Her name is Valerie

Description and what’s written in the first and second photo under the cut (Warning: Long)

Valerie is a toon who was scrapped from the show because she was made to teach kids how to deal with anxiety and not bottle their emotions up, but Valerie ended up bottling up her emotions, leading to “explosive” outbursts. Valerie’s only friend during the “explosive era” was Finn, who wasn’t afraid of being burned. Valerie has since gotten better at managing her anxiety and is mostly succeeding at mending bridges, but some of the more flammable toons are still afraid of her. In her free time, Valerie likes reading Greek and Roman mythology (sometimes with Dazzle) and cracking fish jokes with Finn, as well as petting Pebble and Coal.

Ability: Pompeii, Active. This toon can use her ability to have one twisted near her lose interest in any toons for three seconds and the targeted twisted’s speed is reduced by 10% for 5 seconds after the blindness wears off. 120 second cooldown.

Trinket: Twisteds will pay attention to you less by 10% [Theres no name on it, because all I can think of is “Flyer on how to do square breathing” which is way too wordy]

It's really just not fair how obviously the world devalues arab lives. All these news stories call the pager explosions as "impressive"... it's just not fair. I don't know how else to say it. It's not fair that arab deaths are celebrated on an international scale.
