Let’s talk about the powerful moment that happened for the Doctor and Rose in “Dalek”
Here’s a quote from the novelization:
“He’d sacrificed his own race, he’d sacrificed everything he thought he was, what had made him the Doctor. His own conscience. What would that all count for now, if, at the final throw of the dice, he couldn’t sacrifice his best friend into the bargain? A human girl. Just a human girl.” - Dalek by Robert Shearman
Not only did Rose herself tell him during the Slitheen attack that she wanted him to put the good of the world before her, but now he was faced with a Dalek. The same species that caused him to destroy his own race. If he couldn’t sacrifice Rose then the Dalek would be set loose to destroy earth and possibly more planets. His entire sacrifice of his own people would have almost been wasted. A lot was at stake.
But notice, he could only risk Rose’s life because when he shut the door the first time, he had believed she might’ve made it through. He didn’t do anything that would’ve killed Rose for certain, he was only capable of taking a risk. When he goes through the turmoil of thinking she’s dead but then finding out she made it, there’s no way he could take an action that was guaranteed to kill her. He releases the Dalek. He couldn’t do it. Not even to save the rest of the world because he believes his act might cause the Dalek to spare Rose. In fact, I believe that the only reason he could close the door in the first place is because he thought she at least had a chance to get through on time.
So even though letting a Dalek loose might’ve undermined the entire sacrifice he made to end the time war, he did it anyway. Because as the Dalek put it, “what use are emotions if you will not save the woman you love.”
The Doctor is consistently incapable of taking any action that would guarantee Rose’s death as long as there is any chance of an alternative that would keep her safe. And he’s almost incapable of putting her at any serious risk at all. I’m not sure he ever admitted it himself, but Rose meant more to him than the entire planet. Possibly the universe.

I just listen to everything she says because before I had a girlfriend, I never had someone to stand next to me who can just point out the obvious things that are happening**. Like we'll be in a resturant and my girlfriend, will be like "You ordered your food an hour ago, it should be here by now 😒" and i'm "YEAH it should 🤔!" It's like having a lawyer for everyday life. She'll be like, "The bus driver shouldn't talk to you that way🤨!" And i'm like "NO he shouldn't!😤"
