Short answer: Not really.

Gallifreyan society doesn't lend itself well to the concept of social media. They're a civilisation built on solemnity, tradition, and being vastly superior to everyone else. Posting selfies in front of the Untempered Schism or taking pictures of the Palace of Arcadia's brunch menu on Galligram doesn't quite fit their vibe.

📖 The Matrix: The Closest Thing to Social Media

If Gallifrey has anything remotely resembling social media, it's the Matrix. But calling the Matrix a 'Gallifreyan Social Media' would be like calling the Eye of Harmony a lava lamp. The Matrix is more of a hyper-advanced repository of every Time Lord's knowledge and experiences, combined with a predictive tool for possible futures.

That said, the Matrix does have some interesting parallels:

Profiles: Every Time Lord gets a detailed Matrix 'profile' when they die, complete with all their knowledge, memories, and even their personality.

Interaction: Living Time Lords can access and consult these profiles, effectively 'commenting' on the thoughts and ideas of the past.

However, if you're expecting memes about Rassilon, you'll be sorely disappointed.

We know from various sources that some individuals—like the Eleventh Doctor and Strax—had accounts on a platform called 'Bookface'. This platform likely exists across multiple worlds, but whether it ever properly made it to Gallifrey is unclear.

🏫 So ...

Gallifrey doesn't have social media as we know it. They've got the Matrix, but that's a bit equivocal. If you're looking for a platform to share cat videos or post, 'Just loomed! Feeling cute, might regenerate later!' you'd be better off asking the humans.
