EPR (Extended Producer’s Responsibility) is a policy issued by CPCB (Central Pollution Control Board) for regulating and managing Electronic and Electrical waste. The policy was issued in 2016 and mandated in 2018. The policy is applicable on any producer who is producing electronics in the Indian market. A producer could be an importer/manufacturer/bulk-seller. The policy has been formed in the form of a Licence/Authorization/Registration/Certificate and is meant to be taken before importing goods into the Indian markets or by a manufacturer right before introducing the goods into the market. In case the producer has been generating electronics before obtaining the EPR Authorization previous sale data in meant to be submitted in the application form. The Ministry said this in its reply to the Committee of Subordinate Legislations 2016–17 whose 23rd report on action taken by the government on recommendations of its 15th report of the committee on e-waste management.

The committee had earlier noted that poor performance in submission of annual returns by State Pollution Control Boards (CPCB) has been derailing the entire process of collecting information and monitoring implementation of the e-waste rules in an effective manner.

It had also in its recommendation asked the Environment Ministry to “reign in” erring state boards and ensure strict compliance of the rules.
