Because the participation of a country in eurovision has nothing to do with the ethnic composition or its “europeanness”...
To participate in the contest the national broadcasting channels must:
1. Pay membership fees to the EBU (european broadcasting union)
2. The country has to be situated in the European broadcasting area, which extends beyond the traditional frontiers of Europe, it includes countries from north africa, the middle east and the caucasus.
Australia is the exception.
