Arch doesn't come with a desktop environment by default. This scares people who aren't that familiar with Linux's CLI. It uses the pacman package manager.
Arch's lack of a desktop environment makes it so that you can install whichever one you want and customize the ever loving fuck out of it.
YOU CAN RUN ARCH ON DAMN NEAR ANYTHING. Apple wants a walled garden. They made their own ARM processors to stop people from booting non-Mac operating systems on their hardware. Surprise, surprise, someone ported Arch to Apple Silicon as Asahi Linux.
Arch is intentionally bare-bones. The Arch Wiki has GREAT documentation for making it less bare-bones.
People who find Arch to be not customizable enough for their needs will use Gentoo or Linux From Scratch instead.
