While Tails is absolutely able to fight using a combination of technology and the skills that he's cultivated while growing up with Sonic, he is very much a non-combatant in large scale fights. Knowing that his strength ( physical and metaphorical ) is best used for support, he very rarely takes part in fights.

Often times he is behind the scenes caring for equipment or sabotaging something ( when fighting Eggman ), is providing tactical support, or is helping get civilians out of harm's way while thinking of a fast way to end a fight. While he has violent tendencies ( self defense mostly, though in defense of friends as well ), he doesn't like fighting or being in fights. He'd much rather be making things or spending time making sure that everyone can go hard without worries.
