissons, location de véhicules, commerce de matériaux de construction et du BTP, presse quotidienne régionale. L’Autorité de la concurrence explique qu’en l’état du droit, il n’y a pas d’instrument juridique adapté pour appréhender cette question, sauf si des pratiques anticoncurrentielles sont mises en œuvre. Elle préconise "la mise en place d’outils de concurrence complémentaires" pour "mieux traiter les problèmes structurels de concurrence". Autrement dit pour sortir de cette situation contraire à l’intérêt général, la principale recommandation c’est de renforcer la logique qui en est à l’origine et non de développer la maitrise publique.
Pour la desserte publique maritime, la CdC devrait passer sous les fourches caudines de l’Agence de régulation des transports (ART) référent de la Commission européenne. Cette obligation se traduirait par un avis que la CdC pourrait ne pas suivre. L’expérience des tests marchés, baptisés "Test SNCM" par l’autorité européenne, est significative. En définitive l’Autorité de la Concurrence préconise d’accentuer l’abandon de souveraineté de l’Etat et de la CdC dont l’exercice des compétences est déjà fortement entravé. La dernière étape consiste à faire sauter le verrou la Délégation de service public (DSP). Des Obligations de service public (OSP) simples suffiraient avec le seul critère du moins disant. Par conséquent ce qui est en jeu c’est la desserte de service public des 5 ports de la Corse depuis le continent, ce sont les fréquences et les capacités, la régularité et la sécurité. L’interopérabilité entre les ports et les moyens de transports aériens et maritimes est mise en exergue pour réduire considérablement le périmètre du service déjà divisé ligne par ligne. La desserte serait concentrée sur les ports principaux et en escale sur les ports secondaires avec des amplitudes horaires évitant le stationnement à quai. Des navires seraient affectés au transport de passagers (ceux de CFF) et d’autres exclusivement au transport de marchandises. L’obligation du pavillon français premier registre n’est pas explicitement formulée.
La cherté des carburants elle aussi vient de loin. Elle est consécutive à la levée du contrôle des prix en 1985. Là encore l’autorégulation du marché ne s’est pas produite alors que le taux minoré de 7 points de TVA s’appliquait déjà. On comptait 4 opérateurs Total, BP, Shell, Esso avant qu’en 2010 le Groupe Rubis ne reprenne la totalité des actifs de Shell et en partie ceux de Total dans la perspective d’établir son réseau de stations-service. Rubis a acquis, par l’intermédiaire de sa filiale Rubis Terminal, l’intégralité des parts d’Esso au sein Dépôts Pétroliers de la Corse (DPLC). En 2017 c’est au tour de BP de céder ses parts. Au passage Rubis étoffe sont réseau de distribution qui passe du coup à 77 stations-service. La question on le voit n’est plus de dresser ponctuellement un procès verbal pour entente illicite sans effet, mais de contrôler les prix afin qu’ils baissent à la pompe. Sinon, comme on a pu le voir en plein confinement, même quand les cours du pétrole sont à la baisse celle-ci n’est pas répercutée. Les sur-marges (5 cts SP 95 et 6 cts gazole) continueront d’être pratiquées au détriment de l’automobiliste et sur le dos du contribuable puisque il s’agit de solidarité nationale. Rubis a distribué en 2017 10 millions de dividendes à ses actionnaires.
S’agissant de la cherté des produits alimentaires, l’Autorité de la concurrence souligne les caractéristiques d’un marché étroit, avec des surfaces de vente surdimensionnées, des structures logistiques et de stockages sous dimensionnées, et un besoin d’acheminement par voie maritime accru. S’il est reconnu qu’existent des réfactions de TVA et le franco port inclus dans la dotation de continuité territoriale, il n’y a aucune interrogation sur le fait que les consommateurs n’en bénéficient. La encore il n’est pas question d’évaluation et de transparence sur l’utilisation de cet argent public. Sur ce point, le rapport de l’IGF en 2018 indiquait : "plusieurs éléments spécifiques au territoire corse peuvent contribuer à la captation de rente par les acteurs dominants. […]L’application de taux de TVA réduits peut inciter les intermédiaires à privilégier le renforcement de leur marge plutôt qu’une répercussion complète sur le prix de vente à la consommation". L’introduction des enseignes de Hard discount n’étant pas admise, l’insuffisance de logique concurrentielle devient un argument pour ne rien changer et surtout ne rien demander au Consortium des patrons corses qui a la main mise sur la distribution.
