I'm experimenting with levels of detail to get the balance between the darker and dirtier reality seen in a Fallout project, and lighter and simpler style of a Steven Universe project.

Barbara and Sadie Miller live in Vault 129. Both of them work in the administration department. They handle the daily running of the vault; allocating resources, scheduling maintanence, dealing with rtequests, requisitions, and complaints from vault residents before bringing the paperwork to the Overseer to be signed.

Descendents of the Fryman family who continued to live on the surface after the war:
Pete Fryman, grandson of Peedee Fryman. He runs a food stand in the market of the Beach City settlement. He does a lot of trading with the Barriga family for fresh produce to cook.
P.J. Fryman an ordinary wasteland kid. He does his best to have fun with other children and stay out of trouble. Occasionally he helps his father at their food stand. Steven considers him a friend. He has had only minimum education but knows enough to be able to read.

The Pizza family live in Vault 129. Kofi and Nanafua Pizza run the vault cefeteria. When his daughters were younger they also helped, but since they took their GOAT they have begun training in other duties.
Nanefua Pizza was born in the vault. She’s a very playful old woman who enjoys joking around with her friends and family. While her GOAT showed she had intelligence to go into administration, even the overseer position, it was slightly beaten out with a score that showed she would be better suited to food services, although it was close. Many years later her son, Kofi, took over running the cafeteria. Nanafua spends her days in semi-retirement, helping out whenever she feels like it
Jenny Pizza is a chill, fun-loving teenager. Like most teens, she shirks her responsibilities to hang around with her friend, Buck. According to her GOAT she is suppsed to be on track to be the vault chaplin, although she claims this is only because she answered the questions on the test randomly.
Kiki Pizza is a kind teen with a comical side. She liked to help her dad in the cafeteria before the GOAT put her on track to be the vault’s fitness supervisor. She will be in charge of ensuring all vault residents follow the vault-tec approved physical fitness program. Also she will coach the little league team.

Buck Dewey is a resident of Vault 129. He likes to keep everything casual from his appearance, to his life in general. While his G.O.A.T. (Generalized Occupational Aptitude Test) states that he should be training to become a vault physician, he states that he doesn’t believe in testing and wants to find his own way. As a result he tends to slack off on his duties to play music and hang around with his friends.
Bill Dewey is the overseer of Vault 129. Most of his duties are left to the administration department, so at first glance it can appear that he’s actually doing a good job running the vault. He believes it's his job to keep the citizens feeling calm and secure, so he often sets up various diversions such as ice cream socials, sock hops, talent shows etc. He is (supposed to be) the only one with access to the vault door chamber, as the overseer is going to be one to open the vault door after the 200 year isolation period has passed. A duty he knows will be left to his sucessor as the vault has only been closed for 84 years.

The Barriga family are farmers. They live on the outskirts of beach city, in a barn which they have converted into a home. They and their many farm-hands grow all manner of crops like Tatos, melons, pumpkins, carrots and corn. Most of the crops are traded for any other supplies they require. The farm is sometimes a target for raiders looking for a quick and easy score of food. The place is mostly protected by Hank, whose presence is usually more than enough to deter any attackers.

Jamie lived in pre-war Beach City before he had a break as an actor, mostly bit-parts and small roles, mostly on TV but he was starting to get some movie roles by the time the war was starting. Afraid that the war would lead to his death, or worse, end his career as an up-and-coming actor, he heard rumours about a procedure that would put his brain into a robotic body. With it he could survive the war, enabling him to continue his acting career once society had rebuilt itself. He fell for the scam, spending all of his fortune to go through the operation. Only then did he learn what kind of robotic body he would be placed into, but it was too late. He returned to Beach City post-war, taking many years to travel across country from Kansas to Delmarva. At some point his chassis suffered the same fate as all the other robots in the area and was graffitied by Amethyst. He still likes to entertain people and acts out various scenes, sometimes entire plays, albeit in an adbridged form, the best he can when it’s a one man (one bot?) show.
Hank was a champion of Beach City’s underground wrestling league, known as Handsome Hank in the ring. When the war came he joined the army to fight for his country and wound up taking part in a military experiment to create a super-soldier, mutating him into his current form. He retains his personality and most of his intelligence from when he was human and can carry out a civil conversation, although he is a little quicker to anger than he used to be. His vanity is completely intact and he wears an old wig he found to hide his bald head. You do not mention the wig! He  works as a sentry and does odd jobs for the inhabitants of Beach City. Although some people steer clear of him, he does not seem to mind.

