Pickup Trucks Getting Huge. Got Problem With That?

A FEW MONTHS ago, on an ordinary day in an unremarkable

parking lot, I was nearly squashed by an unusually large pickup. Thank God I was wearing a mask.

As that chrome grille closed on me like a man-eating Norelco shaver, time slowed. It seemed I was watching myself from afar, being nimble for a man my age, darting from the path of a towering, limousine-black pickup with temporary plates, whose driver barely checked his pace. Jerk.

What the hell was that thing? A 2020 GMC Sierra HD Denali? It was huge! The domed hood was at forehead level. The paramedics would have had to extract me from the grille with a spray hose, like Randall Jarrell’s ball-turret gunner.

He didn’t even see me.

Later, returning to my car, I noticed something: The parking lot was dotted with similarly enormous luxury pickups—many new, many taking up two spaces: Ram,

Ford,

Chevy, GMC. They stood out like Percherons in a herd of Shetland ponies.

What is going on here? When did pickups get so big? And why are XL-sized pickups so big now?

I know. Pickup trucks at Costco. Film at 11. Except that in April, U.S. sales of pickups surpassed automobiles for the first time ever—about 112 years, give or take. Trucks and truck-based sport-utilities now account for roughly 70% of new vehicles sold in the U.S.

How we came to be Pickup Nation is a longer story (cheap gas, the Chicken Tax, IRS Section 179, marketing). But this year, to help move the tin during the pandemic, U.S. auto makers laid out a bounty of discounts and cheap financing, including 0% interest for 84 months and deferred-payment plans.

“Pickups without a doubt benefited from the great deals,” said Mark Schirmer, spokesperson for market service providers Cox Automotive. “And the deals were particularly great for consumers buying expensive vehicles.” The data suggest these incentives also juiced a boomlet in XL-sized, heavy-duty pickups, otherwise known as ¾-ton and 1-ton pickups, for private use.

That’s right: Gucci cowboys. Historically aimed at commercial customers, sole proprietors, horse-haulers and mega-RVers, heavy-duty pickups are stronger and taller than ordinary (half-ton) trucks, with cabs mounted high above reinforced frame rails and heavy, long-travel suspensions. But HD trucks have evolved in the past decade, irradiated with the same prestige-luxury rays as light-duty trucks.

Behold MotorTrend 2020 Truck of the Year, the Ram Heavy-Duty. In Limited trim (about $65,000 with four-wheel drive but before options) the 2500 HD sports an elaborate chromified grille that gleams like a tea service. Its flight deck glows with untrucky amenities such as acoustically insulated glass; active noise canceling; 12-inch center touch screen; wood trim, premium leather—all paired with a maximum 19,680-pound towing capacity. With the optional cab lights, it measures over 6-feet-9 inches tall.

Thus has been born a uniquely American vehicle type: the mega-luxury mega-pickup.

It seems to be resonating. While sales of Silverado light-duty were off 18.6% in the second quarter, sales of the HD model sales were off less than a point. GMC’s light-duty Sierra was down 9.5%, while sales of our menacing new friend, the Sierra HD, were up 7.6% in the second quarter and 21.5% year-to-date.

don’t break out HD sales from pickups overall. However, Ram’s average transaction price in the second quarter soared above $50,000, according to a Cox Automotive analysis of data from Kelley Blue Book. Ford F-Series sales fell 23% (to 180,825 units) but its ATP was mostly unaffected—$51,688, the highest among pickups.

In July, J.D. Power declared Sierra HD the king of the bro-dozers, placing it first in its 2020 U.S. APEAL Study of Large Heavy-Duty Pickups, which tracks owners’ excitement and emotional attachment in the first 90 days.

“The front end was always the focal point,” GM designer Karan Moorjani told Muscle Cars & Trucks e-zine. “We spent a lot of time making sure that when you stand in front of this thing it looks like it’s going to come get you.”

Mission accomplished.

But are pickups really getting bigger, on average, or do they just look scarier? The answers are somewhat and definitely. The average pickup on the road gained 1,142 pounds between 1990 and 2019, according to the U.S. Department of Energy’s Oak Ridge National Laboratory, and 730 pounds since 2000.

“One of the most significant changes in that time was the arrival of crew-cab configurations, which added cab space to make them more family and work friendly,” said Mike Levine, Ford spokesperson.

In 2011, a change in the way the feds calculate vehicle fuel economy (the so-called “footprint rule”) gave domestic truck makers incentive to go big. Ever since, GMC, Chevy, Ram and Ford have been locked in a competitive feedback loop chasing best-in-class attributes and capacities—the “towing/hauling” wars. For MY 2019, for example, Ram’s 1500 Crew Cab gained 3.9 inches in overall length over a 4.1-inch longer wheelbase. In the same model-year, the Chevy Silverado gained 1.7 inches in length on a 3.9-inch longer wheelbase.

As a result, new light-duty pickup dimensions are approaching those of heavy-duty pickups. While the 2021 F-150 is about 18 inches shorter than the equivalent F-250, it is the same width (79.9). Mr. Levine noted that the company has gone to a common-cab design, using the same four-door living quarters for both light- and heavy-duty models.

Ask any kid with a crayon. If you draw the box in the middle bigger, you have to make the ones on the end bigger, too.

Which brings us to the 2020 Silverado HD—10 inches longer, 1.8 inches wider, and 1.6 inches taller than the previous model. The big Chevy’s challenging kisser comprises a thick, knee-high bumper; a central grille opening; several sets of lighting assemblies; a full-width transverse element helpfully informing with the message CHEVROLET…and then, above that, between very square corners, is a whole other layer, then a peaked hood with a central inlet. This hood line meets the base of the windshield about 6 inches above the side window sill.

Another cause of facial swelling? Marketing. “Full-size pickups are generally identical in profile,” Mr. Schirmer said. “The face of these trucks is where the action is; a Ford has to say Ford from head on, a Chevy must shout Chevy. Every pickup has become a rolling brand billboard and the billboards are big.”

