SALT LAKE CITY, Utah — When Utah legislators decided to make fighting the opioid crisis a top priority, they narrowed their focus to the geographic area with the most significant problem: an area close to the core of Salt Lake City, near a public park, and a place where passersby were nearly guaranteed to witness drug deals, illicit acts, and even opioid overdoses.
"Rio Grande was a cesspool, a den of inequity. It was a place few outsiders wanted to go," Odyssey House Community Relations Director Randall Carlisle said. "You could walk down there anytime day or night and see people having sex, defecating on the street; you could see people with needles in their arms. There were drug dealers openly in front of police selling drugs, people buying drugs, people passed out on the street from either drugs or alcohol."
But two years later, Pioneer Park looks completely different.
"Even though you see a fair amount of homeless people on the street , it’s nothing like what it was," Carlisle said.
The area in Salt Lake City became the focus of a statewide initiative in 2017 known as Operation Rio Grande .
"Before we started it, you could just go to any corner, drive anywhere in that area and buy drugs," Salt Lake County Sheriff Rosie Rivera said.
The $67 million project is a massive three-phase crackdown on the area surrounding Rio Grande Street.
Phase one: Restore law and order, with efforts to eliminate the source of the problem.
"Gosh, a good 100 officers went into that area and took the drug dealing out of the area," Sheriff Rivera said.
Phase two: With funding from the federal government, get addicts into treatment. That’s where Randall Carlisle and the Odyssey House step in.
"If we wouldn’t have gotten that financial expansion, thanks to the federal government, we couldn’t have dealt with these people," Carlisle said. "So the situation down there would be the same today as it was a couple of years ago."
Project leaders are now in phase three, aiming to connect those new to recovery with housing and employment opportunities.
"Nobody can complete our program without having a job and housing," Carlisle explained.
The task doesn’t come cheap, requiring resources from the city, county, and state, but recovery centers say the progress is worth the price tag. Typical clients at Odyssey House see success rates between 62-64%, but those entering the program from Operation Rio Grande are seeing a completion rate of 74%.
"Every one of them says, ‘I was so sick and tired of living that way,’" Carlisle said.
The results, according to county leaders, are measurable and due in large part to a partnership among agencies at every level.
"We’re no longer working separate than each other. We’re now coming together, and we’re tackling it together because it has affected our entire county," Sheriff Rivera said.
Tracking their progress is another big part of the project. They’ve made thousands of arrests, and increased the number of monthly check-ins at Salt Lake City homeless shelters.
164 people have successfully entered treatment programs, and more than 150 people from the Rio Grande population now have long-term housing and employment.
So is a project like this something that could ever work in Boise? Next Monday night we’ll dig deeper into how Utah lawmakers got the funding needed to expand access to treatment, nearly doubling the number of treatment beds available to those who need it.

Former homeless couple returns to Salt Lake Mission’s Memorial Day picnic, this time as a success — and love — story
They believe a push from deity placed the future husband and wife at a Salt Lake City homeless shelter several years ago this month.
Both are Navy veterans who had lost spouses, resources, goods and homes and were fairly destitute, he said, until they met each other.
Within three months, the couple wed, Derek said, and, eventually, got into a Veteran Affairs-provided apartment of their own in Sugar House, with $300 per month in food stamps, and Social Security benefits.
On Monday, the Mullins attended the annual picnic provided by the Salt Lake Mission for the homeless population at Pioneer Park in downtown Salt Lake City. There they saw dozens of volunteers serve meals from 7 a.m. to 4 p.m. — including juice drinks, ham and turkey sandwiches, nachos and all the trappings. The Mission says it typically serves between 1,500 and 2,000 people each year during these Memorial Day picnics, but attendance was somewhat lower this year because of the weather.