Kevin is a member of the Unchained (Sour Cream’s gang). He is a odd man in the group. He is less about the basic partying and having a good time and more about really enjoying the finer things left in life. He wears an expensive suit he salavaged from an old store, customised metal armour, and always carries a pipe-pistol he made himself.
Amethyst travels with a raider gang known as the Wild Children across the wasteland. They always look for supplies and, more importantly, good times. Even though Amethyst is one of the founding members of the gang, she isn’t in charge and doesn’t want to be. She wants to have fun, not tell people what to do. She has visited Beach city several times over the decades, leaving her own unique mark on things. She certainly seems to enjoy the wild lifestyle that her fellow raiders live. Amethyst was not found by Rose Quartz after the Gem war for earth and ended up leaving the Kindergarten on her own to learn about the world. Amythyst wandered the world for many centuries, seeing humanity at its height and then its steep fall in the great war. She prefers to not talk about the past.
Sheena is the current leader of the Wild Children. She and Amethyst are good friends, having known each other since Sheena was young, and like to party together. When there’s trouble, they’re both usually at the head of it. Amethyst helped Sheena take over the gang by heading the coup that ousted their former leader, some narcissistic loser named Marty. Tough and thrill-seeking, she likes to try and match Amethyst for pranks. She likes to use chemicals to dye her hair different colours, whenever she can find them. 
Behind the scenes info: The name Sheena has been chosen for the mystery girl after a piece of trivia on the Steven Universe Wiki, which states: “According to Jesse Zuke, they were "calling her 'Sheena' in [their] head" as a reference to the song "Sheena Is a Punk Rocker" by the Ramones.”

Sour Cream is the leader of a local gang who have taken over and live in the abandoned theme park on the edge of town; Beach City Funland. They go by the Unchained after rearranging the letters on the Funland sign. They aren’t really raiders, just a gang of people who don’t want to live as part of the main Beach City community. They do occasionally head into the settlement to stock up on supplies. Everything from food to alcohol. They do pay, but perhaps not always full price. They are well known for their wild parties. The people of Beach City have something of a love-hate relationship with them, mostly tolerating the gang because their presence keeps actual raider gangs at bay, thinking that the area is already taken over.
Vidalia is a woman with an interesting back story. She was a raider in her youth, nomadically travelling the wasteland in search of supplies and good times. The scars she carries are souvenirs from those days. One time, when her gang came to Beach City, they took over the local bar for standard debauchery. Vidalia got so drunk (or high, she doesn’t remember) she awoke a couple of days later on the beach, about to be killed by a Mirelurk. A local man saved her and that is how she met her husband; Yellowtail. The gang moved on when the booze ran out but Vidalia chose to stay. Today she is a trader, cooking and selling the mirelurk meat that Yellowtail hunts. She still is more than a little wild. Everyone knows better than to try and cheat her at anything from a card game to payment for her wares.
Yellowtail is called a fisherman but the days of the rod and reel are long gone. Yellowtail hunts Mirelurks. With his trusty harpoon gun, and a few other weapons, he will wander up and down the coast of beach city, usually at dawn, hunting the creatures and their eggs. He brings the meat to his wife, who cooks and sells it. He is very good at his job. There are many amazing tales about his fishing expeditions. Some of them are probably true.
Onion. A kid who seems to be more rumour than anything else. Even his name is known to very few in the Beach City area. The wider population aren’t even sure if the boy has family in the settlement. He appears and disappears at random, coming and going as he pleases. Some say that they have seen this mysterious stranger saving good people who come under attack.