You don’t have to be Steven Pinker to see that truck designers are leaning into the bully with these lantern-jawed bumpers and walls of chrome. Detroit’s blithe codifications of purposeful and powerful pickup design fail to describe the intimidation factor from the outside.

“A few brands, Ram and Ford, have taken to an overscale brand identity [and] applied it onto the grille,” said Kimberly Marte, associate professor of design at ArtCenter College of Design in Pasadena. “The Chevy team did benchmarking of new models and followed the trend.”

It’s not clear how long pickup designs can keep getting their chrome on. In 2018 the Insurance Institute for Highway Safety (IIHS) released a study examining the connection between SUV design and pedestrian fatalities. In a separate study released in June, IIHS found fatal single-vehicle crashes involving SUVs striking pedestrians increased 81% from 2009 to 2016.

While IIHS studied SUVs and not pickups, “The key is the geometry of the front end, the high and flat shape,” said Becky Mueller, a senior research engineer for IIHS. “It’s like hitting a wall.”

XL-pickups’ high-rising hoods also create significant blind spots just ahead of the vehicle. I know because apparently I was in one of them. While truck makers like Ford offer automatic emergency braking and pedestrian detection systems as standard equipment on most trims, and forward-view cameras as an option, such systems are not mandatory, as they would be in Europe.

NHTSA proposed that new pedestrian-safety tests for SUVs and trucks be included in the New Car Assessment Program in 2015. But as of this writing, the agency had not issued guidance on new standards. When asked, the industry trade group Alliance for Automotive Innovation had no comment.

And what if the next administration should issue pickup-pedestrian safety rules? Could the extra tall hoods and bluff grilles, the sightlines, the scale, the very form language of the traditional American pickup ever be made pedestrian safe? “Of course not,” said Ms. Marte. “No way.”

So watch yourself at Costco.

30 PPP Fraud Prosecutions So Far, and Counting

Paycheck Protection Program (PPP) loans have aided more than 5 million small business owners, providing a much needed lifeline during the Coronavirus outbreak crisis. The overwhelming majority of business owners are legitimate and will use the money as intended to retain employees and stay operational.

But the PPP program has attracted a few rotten apples. And you won’t believe how rotten they are.

To date, the Justice Department has filed 30 PPP fraud cases. Defendants are charged with bilking taxpayers out of tens of millions of dollars. Luckily, the Feds have recovered a large part of the loan proceeds already.

And what’s been recovered tells a wild tale.

Feds have seized a 2020 Lamborghini Huracan sports car, a Rolex Presidential watch, a 5.73-carat diamond ring, and a diamond bracelet — all purchased with PPP loan money. Other loot includes a Tesla, a 26-foot Pavati Wake Boat, two Rolls-Royces, a Lamborghini Urus, and a Ford F-350 pickup truck.

Authorities also seized cash hoards, froze bank accounts, and recovered other assets.

Some defendants blew taxpayer money on wild spending sprees, including Las Vegas gambling, visits to strip clubs, and day-trading. In one case, a married couple was apprehended at JFK Airport purportedly attempting to flee the country after submitting 18 fraudulent applications.

Every government program attracts a small number of grifters and criminals. And the DOJ has made it a priority to root them out. On March 16, 2020, Attorney General William Barr directed all 94 U.S. Attorneys’ Offices to prioritize investigating and prosecuting PPP loan fraud cases.

PPP Loan Program Results

On March 27, 2020 Congress passed and President Trump signed into law the Coronavirus Aid, Relief, and Economic Security Act — or CARES Act. It authorized the Paycheck Protection Program. PPP is a low-interest, forgivable loan program designed to help small businesses and self-employed individuals.

In an unusual example of government speed, the Small Business Administration started accepting loan applications just a week later on April 3, 2020. Through July 24, the SBA has approved 5,005,261 loans, constituting $519,505,881,228, demonstrating its success.

The majority of the funds are going to help the nation’s 31 million small businesses, there’s no doubt about it. The number of fraud prosecutions is very small by comparison.

30 PPP Fraud Cases – So Far

Two Men, Identity Theft and a Conspiracy (Rhode Island – May 5)

David A. Staveley, aka Kurt D. Sanborn, and David Butziger were charged with conspiring to seek over $530,000 in PPP money. It’s alleged they falsely claimed to have dozens of employees at 4 different businesses, including a restaurant neither owned. They allegedly discussed their fraud in email and one assumed the identity of his own brother. Special Agent in Charge Joseph R. Bonavolonta of the FBI’s Boston Field Office said in a statement, “Thankfully we were able to stop them before taxpayers were defrauded.”

Texas Engineer (Texas – May 13)

Shashank Rai, an engineer from Beaumont, is charged with multiple counts of fraud and false statements to the SBA for seeking more than $10 million in PPP funds. He allegedly claimed to have 250 employees when there is no record of any in his business, Rai Family LLC. Court documents allege that handwritten notes recovered from his trash describe how he planned to use $3 million of the money for personal investments.

Reality TV Personality (Georgia – May 13)

“Love & Hip Hop: Atlanta” star Maurice Fayne was indicted on fraud charges over a $3,725,500 PPP loan application for his company, Flame Trucking. Fayne allegedly claimed he had 107 employees and submitted forged bank statements. It’s alleged he then blew the money on a Rolex Presidential watch, a 5.73 carat diamond ring and other jewelry. He also allegedly used the money to pay $50,000 for restitution in a previous fraud case, $40,000 in back child support, $139,000 to lease a Rolls Royce Wraith — and $230,000 to associates who helped him run a Ponzi scheme. When arrested, he had almost $80,000 in cash at his home and $9,400 in his pocket, authorities claim.

East Texas Man and the Online Name Generator (Texas – May 19)

Samuel Yates of Maud, Texas is charged with fraudulently applying for $5 million with two different lenders. He claimed to have 400 employees, but actually had zero. The complaint claims Yates used a name generator on the Internet to create names of fake employees. He also allegedly submitted forged tax documents.

