To Knowledge and Wisdom
Saitama is pretty smart in ways that matter. He has a strong moral compass, and doesn't let people easily dissuade him from what he thinks is right.
The problem is that he doesn't seem to fully understand why he thinks the way he does. His beliefs are heavily influenced by shows he watched as a kid and how he interpreted them, in a way that is very reminiscent of Garou's history with a popular hero show of his youth. Their own experiences and what they thought of certain characters shaped the mindset they hold towards "heroes" and "villains", changing what those words mean to either of them.
Simply put, Saitama has a certain base of knowledge, but he is not wise, his view of the events in his life has long been set in stone, and he is unable to examine and determine what his actions say about the person he is and how his mindset can affect others, for better or for worse, and trust me, it could be a lot worse. We are lucky to have a Saitama whose morals generally have a positive effect on others, but the world around him is quickly growing more complicated than "be a good person, don't be a bad person", and the unexamined simplicity of his thought process leaves room for others to do some interpretation of their own.
King sees Saitama as a fundamentally misguided individual whose inability to level with the emotional state of himself and others can only lead astray those who seek power in his footsteps.
Genos worships Saitama as an ultimate specimen, lending purpose to thoughts and ideas that simply were not made to consider him or anyone else.
The power Saitama holds only grows stronger and more dangerous as his prowess is discovered by others, because the image of the world he impresses upon others is the same as the hero shows he used to watch as a child: it lacks meaning and depth in a way that makes it all too easy to misinterpret for one's own self interest.
In this way, we are unlucky, as the consequences of his influence over others continues to build into a monstrous chain of horrible events just waiting to go off.

Thinking perhaps that God Garou's realization was not that he was the world ending threat, but that he had *triggered* it, woken it up from a slumber in which it had believed itself emotionless until suddenly reminded how powerful feelings can be when you remember how to open the floodgates.
Would make sense of why he believed the crisis averted merely by sending Saitama back in time. It doesnt matter if Garou goes on to become the ultimate evil again, so long as it doesn't happen here and now, while this man is here to witness it. A few heroes lost is nothing to what happens when wildly swinging a stick about wakes the bear.
Who's gonna tell Saitama he's THE threat level "God"

And then you'll scroll down a few posts and see someone saying "I'm a fucking God of art man, ya'll can't touch what ai can do no matter how hard you try" and show you a 1000 year old anime girl that looks like she's ten but has massive boobs, eleven fingers, and no eyes.

I would have preferred if Garou had kept his memory after the whole time travel adventure, and managed to do something Saitama and Genos hadn't: realize that Saitama is a problem.
I wish garou would have run off into the jungles like he did in the webcomic and just gone absolutely bonkers with forbidden knowledge, finally seeing that every big conflict comes to a head with this bald man, and how that isn't a good thing because that means the only thing standing between humanity and the kind of havoc people like himself try to wreak every day is a man who never gets there in time, never learns, and never changes despite having fended off such world shattering enemies several times before.
Can you imagine Garou being chased out of the town square because he's there with a megaphone telling an absolutely insane story about him being radioactive and getting knocked the fuck out by a god egg?
It's funny, but also could have so many interesting story repercussions; the Hero Association, who laughed Genos off, now have to rethink their entire approach to everything because the guy who was kicking the shit out of their heroes two weeks ago now wants nothing to do with them and is instead running around freaking out about the same story Genos told them, with the caveat that he doesn't think Saitama's supposed strength is anything but a ticking time bomb.
Genos would definitely end up hearing about what Garou is up to, and have to wrestle with his jealousy, his suspicion of Garou, and his attachment to Saitama if he is going to eventually team up with the only other person who knows the full extent of the truth about Saitama's power in order to prevent the doom Garou predicts will come about should other forces as powerful as the hero hunter was continue to challenge Saitama.
And of course, running around town doomsdaying is sure to catch the attention of Bang, who has no idea what to do with Garou anymore, the attention of the general population, who are going to flip their shit when the "ultimate evil" suddenly changes his mind about killing them and is trying to warn them of an even more ultimate evil, and also the attention of the exact kind of challengers Garou is trying to warn everyone about, who no doubt will be drawn to Saitama the way people who learn of his power often are.
I just think it could have been a real domino effect type deal. That being said, I'm not wanting ONE and Murata to change what they have in mind for the story. Somehow I get the feeling that the experienced writers and artists who have brought us countless other great stories have a better idea of how OPM should proceed than a guy with a Tumblr account and a dream.