A truck rolled up with free, used clothing, attracting attendees who picked through the piles. Nearby, a Christian band serenaded the crowds with songs of redemption and rebirth.
The happy couple felt at home at the party, seeing their friends from the shelter (including several of their ��adopted” kin), to offer hope and support, and to stand as a witness that their situation may improve.
Derek, who served as a Navy cook and chaplain, grew up in Mobile, Ala., where he studied Hebrew and Greek, he said. He was in the Navy from 1979 until 2010. His first wife died in a car accident in 2011 in Washington, after which he found his way to Utah. Bereft and alone, he landed on the streets for nearly four years.

Janice, 62, was born in Jamaica, then served from 1982 to 2007 as a surgical nurse aboard a ship, she described as “a MASH unit at sea.”
After her husband died in 2009 of liver disease (“brought on by Agent Orange,” she said), Janice came to Utah to care for a distant relative. When that man passed away, his other family members kicked her out, she said, sending her into homelessness.
Tables, chairs, and tents dotted the Salt Lake City park on this Memorial Day, with long food tables and even a booth for face painting.
“I was only in the Air Force for five and a half months,” said Scott, who sleeps near the Tibetan Buddhist Temple on 300 West. “I saw a guy collapse and die during basic training. I had depression and had to leave so I don’t get all the VA benefits.”

Fackrell had been living on the streets when he arrived at the Christian-based shelter in 2002. He slowly cleaned himself up from addictions and worked his way to being a pastor. He took a job at Volunteers of America but started having problems while there, including a painful divorce.
“I fell apart again,” Fackrell said Monday as he oversaw the distribution of sandwiches to those whose path he has trod himself. “It lead me back to the mission.”

As Utah’s first Dave & Buster’s prepares to open at The Gateway, Barnes & Noble decides to leave the Salt Lake mall

Just as Utah’s first Dave & Buster’s is about to open at The Gateway — part of the Salt Lake City mall’s transformation into a dining and entertainment center — another longtime retail tenant has announced it will be closing its doors.
Jim Lampassi, Barnes & Noble’s vice president of real estate development, confirmed that the bookseller will close its retail store at the end of June “as a new development is coming.”
“It has been our pleasure serving this community,” he added, noting that loyal customers will be referred to the Barnes & Noble store at 1104 E. 2100 South in Sugar House.

Jenny Cushing, Vestar’s vice president of leasing, declined to discuss the specific negotiations with Barnes & Noble but said numerous changes will take place in the next year as part of the Phoenix-based company’s $125 million rejuvenation of the mall, which opened in November 2001, just months before Salt Lake City hosted the Winter Olympics.
“The landscape has changed” in downtown Salt Lake City since then, she added, “so we’re changing the landscape here. … It will be a different experience than before, more relevant to what people are looking for today — Gateway 2.0.”
Part of that rebirth will be noticeable on Monday when the state’s first Dave & Buster’s opens. The 44,900-square-foot-space takes up a large chunk of the mall’s second floor and offers plenty of entertainment.
Eat a burger or a chicken-and-waffle sandwich, enjoy a Glow Kone cocktail with a neon green ice cube, play one of the 145 video or arcade games, or watch sports on one of about 36 big-screen TVs.

