As a member of the Beiyang Government, I apologise for our inaction towards these pressing issues. I was truly moved by Zheng Zhenduo's article, and I assure him that we are in the process of passing multiple bills in order to improve the welfare of those same slums you came from, to strengthen our foreign policy, and to improve our education system to ensure that everyone in China has the same standard of education as we once did. I am also pushing for improvements of health in China to block out sickliness.

Honourable sirs,
I am Zhang Qian, and I represent the interests of our industrialists and business owners. In view of current protests, I would strongly urge the government to carry out reforms quickly. Our business community would not want such protests to develop into violence. It would not only affect our business, and most importantly will negatively impact our beloved country’s economy. Furthermore, potential violent protests would cause more discontent towards the government. Since reforms are the only way to prevent violence from happening right now, I strongly urge the government to put infighting aside and work together to address the concerns of our people.

We, the Students and Labourers, can tolerate this disservice no more!
You, the government, have pushed us over and toyed with China's interest time and time again, this time even threatening to sell out Shandong, my ancestral hometown! You speak about representation and the hope of a better future, but all of this is bullshit.
You claim to be a representation of the people, the ones willing to listen to our voice. You have failed us again and again. You slimy, power-hungry wrenches, you have given up on the betterment of China and sold out to those foreign pigs. you are a disgrace to you, yourself, and your ancestors.
The foreign powers eye our motherland, waiting to snatch of a piece at anytime. If Shandong were to be gone today, which province would it be tomorrow? Let my death be a wake up call for the government. Glory to China!!!!!!!!

Press Release from Lu Zhong Yu, 04/10/1919:
In a statement made by Lu Zhong Yu, Chief of the Currency bureau, has announced the setting up of a task force and the establishment of third party audits of the Currency Bureau to deal with the corruption amongst government officials. He also states that, "Initial findings in the audits have shown that the Currency Bureau has shown negative results, with no findings of dubious activities", and ensures that corruption will be dealt with. Ending the interview, he calls upon the public to give him a second chance and states that he will do everything in his power to develop China's Economy.

Anhui Clique’s Collective Action on the Internal and External Affairs of China
Recognising the legitimate concerns raised by the protestors,
Understanding the precarious situation for China,
Deeply concerned about the state of China’s Army,
Hoping for a united China,
Stubborn for a change for a better future,
Members of the Anhui Clique hereby declares the following clauses as Anhui Clique’s Collective Action on the Internal and External Affairs of China:
Article 1: Internal Politics:
Concerned with the constant finger pointing of faults around members of the Anhui Clique such as being corrupted and weak, which affects the productivity of the Government,
Thinking that a united front is essential for progress,
Will hereby list a set of directives to be jointly implemented, known broadly as the United Front Policies (UPL)
United Front Policies:
Section 1: Creation of a Cabinet Chamber
1.1 Cabinet Chamber will be amongst the Anhui Clique headed by Xu Shu Zheng to allow fruitful discussion in the resolvement of political issues within Anhui Clique members.
This Cabinet Chamber will function like a normal parliament, where the Speaker will be Xu Shu Zheng and relevant members of the Anhui Clique can discuss accusations within the Anhui Clique in this Cabinet Chamber.
Section 2: Creation of Worker’s Task Force
2.1 Formation of a workers Union would be supervised by Duan Qirui and headed by Duan Zhi Gui and Lu Zhong Yu. This Union will look into the concerns by the workers such as insufficient pay and abuse by their bosses. All in all, this taskforce is to focus on improving the conditions of the workers and boosting our approval ratings, with funding given by Lu Zhong Yu.
Laws and Regulations (Student Unions and Protestors):
Section 1: Creation of Student Unions’ Special Committee
1.1 Student Unions’ Special Committee is to be headed by Duan Qirui himself, co-headed by Xu Shu Zheng, to look into the concerns of Student Unions.
1.2. Under the Special Committee, Duan Qirui and an alternating panel of leaders amongst the Anhui Clique like Xu Shu Zheng, Duan Zhi Gui, Lu Zhong Yu and Jin Yun Peng are to meet with Student Union representatives at least twice a week to discuss about upcoming and current issues.
Section 2: Legitimizing concerns of Student Unions
2.1 All leaders in the Anhui Clique are to jointly acknowledge the concerns given by the Student Unions, such as the corrupted Government, foreign imperialism and unequal treaties. By acknowledging their frustrations, leaders of Anhui Clique would have shown willingness to engage in meaningful dialogue.
2.2 Highlight the Anhui Clique’s concerns to the Student Union, and persuade them to refrain from acting rashly for the following reasons: 2.2.1 Acting rashly will cause further economic loss for the country, worsening the social economic crisis China currently faces.
2.2.2 Overthrowing the Government will only open the door for foreign interference and armed conflict by foreign powers.
2.2.3 Emphasize that Duan Qirui had not given Shandong away in exchange for money; rather, he accurately predicted that Shandong would have fallen to the Japanese regardless, and the Nishihara Loans were the only benefit China could rely on to lessen the impact.
Also emphasize that the money had been fully channeled to the Beiyang Army including Beiyang Army 2nd Division, which falls under the command of the Beiyang Army Commander, who is a Zhili Clique member.
2.3. Persuade Student Unions to withdraw their support for Zhili Clique and the President and the Premier Xu ShiChang and Qian NengXun respectively for the following reasons
2.3.1 They have been plotting against members of the Anhui Clique and thus destabilizing the Government.
2.3.2 Plotting to work with the United States for support, even though the U.S. has previously failed to deliver their promises in returning lost land to China, which ultimately allowed Japan to seize the lands.
U.S. also has a history of imperialism and is highly likely to act against China’s interest in the long run.
Article 2: External Affairs:
Knowing the importance of working with the correct foreign parties,
Afraid of being sabotaged by officials secretly working alongside with foreign forces,
Well aware of the consequences of such irresponsible actions,
Will hereby set a list of regulations to be jointly implemented, known as the China’s Foreign Interference Countermeasures Act (CFICA):

