Last December 07, 2019, I had the opportunity to visit a quaint and small barangay in Montalban, Rizal. Barangay Kasiglahan has had a slow but steady progress in the years that have passed by. Most of the families that live in Kasiglahan were actually relocated there because there was a demolition that must take place in their former respective areas. In an article I found online dated in the year 2013, one of the first settlers in this barangay admitted that relocating had not been an easy feat. Yes, concrete houses were established for them to settle in, but during the initial years, having electricity and potable water was a difficult necessity to acquire. It was also stated that most of the people in the relocation site stayed poor because they were given no opportunities to have a source of income. The first few years of relocating were definitely a dark time. However, when I saw the the area for myself, things actually seem to have progressed.
Residents are now able to earn a living because of small businesses like that of a sari-sari store or repair shops. There were also a couple of wet markets and carinderias along the way.
I was quite surprised to even see a hardware store in the vicinity. A school has already been established and quite a few computer shops that are packed with adolescents can also be seen.
Aside from these services, they also have a specific area where they could inquire about a livelihood training program of their choice. This gives ample job opportunities to those willing to have a source of income.
Despite these positive changes that have been introduced to the community, calamities and hazards can still occur that could eventually harm the well-being of these families and individuals. According to the guide, it was quite a flood-prone area if there is no immediate remedy to the situation.
After a few minutes of walking, I spotted that they actually have a sewage system nearby. Although it sported a foul scent and trash seem to be thrown at a regular basis there, I appreciated that there was a presence of such solution to floods and the like.
Once again, after a few minutes of exploring the area, I was also pleased to see a fire hydrant in one of the corners of the many streets that comprised this barangay. This shows that albeit this community may seem unprepared for danger, the presence of fire hydrants prove otherwise. This local community is aware of the precautions that must take place whenever unexpected tragedies happen.
In order to be aware of the possible risks that may occur, the community makes sure that they are updated with the latest news regarding the weather. This gives them time to prepare the essentials in order for them to be able to survive. They know that their gathering area would be near the gymnasium that was built to withstand heavy rainfall.
Barangay Kasiglahan has proved to be resilient in the multiple problems that the community has faced. It will just continue to prosper and develop in the many aspects that a place must.

HAZARD IDENTIFICATION (Pagtukoy ng mga Bantang Panganib)
1. Ano-ano ang mga kalamidad/hazards na tumama sa ating barangay? Paki-kwento.
Ano mga baha kaya nag papagawa kami ng mga drainage system dito tsaka ngayon nabawasan na yung mga nakawan kasi naglilibot kami
2. Ano ang iba pang mga panganib na nakaapekto ng matindi sa ating pamayanan?
Ngayon corruption talaga eh wala naman kami nyan dito
3. Paano nalalaman na may parating na bantang sakuna? (maaring siyentipiko at/o lokal na palatandaan at babala)
Lagi lang dapat nakabantay sa balita at dapat kilala mo ang mga tao sa community nyo
4. Gaano kadalas ito nangyayari sa ating pamayanan?
Alin? Yung mga bagyo? Eh madalas kasi daanan ng bagyo bansa natin eh
VULNERABILITY, ELEMENTS AND PEOPLE AT RISK ASSESSMENT
Saan ang may pinakamatinding mapipinsala? Bakit kaya ang mga lugar na ito ang may pinakamatindi ang pinsala?
Sa mga mabababang lugar kasi sila unang lumulubog pag may bagyo eh
Kung tumama ang mga bantang panganib, sinu-sino kaya sa ating lugar ang pinaka-maaapektuhan? Tukuyin ang ilang mga tao. Bakit kaya sila ang pinaka-maaapektuhan?
Dyan sa Lugam kasi mababa dyan
Ano kaya ang epekto ng pagtama ng sakuna sa mga tao, pangkabuhayan, serbisyong panlipunan at imprakstruktura ng pamayanan?
Yung iba pinapasukan ng tubig yung bahay tsaka dyan sa bukid nasisira yung mga tanim nila
Saan ang pinakaligtas na lugar sa pamayanan kung may bantang panganib na dumating?
Merong nakalaang evacuation center para sa kanila kaso medyo malayo pero alerto naman kami dto kung sakaling malala
Saan naman ang pinakadelikado na lugar sa pamayanan kung may bantang panganib na dumating?
Doon nga sa mabababang lugar
Anu-ano ang mga suliranin/problema na kinakaharap ng barangay na humahadlang sa pag-unlad ng pamayanan at pumipigil sa pagbangon mula sa pagkasalanta ng mga kalamidad?
Yung mga matitigas na ulong mga tao pero di naman maiiwasan yun minsan kailangan nalang talaga magpasensya tsaka nandito naman kami paraa maglingkod
CAPACITY AND DISASTER MANAGEMENT ASSESSMENT
1. Ano-ano ang ginagawa ng pamayanan at barangay sa paghahanda/pag-iwas at kung sakaling may mga bantang panganib tulad ng bagyo, baha, lindol na dumating?
Dyan sa may papuntang simbahan diba ginagawa yung daan? Tinataasan naming para kung may bagyo at tsaka dapat laging handa sa oras ng mga sakuna
2. Ano ang nilalaman ng plano ng Barangay pagdating ng sakuna? (kung kaya hingin o hiramin ang BDRRM Plan, Hazard and Safety Map, Barangay Projects for different sectors like Youth, Women, Children, Elderly, Poor, PWD etc.)
Meron tayong mga seminar tungkol sa paghahanda sa mga sakuna at sinisigurado rin nating ligtas ang mga tao sa panahon ng mga sakuna
3. Sa kasalukuyan, anong programa, sistema, gamit, pasilidad o kakayahan meron ang barangay na makakatulong sa mga tao , serbisyo at kabuhayan na makabangon mula sa epekto ng kalamidad? Isa-isahin natin.
Ngayon proyekto ng ating captain na meron na tayong sariling ambulansya dito para sa mga aksidente
4. Sino ang mga taong namamahala sa paghanda, pagharap at pagtugon sa kalamidad?
Kami lagi kaming on call pag may mga kaganapan at sa awa ng Dyos marami naming volunteers lalo na sa mga kabataan ditto samin
REFLECTION
I believe being prepared for calamities and the likes requires the collective effort of a community. The leaders create safety measures that would benefit the whole barangay and need more appreciation. Being prepared requires an active mind and the ability to stay calm and follow protocol. I am fortunately part of a community that has leaders that genuinely care for their people and I only learned it through this activity.