If you want to play an arcade game, though, you’ll have to leave your alcoholic beverage at the table.
It’s a “just-in-Utah requirement,” Alex Dubois, the national marketing manager, said Thursday during a tour of the new venue.
Utah allows patrons to “consume an alcoholic product only if they are seated at the table, counter or bar structure,” said Terry Wood, a spokesman for the Utah Department of Alcoholic Beverage Control (DABC).
Oreskovich said Utah liquor laws evolve and change and the company is researching to see if Dave & Buster’s fits a new provision in the code that allows patrons to transport beer between adjacent rooms at banquet facilities and sports arenas.
The change was approved earlier this year by the Legislature, mostly to accommodate VIP patrons at the Vivint Smart Home Arena, home of the Utah Jazz.
Dave & Buster’s is licensed by the DABC as a full-service restaurant, which means customers must order food if they plan to consume, beer, wine or cocktails, said Oreskovich.
Those under 18 are allowed at Dave & Buster’s but must be accompanied by a guardian, 25 or older; and there is a maximum of six children/teens per guardian.
Vestar is bringing more people to the area during the day. It revamped Dick’s Sporting Goods to house Recursion Pharmaceuticals, attracted Kiln to another office space, and is negotiating with another tech company for 50,000 square feet adjacent to Kiln.
“We’re going to become an urban tech hub,” Cushing said. “We have the unique environment tech companies are looking for.”
To entice those office workers to stick around at day’s end and to attract people at night from apartments going up all around the mall, Vestar has tried to create gathering spots.
Synthetic turf was installed, accompanied by swinging picnic tables and neon teeter-totters. Its tower was converted into a four-sided, high-definition LED screen to showcase graphic art and permit interactive video streaming.
More than 200 events have been planned for this year, and plans are proceeding to turn the historic Union Pacific Depot into a four-star, 225-room boutique hotel.
Vestar also is about to launch an Instagram Art Campaign, Cushing said, encouraging people to photograph themselves by any of the 31 art objects created or set up at the mall, often tucked away in places such as stairwells leading into a parking garage.
“Art in unsuspecting areas like the garage signify that you’re entering an art area,” she added, predicting people will be eager to takes selfies by the “Before I Die” wall, floating angel wings or the famous quote by the French philosopher Rene Descartes — “I think, therefore I am.”
“The whole goal is to get the public to educate the rest of the community about what’s happening at Gateway, how rejuvenated, fresh and safe it is.”
Safe is a key word, reflecting Cushing’s satisfaction with efforts by local and state officials to remedy problems stemming from the buildup of homeless people adjacent to the mall.

Report says Salt Lake City among ‘toughest’ housing markets for millennials
SALT LAKE CITY — While the Beehive State can boast one of the most robust economies and housing markets in the country, that strength has created a challenging circumstance for young would-be homebuyers, a new report says.
According to California-based realtor.com, a combination of low housing inventory, escalating real estate prices and increasing demand have made San Jose, California; Seattle; Salt Lake City; Minneapolis; and Omaha, Nebraska, the toughest areas in the country for prospective millennial homebuyers this spring.
The company researched the 60 top metro areas with large populations of older millennial markets. Those cities were then ranked based on inventory availability and affordability.
While the top two markets could be considered among "the usual suspects," explained Javier Vivas, director of economic research for realtor.com, the addition of Utah’s largest metropolitan city as one of the "hot markets" can be attributed to the area’s prevailing robust economic conditions.
"Especially in the last year, you look at the economy growing at about two times the pace of the U.S. average," he said. "The other part is the city itself is becoming a place where people actually want to put down roots. That’s where we’re seeing some of that millennial demand build up in the last 18 months."
He added that the area’s lifestyle options are helping to make the city more attractive to the millennial population, something that should continue for the foreseeable future.
"Knowing that the economy will be quite robust for the next year or two, barring anything abnormal, Salt Lake should continue to pursue that path of growth," he said.
Each market on the list has attracted large numbers of 25- to 34-year-olds with their strong economies and well-paying job prospects, a news release stated. As a result, millennials make up a higher share of the population — at 14.6 percent compared to 13.4 percent nationally. Household income among millennials in the top five locales was also much higher at roughly $79,000 in comparison to the U.S. median of $59,800, the report stated.
Utah is one of the fastest-growing states in the nation, but a shortage of housing inventory and rising home prices make it increasingly difficult for prospective home buyers to find affordable housing.
Search data indicated that millennials in those markets were very interested in purchasing a home, accounting for 25 percent of views during the first quarter of the year — the highest of any age group in the study. However, low inventory levels and high prices are making it tough for these would-be buyers, Vivas said.
Nationally, the report showed inventory is down 35 percent from spring 2012 and active listings are 8 percent below this time last year, but list prices are up 8 percent. The housing shortage is even acuter in the top five metros, with supply is nearly three times lower than the rest of the country, the report stated. To compound the problem, listings in those cities are selling faster at higher prices.
The median list price in San Jose was $1,244,000, compared to $280,000 for the U.S. overall, Vivas said. On average, San Jose millennials earned $109,800 annually compared to the median U.S. millennial salary of $59,800. The millennial age group comprises 14.3 percent of the total population in San Jose and accounts for 24.1 percent of total realtor.com page views in the area.
In the second-ranked city in the report, the median list price in Seattle of $553,000 was near twice the national median price. The average millennials earned $78,300 annually while making up 15.4 percent of the area’s total population and accounting for 24.2 percent of total realtor.com page views.

