The youngest of the First Brood, Vrtra's egg was brought to Etheriys by Midgardsormr as he fled the Dragonstar. However, he did not hatch until after his sire had retired into dormancy and so was raised by his brood-sister Azdaja. When Allag slew Bahamut, Vrtra and Azdaja came to Tiamat's aid and Azdaja eventually sacrificed herself to stop the voidsent army. She succeeded but she became trapped in the Thirteenth. Distraught, Vrtra sought to find a way to save his sister and eventually found a small voidgate in the Bounty - too small for his size but he decided to stay there. Eventually, mortals began to inhabit Thavnair, Vrtra allowed them to stay so long as they left him and his lair in peace. The peace held for many years until a group of Hyur arrived at Thavnair and waged war on them, intent on occupying the island. Tiring of the bloodshed, Vrtra intervened and brokered peace between the three groups, together establishing the city of Radz-at-Han. Vrtra has been ruling behind the scenes as the true Satrap until his secrets were revealed during the Final Days

Varshahn - After the Final Days were overcome and Vrtra had taken his proper place as the Satrap, the Great Wyrm decided that more hands were needed as the world recovered. Prior to all of this, he used the Simulacrum body of Vashahn to travel beyond the walls of Radz-at-Han secretly, but no longer had the need to do so. And so, with one of his eyes, he separated a part of himself completely so that Varshahn might function independently of him. While still a piece of Vrtra, Varshahn understands his duty and continues to serve Vrtra as a subordinate.
