I feel definitely sorry for whoever has to make an entrance during a party where these two would be present.
It's more likely they will judge their outfit, their attitude, but they will also definitely notice if someone is not comfortable or lacking confidence.
They become two nasty snakes openly pouring venom into the wound by chit chatting, whispering and chuckling, when they give them some side looks.

Denial is the key.
To be honest, Diego is the kind of character you really wish to punch. The one who goes under your skin, the one who provokes plenty of emotions. He's arrogant, selfish, self-centered, stubborn, and loud. It's hard to build a genuine relationship with him, and frankly, he doesn't care if nothing is real. It's all about consumming everything. It comes and it goes, and he's fine like that.
But Diego is a successful man. You can't tell otherwise. Even as the scapegoat for the Cleaners, he still succeeds, even if his place is not a certainty in the future. He always opens business, he parties the way he wants, and he earns plenty of money. He wins. The secret? It's about his lack of acknowledgement regarding his failures, the incapacity to see his own flaws, and a powerful sense of gaslighting.
YOU CAN'T argue with Diego. If you try, he will dismiss your opinion. If you prove your words, he will ignore them. He creates his own narration, and that's how businesses work with him. That's how he gets what he wants, because investors don't have the energy to always battle against him. Something didn't work? Not his fault; he was perfect. You can't prove otherwise? He's turning the situation to his advantage.
Success is a state of mind for Diego. Only losers will put in perspective what they have to change; he's certain to be above them all. A nasty ego, that's for sure. But Diego is a pain in the ass, and forever.

Ah, my poor little meow meow ! 
Well, I wouldn't say that Diego is smarter than the average person. He's basically very average himself, but thriving through a lot of privileges and relying on very annoying luck (especially for his enemies). 
First, he was born wealthy. Diego was always "someone", he had never known proper poverty before, he was privileged, the only child of his parents... A spoiled little fucker. So, even if he wasn't the smartest boy, he had a lot of opportunities to be escorted in life. Private teachers, experts in different sports, a lot of business contacts, wealthy "friends"... The Jet Set is a very dangerous world, because when you're born there, you somehow always belong there, even if people can despise you. Being good in school is not essential ; the only thing that matters is money. 
So Diego would be "business" smart, and cocky. Since he has always believed he was exceptional, he acts with no fear. He's not the best, he sometimes gets scammed, but he's so passionate about himself and his own abilities that he always manages to get what he wants. He's insufferable, arrogant, and you want to slap him. And he knows that. He uses it. He knows you'll pay to get rid of him.

It is very true that Diego has thrown and participated in scandalous parties or gatherings. 
His nature is already extravagant, but through the benediction of the Cleaners, he has pushed his character to extremes. Diego lives through the reputation of his name, and the scandals that could have tainted his reputation. His casinos and other clubs are often bugged by undercover police officers, he has been arrested more than once, but since he's useful, very useful, to the Cleaners, he feels shielded from his debauchery. He plays with it daily, because he feels utterly protected and god, how much he loves the endless attention and that sensation of being untouchable. 
All of those scandals are actually something the Cleaners need. They push him to act and follow his urges when they have to prepare rather important matters or traffic, and they need all their enemies' attention somewhere else. With his solemn presence and his attitude, Diego steals the spotlight, gathers the media and journalists... While in the shadows, the Cleaners strike and their power grows.

Diego and Gabriele have met several times and it's definitely so little to say that they don't share a great relationship at all. 
Diego believes that Gabriele got a broom up his ass, but he's also quite bothersome each time he shows up to his casinos or clubs. He can tell that this man is a bloodhound, and he can't really spend a good evening entertaining his guests the way he wants because he feels his shadow looming over him. Yet, Diego feels confident that he wouldn't get in trouble since he's high ranked within the Cleaners (well, to his belief), AND he's protected well enough by their system. He often brags around Gabriele, mocking and pestering one another during the evening around a cigarette or even sometimes a drink. 
Gabriele, on his side, knows that Diego is fishy. He doesn't want to underestimate him, but most of the time, it feels like looking at a puppet with invisible strings and he hates having his attention distracted by his presence. It bothers him because he can't tell to which level that man is involved, and he generally hopes to get a glimpse of whoever might be behind the curtains. He doesn't trust Diego to be number one, even number two, and he thinks that showing at his clubs is a good way to parade in front of the invisible eyes behind the Cleaners' names. 
Nevertheless, they share at least one topic they enjoy; fashion. Can't argue about this, but the two of them secretly appreciate one another's style.

Diego Lecomte, the Flamboyant. 
A French man who has dreamt of success and fame since he was little. A pretty face, but not good enough to seduce Hollywood with his acting skills and even less his arrogance, unless it was for porn movies. He survived through small ad contracts, bartending and croupier work in casinos. 
What saved him was his audacity, his shameless devotion to being the greatest pretender, and his ambition to become someone. The perfect fraud the Cleaners needed to catch the light and get attention right where they wanted. He's the visage for the Nebula, the shining star who "owns" many businesses across the country; bars, clubs, casinos...