This Protectron robot has a custom-coloured shell in keeping with the aesthetic of Beach City Funland. He was given the name of “Mr Smiley” (by Steven) due to the graffiti someone drew on their face (it was Amethyst). He used to work in Beach City Funland as a ticket taker and ride promoter, until he was kicked out by the current occupants of the park. He now wanders the Beach City settlement trying to ensure that everyone he meets is having a good day.
This police Potectron wanders Beach City. He randomly, but rarely, bothers the settlers of the area as he enforces old world laws which rarely apply to their current living situations. Once, someone (Amethyst,) declared him a “buzzkill” and graffitied a sad face upon his shell, earning him the nickname of “Officer Frowney.”
Ronaldo Fryman: Is a half-mad, pre-war ghoul. He spends most of his days up in the top of the Beach City lighthouse, working on his grand conspiracy theory about the cause of the Great War. It may, or may not, be the only thing keeping him sane. As a ghoul, he has lost a lot of weight over the years, but is still a little more portly compared to other ghouls. He rarely comes out of the lighthouse. The surviving descendents of the Fryman family confuse him. When he is forced to think about the past, and how much time has passed between the war and the present he gets “very upset."
Greg Universe: Was a wandering wastelander who worked as many things; courier, farmhand, caravan guard, and any other task he could be paid for. He mainly made his living sharing his music when he could. One day he ran into another wandering wastelander who went by the name of Rose Quartz. The two of them shared some adventures together before they returned to the Beach City settlement. When and how Greg lost his leg may, or may not, be related to this time. Today, Greg runs the local water well. He holds onto a building once known as the “It’s a Wash” carwash, which has pipes reaching down into a local aquifer, which provides good, clean, water to the local community. Greg is seen as a respected and fair water-trader, not above giving a tab to those who need it.
Behind the scenes info:
Greg’s discovery of a clean water supply, and his continual ownership of this valuable resource is (likely) directly linked to his close ties to the Crystal Gems. Since Steven would want him to be happy, they too want the same thing, as this would make Steven happy.
Greg losing his leg is a reference to an unused storyline from the show. In the episode Ocean Gem, the creators intended for Greg to lose his leg and, eventually, have it replaced with a robotoic leg. Cartoon Network decided this was too much and downgraded the lost leg to a broken leg, which led us to the episode “House Guest” instead. A nice episode, but certainly very different from what we could have gotten.
Ronaldo being skinny compared to the canon Ronaldo is really coming from the fact that there aren’t that many overweight Ghouls in the wasteland. His body is modelled after Eddie Winter, of Fallout 4, who was a pre-war gangster who undertook an “experimental procedure” to ensure he’d survive the end of the world. Eddie was the least skinny ghoul that has been presented in game and even then, his clothes seemed to be slightly baggy on him, at least that’s my interpretation. Which indicated, to me, that even a portly ghoul would lose the body fat that belonged to their original body, given enough time.
I also want to thank theyarheeguy for giving me the idea of Ronaldo being a prewar ghoul. As well as several other suggestions. If I don’t credit you in other ideas it’s just that I forgot where the inspiration came from. Please know that my thanks are always with you.

Bismuth (in field uniform): Knight Sergeant Bismuth is both a soldier and an engineer. There was something of an unwritten rule within the Crystal Gems: “The Scribes design it, the Engineers build it.” Since Bismuth was well known for wanting any prototype she carried to be in the best working condition, she and Pearl often worked together to refine the latest piece of technology which was worthy of study. Bismuth became well known as the Gem who would build a piece of equipment and be the first to test it in the field. Bismuth is the main mentor to Steven, guiding him through his daily drills and duties as an initiate of the Crystal Gems. She does her best to encourage him to always do his best and to take pride in what he can do the same way that Rose once guided her. 
Bismuth (in base uniform): When Bismuth is not out in the field she wears simple overalls which display her rank on the shoulders, and the rose symbol of the Crystal Gems on the right breast pocket.
Pearl (in field uniform): While Pearl doesn’t go into the field often, she always has a field uniform ready to go. The leather tunic provides protection and has many pockets to carry everything she may need to study, record, and safely retrieve the Gem-tech that’s found. It also carries the Rose icon of the Crystal Gems on a patch upon the right arm.
Behind the scenes info: The personality of Bismuth may appear slightly different than in canon. When I think of this Bismuth, I think she has aspects of Chief Miles O’Brien -the Star Trek Deep Space 9, O’Brien- where they are an engineer first and a soldier second.
My headcanon for this stories Bismuth is she started as a builder and engineer for Homeworld, became mainly a soldier during the rebellion, and she has settled down into more of a balance of the two in the intervening years, but still leaning more toward their engineering background.

