In retrospect, looks like this was foreshadowing the Shie Hassaikai Arc as well as All for One. I'm also really curious about the internet rumors about All for One. To an extent, it's probably mostly things that All for One would allow to spread about him because until at least 5-6 years before canon he basically ran the criminal underworld.
Also that line "when a person has power, they instinctively seek a way to use it." All for One says pretty much the same thing as a justification when he was in Tartarus (around the time he refused to return search to Rag Doll). In this context, it sounds like All Might is agreeing with All for One and hero society overall that some quirks are inherently villainous.
And this idea that naturally villainous quirks exist clearly clashes with Izuku's worldview. Izuku most likely could not have articulated this disagreement well at this point in the story, but it's unfortunate that there was never any conflict between All Might and Izuku concerning this core difference in their values.

Shigaraki mom lives au she would be exhausted from baby AFO constantly biting off more than he could chew with fights and coming crying to her after it becomes too much for him
Baby afo gets his ‘don’t worry mommy is here’ hugs, but also he’s scolded and grounded whenever his misbehaving leads to the fact that she has to spend extra sources on washing his clothes and cleaning the mess he leaves, because obviously it is not the baby but his mom who has to deal with it. Growing up he learns how to not get spotted eventually so he won’t disappoint his mom
However afo comes to her to whine and complain about how unfair things are as an adult as well

I’ve always thought about the internet in a hundred years time. As we all know, the internet doesn’t really erase things, and if it can, probably not easily.
What if things get buried so deep there’s a new sub field of archeology? Just doing their thing and digging for memes. Honestly, is this practical? I don’t know. I’m not tech savvy and I’m definitely not an archeologist.

Glad to see this little plot hole again! I have a question in mind (maybe a few), but my comments on this post first... this is a bit long, sorry.
Unfortunately, I don't think anything pertaining to Midoriya will be added here. The story has moved on, and I don't know how bringing up that a noumu was actually a past bully of Midoriya would add to the story at this point.
It's important to mention that the flying noumu's identity was only revealed (hinted, but practically revealed) in the extras of volume seven of the manga.

