I like to think that Tiff, while having a very caring home life, was brought up with her books. Her parents definitely raised her well, but a good chunk of her worldview was influenced by various literary sources.
Now, I don't know what kinds of books are being kept in Dedede's library, but if he doesn't have it, I'm sure Biblio has it downtown, so her options were considerably wealthy.
And, well, on top of being a little snooty rich kid, she seems like the type to gravitate towards stories with larger-than-life morals. Books that have dozens of woven themes and ideas, realistic conflicts that define entire character arcs.
And I think that's part of the reason why she acts so bossy early on. She has this idea in her head that she's prepared to tackle anything because she read about it. Because she's seen something like it before, she has an idea of how to handle it, and can act accordingly.
And being a kid who hangs around with a bunch of rowdy rough boys all the time, that's gonna come into play quite a lot, making her essentially predisposed to a commanding spotlight. She's the one to turn to when things go wrong, which morphed into her being the one to scold them when they do something wrong.
But then Kirby comes into her life, an alien being she's never seen, belonging to a faction she's never heard of, and now there's a monster threatening the lives of everyone around her every week. This kind of thing is way out of her league, but she can still salvage something from her books... surely, she must...
But after a while, it... stops working. Because she isn't prepared. There's nothing in any fiction or non-fiction story she could read that would help her deal with any of this. And what does that knowledge do?
It humbles her.
Through Kirby, she learns to come to terms with not being prepared. Her books aren't useless, but they aren't a catch-all, and coming into every situation with just that knowledge alone isn't going to help you. It takes creative thinking, level-headed thinking...
And thus, she simmers down.