In spite of the Emerald City’s already high home prices, many millennials are spending more than $1 million on their first home due to the elevated salaries and high home prices, the released stated.
The median list price in third-ranked Salt Lake City registered at $394,000, with the average millennial earning a $67,800 annual salary. Millennials made up 15.5 percent of the total population in the capital city, accounting for 26 percent of total realtor.com page views, the report stated.
Minneapolis ranked No. 4 with a median list price of $366,000, slightly above the U.S. median list price of $280,000, Vivas said. On average, millennials earn $73,600 annually and constitute 13.9 percent of the total population in Minneapolis metro area and almost 25 percent of total realtor.com page views, the report stated.
The city is relatively affordable, but it’s become more difficult for first-time buyers to find homes under $250,000, he said. When they do, they are often outbid by cash offers from baby boomers, he added.
Utah’s growing economy comes at a cost: As more people move to Utah, apartment prices are rising faster than wages.
Data showed that fifth-ranked Omaha also had a median list price of $283,000, with millennials on average earning $63,500 per year. Millennials made up 13.8 percent of the total population and accounted for 25.9 percent of total realtor.com page views in the area.
Millennials searching for homes under $250,000 are struggling, but boomers purchasing more expensive homes continue to have success closing deals, Vivas noted.
“Millennials want to buy, but record-low inventory is making it extremely difficult,” said Danielle Hale, chief economist for realtor.com. “Our analysis shows millennials are facing challenges in both established markets such as San Jose and Seattle, as well as more recently popular areas like Omaha and Salt Lake City. Despite the difficulties, first-timers are optimistic and more than willing to weather the challenges this spring has to offer.”

Gehrke: Jim Dabakis may run for Salt Lake City mayor, and Jackie Biskupski may be vulnerable

While the city’s intense lobbying beat back proposals to strip Salt Lake of its ability to protect the canyon watershed, it got rolled on the creation of a commission to develop a massive shipping port on 20,000 acres in the city’s undeveloped northwest corner.
According to City Councilman Charlie Luke, the bill takes away taxing authority and land use planning for a third of Salt Lake City’s geographic footprint and gives it to the inland port development board.
While the decisions were being made, the mayor was in Mexico City for a Women4Climate conference on global warming. And state lawmakers representing the city say Salt Lake’s lobbyists didn’t do their jobs.
Sen. Jim Dabakis was scathing in his criticism, calling the mayor’s lobbyists “traitors” for their failure to mount an effective fight against the legislation.
Maybe that could become more than “if.” Dabakis is one of several potential challengers who smell blood in the water as Biskupski ramps up her 2019 re-election bid.

