OK wild theory on Nacre and the Voice(s) in the Darkness time: it's us, and it's always been us. I think Darkness manifests as a paracausal "shadow" in the subconscious, able to draw out buried memories and hidden emotions because it's already there, inside your mind where those thoughts are buried. Psychic entities like the Witness and Nezarec can tap into this shadow, allowing them to harness your repressed trauma in the form of Nightmares, or to puppet your inner voice as a means to communicate and manipulate you; the Witness' messages often had a familiar tone and it tailored its arguments to the frustration, confusion, and exhaustion felt by guardians because it was channeling that "dark side of the mind" in order to speak with you. We see this happen with the Veil as well, with Maya Sundaresh hearing it name itself in her own voice.
I think the speaker in Nacre's lore tab is the consciousness that once inhabited the Veil, and the "necrolite" it refers to is the Veil itself. I think at some point it discarded the Veil as its body and has essentially become a living meme, inhabiting the "dear and distant expanse" of the entire universe through the minds of living beings. Since it's the source of Darkness and the originator of that shadow, it can naturally speak through it, and the recurrence of the "knife" idea in those who've made contact with the Veil is a mark of its influence.
So the tl;dr is this: the "Voice in the Darkness" is our own, stemming from the shadow of our guardian's consciousness, and different entities can and have spoken to us through it, including the Witness and the Veil. This might also be what links Nightmares and Resonance to the third Darkness element that's been alluded to.
