I watched the Chicago musical at the time of drawing this and thought of the BRILLIANT idea of what if "the cat jail warden was just as evil as his sister?"

So now I have the idea of him having the prisoners pay him for extra free time or special delivery from the outside and Petey tends to be his favorite cuz he's evil and he pays him well.