And of course, we know he's related to Garaki (or "Dr. Tsubasa").
Now. Saying that, I strongly believe Tsubasa's identity reveal and Garaki's connection to him is not irrelevant to the story. Just probably irrelevant to Midoriya's story (maybe, we'll talk about that later shh...) I don't think anyone really believes that Horikoshi would just give this to us for nothing. He says he plans to "...spell out all the details on the story of the noumus when I can". This may have just been a crumb for the readers letting us know we'll get more noumu sciency lore later, and it's going to be more than just weird amalgamations (which we find out later in the story with high ends, quirk science via Garaki, people being malformed together, etc.).
Now. Down to the actual reason why the post caught my attention and why I even wrote all this...
OP said some really interesting stuff that I liked. All of it, actually, I liked. I'm going to list four points I want to rant about. Forgive me <3
A) All For One sending Tsubasa to Hosu specifically for Midoriya/All For One's half-baked attempt to kidnap Midoriya.
B) The ambiguity of exactly when All For One knew Midoriya was the successor (obviously some point before Kamio).
C) Aoyama and All For One connection.
D) Midoriya, Tsubasa, Garaki, and All For One.
A. This ties in with talk point B a bit because we need to assume All For One already knows Midoriya is the successor at this point to mindfully make any move towards him. I will assume All For One was already fully aware of the fact and will explain why in point B.
It never really crossed my mind that All For One could have intentionally sent Tsubasa to Hosu for Midoriya. This is pretty much the part of OP's post that caught me on the most. I like the idea and it's fun to think about. However, Tsubasa may have been more closely described as a way to shoot fear into Midoriya, if All For One was really involved at all. I personally don't think All For One had anything planned with Tsubasa in terms of his connection to Midoriya.
Tsubasa had a wing quirk, interesting and easy to experiment on with your silly little flesh amalgamations, especially if the child has a close connection with your evil sidekick. Convenience. Tsubasa was probably one of the noumus they had on hand, and a winged one at that. They probably wanted to test out a variety of noumus during Hosu. There's most likely a lot more noumu lore that I don't really want to go into, but what I'm trying to say is that this was an experiment. It was coincidental that it so happened to be Tsubasa, who recognized Izuku.
The major point I want to make here is All For One's care towards Midoriya. Of course, we all know All For One is all about One For All. Besides being the Demon Lord, it's his true goal. But he could zero crap about Midoriya himself. All For One says that Midoriya was a mistake successor in the manga. Not only that, if All For One wanted to kidnap Midoriya (to hold him while Shigaraki gained enough power and hatred to steal One For All I suppose) why not during the Camp? Midoriya was right there, but Bakugo was taken according to Shigaraki's wish, although kidnapping Midoriya would have been more logical for stealing One For All.
(I can't find when All For One complained about Midoriya, forgive me ;-; It was during their confrontation in ShigAFO's and One For All's mindscape when One For All was trying to be stolen)
B. Don't worry, not all the points will be that long. This one is relatively short, actually. I'm a solid believer that All For One knew that Midoriya was the successor as soon as he saw him on screen at the sports festival. Even if All For One's "detect quirk factors" part of his power didn't work through screens, come on. One For All has been the object of his obsession for, like, a century-ish. He is going to be able to recognize it, regardless of the green sparkles and breaking bones.
C. Ah, Aoyama and All For One. I wanted to add this just for one thing, really. Aoyama got pretty attached to Midoriya, and I wonder if Aoyama ever talked about him to All For One? I don't fully think so, because Aoyama is still obviously rooting for the heroes, but I did entertain the idea of Aoyama bringing special attention to Midoriya for All For One in the first place.
D. They are all connected. I'm talking about Midoriya's childhood here. Obviously, Tsubasa and Midoriya were bully and bullied, Garaki was (still was before Hospital Arc?) Midoriya's doctor, and All For One had a connection to Midoriya due to his connection to Garaki. Friend of a friend type deal.
(By the way, we're throwing anything about Dad For One out the window. It's a fun idea and some killer art but I will die on the hill of no Dad For One.)
This connection has already been established, but I just wanted to say I think this is the major plot hole right here. I want to know more about Tsubasa and more about Garaki.
Was it all a coincidence that All For One's doc was also Midoriya's? Probably. Garaki probably didn't even care about some little quirkless dork (if Garaki was still Midoriya's doctor when he got One For All, then that's another way how All For One would've known Midoriya was the successor).
Anyways, sorry for that? That was pretty fun even though it probably sounds like a bunch of rambling words and nonsense. I'm trying to practice more with my writing. Anyways, thanks OP! This was fun.

Still frustrated there wasn't more done with this. All for One sent a noumu that knew Izuku's face into Hosu, but this is never addressed again. This could be taken as further confirmation that All for One at least highly suspected Izuku was the One for All successor (at least enough to start some half baked kidnapping attempts). Because this is how someone would do that in a way that the heroes wouldn't become suspicious. No one was going to think it was part of an elaborate plot that a mindless monster grabbed a specific kid out of a crowd.
The biggest stretch here is why All for One thought Izuku would be in Hosu in the first place. Sure All for One would have known it was UA's internship week because of Aoyama or any other connections he had to any hero agency involved in the process. And he would know that Ingenium's brother was in Class 1A. So it likely comes down to All for One believing in people's emotions, and All for One of all people knowing how drastic a person can act when their family is involved. Since it was likely Iida would do something impulsive near Hosu, there was at least some potential Izuku could also end up in Hosu.
Maybe something will be revealed in the recent chapters concerning the Tsubasa noumu situation. Otherwise, the connection between Garaki, Tsubasa, and Izuku is just a massive waste of a potential plot point