Section 1: Creation of a Foreign Affairs Committee
1.1 The Foreign Affairs Committee is to be headed by Jin Yun Peng, who is pro- working with other countries. Duan Qirui is to have executive powers in this Foreign Affairs Committee, and can step in at any time to assist Jin Yun Peng.
The Foreign Affairs Committee is supposed to actively reach out to allies in the region to partner with them to gain economic support in exchange for minute sacrifices, such as Japan, Britain and other countries. Financial resources gained will be used to improve living conditions and healthcare. A portion of the resources will also go directly to the military, where it will be used for the recovery and expansion of the military. Jin Yun Peng is to be in charge of handling these funds.
1.2 Under Japan,
1.2.1 To fortify the position of China’s army, we need to first persuade Japan to provide us with financial and technological support. One of Japan’s main goals is to be recognised as a nation equal with the other western victors of the war. Hence, we could persuade them that by teaching our army, it goes to show how powerful their military is because they share their knowledge with us abt their advanced military doctrines.

Extract from The China Times, 01/04/1919:
The Treaty of Versailles not only signalled the conclusion of World War I but also had far-reaching effects on China, especially with regard to its sovereignty and territorial integrity. Despite China's valuable contributions to the war effort, its interests were disregarded. The Shandong Peninsula has been handed over to Japan instead of being returned to its rightful owners. Since then, the Beiyang government's perceived inaction has left many citizens feeling disillusioned and frustrated. It is a shared sentiment amongst those opposing the signing of the Treaty that the Beiyan government has failed to effectively protect China's sovereignty and national interests. The student activists argue that China's immense contributions during the war should have earned the nation greater leverage in post-war negotiations, rather than being overshadowed by the interests of other major powers. Will China see an uprising against the government and will students take to the streets over this matter?

Internal Report Circulated Within Beiyang Government, 25/01/1919:
There is growing unrest among the working class. In places like Peking, Shanghai, and Wuhan, there have been an increasing number of strikes. Many are unhappy that the upper class and government officials are not doing more to improve working conditions and mitigate rampant corruption. According to our sources, an example includes a Wuhan clothing factory: The owner of the factory takes away workers’ daily pay if they do not meet the daily clothing quota. They have reported this to their governor many times, but nothing has been done. 
Out on the streets, there are banners calling for lower tax rates and increased accountability from government officials. It seems like such dissatisfaction will snowball if no drastic action is taken.
