'Popular' works on so many levels. First, it's a fun makeover / bonding scene with a banger melody. Then, it states the premise of the story; fascist dictators are far less competent than their propaganda makes them seem, and gaining absolute power is really just a glorified popularity contest.

Also, there's gay subtext, which is awesome.
