Propongo una solución a todos los conflictos: programa EL4DEV

Introducción

Nuestras sociedades son sistemas complejos. Para encontrar soluciones concretas a estos problemas, debemos observar la ciencia de los sistemas complejos y la ingeniería de sistemas. ¿Qué pasaría si un mecanismo de ingeniería aplicado a todos estos temas fuera la única solución? Este mecanismo podría, en última instancia, reemplazar los sistemas políticos actuales y reformar completamente el actual sistema de relaciones internacionales.

Qien soy

Mi función es llevar a cabo ingeniería de sistemas pluridisciplinaria aplicada a la tecnología, el medio ambiente, la sociedad, la diplomacia y la geopolítica para que las diversas poblaciones del mundo ganen gradualmente sabiduría, comprensión mutua, autonomía, soberanía y dignidad, y finalmente actúen de manera colaborativa en la construcción conjunta de un mundo mejor.

Realizo inteligencia societaria, que se diferencia de manera significativa de la inteligencia económica y la inteligencia social, ya que mis actividades coordinadas de recopilación y procesamiento de información son útiles no solo para los actores económicos o políticos, como ha sido tradicional, sino para la totalidad de las poblaciones.

Concebo y diseño varios proyectos de desarrollo social, ambiental y educativo: innovadores y transformadores a nivel regional, nacional y transnacional.

Promuevo los conceptos de DIPLOMACIA SOCIAL y UNIONES POLÍTICO-SOCIALES y construyo sus procesos y herramientas.

Diseño y gestiono eventos de cooperación descentralizada en varios países simultáneamente.

Por último, también soy consultor independiente y artista.

Mi iniciativa

Durante varios años (desde 2011), he liderado un programa transnacional de cambio social importante, el programa EL4DEV, proporcionando soluciones operativas y organizativas reales para Francia y el mundo entero. Tengo una visión política estructurada y coherente para Francia y he diseñado un mecanismo de aplicación capaz de modificar profundamente todos los códigos de la sociedad francesa y de cambiar los mismos fundamentos de la cooperación internacional. Busco comunas contribuyentes cuyo retorno de inversión sería la copropiedad de las infraestructuras, la proyección y los beneficios comerciales. Estas contribuciones formarían parte de sus gastos de inversión. Se establecerían contratos operativos entre el think-tank y las comunas. Estas, a su vez, formarían Sindicatos Intercomunales o Grupos de Interés Económico (G.I.E.) para mutualizar la inversión.

The Green Empire of the East and the West is a very real confederation of individuals, ecovillages, tourist and non-tourist agricultural-climatic plant complexes and small towns (less than 3000 inhabitants) located all over the world and interacting in a decentralized manner through numerous cooperation agreements with a common objective of societal development.

Unlike a federation involving a central power, a confederation implies the sovereignty and empowerment of all the territories, municipalities and peoples involved in the dynamic / movement.

Like any mechanism for establishing a new civilization, that of the Green Empire of the East and West includes the use of multifunctional infrastructures. These are educational tourist cities and agricultural-climatic eco-landscape complexes labeled LE PAPILLON SOURCE and their vertical plant structures that emit beneficial waves and electromagnetic fields called THE PLANT-GREEN-VEGETAL CALDERAS.

The foundations and philosophy of LE PAPILLON SOURCE are inculcated in the participatory design, collective construction and operational management of a set of experimental, agricultural-climatic, agricultural-tourism, educational, self-managed and interconnected plant cities and complexes across the world.

LE PAPILLON SOURCE cities / plant complexes are the vector of gathering and cooperation of individuals around the world as well as the common objective: "The beautiful and perfect places, experimental, self-regulated and interconnected cities of refuge and peace represent the goal to be reached for our societies in imbalance."

The peculiarity is that these multifunctional experimental infrastructures (with an eco-landscape, agricultural-climatic, educational and tourist function for some) will belong to the international community and not to any shareholders. They will belong to the peoples; and this in every nation.

Each country (specifically individuals and municipalities in these countries) will be able to finance the collaborative design and construction activities of these cities / complexes (whether they are tourist sites or simply aimed at regenerating degraded local ecosystems) thanks to a transnational inter-municipal program named "THE MUNICIPALITIES COUNTER-ATTACK".

The concept of THE MUNICIPALITIES COUNTER-ATTACK is simple; we encourage and invite the municipalities, in particular the smallest and most isolated ones (less than 3000 inhabitants), to unite, to cooperate, to group together in National Economic Interest Groups with a 100% societal vocation (this is that is to say of general interest), in order to co-finance in unified groups the development (participatory design + collective construction) and the operation (management + maintenance) of these cities and complexes. The financing, design and construction of these infrastructures are modular and therefore take place in successive blocks / stages. The initiation of the process of establishing a city / complex in a designated locality is done systematically by building upstream of one or more vertical plant structures called "THE PLANT-GREEN-VEGETAL CALDERAS".

