Why Hetalia isn’t racist + why it doesn’t promote Japanese imperialism/nationalism

Before I start, it’s important to get a few points out of the way given that many of the misinformed critiques of Hetalia have been made by people who haven’t read the original source material (i.e., the manga).

There’s a difference between historical situation and promoting a horrid ideology. Just because a series depicts war and Nazis doesn’t mean that they’re inherently glorified. Of most importance is that Hetalia promotes peace and reconciliation in spite of depicting war.

The wars that are depicted are general and the atrocities are deliberately glossed over. This is necessary because Hetalia is comedic in nature.

 Hetalia is based on stereotypes, good or bad. While some of the jokes are admittedly offensive, no nation is singled out nor are any specific nations made to be superior in comparison to others. Every character is made fun of for their stereotypes. Its humour isn’t meant for everyone.

Hetalia is satire. It mocks war and nationalist sentiments rather than promoting it.

The dub is not canon. That includes many of the insensitive jokes that Funimation scripted. 

The anime itself is unrepresentative of the manga. It can only cover so much material. Don’t judge a manga by its anime just the same as you wouldn’t judge a book by its cover.

 It’s also important to note that Seychelles has always been dark-skinned in the manga, unlike in the anime where she was drawn as pale-skinned. However, I do concede that even in the manga, her skin should be darker [x].

In addition, I’ve also found a scholarly article in a university publication that does a fantastic job of not only dismantling many of the misconceptions about Hetalia but also many of the baseless critiques that have been aimed toward it:

It’s a fair, level-headed piece that uses original source material to prove that Hetalia mocks and undermines sentiments of Japanese imperialism and nationalism while also demonstrating that it takes a definitive anti-war stance.

What I particularly like about it is that it acknowledges that some of Himaruya’s early choices were made in poor taste but is still able to substantiate the stance that this insensitivity isn’t supportive of racist sentiments.

It also shows artwork/content that glorifies Japanese imperialism and nationalism and then compares it to Hetalia.

Overall, it’s very well-written, sourced, and informed. Below will be a list of important quotes that I took from the article. I highly encourage for people to read the whole thing, as it breaks down a good amount of examples from both the manga and anime [x]. The article can be found through Google Scholar.

The author also goes on to mention how inappropriate and weird some of the “sexually charged” jokes were, starting from page 131.

“In Hetalia, every nation has its moments when its actions are designed to make people laugh at it, and Japan is no exception. Rather than idolizing Japan, Hetalia’s representation of Japan is a socially awkward, emotionally repressed, and sometimes obsequious character to be laughed at. He is neither the proud solider in Sensoron nor the charismatic scholar of Kenkanryu…

If Japan’s character had been a fearless soldier immune to cultural gaffes, I would argue Hetalia would be purporting an idealized notion of the “self” in order to promote nationalism. Himaruya’s version of Japan, however, could not be farther from an “idealized self,” nor does he try to blatantly dichotomize or attack a perceived “other,” (132).

“Hetalia does have politically incorrect and at times racially insensitive caricatures. Gag comedy is based on jesting stereotypes and thus has to have some degree of politically incorrect imagery and character personalities. Neither in the original web comics nor in the anime version that followed it did Hetalia attempt to isolate Japan as the dignified “self” people should idolize. The “others” are often portrayed at the butt of the jokes, but each nation also has its turn to be the dominant character, even at the expense of Japan’s pride. Critics can dislike Hetalia for being tactless at times, but I argue their accusations of supporting malicious racism are based on curt examinations of the show, which do an injustice to Himaruya’s true intentions,” (133).

“Hetalia’s critics decry it for more than just its perceived racist notions; they also denounce it for its interpretation of WWII and other historical events, which lack acknowledgement for grievances against Japan. Gag-comedy constrains Himaruya to a small amount of time to touch on important historical events, such as China’s discovery of Japan, Russo-Japanese War, and WWII amongst others. The time constraints naturally appear as historical omission for the sake of defending the nations; however, Hetalia does not attempt to omit history to protect Japan’s pride, but rather it condenses history for comical effect,” (133).

“By mocking the tools and ideas of war and degrading it into a minute-long gag, Himaruya expresses his contempt for war and the foolishness of man to pursue it, thus creating an anti-war message rather than glorifying the imperial state as Kobayashi did,” (135).

My final secret technique: Expression of Regret!’…

“The simplicity of the idea that peace could be solved by a pair of underpants is the joke’s punchline, but I believe, underneath the surface, it represents a metaphor that the path to peace and reconciliation in East Asia is far simpler than assumed. For Japan, the path is regret,” (136-137).

“Himaruya is trying to make a comedy out of history. Hetalia does omit many historical facts, but it was never trying to be a serious historical discussion. When Hetalia condenses history for comical effect, the imagery and dialogue indicate the scene is solely a gag. Himaruya’s metaphors and cinematography suggest he views war as senseless. Rather than supporting right wing nationalism, Hetalia appears to be a satirical anti-war anime,” (137).