Manhattan Businessman (New York – May 21)

Muge Ma, a/k/a “Hummer Mars,” a Chinese national residing in Manhattan, was arrested on charges of trying to obtain over $20 million in PPP and EIDL money. Ma is alleged to have falsely represented to the SBA and five financial institutions that his companies had hundreds of employees when he was the only employee. He also allegedly was involved in a scheme claiming to represent the New York State Government in procuring COVID-19 test kits.

Hollywood Film Producer (California – May 22)

William Sadleir, the ousted head of Aviron Pictures, was charged with wire and bank fraud in connection with a $1.7 million PPP loan. He allegedly used some of the money to pay off $80,000 in personal credit cards and a $40,000 car loan. Sadleir was Executive Producer on films like Serenity, starring Matthew McConaughey. In an unrelated matter the SEC charged Sadleir with allegedly defrauding investors of $13.8 million through Aviron.

Lyft Software Engineer (Washington – May 22)

Baoke Zhang, a software engineer at ride share company Lyft, is charged with wire and bank fraud. He allegedly created fake technology companies to obtain $1.5 million in funds. U.S. Attorney Brian T. Moran said in a statement, “I am pleased that the systems designed to detect and deny fraudulent payments caught his scheme before federal funds went out the door.”

Man on Parole (Virginia – May 29)

Joseph Cherry II of Virginia was indicted on 10 counts of COVID fraud and faces 10 to 30 years of prison time on each count. Cherry was on supervised release in an unrelated federal case when he applied to the SBA program. It is alleged he got over $190,000 in proceeds and managed to withdraw cash or cashier’s checks for $140,000. “Providing false statements to gain access to SBA’s programs will be aggressively investigated by our office,” said Hannibal Ware, Inspector General of the U.S. Small Business Administration, in a statement.

Walmart Project Manager (Oklahoma – June 4)

Benjamin Hayford is charged with fraud for seeking about $4.4 million in PPP financing. He allegedly certified that his business was operating as of February 15, 2020 (a requirement of the law) and had 247 employees. Prosecutors say a search of his email account showed he didn’t even set up a company until a few days before applying in April. At the time of his arrest Hayford was a Project Manager for Walmart. The retail giant suspended him and stated the charges were unrelated to Walmart.

Auto Repair Shop Owner (California – June 5)

Geoffrey M. Palermo of Novato faces charges of wire fraud and making false statements. The former manager of the San Francisco Hilton allegedly embezzled from the hotel in a kickback scheme going back to 2013. After leaving the hotel he opened GMP Cars, an auto repair shop. In April he allegedly obtained a PPP loan of $1.7 million by falsely certifying that GMP Cars had employees for whom it paid salaries and payroll taxes. In fact, according to the criminal complaint, Palermo used company funds for lavish personal expenses including a Ferrari racing car, leaving the business in financial distress.

IT Company Business Owner (Illinois – June 16)

Rahul Shah of Evanston is charged with bank fraud and making false statements to a financial institution. He allegedly applied for $441,000 under the Federal Paycheck Protection program for several companies. The allegations say he submitted fake IRS documentation. Several individuals he allegedly submitted payroll documentation for said they never worked for his company, per investigators.

Austin High Roller (Texas – June 18)

Michael George McQuarn, 51, of Austin, is charged with with fraudulently receiving over $2 million in SBA loans for two fictitious companies, Vantastic Voyages, LLC and Happy Days Movers, LLC. McQuarn allegedly used the money for personal purposes including buying a 26-foot Pavati Wake Boat and a Rolls Royce.

IT Services Company Owner (Massachusetts – June 22)

Elijah Majak Buoi, president of Sosuda Tech LLC, is charged with fraudulently applying for over $13 million in PPP aid. Buoi allegedly misrepresented how many employees he had and that the United States was their primary residence (required). He ultimately received over $2 million but the government seized $1.98 million from business bank accounts.

Wedding Planner (Texas – June 23)

This owner of a wedding planning company is charged with submitting two PPP applications, and claiming to have 120 employees when he actually had none. Fahad Shah got $1.5 million in funds. He allegedly used the money to buy a Tesla car, make personal investments and make his home mortgage payments.

Married Couple Attempting to Flee (Virginia – June 24)

The FBI apprehended Monica Jaworska and her husband Tarik Jaafar at JFK Airport allegedly attempting to flee to Poland. The paid are charged with submitting 18 fraudulent Paycheck Protection applications with false payroll tax returns, and receiving $1.4 million in funds. The Feds managed to freeze most of the funds but not before the couple allegedly withdrew $30,000 in cash.

Funeral Director (Texas – June 24)

Jase DePaul Gautreaux aka Jase Dixon, a funeral director in Houston, is charged with seeking $13 million in funds and ultimately receiving over $1.6 million. The criminal complaint charges him with false statements to a financial institution, bank fraud and engaging in unlawful monetary transactions. He allegedly submitted applications on behalf of a business that did not exist and for businesses he did not own.

Owner of Private Investigation Firm (Ohio – June 24)

Nadine Consuelo Jackson is charged with bank fraud and other charges for seeking forgivable loans in the amount of $1.3 million, $1.2 million and another $46,000 in Economic Injury Disaster funding. She allegedly claimed to have 73 employees at her Dayton private investigation business. Three people she allegedly claimed as employees told investigators they never heard of her company. The bank recalled one loan and the Government seized funds for the other two.

Ophthalmologist Already Under Indictment (New York – June 24)

Apparently one fraud isn’t enough for some people. Meet Goyal, MD, an ophthalmologist in Rye, New York, was under indictment for healthcare fraud. That didn’t stop him from allegedly applying for two PPP loans using different business names. He also allegedly lied certifying he had no pending indictments. Acting U.S. Attorney Audrey Strauss said, “Goyal allegedly looted over $630,000 in federal funds earmarked for legitimate small businesses in dire financial straits.”