Dabakis is retiring from the state Senate after six years and he plans to take a few months to decide on his future, but one of the options is a bid for mayor.
A poll paid for by Dabakis supporters and conducted by Lighthouse Research shows two things — Biskupski is vulnerable and Dabakis and a few others could pose a serious threat.
The poll showed Dabakis with 26 percent support in a five-way race with Biskupski and some other possible challengers. The mayor was at 21 percent, Salt Lake County Councilwoman Jenny Wilson (who is currently running against Mitt Romney for Sen. Orrin Hatch’s seat) was at 19 percent, state Sen. Luz Escamilla was at 7 percent, and former City Council Chairman Stan Penfold got 4 percent.
There is some good news for the mayor, even in Dabakis’ poll. Her approval rating was reasonably high, at 62 percent, and 57 percent approved of the job she is doing. It found that 69 percent of respondents said the city is headed in the right direction, while 22 percent said it was going the wrong way. The poll of 404 registered voters was conducted by Lighthouse Research, using both cell phone and landline calls. It had a margin of error of plus or minus 5 percentage points.
Now, it’s probably wise to take these results with a hefty grain of salt. There’s still a year until the filing deadlines, a lot can happen, the field of candidates is fluid. At this stage in the last election cycle, polls made then-Mayor Ralph Becker look unbeatable, and we know how that worked out.
“[The poll] said that, if in November or December I’m rested up and I’m feeling the passion and energy and I think I can make a difference, I could be a contender,” he said. “If this poll had come back and nobody wanted me, then it would have been an easy decision. … But I really, really, really might not run.”
Dabakis was very briefly a candidate for mayor in 2015, but got out of the race and endorsed Biskupski. The mayor, last year, nominated Dabakis for a position on the Utah Transit Authority board, but the City Council refused to approve the pick and she appointed Alex Cragun, who is also the executive director of the Utah Democratic Party.
Biskupski has had her share of self-inflicted missteps in her first two years, including the purge of city staff when taking office, her clashes with the county and the Council over the homeless shelter site selection, and disputes with House Speaker Greg Hughes over closing a street downtown.
But Biskupski will have a record to run on, as well. The city is in the midst of rebuilding the airport and the mayor created a department of economic development. Crime is down, and she has implemented policies aimed at expanding affordable housing, making the city greener, and ensuring people are treated fairly.
How she responds to the Legislature’s latest inland port land grab will be pivotal in whether she can make the case to voters that she deserves another term in office.

Overtime costs add up for Salt Lake City homelessness push
SALT LAKE CITY (AP) — Law enforcement and corrections agencies have paid about $320,000 a month in overtime for a push aimed at tackling problems related to homelessness in Salt Lake City.
The Salt Lake Tribune reports that police agencies spent a total of over $600,000 on overtime for Operation Rio Grande from Aug. 14 through Dec. 31 while the Utah Department of Corrections’ costs for participating probation and parole agents amounted to about $800,000.
The operation began with an emphasis at improving public safety and reducing crime. The second phase aims to help people suffering from mental illness and addiction. The third phase focuses on connecting homeless people with jobs and housing.

Leaping elk crashes low-flying research helicopter in Utah

SALT LAKE CITY — An elk leaped into a research helicopter that was trying to capture it and brought down the helicopter in a collision that also killed the elk, authorities said Tuesday.
The elk jumped into the chopper’s tail rotor as the aircraft flew about 10 feet (3 meters) above ground in a mountainous part of eastern Utah, with its crew trying to drop a net on the elk, said Jared Rigby of the Wasatch County Sheriff’s Office.
The two people on board weren’t seriously hurt, but the elk died of its injuries Monday afternoon.
The state-contracted Texas-based crew was trying to capture and sedate the elk and give it a tracking collar to research its movements in the area about 90 miles (145 kilometers) east of Salt Lake City.
Helicopters are a frequently used and essential tool for monitoring remote wildlife in Utah, said Mark Hadley with the state Division of Wildlife Resources.
The tracking collars help wildlife officials monitor elk migration paths and survival rates. The state captures about 1,300 animals each winter, almost all using helicopters, and Tuesday’s downing of the helicopter was the first accident of its kind, he said.
The crew had launched a net it catch the animal, but when that didn’t immediately work the pilot started to slow down so someone could jump out and hobble the elk, Hadley said. As the helicopter slowed down, the elk collided with the rotor, Hadley said.
The helicopter was damaged on its tail rotor, right skid and underside, Rigsby said.
State officials will review the incident that appears to have been a fluke accident, Hadley said.
Environmental groups have protested the use of helicopters to monitor wildlife.
The group Wilderness Watch is objecting to a plan to study mountain goats using helicopters in a central-Utah wilderness area, calling the aircraft "unnecessary intrusion into some of our most treasured lands," according to the Deseret News.
