ROSEHEARTS , as any might call him because his name has been stricken from any historical records within Looking Glass, exists as one of the two constants of the world, soon to be three once Marianne returns from Twist, and is considered the Heart of Looking Glass.
He keeps the whole of Looking Glass alive, and he writes the rules that must be abided by. He chooses who lives and who dies, which side of the chessboard shall play the eternal chess game. He decides what piece a soul must become, and what role they must play out. He eradicates names at will, and it is by his will that there are no Kings in Looking Glass anymore.
If Riddle was anything like Rosehearts, it was during his era as the Crimson Tyrant, and that is the only reason Rosehearts has fancied even sending him gifts, in the form of glass chess pieces, whilst insultingly sending his parents white roses.
Rosehearts is more like ... what could have been. A reflection, if you will, of the blood curdling terror that should exist when one is about to lose their head. He is heartless, cruel, and a monster.
After Clover's passing at the hands of Mary Ann, it was Rosehearts who had taken to raising her, however exceptionally distantly. ( although TRAPPOLA had more of a hand in rearing her. ) It was he who fed Mary Ann visions of Riddle's upbringing, leading her to think that she had made Riddle up in her head, and thus providing her eventual attachment to Riddle that is both sickeningly possessive and nearly obsessive, even if she, as Marianne, no longer held her memories of that truth. This was mostly a game to Rosehearts, and something he encouraged for entertainment's sake, as he wasn't sold on the whole Phantom issue going on in Twist, since beings of Looking Glass cannot overblot.
He would rather Marianne kill and consume the students of NRC than have her return to him softened by her experiences with those problematic children, but he is allowing this experiment to go on for however long it must, though by the end of the Idia incident, it was up in the air if the now awakened Black Queen would remain. But since her side of the chessboard is rarely played, Rosehearts doesn't pressure her to return. He wants to see her choose what path she wants to take.
As for himself? Rosehearts does make the rare appearance around NRC, easily spooking the Heartslabyul boys, though he never appears at the same time as Riddle. It's more like Riddle may head to the east, but you'll catch of glimpse of Rosehearts going west. He does have full use of traveling through any reflective surface he considers a Mirror, using his powers as the Heart.
Of course, he isn't as small as Riddle, he's a rather tall fellow. He is easily 6' without his heels on, but he does like to wear these 6 inch heels. His figure is somewhat slight, his shoulders broad, his waist cinched, and his hips slightly wide but not as wide as his shoulders. His legs are long, his butt round and very cute.
He is what Riddle could have been had his mother not starved him during his formative years, at least physically.
Mentally, Riddle is quite sane in comparison, but he lacks the kind of fury that Red Queen has. Rosehearts is a cold, calm fury, formal and strict, but not entirely unkindly when he interacts with others. He speaks in a flourish of words that mean so much, but it's so hard to get a word in edgewise at times. He is quick to point out imperfections (look up, speak nicely, and don't twiddle your fingers all the time) like a school mistress, and yet he dives right into the heart of the matter. He has very little patience for others, even though he might seem quite pleasant.

Rosehearts is, in a sense, Mary Ann's father ... in that he caused Alice Underhill to overblot, and, upon seeing the result, thought the Phantom was amusing and insisted that Clover provide for it. Clover, of course, is more a father to Mary Ann, as he reared her, and cared for her, named her, and loved her.
Whatever Rosehearts felt, it was not love.
Mary Ann aside, he has had other children. He had a King, too. and at least four children. And then he decreed they should all be put to death. Well, no, he would have, had his friends not rebelled against him and spirited away one of the Rosehearts children.

Rosehearts was very idealized in Mary Ann’s eyes as she grew from being a parasitic monstrosity in Looking Glass to Queen.
though he was nothing but cruel, he never once lied to her, even whilst telling her that she was nothing but regrets made flesh. he considered Clover to be her author, after all, since he had given her a name, and began to shape her into something between Wonderlandian and Phantom. in his own way, he was, perhaps, holding on to the role of editor, as he would also pick and choose what parts of Mary Ann ought to remain, to shape her into something suitable for the title of Black Queen. this included gifting her with visions of Riddle Rosehearts as the child grew, allowing her to use his blood as ink upon the pages of Looking Glass that he provided for her.
of course, releasing her to Twisted Wonderland was little more than a passing fancy, and he has every intention to bring her back, even if he has to pry her from those who have come to love her. even if he must behead everyone she loves.
