I'm seeing people assume that the Zwei identities are made deliberately to distract from the silence of PM, but knowing how GameDev work, it's likely not the case.

Making a character in a gacha is still a lot of work, there's the concept, art, animation, line recording, coding, playtesting, and all that. You can't really make it in the span of one week. If you look at other gacha, the characters are announced months before their release (years in the case of Arknights Pink Cat).

Likely PM was already working on it before the announcement of the current event, so it wasn't "Designed" as a distraction. But they still release it so shortly after their "announcement" because they want to project an image of "everything's fine, we're working as usual", which is still a questionable move and give the impression they want things to blow over.