Conclusion:

With all that in mind, Hetalia may have had its faults—and still does to a far lesser extent—but it has never advocated for war, racism, or nationalist and imperialist drives. If anything, interpretations of the series have caused the exact division that Himaruya’s writings have long been opposed to.

*/ COVID-19 has demonstrated that procurement processes are a vital part of the health system in rich and poor countries alike, helping to get lifesaving health products to those who need them most. Even before the pandemic, spending on health products was big money—both for low- and middle-income country (LMIC) governments and global health donors. Just 50 LMICs spend roughly $63 billion on health products each year, based on previous CGD analysis (see figure 1). Despite this critical role, too often procurement falls short, making affordable high-quality medicines out of reach and jeopardizing health outcomes. The final report of CGD’s Working Group on the Future of Global Health Procurement spotlighted the implications of common breakdowns in national and international procurement systems: a high prevalence of more expensive branded generics compared to unbranded products; low competition and high barriers to entry in generic markets; and high and highly-variable prices for basic essential medicines. Against this backdrop, there is another worrying trend: as countries move from low-income to lower-middle-income status, the resource gap left by donors tends to be filled by households paying out of pocket—and spending on medicines becomes a leading cause of household impoverishment.

COVID-19 presents a compelling case for smarter procurement spending

The ongoing pandemic has disrupted production, purchasing, and distribution of COVID-19 supplies and other health products—and, in turn, exposed many long-standing challenges facing LMIC procurement systems. The unprecedented fiscal shock and steep decline in revenues is also putting enormous pressure on the spending ability of LMIC governments, donors, and households. As a result, the economic fallout coupled with higher health resource needs and uncertainty around future levels of development assistance threatens countries’ efforts to achieve Universal Health Coverage (UHC) by 2030. Within this context, there is a compelling case to use existing health resources more efficiently. And when it comes to health system strengthening, procurement is one of the few tangible quick wins. Smarter spending can help stretch scarce resources further and enable LMIC governments and donors to protect access to essential health products and services. Strengthening procurement will also enable LMIC governments to extend health coverage and provide financial protection to more of their citizens. This will not only help safeguard progress towards UHC for all but is also critical to ensure health systems are more resilient to the next outbreak.

Potential savings from improving procurement of health products could be sizeable

In a new paper, co-authored with Mead Over and Alex Jones, we take a first stab at calculating the potential range of savings that could be realized from improved procurement, building on the data and analysis that underpinned CGD’s Working Group on the Future of Global Health Procurement. We ran simulations of three different, but complementary, approaches to procurement reform: centralizing public sector procurement at the national level; switching to unbranded generics; and benchmarking prices to reduce variability of prices for generic health products. Our overarching takeaway from this exercise is that the potential savings from improved procurement could be sizeable. We find that 50 of the poorest LMICs could save as much as 16 to 41 percent of the $63 billion in total spending on health products across the government, donor, and private sectors. This represents annual recurrent savings ranging from $10 to $26 billion. Taken together, these findings provide a rough estimate of the amount of resources LMICs governments, with support from development partners, ought to be willing to invest to improve procurement systems. The table below provides a breakdown of savings achievable from each of the reforms separately, as well as the net savings from implementing all three and theoretically accounting for potential overlap.

Note: “Policy overlap” is defined here as the price reductions for transactions due to one reform that would be likely to occur as a result of another reform if both were simultaneously implemented. For more details, see the full paper.

We caution that these calculations are very much intended to be illustrative and serve as a first pass at potential savings that LMICs could theoretically achieve from improving procurement of health products. Importantly, the exact combination and sequence of reforms—and the precise magnitude of realizable savings—will necessarily differ from one country to the next. We also acknowledge that implementing procurement reforms is contingent on overcoming complex political economy dynamics and institutional challenges—which may mean that savings at the lower end of the spectrum are more realistic. Several caveats on the data also apply (more details are in the full paper). It is hard to overstate how much the information on health product markets in LMICs is scarce, outdated, and incomplete, which makes it difficult to compute precise estimates of savings. With this in mind, these findings are based on several underlying assumptions about the size and composition of LMIC health product markets. Due to limited access to detailed data, we also had to extrapolate from a smaller basket of health products in a smaller sample of countries to a broader set of health products in 50 of the poorest LMICs (with a population over 10 million).

