Gerard wears gloves. His hands are covered and hidden. He cannot touch or move or control things, because he is controlled, not controlling.

And the others, their hands are free, because they play instruments of course. But they don't have microphones or props like Gerard or specific focus like the Dictator. They have hands for their work but not voices to rebel.