A propos des déchets ménagers les crises successives ont mis en relief l’impasse dans laquelle la Corse se trouve. En l’absence de structures adéquates qui permettraient une plus grande efficacité de traitement, les mesures palliatives se succèdent et empêchent de mettre en œuvre un traitement vertueux intégrant les objectifs de tri sérieux (60% en 2021 selon le plan de la CdC ne l’était pas), une valorisation et une réduction du transport routier, l’arrêt du transfert sur le continent par voie maritime pour incinération de ce qui ne peut être enfoui ici faute de casier. La passation des marchés publics dans ces conditions est impactée. Au bout du compte cela se retrouve sur la feuille d’imposition avec des écarts très importants par rapport au continent alors que le potentiel fiscal des ménages est un des plus bas de France. Ainsi, la TEOM en Corse coûte en moyenne 184 euros par habitant par an, soit 56 % de plus que la moyenne métropolitaine (118 euros par habitant par an). On pourrait penser que cette surponction du contribuable incite à la prudence en la matière. Ce n’est pas le cas, l’Autorité de la concurrence propose une taxation incitative au bon comportement, alors que l’impasse actuelle est avant tout de la responsabilité des décideurs et non des ménages. Il revient donc à la CdC de réviser son plan d’élimination des déchets et à l’Etat d’intervenir le cas échéant pour garantir la sécurité sanitaire. Cela étant la mise en œuvre d’une politique nouvelle ne peut se solder par des augmentations supplémentaires de la fiscalité des ménages.
Enfin, la crise sanitaire n’a pas épargné la Corse – comme les autres régions de France. L’INSEE prévoit une chute de 35 % de l’activité économique en Corse due au confinement, alors qu’elle est de 33 % au niveau national. Les estimations les plus récentes permettent de souligner que la reprise des activités observée depuis le déconfinement de mai 2020 reste sous la moyenne nationale. Pour faire face aux difficultés attendues le Préfet de Corse, a indiqué qu’entre le début du confinement, le 17 mars, et le 5 mai 2020, l’État a versé « un total de 730 millions d’euros pour la Corse répartis sur les différents dispositifs mis en place avec notamment 230 millions d’euros pour le chômage partiel, 360 millions d’euros pour le prêt garanti par l’État, 10,9 millions d’euros pour le fonds de solidarité au bénéfice de 3.300 petites entreprises, 57 millions d’euros pour les reports de charges fiscales et 52,5 millions pour les reports de charges sociales ». L’INSEE constate qu’au 30 juin 2020 la part des salariés concernés par les mesures de chômage partiel est la plus élevée des régions métropolitaines à 13,7 %. Dans les secteurs de l’hébergement et de la restauration l’emploi s’est réduit d’un tiers fin juin 2020 par rapport à 2019. Afin d’aider ces secteurs, « 120 à 130 millions d’euros d’aides seront débloquées, auxquelles s’ajouteront des avances remboursables via la Caisse d’Aides au Développement Économique de la Corse » en complément du prêt garanti par l’Etat sur 5 ans à hauteur de 25 % du chiffre d’affaires.
Dans ce contexte la CdC est intervenue au printemps dernier à hauteur de 30 millions d’euros sur deux volets. Le premier est destiné au soutien des faibles revenus et au renforcement des dispositifs d’intervention au profit des plus démunis. Le second s’adresse aux entreprises. Le montant alloué au premier volet est de 2 millions d’euros, associé à d’autres dispositifs déjà contractualisés, il totalise 3,2 millions d’euros. Le montant alloué au second volet absorbe le reste soit 90 % par des apports exceptionnels significatifs associés à des programmes en cours d’exécution et au déploiement du Fonds national de solidarité de 1 milliard. Cela résume la philosophie de ce plan. Au mois d’octobre les dirigeants économiques qui sont la fois à la tête du Consortium des patrons corses et des Chambres consulaires ont réclamé au gouvernement une rallonge de 1 milliard d’euros. L’Exécutif de la CdC, l’ensemble des groupes à l’Assemblée de Corse ont fait consensus à ce propos avant de sceller à Poretta un Pacte de confiance avec la CCI. C’est 400 millions d’euros supplémentaires, incluant 300 millions de l’Etat, que la CdC devrait engager avec le plan de sauvegarde et de relance (Pianu di salvezza e di rilanciu) présenté à l’Assemblée de Corse fin novembre. Il convient de rappeler que ce soutien vient en complément des aides versées annuellement avec le Crédit d’impôt corse (56 millions d’euros) et du Fonds d’investissement de proximité (36 millions d’euros) en 2018. S’il est évident que la crise plonge dans la difficulté de nombreuses entreprises, justifiant de fait qu’elles soient soutenues, l’absence d’évaluation et l’obtention de ces aides sans garantie de l’emploi ou de maintien des salaires interroge d’autant plus que l’urgence sociale va en s’aggravant.
Dans tous les cas et sur les quatre points investigués par l’Autorité de la concurrence l’Etat dispose aussi bien avec ce rapport qu’avec celui de l’IGF des éléments pour :
rétablir la maitrise publique dans les domaines du     service public de transport maritime, de la distribution du carburant, de     la distribution des biens de consommation courante et enfin du traitement     des ordures ménagères.
·         s’opposer à la casse du service public maritime et à la Commission européenne,
·         promouvoir la transparence et mettre fin à la captation de la solidarité nationale,
·         évaluer les plans de relance économique et établir des contreparties sociales,
·         rétablir la justice fiscale, contrôler les prix et rendre du pouvoir d’achat aux ménages,
·         favoriser une issue à la crise des déchets sans augmentation de la fiscalité des ménages.
Ces propositions du Parti communiste français s’appuient sur l’analyse des focus structurant l’avis de l’Autorité de la concurrence.