Seattle Doctor (Washington – June 30)

Dr. Eric R. Shibley is charged with one count of wire fraud and one count of bank fraud. The complaint alleges he applied several times to get aid totaling $3 million, in the names of businesses with no actual operations. He allegedly lied about his criminal past, and submitted fake tax documents including names of people who did not work for the businesses.

Man Under Indictment (Wisconsin – July 8)

Ahmad Kanan, formerly of Madison, is charged with wire fraud and money laundering. He allegedly applied for two loans totaling $119,560 acting as owner of Altin Labs, Inc. The indictment alleges Kanan was under federal indictment on an unrelated matter at the time. He then allegedly transferred $47,000 to his personal checking account.

Trucking Company Owner (Utah – July 8)

Hubert Ivan Ugarte of Draper, with the assistance of Lisa Bradshaw Rowberry of Provo are charged with fraudulently obtaining a PPP loan of $210,000. He allegedly lied about not being under criminal charges — he in fact was under indictment for a bribery scheme. After two banks declined, Rowberry allegedly said she would help him re-apply through a friend. Ultimately Ugarte received funds from Transportation Alliance Bank. Ugarte allegedly used funds for past due truck payments to Kenworth instead of required payroll.

Medical Company Owner (Florida – July 10)

Carlos Belone is charged with wire fraud and other charges in connection with several fraudulent PPP applications. He allegedly got $22,000 which he then deposited partially into a personal account and partially gave to another company in furtherance of a $5.6 million Medicare kickback scheme.

Construction Company Owner (Washington D.C. – July 13)

Oludamilare Olugbuyi is charged with fraudulently obtaining two PPP loans totaling more than $400,000. Allegedly he submitted fake IRS 1099 Forms containing worker social security numbers that were invalid. The complaint claims he submitted a tax return reporting $175,565 income for tax year 2019. However, on April 14, 2020, Olugbuyi allegedly filed a 1040 “non-filer return” reporting $1 in income for 2019 which qualified him to receive a $1,200 economic impact payment.

The Cryptocurrency Investor (Texas – July 14)

Joshua Thomas Argires of Houston was arrested on various fraud charges. Argires allegedly filed two fraudulent applications seeking $1.1 million in forgivable funding. One was on behalf of a company called Texas Barbecue and the other called Houston Landscaping. Argires allegedly invested some of the proceeds in a cryptocurrency account and withdrew other funds via ATM transactions.

The Vegas High Roller (California – July 16)

It’s easy to take risks on day trading and gambling when you’re using taxpayer money. Andrew Marnell of Los Angeles is charged with bank fraud. He allegedly used aliases to obtain $8.5 million in aid using fake tax filings and falsified records of payroll costs. He allegedly blew through about $200,000 in Las Vegas casinos, where he was caught on surveillance cameras at a Bellagio blackjack table. Authorities also claim he lost $500,000 on risky stock market trades. Wells Fargo previously fired him for embezzlement, according to news reports.

Handmade Entrepreneur (Arkansas – July 16)

Ganell Tubbs, the entrepreneur owner of Little Piglet Soap Company and Suga Girl Customs, an Etsy shop, is charged with fraudulently obtaining nearly $2 million in PPP loans. Days later she paid $8,000 on her student loan and then went on a spending spree at Sephora and other retailers, it is alleged.

Ex-Microsoft Executive (Washington – July 23)

Mohan Mukand, who used to work for Microsoft and Amazon according to his LinkedIn profile, is charged with submitting 8 PPP applications on behalf of six companies. According to the U.S. Attorneys office, the companies didn’t exist or didn’t have the employees he claimed. Authorities allege he bought a company on the Internet in May with no employees, and then forged documents to claim he had paid millions in payroll taxes in 2019. He allegedly transferred a quarter million dollars of proceeds to his personal brokerage account.

High-Living Florida Man (Florida – July 27)

David T. Hines of Miami is charged with fraudulently seeking $13.5 million in PPP money using false statements about various companies’ payroll expenses. He was approved for $3.9 million. Days later he allegedly bought a 2020 Lamborghini Huracan sports car for $318,000. He also allegedly squandered money at luxury retailers and Miami resorts.

Miami Chiropractor (Florida – July 29)

Dennis Nobbe, a chiropractor in Miami, is charged with wire fraud, health care fraud, money laundering and conspiracy. He allegedly obtained $200,000 in Paycheck Protection Program and Economic Injury Disaster funds and used the money for personal expenses. Allegations also claim he perpetrated a credit card scam on low-income patients. He allegedly got patients to open credit cards to pay for out-of-pocket medical expenses for services he did not fully render.

Houston Partier (Texas – August 4)

Lee Price III is charged with making false statements to a financial institution, wire fraud, bank fraud and engaging in unlawful monetary transactions. He allegedly received over $1.6 million. He then went on a luxury buying blitz acquiring a Lamborghini Urus, a Rolex watch, a 2020 Ford F-350 pickup truck, and real estate — according to allegations. He allegedly squandered thousands at strip clubs and nightclubs.

The DOJ and U.S. Attorneys are using a variety of charges for enforcement, including wire fraud (18 U.S.C. § 1343) and making false statements to the SBA and FDIC-insured banks (18 U.S.C. § 1014). Depending on the charges, penalties could include up to $1 million in fines and up to 30 years in prison, legal experts say.

But of course, the government has to prove the allegations. Justice Department lawyers remind everyone that, “A criminal complaint is merely an allegation and a defendant is presumed innocent until proven guilty beyond a reasonable doubt in a court of law. ”

More Prosecutions on the Horizon

PPP money is still available and the current deadline for applying is August 8, 2020 (unless extended). A total of roughly $649 billion has been authorized by Congress, leaving $130 billion still available for small businesses as of July 24th.

Have we seen the last of PPP fraud prosecutions? No. New ones are being announced weekly. But it’s important to remember that 30 frauds out of 5 million loans is a minuscule number. The overwhelming majority of loans have no allegations of fraud surrounding them.

