turned out to be a signal sent by the Infinity Knights to haunt the Sergeant, in hopes that he would bring them back into normal spacetime.

In ‘After the Drought’, the Inspector implies that Salieri was replaced by a time traveller,
as a means of explaining how the Bootstrap Paradox works, though they imply they weren’t actually Salieri.
‘Oh, no, I would never do such a thing. Salieri was quite mad, you see.’

The fact that Infinity Knights, including the Inspector, have no heart was initially included as a way to make the titular character more alien than they appeared.
It was later retconned into their having no such organ as an explanation for why the Third Inspector was less-than-eager to take actions that required a lot of movement. Even later, it was changed to be why the Inspector needed to be fleeing all the time.

since they lived off the energy generated by the rushing waters.

The Inspector regularly complains that the EASP system has gone offline for no apparent reason,
only for the BOOTH to suddenly transport herself away from danger, leaving the Inspector and their Associates exposed to said threat.