THE PLANT-GREEN-VEGETAL CALDERAS are phase N°1 of implantation. These are vertical and self-regulated agricultural eco-landscaped parks that can be visited in 3 dimensions (humidity generators by evapotranspiration of plant species included, tools to fight against the destruction of biodiversity and deforestation, spaces of refuge and well-being for birds and bees, places of relaxation and reconnection with nature for visitors, tools for protection against harmful electromagnetic waves, space for agricultural production of old and wild varieties using alternative techniques). Collective financing of all infrastructures is being done gradually. The financing capacities evolve with the increase in the number of municipalities integrating the EIGs. The interest of participatory financing of municipalities: the infrastructures built will belong to these inter-municipal and societal economic interest groups. These general interest EIGs will be the only beneficiaries of the tourism economic benefits derived from the economic model of cities and plant complexes. LE PAPILLON SOURCE is therefore not an investment project in the various countries in which it will be established but a real project for a respectful and balanced alternative society, a process of international cooperation, the empowerment of each nation and then the distribution of wealth locally, nationally and internationally. It is also a project of inclusion, cohesion and social peace for local populations and then of opening up and international influence for small isolated and asphyxiated communities around the world.

Présidentielle de 2022 - Paul Elvere DELSART, celui que la France n’attendait pas !

Madame, Monsieur,

Je suis un nouveau candidat à la présidentielle française de 2022,

- au profil atypique (ingénieur pluridisciplinaire et entrepreneur social) et proche des français de par mon expérience riche,

- en dehors de tout cadre politique existant et de tout clivage (sans parti ni étiquette),

- avec une vision et un plan d’action concret (fruits de 10 années de travail) qui, avec certitude, se révèleront les plus pertinents et les plus aboutis et surtout les plus fédérateurs. Cette vision et ce plan séduiront les communes de France ainsi que la communauté internationale.

Je porte depuis plusieurs années un programme transnational de changement sociétal majeur, le programme EL4DEV, apportant de véritables solutions opérationnelles et organisationnelles pour la France, l'Europe et le monde entier.

Je possède une vision politique structurée et cohérente pour la France et a conçu un mécanisme d’application capable de modifier en profondeur l’ensemble des codes de la société française et de modifier les fondements même de la coopération internationale.

Mon objectif : apporter un cadre hautement stimulant et des outils participatifs adéquats pour initier des coopérations décentralisées de masse inédites (au niveau des territoires, de la nation et de l’international) et des actions de progrès quantifiables et modélisables pour ainsi métamorphoser positivement l’environnement socio-politico-organisationnel et culturel de la France et du reste du monde (par mimétisme).

Mon programme apporte un nouveau positionnement géostratégique de la France dans le monde.

Sous ma présidence, l’image de la France est celle d’un vaste chantier hautement participatif vecteur de cohésion nationale et modèle pour les autres nations.

La France que je propose est une nation dans laquelle les communes bénéficieront désormais d'une autonomie complète et d'une réelle souveraineté avec la possibilité de concurrencer le secteur privé.

La clé de voûte de mon plan d'action est la dynamisation des territoires par la coopération intercommunale au niveau du local, du national et de l'international ainsi qu’un développement sans précédent du secteur associatif et de l’économie sociale et solidaire.

Tous les pays sont concernés par mon approche et mes actions.

Je sollicite donc actuellement les maires et conseillers municipaux ainsi que les membres des assemblées des collectivités à statut particulier pour le recueil nécessaire des 500 signatures en vue d’une candidature officielle à l’élection présidentielle française de 2022.

Empire Vert d’Orient et d’Occident - Nouvelle Micronation

Sur fond de crise sociale, je crée une micronation en France pour apporter une alternative.

Sur fond de de crise sanitaire et de guerre en Ukraine, la France suit actuellement un processus électoral présidentiel de fait complexifié afin d’élire à la fin Avril le prochain dirigeant de la nation.

Fait surprenant, ancien candidat à la présidentielle de cette année (n’ayant pas obtenu mes 500 parrainages), j’ai publiquement proclamé le Vendredi 21 Mai 2021 à Léognan, une commune localisée en Gironde, la naissance d’un empire sociétal bienfaisant ralliant l’ensemble des nations d’Orient, d’Occident, du Nord et du Sud : l’ « Empire Vert d’Orient et d’Occident », que je nomme également « La Confédération EL4DEV ».

Jeu de rôle en réalité alternée comme officiellement présenté ou peut-être pas, je joue volontairement de la confusion et j’invite en ce moment les français à devenir des citoyens-membres actifs de ce nouveau territoire transfrontalier en acquérant un passeport puis à agir collectivement pour fonder une nouvelle civilisation équilibrée et prospère. Aussi surprenant que cela puisse être, j’ai depuis plusieurs mois contacté de nombreuses ambassades étrangères pour présenter ma vision novatrice de la restructuration sociale et économique des nations ainsi qu’une nouvelle diplomatie que je nomme la « diplomatie sociétale ». Je cite sans problème des pays comme la Russie, la Chine, l'Indonésie, la Corée du Sud, l’Inde, le Pakistan, le Brésil, la Suède, les Émirats Arabes Unis, le Maroc, le Cameroun, Madagascar et des acteurs controversés comme Donald TRUMP et Vladimir POUTINE.