As he believes himself to be perfectly safe with the Cleaners, Diego is totally unaware that he's also their scapegoat. 
Driven by the lust of money and power, Diego truly believes he has a high rank within the Cleaners organization. It's both true and entirely false at the same time. Diego is the perfect candidate to catch the light when the Cleaners need, and Astra (through Gambit's actions) definitely plays with his ego to always have him in his pocket. 
Diego truly thinks that the Cleaners will never betray him, and if he ever falls, they will bail him out and there will be no jail time for him. A big mistake. He was never meant to be saved in the first place, and the day Astra will think it's time to get rid of him, he would be thrown under the bus without any second thought.

For Diego, everything regarding his life is necessarily a success. 
The things he has failed are not caused by him, but certainly and ALWAYS by negative emotions towards him, such as jealousy, lack of vision and envy. For example, it was truly simple to convince himself that if he had never succeeded in Hollywood, it was because the casting was poorly made, the directors were not visionary people, and the scripts couldn't put on display his numerous talents. It's never his fault, because Diego believes to be flawless and above the general crowd. He's rarely in awe in front of individuals, it's the other way around, people are pretty envious of his situation. 
If it's a rather overly arrogant vision of himself, it helps Diego strongly in the end. Being so stubborn in the belief of never failing, his attitude is nothing but bold and extravagant, and it has often paid in the oddest way possible. He has pushed all the doors he wanted wide open, and he has refused to experience negative emotions regarding his failures; there are none. 
Today he's extremely wealthy, he leads several businesses and he has the luxurious life he has always desired. His father's legacy couldn't have offered him such a fate, and even if he's totally oblivious to the extreme manipulation of the Cleaners, he feels like a king. He IS a king.

How many languages do they speak? Would they like to learn more?
Diego is fluent in three languages, actually. His native language is French, his father has always talked to him in English, and his nanny was Spanish. Mix it up all together, and then add his will to be noticed by people in general and you have someone who's quite good at mastering languages. He loves it, it makes him look smart and fancy. 
He wishes to learn Chinese and Italian since these two languages are often used during transactions in his casinos. Also it could be a valuable asset due to the Cleaner's background in Italy. 
Do they celebrate their birthday? Why or why not?
It's birthday is REALLY important and he will celebrate it and make sure that EVERYONE will give him their best wishes. He will organize extravagant parties in his casinos or his houses, he will take the mic and remind the assembly that it's his birthday. He will pretend that he doesn't want gifts, but he truly EXPECTS people to get him the finest objects, alcohol, paintings, jewels and so on in the world. 
Actually, Diego is the kind of person to celebrate his birthday during a whole week, but will never reveal how old he is. 
When they look into a mirror, are they happy with what they see? Why or why not?
Oh surely, that man loves himself. He loves his face, he loves his beauty, he loves his life, he loves the luxury of his room and what he sees in the mirror. He truly believes he has succeeded in life, and surely, having shit tons of money, managing several casinos, hosts clubs and regular clubs, owning three houses and two penthouses, having ten rare cars in his garage... Of course, he's thriving! 
But somehow... I can't say that he shouldn't enjoy his success. After all, if the Cleaners never go down, he will forever be the overly spoiled French maniac who lives the best kind of dream.

Diego has a very good visual memory. 
Basically, it's a skill that he uses every day. It's definitely easy for him to remember forms, patterns, colors and faces. He might forget about someone's name, but he will never forget about their eye colors, what they have been wearing, the shape of their hair and such. Mostly, he associates concepts together, like mental puzzles, and he's able to store them in different "boxes" he can reopen as much as he wants. 
It's also a very valuable skill for counting cards and cheating during black jack or poker parties. He will know which card has already been played, and can push the game in his direction if need be. 
His memory skills are definitely used by the Cleaners as well, whenever they need intel about new potential targets. Diego would be invited to a meeting, chit-chat about details he had seen, increasing his sensation to be important. He's basically a living computer sometimes, and he doesn't really know where it comes from. He has always made sure to use his memory as a muscle and he worked with it all his life.

Whenever he doesn't really give a damn, Diego still appreciates luxurious outfits with high quality material. He has a thing for satin bathrobe and home clothes, he owns a few with different color tones he particularly appreciates.

Originality and "never seen before" is basically what Diego reaches for. Whenever he goes to party, he wants to be the one attracting the eyes, but mostly because what he wears is close from the most reputed fashion shows. He collects an impressive amount of not ordinary suits, shirts, jackets... To parade and be seen. He has to be seen.