Still, a June report by the Government Accountability Office found, “there is a significant risk that some fraudulent or inflated applications were approved.” Treasury Secretary Steven Mnuchin announced that the Treasury Department would review every PPP loan over $2 million. However, the GAO recommended oversight of the more than 4 million smaller loans, also.

The government watchdog also pressed for safeguards and oversight plans to avoid double dipping. There’s a recommendation to audit COVID-19 unemployment benefits paid to workers rehired by employers using PPP loan funds.

Yet to Come: The PPP Forgiveness Process

Another wrinkle is the loan forgiveness process. Millions of small businesses eventually will apply for forgiveness. That’s bound to trigger another round of scrutiny.

In order to get Paycheck Protection loans forgiven and not have to repay the money, small business owners have to show proof that at least 60% of the money was used for payroll and the rest for other permitted expenses. A requirement of forgiveness is that borrowers must rehire or retain workers — and maintain salary levels.

The DOJ has signaled it may also pursue civil penalties not just criminal prosecutions, particularly around loan forgiveness. Principal Deputy Assistant Attorney General Ethan P. Davis noted in a June 26th speech: “When the borrower is ready to seek forgiveness of the loan, it has to certify that the funds were in fact used to pay costs that are eligible for forgiveness. If an applicant knowingly answers any of these questions falsely, it may face False Claims Act liability.”

This means you have to be just as scrupulous when applying for forgiveness as when you applied for the money initially. The False Claims Act can impose steep financial penalties, including treble damages.

If the PPP debt is not forgiven, the interest rate is very low — 1%. Businesses that have to repay the money get 2 years to repay if funding was issued before June 5. If you got funding after June 5, you have five years to repay. The PPP promissory note you signed will have the terms applicable to you. See the SBA website for updated forgiveness information.

Should Business Owners Be Worried?

It’s a scary thing for legitimate business owners to sign borrower certifications under potential penalties of fines and prison time. The SBA programs have complex rules. It could be easy to trip up innocently.

This has caused some entrepreneurs and business owners to think twice about applying. No one under pressure of this pandemic wants to fumble on a technicality while legitimately trying to pay employees and keep their life’s work afloat. One local businesswoman told me she prayed for two weeks before applying because of her fears over confusing requirements.

Representatives of the Department of Justice say honest owners acting in good faith shouldn’t worry. Stephen J. Cox, the U.S. Attorney for the Eastern District of Texas, wrote in an op-ed in Texas Lawyer:

“Rest assured that we will be careful not to discourage legitimate businesses from accessing the important financial resources that Congress made available through the CARES Act. We will not punish companies that accessed stimulus funds in good faith compliance with the rules. Nor, will we seek out applicants who made technical mistakes in processing paperwork or honestly misunderstood regulatory or certification requirements. Our focus is on fraud.”

Let’s hope the entire government is on the same page as Mr. Cox.

But the PPP program has attracted a few rotten apples. And you won’t believe how rotten they are.

And what’s been recovered tells a wild tale.

Authorities also seized cash hoards, froze bank accounts, and recovered other assets.

PPP Loan Program Results

The majority of the funds are going to help the nation’s 31 million small businesses, there’s no doubt about it. The number of fraud prosecutions is very small by comparison.

The electric car segment will expand significantly in the first half of the 2020s. Almost every automaker plans to launch at least one battery-powered model in the coming years, also because it has to comply with strict government regulations to contain pollution. As technology advances, electric cars are getting faster, more range, and better technology.

We have compiled a comprehensive list of the electric cars that are expected in the showrooms in the coming years. An important point is that we only include officially announced cars or models that we believe are in preparation. We have largely ignored the myriad of uncheckable rumors on the Internet and left out the numerous models (such as the delightful Honda E) that have been developed for overseas markets.

Audi E-Tron GT

We have often heard rumors of an Audi Sport electric model that was developed with a focus on performance. That's it. The E-Tron GT concept presented at the 2018 Los Angeles Auto Show will go into production with only minor changes. "We have never made a show car as close to series production as this," said Enzo Rothfuss, Audi director of interior design, to Digital Trends before the car was unveiled. What you see is pretty much what you get.

The stylish sheet metal hides a basic architecture that is shared with the Porsche Taycan and is therefore built on proven bones. The GT's two electric motors together deliver 590 hp and send them from zero to 60 miles per hour in 3.5 seconds. In other words, it will be worthwhile to be included in the Audi Sport series. Look for it in the showrooms in 2021.

Audi E-Tron Sportback

The Sportback is a faster evolution of the E-Tron, where practicality is exchanged for style. Its Fastback-like body surfs on the wave of the SUV coupe, which is common throughout the industry, but is identical to its more spacious sibling under the sheet. We expect it to arrive in American showrooms in late 2020, but don't look for the cool cameras on this side of the pond. They are still illegal, so Audi has to mount normal exterior mirrors.

Audi Q4 E-Tron

Some concept cars were built to find out what we'll be driving in 50 years, but the Audi Q4 E-Tron isn't one of them. It is already well on the way to production. It will be at the bottom of the company's growing range of electric cars and will come close to the design study shown above. The concept offers 301 horsepower from a pair of electric motors connected to an 82-kilowatt-hour lithium-ion battery. This configuration could reach showrooms, but the range also includes a more accessible rear-wheel-drive model powered by a single motor.

Aston Martin Lagonda

Base area: TBD Base price: TBD Available in: 2025

The third Aston Martin sedan, bearing the Lagonda nameplate, will break all ties to tradition. It will be less box-shaped than its predecessors, and it will exist at the unlikely intersection of sedans, crossovers, and vans. We don't know how much the design of the concept will change if it turns towards production. Aston Martin hasn't said much about it since he is currently focused on ramping up production of the DBX, his first entry into the SUV segment.

The British company hopes to set up Lagonda as a sub-brand for Rolls-Royce and Bentley. That means luxury first and then performance. The limousine shown above is supplemented by a crossover network, which will only arrive in the second half of the 2020s. Aston Martin delayed both to focus on more profitable sports cars.

