Legal reasons is exactly correct!
Most, if not all iconic modern (20th century - present) buildings have design/architecture copyrights on them which make it complicated for animated shows to replicate. Dubai, as a very modern city with a large number of uniquely styled buildings, has a good number of architectural copyrights.
While these copyrights don't really affect live action shots (copyright protections don't cover public photography and usually establishing shots have filming approval), it does impact animation, which has to either replicate the building in a matte or physical model. This is where things get tricky, if not outright troublesome.
As a result, productions lean towards creating a "look of" so that they don't get themselves or the studio sued.
Seen a few critiques of the Dubai skyline at it appears in the show. Which, I'm gonna be real, is a pretty... asinine thing to critique in a general sense.
But! The reason for it, I believe, is that for legal reasons, we cannot match the skyline to how it appears IRL. This has actually come up on a number of animated shows I've worked on (especially when I was doing the production side of things).
I'm not exactly sure WHY the exact skylines can't be used for legal reasons -- in addition to just how hard and complicated it would be to match the skyline from an artistic perspective -- but... yeah... that's likely the reason.