En tant que fondateur et souverain autoproclamé, j’affirme que nous sommes face aux signes manifestes de l’effondrement de nos sociétés. Les turbulences vécues seraient cependant utiles à une prise de conscience de niveau mondial. En qualité d’ingénieur social, j’affirme qu’il est temps qu’un nouvel acteur incarne le destin collectif des peuples et devienne l’élément principal de construction de la cohésion sociale, de la redistribution et de la solidarité. J’ai de ce fait décidé de créer une alternative de la dernière chance, autrement dit un contre-pouvoir.

L' « Empire Vert d’Orient et d’Occident » est une entité supranationale écologiste et fortement entreprenante imprégnée de l’idéologie des micronations, c'est à dire des micro-états crées de toutes pièces dans le monde entier par des individus faisant sécession symboliquement dans l’objectif d’être reconnus ou simplement de redynamiser leurs territoires pour les autres.

Il s’agit d’une confédération de communes en quête d’autosuffisance et de souveraineté, d’écovillages résilients, de micronations sociétales et d’infrastructures écopaysagères touristiques labellisées « LE PAPILLON SOURCE ». Ces différents acteurs sont interconnectés par des accords et des contrats de gestion. Les communes sont invitées à intégrer des Groupements d’Intérêt Économique sociétaux à travers un programme transnational nommé « Les Communes Contre-Attaquent ».

Mon plan ambitieux, complexe et atypique est dévoilé en ligne ! La terraformation, signifiant l’amélioration de l’atmosphère et des écosystèmes de notre planète par une revégétalisation massive et expansive (sans technologie), une autosuffisance accrue des communes dans le monde entier et la création de ce que je nomme des « Unions Politico Sociétales » pour amener la cohésion nationale et la paix internationale (les acteurs sont les communes).

The Green Empire of the East and the West - New Micronation

Against a backdrop of social crisis, I am creating a micronation in France to provide an alternative.

Against the backdrop of the health crisis and the war in Ukraine, France is currently following a de facto complex presidential electoral process in order to elect the next leader of the nation at the end of April.

Surprisingly, as a former presidential candidate of this year (not having obtained my 500 sponsorships), I publicly proclaimed on Friday May 21, 2021 in Léognan, a town located in Gironde, the birth of a beneficial societal empire rallying all the nations of the East, West, North and South: "The Green Empire of the East and the West", which I also call "The EL4DEV Confederation".

Alternate reality role-playing game as officially presented or maybe not, I voluntarily play confusion and I invite French people to become active citizen-members of this new cross-border territory by acquiring a passport and then to act collectively to found a new balanced and prosperous civilization. As surprising as it may be, I have for several months contacted many foreign embassies to present my innovative vision of the social and economic restructuring of nations as well as a new diplomacy that I call “societal diplomacy”. I quote without problem countries like Russia, China, Indonesia, South Korea, India, Pakistan, Brazil, Sweden, the United Arab Emirates, Morocco, Cameroon, Madagascar and controversial actors like Donald TRUMP and Vladimir PUTIN.

As founder and self-proclaimed sovereign, I say that we are facing clear signs of the collapse of our societies. However, the turbulence experienced would be useful for raising awareness on a global level. As a social engineer, I affirm that it is time for a new actor to embody the collective destiny of peoples and become the main element in the construction of social cohesion, redistribution and solidarity. I therefore decided to create a last-ditch alternative, in other words a counter-power.

"The Green Empire of the East and the West" is a supranational ecologist and highly enterprising entity imbued with the ideology of micronations, that is to say micro-states created from scratch all over the world by individuals doing secession symbolically with the aim of being recognized or simply to revitalize their territories for others.

It is a confederation of municipalities in search of self-sufficiency and sovereignty, resilient ecovillages, societal micronations and eco-landscape tourist infrastructures labeled "LE PAPILLON SOURCE". These different actors are interconnected by agreements and management contracts. Municipalities are invited to join societal Economic Interest Groupings through a transnational program called “The Municipalities Counter-Attack”.

My ambitious, complex and atypical plan is revealed online! Terraforming, meaning the improvement of our planet's atmosphere and ecosystems through massive and expansive revegetation (without technology), increased self-sufficiency of communes around the world, and the creation of what I call "Political Societal Unions" to bring about national cohesion and international peace (the actors are the municipalities).

I contacted by email and via Twitter the political parties of many candidates for the French presidential election of 2022, still in the race or not, in order to present to them my ideas, my participatory engineering program (the EL4DEV program), and even my consulting services within offices.
