My personal hc is that either their great or great-great grandparents were brother and sister but then the practice died out for X reason. I once again must remind people that Iroh literally had to explain to Zuko that he had more than one great-grandfather. Also, Ozai and Ursa look a lot alike and we don't know shit about Ursa's family except that at least one of her parents was Roku's child. Who knows, maybe Ozai is her cousin XD