BMW i4

The BMW i4 is an electric sedan that is roughly the size of the 3 Series. This positioning is critical as the model is in the same arena as the Tesla Model 3. It is not expected to arrive before 2021, but BMW has already announced that the model will include a 530-horsepower drivetrain with two motors. Save enough power to drive more than 300 miles between charges. The i4 concept shown above provides information about what the model will look like.

BMW i7

Base area: TBD Base price: TBD Available in: TBD

BMW confirmed that the next generation 7 Series will be available with four powertrain types: gasoline, diesel, hybrid and electric. The latter, which will be included in the range for the first time, will be the most powerful member of the range. Among other things, it will use the same powertrain technology as the i4. We wouldn't be surprised if it came with the i7 nameplate, but nothing is official at the moment – not even the release date.

BMW iNext

This battery powered SUV is becoming one of the most advanced cars BMW has ever released. Thanks to a partnership with Samsung, it will be the company's first 5G-compatible model. It will offer a comprehensive suite of semi-autonomous driving aids, and its state-of-the-art infotainment system will be displayed on a wide, curved touchscreen aimed at the driver. BMW has reinvented the steering wheel so far that the switch between semi-autonomous and human driving is as seamless as possible. Production is scheduled to begin in summer 2021.

Bollinger B1

Base area: 200 miles Base price: $ 125,000 Available in: 2020

Bollinger from New York wants to develop the toughest electric trucks on the market. You can camp with them, of course, but they are just as happy to slip through the forest or work on construction. The young company plans to enter the market with an SUV called B1 and a pickup called B2, both of which consist of the same drive train parts.

They offer 614 horsepower, are able to drive through 36 inches of water, and have a trailer load of 7,500 pounds. Bollinger has left out airbags, power windows, and other features that most drivers consider crucial to make their trucks as simple as possible. And since they don't have an engine, there's a huge doorway that extends from bumper to bumper, so users don't have to worry about strapping wood or a ladder to the roof.

Byton M byte

China's Byton developed the M-Byte, its first car to revolutionize in-car technology. His claim to fame is a television-like, high-resolution 48-inch screen that fills the space directly under the windshield. Users can configure the software in different ways, similar to a smartphone or laptop. Byton has invited developers to create apps for it. There is also a screen directly in the steering wheel and one in the center console. We'll have a better idea of whether this layout is useful or whether it's a technical overload when the first examples come out in 2021. The company plans to launch a sedan called K-Byte shortly thereafter.

Cadillac EV

General Motors honored Cadillac to be the first brand to build a car based on the BEV3 architecture that it developed to underpin electrical models. There is much more than just tin, fast-thinking computers and lots of cables: It is the toolkit that executives rely on to accelerate the offensive of the company's electric cars.

"The BEV3 platform is the canvas on which we will paint a profitable EV program," confirmed Mark Reuss, President of General Motors, during a media event in 2019. What this means for Cadillac and how it uses its as yet undisclosed electrical crossover remains to be seen. The model is scheduled to launch in 2023 with a range of at least 300 miles.

Faraday Future FF91

Base area: 400 miles Base price: $ 120,000 Available in: 2020

The Faraday Future FF91's path to production was rocky and confused, but it's much closer than it seems. Digital Trends had the opportunity to take a quick jaunt during CES 2020, and we had to take our jaws out of the footwell before we could get out. It feels like no other car we've been in. The electric drive train offers more than 1,000 hp and the dashboard has a unique layout that emphasizes the spaciousness. Owners who are fed up with the 2.3-second time from zero to 60 mph can relax in the business class-like seats in the back.

Production of FF91 will begin in California in late 2020. The company plans to add smaller models to its range in the coming years, including an FF81 and an FF71.

Fisker Ocean

After the introduction of the Fisker Karma, the automotive designer Henrik Fisker created a new car manufacturer named after him and presented the first model at CES 2020. The Ocean is a crossover that features a futuristic design, a vegan interior and the company calls "California Mode", which lets in the breeze by lowering every window – even those in the quarter panels that we know they are were a nightmare for packaging.

The Ocean is based on an 80-kilowatt-hour lithium-ion battery that, depending on the configuration, offers a range between 250 and 300 miles. The solar panel on its roof can reach a range of up to 1,000 miles a year, provided it is regularly parked in the sun. This is a nice technology that Fisker wants to improve over time.

However, Fisker realizes that selling a single model is unlikely to survive. The ocean's base platform will support additional cars in the 2020s, and EMotion remains on production track.

Ford F-150 Electric

America's best-selling vehicle for decades is becoming electric. Ford confirmed that it will offer a battery-powered version of the next-generation F-150 to ward off an offensive led by Tesla and Rivian. Little is known about the model, although the Blue Oval has already started testing prototypes. Either way, we'll see a Hybrid F-150 before the EV arrives.

Ford Mustang Mach-E

Base area: 230 miles Base price: $ 43,895 Available in: 2020

Assigning the Mustang nameplate to an electrical crossover is controversial, but Ford argues that the model deserves this sacred name. The Mustang Mach-E was developed with the performance in mind and has nothing to do with the two-door Mustang currently on the market. It is from scratch. It is characterized by a muscular design that personally looks even better, various drive train options and impressive technology in the car. On paper, that's enough to give the Tesla Model Y a chance, and the fact that one version is already sold out suggests that drivers agree.

GMC lobster

The former gas-eating lobster will celebrate an electrifying comeback in 2021. General Motors will revive the name of an electric pickup with the GMC emblem, which in its most powerful configuration offers up to 1,000 horsepower. It's made in Detroit and a dark teaser image confirms that its design gets where models like the H2 and H3 left off, but we don't know much about it. We expect to find out more in the coming months.

