I dont think it's canon, but I have to say, I do love the idea that Ty needs glasses/contacts to see in his daily life, like beyond reading glasses, because it's like

You have access to so much powerful technology...

You have the ability to travel through time, create entire copies of people, find almost anyone, anywhere, at any given moment, literally bring people back to life and heal them from fatal injuries....

... and you still can't tell me what the first letter on line 3 is from 20 feet away without using your special little magic eye windows

I'm sure the in universe explanation for why he wouldn't have had corrective eye surgery would probably be something like consolidation making it a bit risky and it could potentially fuck up your eyes in a New and Different way, or he doesn't actually need glasses whatsoever, but personally I'm fond of the notion that...

...despite who he is and despite everything he does, all the horrific experiments and surgeries, 100% including things involving eyes...

...Ty is just too squeamish about the idea of having eye surgery done to him to get it done
