I recently got into a game called No Man's Sky which everything is procedural generated...this includes the animals. And sometimes they don't make sense. This especially includes flying animals.
If you YouTube search enough content from that game you will likely find something with the same situation in terms of flying (I know I've seen some that fit the bill in my gameplay.)