Honda EVs

Honda's first specially designed electric car, the E (see above), is not available in the United States. Instead of bringing it here, the Japanese company will borrow General Motors battery and powertrain technology to develop two electric vehicles specifically for the American market. It is reasonable to assume that at least one will be an SUV, but the details remain cloudy at best. Sales begin for the 2024 model year, which means that we'll likely see the first model in 2023. Both models are manufactured by General Motors.

Kia Soul EV

While the third generation Soul is available nationwide in showrooms, Kia has delayed the American launch of the electric version to bring most of the production to the European market, where companies that don't comply with strict emissions regulations risk massive fines. Details of the American model have not yet been released.

The Soul EV, sold in Europe, comes with a 64-kilowatt-hour lithium-ion battery that rotates an electric motor with 201 hp, and offers a range of approximately 280 miles. The latter number will be adjusted for our market when the hatchback makes its debut. It was originally scheduled to arrive in the U.S. in model year 2020, but Kia announced that we should expect it to be in calendar year 2021 at the earliest.

Lordstown endurance

Lordstown takes its name from Lordstown, Ohio, the city where electric pickups are to be built. The first model is called Endurance and is developed using technology that comes from another startup called Workhorse. The datasheet lists four electric motors (one per wheel), a range of 260 miles, 600 horsepower, and a base price of $ 52,500 before incentives go into the equation.

It's a big job, and the company has ambitious plans to beat Ford, General Motors, Rivian, and Tesla by striking first. If the goal is achieved, the first examples of the introduction of endurance in a former General Motors plant are expected by the end of 2020.

Lotus Evija

Lotus made a name for himself by designing roadsters that are as nimble on back roads as they are on the track. However, the Evija is a completely different kind of sports car. It's larger and heavier than an Evora, and surpasses the mid-engine configuration for a 2,000 HP (seriously) electric drivetrain that puts a motor behind each wheel. Carbon fiber helps balance the weight of the battery, but the Evija still weighs about 3,700 pounds.

However, colossal power goes hand in hand with a colossal price. The first electric Lotus costs between £ 1.5 and £ 2.5 million (about $ 1.9 and $ 3.2 million respectively), and production is limited to 130 copies.

Lincoln EV

Lincoln will borrow Rivian technology to build its first mass-produced electric car. We haven't seen it yet and don't know anything about it, but the Rivian connection strongly suggests it's a large, rugged SUV with in-wheel electric motors powered by a large lithium-ion battery.

Clear air

With the support of the Saudi Arabian State Fund, Lucid is one of the quieter startups in the automotive industry. It has made no bold claims about dethroning Tesla and has not promised to throw the gasoline-powered engine into the pantheon of automotive history, but the air sedan announced in 2016 is almost ready to go into production. The official unveiling is scheduled for April 2020. The preliminary specifications list 1,000 horsepower and a range of at least 400 miles. However, further basic versions will be added a little later in production.

If everything goes according to plan, production will begin in a new factory in Casa Grande, Arizona, in late 2020. Deliveries begin shortly after, and you can reserve an early blueprint with a refundable security deposit of $ 2,500.

Maserati GranTurismo

Maserati confirmed that the next GranTurismo and the GranCabrio (current models shown) will be the first electric models. The Italian company has already started testing the drivetrain that powers both models, and is particularly experimenting with the sound that an electric model should produce. Building a quiet Maserati is out of the question.

Mercedes-Benz EQA

The second member of the purely electric EQ sub-brand from Mercedes-Benz will be a battery-powered variant of the second-generation GLA with a design that is specific to the drive train. It is built in France, in the factory where Smarts ForTwo has been at home for decades. However, performance, range, prices and availability will not be published until 2020.

Mercedes-Benz EQC

We saw the Mercedes-Benz EQC in the metal, we drove it, we know how much it costs, but you can't buy one yet. Executives delayed the American launch of the model until 2021 in order to distribute a significant part of the production to the European market. When it finally arrives, it will undercut its main competitors – the Audi E-Tron and the Jaguar I-Pace – while offering a time from zero to 60 miles per hour, comparable to the agile 718 Cayman from Porsche.

Mercedes-Benz EQS

The S-Class has taken the top spot in the Mercedes-Benz hierarchy in the past, but will have to share the podium with an electric model called EQS from around 2022. The German company wants customers to decide whether their flagship needs gasoline – a burning engine or if it deserves an electric powertrain – the next-generation S-Class will be sold along with the production version of the EQS concept (see figure).

Nissan Ariya

Nissan was a pioneer of the mass market electric car when it released the original Leaf in 2010, but since then it hasn't expanded its portfolio of battery-powered models. This will change in 2021 when the Ariya concept (pictured) turns into a production model positioned in an emerging segment of the industry. The crossover that you will see in the showrooms will be very similar to the design study presented in 2019. Nissan recently announced that vehicle technology packaging is cautious as drivers fear they won't have to look at screens anymore.

The Ariya offers all the functions that buyers expect from an electric car, including a state-of-the-art infotainment system and electronic driving aids. However, they are integrated discreetly without distracting the driver. This design approach will also shape other Nissan models in the coming years, including gasoline-powered cars.

Pininfarina Battista

Italy's strongest street legal car is not a Ferrari or Lamborghini. It is the Pininfarina Battista, a deep coupé that combines luxury with a Rimac drivetrain with 1,900 hp, which unlocks a time of less than two seconds between zero and 60 mph. The manufacturer, which became the design house, emphasized that the Battista is the first model in a range of high-end electric vehicles that will include an SUV (which may be built with Rivian technology) and a flagship sedan.

Pininfarina will limit Battista production to 150 units and provide 50 copies for the American market. Act quickly if you want one: more than half of the production run has already been addressed.

Pininfarina Pura Vision

Pininfarina will give the world a preview of his upcoming crossover when it introduces a production-related concept called Pura Vision in 2020. It will have four doors, five seats, and up to 1,000 horsepower, but the most striking feature will be an all-glass roof that reflects sunlight to ensure that the cabin doesn't turn into an oven. It was built in Italy and will be available as a low-volume model with a six-figure price tag.

