This was the message that BNHA needed going into Act Three when it decided the focus would be on saving the villains.
The School Festival Arc with Gentle first presented the idea that it was possible for a villain to change for the better with time, effort, and the desire to do so. And Act Three was also intended to show that with that same effort from everyone, society could change for the better.
So it was jarring in Act Three when at least two of the villains marked to be saved (Shigaraki and Toga) demonstrated the desire to change/become a better person for others and were still abruptly killed off while being branded with the label of "villain"

A fun fact - I made a very similar piece 5 years ago, in 2019, that became a charm as well. It is not a redraw, I simply love certain subjects in art and, of course, end up repeating them - hugging, sky and floating are easily my top three djdjd. also COMPLETELY unrelated but when people talk abt stuff like quirkless vigilante izuku and whether toshi would be for or against it (generally they paint him as against it because it's usually an all might bashing dadzawa fic COUGHS who said that) i feel like people miss the obvious
girl he WAS that quirkless vigilante. anything he'd say about that would come from a place of having tried to BE that quirkless vigilante at FOURTEEN YEARS OLD. not get into ua. not get mentored. toshi's goal was to STOP CRIME with a LEAD PIPE and NO QUIRK

This is the dynamic that was missing from the final Deku versus Shigaraki fight. Izuku and Gentle's initial confrontation is marked by immense mutual respect for the other's resolve while still refusing to bend due to their inherently conflicting objectives. They both spoke about their hardships and ideals with one another and acknowledged the value of each other's dreams while having a flashy all-out shounen battle.
In fairness, Shigaraki did talk about his suffering and resolve in their final confrontation, but it felt unsatisfying because Izuku hardly responded and never reciprocated. And while BNHA pushes back against the concept of saving a person with the "he is just like me" logic, Shigaraki was looking for mutual understanding. He wanted to commiserate with Izuku at least on some level since Act One during the Mall Scene. He overcame his hatred because of the bonds he created with other people. Shigaraki was the type of character who grew through the connections he made with others, so Izuku avoiding emotional connection was a recipe for failure.
