Extended Producer Responsibility (EPR) is a key element of the government's strategy to manage plastic waste and promote recycling. The recent amendment to the Plastic Waste Management (PWM) Rules 2016 has made it mandatory for producers, importers, brand owners (PIBOs), and plastic waste processors to comply with EPR as per Guidelines given in Schedule II of PWM Rules. This means that they will be held responsible for the plastic waste generated by their products throughout their entire lifecycle, from production to disposal.
The categories of plastic packaging covered under EPR are divided into four categories.
I includes rigid plastic packaging such as bottles, containers, and boxes.
II includes single-layer or multilayer flexible plastic packaging, such as plastic sachets, pouches, carry bags, and plastic sheets.
III includes multi-layered plastic packaging that contains at least one layer of plastic and at least one layer of material other than plastic.
IV includes plastic sheet or like used for packaging as well as compostable plastic carry bags.
EPR registration process for PIBOs/PWPs involves several steps.
Firstly, the applicant must ensure that they have all the relevant documents in pdf, jpg, or png file formats on hand. They must then register themselves on the centralized portal to obtain login credentials. After obtaining login credentials, the applicant must fill out the application form, providing section-wise information and uploading all relevant documents for EPR registration. The applicant must also pay the application fee, which can be done online using the payment gateway integrated on the portal.
EPR registration is valid for a period
The EPR registration is valid for a period of five years and one year, and the applicant must renew it before the expiry date. The EPR registration comes with several obligations, such as setting up a collection mechanism for the plastic waste generated by their products, meeting recycling targets, and reporting on their progress. Failure to comply with the EPR obligations may result in penalties or cancellation of the registration.