Polestar 2

The Plug-in Hybrid 1 is the only Polestar model you'll ever see at a gas station. As of the 2nd, every car the company brings to Volvo will be electric. It's slightly larger than a standard sedan, almost reminiscent of the short-lived S60 Cross Country, and will compete in a segment that is currently dominated by the Tesla Model 3.

408 hp sounds fantastic, but Digital Trends was even more impressed with the 2's Android-based, touchscreen-based infotainment system, which we found to be extremely intuitive and feature-rich. The in-car version of Google Assistant appears for the first time in version 2, and phone-as-key technology makes sharing the car as easy as sending a text message. The Polestar 2, built in China, should arrive in America by the end of 2020.

Polestar 3

The third model from Polestar will appear as a crossover named 3. Maximilian Missoni, the company's design manager, told Digital Trends that the soft roader will borrow style elements from the 2020 precept concept (see above). It will be inaugurated with a further development of the Android-based infotainment system from the 2.

Porsche Macan

Porsche confirmed that the second generation Macan will always be fully electric. It will not be available with a four or six cylinder engine. The company hasn't released all the technical details, so we don't know how many kilometers the electric SUV can travel on a single charge or how fast it will be. It was also noted that the current generation model (pictured) will remain in production for buyers who are not interested in an electric car.

Porsche Taycan Cross Turismo

The Cross Turismo is a larger, more spacious further development of the Porsche Taycan, which is characterized by SUV-like design features. Porsche is not known for the production of station wagons, but currently offers a long-roof variant of the Panamera. However, the product planners recognized the demand for a more road-friendly alternative to the Taycan sedan. The 2018 Mission E Cross Turismo concept (pictured) gives a precise preview of what the company's second EV will look like.

Rimac C_Two

Croatian-based Rimac is committed to electrifying the supercar segment and is closer to that goal than anyone else. The beautiful C_Two is powered by four electric motors and brings 1,914 horsepower and 1,696 pound-feet of torque under the driver's right foot. That's enough for a 1.85-second sprint from zero to 60 mph, a number that, if reached in real life, would be the fastest production car in the world. We have bad news if it sounds like something you want to put in your garage: 150 car production is completely sold out despite a $ 2 million price tag.

Rimac's unique approach to performance has turned more than a few heads in the automotive industry. Hyundai invested $ 90 million in the Croatian company to start developing an electric sports car, and Porsche acquired a 15.5% stake in the company to help electrify its range of models. Although Rimac is not a household name in 2020, we are betting that it will be a company that every enthusiast will be familiar with by 2025.

Rivian R1T

Rivian was once an obscure startup with a gloomy future and has become one of the most popular young talent in the automotive industry. The plan to electrify the off-road segment brought Amazon a significant investment and a lucrative deal to build electric vans for the retail giant. In the meantime, it is planned to manufacture the R1T, its first production model, in a former Mitsubishi plant in Illinois by early 2021.

The R1T range includes several battery options that range between 230 and 400 miles and, depending on the configuration, between 402 and 745 hp. These are numbers that we usually associate with high-performance cars, not pickups, but speed is a must to compete against the Tesla Cybertruck.

That is just the tip of the iceberg. The R1T also serves as a mobile power supply, so you can take power tools off the grid and do a tank revolution. Rivian also developed a kitchen that fits into the wide storage compartment that is integrated into the space directly above the truck chassis. It can be pulled out and shows drawers for pots, pans and other utensils, a small worktop and an electric stove that draws electricity from the battery pack.

Rivian R1S

The Rivian R1S is almost identical to the R1T under the sheet. Both models are based on the same skateboard platform, are available with the same battery options, and offer four electric motors in their most expensive configuration. The main difference is the body: the R1S is an SUV, while the R1T is a pickup.

Subaru EV

Subaru works with Toyota to develop its first mass-produced electric car. The project is in the embryonic stage of development, but we already know that it will take the form of a crossover that will be roughly the size of a RAV4. Four-wheel drive is a matter of course – configuration has been one of the company's selling points for decades – but whether this means two or four engines remains to be seen. The as yet unnamed model is expected to end up in showrooms by 2025, and Subaru plans to throw gasoline engines out of its reach by the mid-2030s.

Tesla city car

In 2020, Tesla began recruiting engineers and designers for a planned research and development center in China. Declaring that it ultimately wants to do what it calls a Chinese vehicle, it released a sketch of what it looks like its smallest car to illustrate what it is up to. Details such as when the as yet unnamed model is beyond cover, how much it will cost, and whether it will be sold in the USA remain under wraps.

Tesla cyber truck

The pyramid-shaped Tesla Cybertruck didn't leave anyone indifferent when it debuted in late 2019. While this is certainly not for everyone, the company's co-founder and CEO, Elon Musk, confirmed that more than 250,000 buyers had deposited a $ 100 deposit to reserve the model less than a month after its unveiling. The lineup includes three variants with a range between 250 and 500 miles, depending on the configuration. It's tempting to compare the Cybertruck to the Ford F-150, America's best-selling vehicle, but Tesla hinted that it would go better with larger pickups.

Deliveries are slated to begin in late 2021, giving you time to save for one. Unless you are Musk, who has been spotted driving a prototype cyber truck through downtown Los Angeles.

Tesla Roadster

Tesla ascribes to the original Lotus roadster that he put his name on the card. It has stopped building the drop-top to focus on more mainstream cars like the Model S and Model 3, but it has always pledged to return to the sports car segment with all its might. Elon Musk openly stated that his goal was "only to hit petrol cars hard." On paper, the powerful electric drivetrain of the next roadster seems to be up to the task.

The numbers are stunning. The huge 200-kilowatt-hour lithium-ion battery sends the Roadster from zero to 60 miles per hour in 1.9 seconds and at the same time offers a range of up to 620 miles. If that's not good enough, keep in mind that Musk has promised to add a Space X cold gas engine that will allow the convertible to hover above the road. Delivery is expected to start in 2020, but Tesla was unusually quiet.

Volkswagen ID.4