An opportunity to expand health coverage and make health systems more resilient to the next outbreak

Ultimately, governments can apply the savings to expand health coverage and financial protection to more of their citizens, thus accelerating progress towards UHC. Our back-of-the-envelope calculations suggest that $10 to 26 billion in savings from improved procurement could help cover approximately 132 to 344 million people (the upper range is approximately equivalent to the population of Nigeria, Ethiopia, and Ghana combined) with an essential UHC package as defined by the Disease Control Priorities project. While this exercise highlights the possible range of savings, we recognize that there is more work to be done to figure out how these savings could be realized in different contexts. This will require identifying, piloting, and testing different purchasing arrangements including pooled procurement mechanisms; approaches to improve regulation and quality control systems; and ways to reduce barriers to entry and increase competition in generic markets, among other efforts. One critical step is investing in more accurate, timely, and complete information on the manufacturing landscape, product quality, volumes, and prices. This will contribute to greatly improving the overall workings of the market, empowering governments to become smarter buyers, and improving access and affordability. Our analysis reinforces this message: investing in routine data systems for buyers can help realize some of the potential savings (stay tuned for forthcoming CGD analysis on the need for better data in the context of COVID-19-related disruptions).

Conclusion

Paving the path to realizing these savings will require investments from LMIC governments and donors to address long-standing procurement challenges. For now, we hope this initial analysis helps nudge them to double down on concrete commitments. Improving procurement systems must remain central to countries’ efforts at a time when greater efficiency and prioritization of health spending—rather than new resource flows and economic growth—will drive badly-needed healthcare investments. Doing so will also ensure health systems are better prepared to respond when the next outbreak hits.

Jason Reynolds was born in Washington, D.C., and grew up in Oxon Hill, Maryland. He wasn’t into reading or writing as a boy, but that changed when he discovered his love for the lyrics and flow of Hip Hop. “It was through rap music and the discovery of rap lyrics that I found my path and my way into the world of poetry,” he said in the Kennedy Center interview. “And that poetry evolved over the course of ten, fifteen years into a way for me to tell my own stories.”

Like Will Holloman in Long Way Down, Reynolds says he and his friends faced a similar decision. “When I was 19, a friend of mine was murdered,” Reynolds said in a recent interview with The Guardian. “That night my friends and I went to his mom’s house and we were all planning to figure out who did this to him so we could exact revenge. So we could murder the man who murdered our friend. And I just remember the pain – the pain of the lost friend but also the pain of meeting a part of myself that I didn’t know existed. A part of myself that could lose control to the point where I could commit a murder. That’s a very human thing.” The mother of the dead friend talked Reynolds and his friends out of retaliating, saying no other mother should ever have to feel like she did at that moment.

Reynolds is now an award-winning, internationally-celebrated author of young adult books. Titles include When I Was the Greatest, Ghost, The Boy in the Black Suit, and As Brave as You. Author Jason Reynolds explains that Long Way Down was originally written in prose, but he eventually shifted the novel to free verse. Free verse is a poetic form, but one without rigid rhymes, rhythm, or structure; it may play with words up and down and across the page. Dealing with Trauma

Something bad or scary happens, but we survive and hope our lives return to normal. Sometimes that’s easier wished for than done, though. Intense, negative experiences can leave us with trauma. Trauma is the emotional and psychological aftermath of a painful or terrifying experience. Entire communities that experience high levels of violence can also suffer collective trauma, even people who are not direct victims. When we suffer trauma, we may be haunted by flashbacks of what happened and feel fear that the world around us is out of control. Trauma also can affect our ability to think, sleep, learn, or relate to others in healthy ways.

If we have gone through a traumatic experience, we may need help to feel safe and hopeful again. The first step is to connect with people who help us feel protected and secure. Counselors at school, in community centers, or in places of worship can be good resources for helping us get the help we need and start rebuilding a sense of control in our lives, families, and communities. We may also be able to access resources and help online, and many support programs are free for children and teens. If you think you or people around you are dealing with traumatic stress, help is out there. Healing and flourishing again isn’t easy, but it’s very possible.

First Reading: 2 Kings 11: 1-4, 9-18, 20

When Athaliah, the mother of Ahaziah, saw that her son was dead, she began to kill off the whole royal family. But Jehosheba, daughter of King Jehoram and sister of Ahaziah, took Joash, his son, and spirited him away, along with his nurse, from the bedroom where the princes were about to be slain. She concealed him from Athaliah, and so he did not die.

For six years he remained hidden in the temple of the LORD, while Athaliah ruled the land.

But in the seventh year, Jehoiada summoned the captains of the Carians and of the guards.

He had them come to him in the temple of the LORD, exacted from them a sworn commitment, and then showed them the king's son.

The captains did just as Jehoiada the priest commanded. Each one with his men, both those going on duty for the sabbath and those going off duty that week, came to Jehoiada the priest. He gave the captains King David's spears and shields, which were in the temple of the LORD. And the guards, with drawn weapons, lined up from the southern to the northern limit of the enclosure, surrounding the altar and the temple on the king's behalf. Then Jehoiada led out the king's son and put the crown and the insignia upon him. They proclaimed him king and anointed him, clapping their hands and shouting, "Long live the king!"
