It's so funny because I personally do NOT like daddy kink and don't like when guys call me that in bed even if I prefer to be the dominate one and yet I still loved this.
He identified Buck wasn't feeling his best and checked in on him. He reciprocated vulnerability. Then he caught on to Buck's flirting (again, Buck started the daddy issue bit) and went with it. Probably not reading the daddy fics since I'm not a fan but I think it's funny and great that they went there.

So in all likelyhood, it was probably just logistics behind the fact that no one came to support Tommy (why hire faces for a side character), but it is a good way to show character background that he is pretty much alone. He spoke about his jealousy of the 118 becoming a family and the fact that he had no friends or family show up for his award ceremony means he had no one before he reintegrated into the 118's family through Buck.
It must have been a really lonely life for him up until now, and the fact he felt like he had to leave the 118 to stop lying to himself only for him to be brought back into their fold and see no one cared? Poor dude.
I like the idea that Tommy was so kiss drunk that he didn’t notice. By the time he was thinking straight, Buck was dragging him to Chimney’s room so Tommy couldn’t see his face until they were already in the room.

I like the idea that Tommy was actually kicked out for the army early due to DADT which contributed to him scurrying deeper into the closet.
Maybe he was betrayed by a bunkmate who caught him sneaking out of a gay bar.
Maybe he and another soldier got caught hooking up and the other solider claimed Tommy assaulted him.
Maybe he had a “girlfriend” back home and a nosy squadmate read it and found out that friend was actually a boyfriend.
Anyway, it culminates in him being discharged. But since Tommy still wanted to help people, he becomes a firefighter. He convinced himself that his previous interactions with guys were just a phase and puts it behind him. He hides behind gay bravado and his naturally masculine hobbies to keep up the pretense through the academy and probation.
He is used to the kinda of things Gerrard says and finds it easy to lean into it to blend in just like he did in the military. But once Chimney and Hen show up, that facade becomes harder to maintain. After Gerrard is axed, Tommy starts to confront those feelings he had gotten so used to pretending weren’t there.
Eventually he sees the opening for a pilot and jumps at it even though the 118 has become a lot more progressive under Bobby. To Tommy, this is a chance to reclaim the opportunity that was taken from him when he was booted from the military. He always did like flying and now he can reclaim his identity as a gay pilot—this time openly and proudly.