Garnet: With the rank of Lancer-Captain, Garnet is the highest ranked officer and is now the de facto-leader of the Crystal Gems. Often she travels across the wasteland, following the intuition of her future-vision to track down gem-monsters or relics of lost gem technology. She assesses the threat and decides whether to bring the other Crystal Gems in to aid the mission.
A level-headed and pragmatic leader, she is well composed in most situations but does have something of a soft spot for young Steven. A soft spot she does not hide as well as she thinks she does. Steven respects Garnet greatly as a leader. She will listen to his ideas and suggesstions, and may perhaps indugle him a little too much sometimes, but Steven knows when she has made her final descision, the only option is to follow what she says.
Pearl: Pearl holds the rank of Senior Scribe. As a scribe her duty is creating and keeping records of the technology recovered and used by the Crystal Gems, developing and experimenting with new weapons and other useful devices to be used in the field. As the only scribe currently left in the Crystal Gems, Pearl is elligable to hold the rank of Head Scribe by virtue of posthumous promotion. She could also accept the lower rank of Proctor if she wished. For her own personal reasons, Pearl chooses to remain at the rank of Senior Scribe.
Pearl is studious and knowledgable on a variety of subjects. She is something of a perfectionist, which makes her a perfect scribe as she will not stop until she understands every aspect of the technology she is studying. Out of all the Crystal Gems, Pearl is the most dedicated to holding onto the isolationist idealogy of the Crystal Gems. She believes it is best that humans and Gems remain seperate and that humans be protected against the dangers of Gem technology.
To Steven, Pearl is his favourite teacher and plays more of a firm-but-fair mentor roll than any kind of mother figure. She teaches him many things about gem history and technology, but keeps some of the darker aspects of the past of the Crystal Gems until she feels he is more ready.
Amethyst: Amethyst will one day join the Crystal Gems, becoming a Scribe, but for now she has another story to live which will be revealed later.
Doug Maheswaran: Caring, but strict if he has to be. Doug is one of the vault security guards who keep the peace in vault 129. He isn’t as sctrict as other members of the small securty team, preferring a good verbal-warning to hard action. Some people in the vault may feel Doug is something of a soft-touch, but most know that when he acts strictly, he is to be listened to, because the situation is of the utmost seriousness. He is fun, until the situation is not, then he means business.
Doug only wants what is best for his daughter, Connie, because he sees a bright future for her in the vault hierarchy.
Priyanka Maheswaran: Chief medical officer of vault 129. She is strict, methodical, and is very straight-forward in her bedside manner. She has no sympathy for people who injure themselves by stupidity. She can show her caring side to those who deserve it.
Priyanka always encourages Connie to study and excel. Priyanka is similar to Doug, as she sees a lot of potential in her daughter to be able to rise to a high position in the vault. She will not admit it out loud, but she sees Connie as becoming a future Overseer one day.
Behind the Scenes Info: For the dynamic between the Crystal Gems I will be taking inspiration from later seasons of Star Trek Voyager; where there is a very close family-like bond between the crew, but also a functional hierarchy of leadership. While the crystal Gems will, undoubtedly be a family after many centuries of close association and small numbers, they will also respect their chain of command and will follow orders when they have to.

Steven lives on base with the other Crystal Gems. While he is the son of their former leader his rank is just initiate. He is eagar to learn and move up the ranks and become a full fledged member of the Crystal Gems.
During his off-duty hours he often sneaks off the base in what he dubs his “wasteland disguise” to visit his father and the other settlers who call the ruins of Beach City their home.
Connie has lived in vault 129 all her life, as has her family since her great grandparents took shelter in the vault a little over 84 years ago. She’s a curious girl who is attentive to detail. Her main hobby is reading. Fiction is good, but she preferrs non-fiction. She especially loves reading anything that talks about the world outside the vault.
The close-knit community of the vault means she has many friends and a lot of acquaintances both close and casual among the other vault residents. Everyone knows everyone else to some degree. At the very least, everyone knows everyone’s names.
Behind the scenes info:
The number 129 was chosen for the vault as, according to google, this was the total number of Steven Universe episodes.
84 years since the vault was sealed was chosen because this was the number of years which had passed between the great war and the events of the first Fallout game.
