While we’ve seen a glimpse into the Inspector’s childhood (two very different instances),

In ‘After the Drought’, the Inspector implies that Salieri was replaced by a time traveller,
as a means of explaining how the Bootstrap Paradox works, though they imply they weren’t actually Salieri.
‘Oh, no, I would never do such a thing. Salieri was quite mad, you see.’

The fact that Infinity Knights, including the Inspector, have no heart was initially included as a way to make the titular character more alien than they appeared.
It was later retconned into their having no such organ as an explanation for why the Third Inspector was less-than-eager to take actions that required a lot of movement. Even later, it was changed to be why the Inspector needed to be fleeing all the time.

At least when it comes to portraying the programme’s history,
Inspector Spacetime doesn’t force the story of its creation into actual episodes of the programme. No, IS just creates non-canon specials, like The Spacetime Adventures.
