City nominated for three Economic Opportunity Zones | Local News | kenoshanews.com

Several areas in the city of Kenosha have been recommended by Gov. Scott Walker to be Economic Opportunity Zones, a designation created under the new federal tax law to spur private investment in communities using unrealized capital gains. Kenosha Mayor John Antaramian said this could provide the city another economic development tool. “The opportunity zones will give the city more financial resources for redevelopment,” Antaramian said. Four areas of the city were initially being considered. Antaramian said the three chosen for recommendation by Walker include the downtown area, the neighborhood surrounding the former Chrysler Engine plant, and tract that stretches from Green Bay Road east to the Wilson Heights neighborhood. “The three sections chosen are important to us because reinvestment in these neighborhoods would be beneficial,” Antaramian said. “This will allow us to target development into neighborhoods in the older parts of the city.” Walker’s recommendation will be reviewed by the U.S. Department of the Treasury, which is charged with certifying opportunity zones nationwide. “We are excited to embrace Economic Opportunity Zones (EOZ) as a new tool to build on our track record of economic growth,” Governor Walker said when he announced his selection of 120 potential areas statewide. “These recommendations reach communities across our state – urban, rural, and tribal – that are positioned for strong and sustained growth.” The premise behind the program — part of the Tax Cuts and Jobs Act of 2017 — is to drive capital to rural and low-income urban communities using tax incentives to encourage private investment in impact funds. Neither tax credits nor public-sector financing is involved. Investors are eligible to defer tax on capital gains by reinvesting the money in a Qualified Opportunity fund. This could include some of the estimated $2.2 trillion of unrealized capital gains in stocks and mutual funds held by individuals and corporations. If the investment remains in the fund for at least five years, 10 percent of the deferred gain is eliminated. Investments maintained for at least 10 years are not subject to any capital gains tax. A QO fund is organized as a corporation or a partnership that can channel pooled capital to equity investments in small businesses and real estate. The borders of the proposed opportunity zones are defined by the Census tract map to be: Census tract 7: bordered to the south by Highway 158, to the north by Highway 142, to the west by Green Bay Road, and to the east by 30th Avenue. Census tract 10: bordered to the east by the lake, to the west by 13th Avenue, to the north by 50th Street, and to the south by 60th Street (east of Sheridan Road) or 61st Street (west of Sheridan Road). Census tract 12: a triangular tract bordered to the west by 39th Avenue to the west, to the north by 52nd Street, and to the south and east by the railroad tracks and 22nd Avenue. The areas recommended by Walker were chosen with help from: an interagency group comprised of WHEDA, WEDC, DOA, and DCF; public comment; and an independent analysis conducted by a consulting firm. The opportunity zone certifications will last 10 years.
