The Olyndicus:
The Olyndicus is a secret weapon of the White Fang, known only to the High Leader & smattering of researchers.
This weapons is a gargantuan Silver Spear with interlocks and etchings modelled after the fallen Faunus city of Morius’s Aura-Engines.
It is designed to be loaded with Dust infused spear heads and their power enhance by upwards of a dozen Faunus collectively charging the resulting energy beam with their Aura’s.
Such a technique is known on an individual scale, but to do so collectively, balancing, harmonizing and keeping in careful concert so many Aura is so difficult such an idea has never been considered by the likes of Atlas.
This method is only workable thanks to the High Guard’s area of expertise being their collective coordination and complimentary training designed to ensure that despite each alone is not being terribly strong, that under the proper guidance and leadership they can act in perfect sync and harmony.
This weapons is named as a reference to a chieftain that fought a resistance against Roman imperialism.

The Strength of Sienna Khan
I find the subject of how to address where Sienna is on the power scaling of Remnant to be both an interesting question and rather pertinent if one ever wants to write a fic about her and so I have provided my own breakdown on the matter below.
Opening:
Now, I certainly don't mean it in a "How much Ki does she have" or "Does her Semblance make her an S Class threat" or "She can move at Mach 5". No, I more mean it in a general scaling of, who would she measure up well against in a fair fight sense.
& obviously the answer should be "Whatever doesn't break established canon too much" (Unless an AU or what have you)
However, I do feel there is a sort of bare minimum that needs to be cleared based on what we've seen, but even more, what we know.
So, time for some grounds keeping:
Now I could go into how I doubt one rises to a position like Sienna's and survives being functionally at war with something like the SDC and presumably wanted in every nation save Menagerie and likely Vacuo without being badass, but given she has allies that only means so much, Jac certainly didn't survive based on his personal strength after all, so lets move on.
Someone might argue that anything beyond what we saw in Sienna's trailer (Sorry Adam's, but I digress) to not be applicable, however we only saw her fight once and it seems anyone not at mook level didn't really struggle in that fight so it is hard to get a gauge.
We can infer a lot from the fact that despite having her presumably elite guards, and six other soldiers, plus himself and potentially Hazel on side, Adam still chose to kill Sienna by surprise before she realized he didn't intend for her to step down. This can certainly give the impression that Adam did not feel confident he could defeat her either with that back up, or at least not without severe risks, but that still only gives us so much, because we don't know what those risks were.
Still, I think as a starting point as strong, or more likely stronger/better than Adam seems like a fairly reasonable place to start from based on that and the trailer.
But we can go deeper.
One integral thing to think about when considering where Sienna might be on the overall metric and scale is this.
Cinder didn't try to recruit or intimidate her.
Now, some might argue that "Sienna didn't exist before V4" or that "Adam was High Leader before V3" or what have you. I say this.
But I don't think it matters; not just because Sienna is canon, but because as far back as V1 when Blake imagined the shadow figures who replaced the previous leader, there was not just 1. This means that even if Adam was meant to be higher up than he eventually turned out to be he still would not have been alone, eh wither would have had contemporaries or superiors right from V1 and them needing to recruit in V2 and having such a small pool of forces in V/3 really doesn't give any eight to the idea Adam had the full resources of the Fang at his command.
(Though why the boss of a massive organization would be messing about on a train blowing shit up for the lols is beyond me, hence why I don't think he was ever the leader)
This means that regardless of whether Sienna the character, her design or background, ETC, did to didn't exist specifically before V4 doesn't matter because someone always existed in the WF who wasn't submitting to Cinder as Adam was and held a great deal of power.
So what does that mean?
Well what this means is that to reach a final conclusion we need to look at Cinder Fall and her involvement with the White Fang to reach a final conclusion.
So, Cinder is someone with the training of a skilled Huntress (Seemingly), had an assassin and hallucinogenic thief and fighter on her side, and the resources provided to her by Salem, but rather than going for the High Leader of the White Fang and thus potentially netting the entire organization, she went to Adam.
And we know it was intentional because Cinder knew who Adam would be, seemingly that he had an ego given her degree of flattery and she placed great emphasis on choosing him, meaning that give her intelligence on the WF, means she determined him the best.most likely candidate to agree that would be useful. Now this info wasn't perfect because it either failed to communicate Adam's ego effectively or the political situation in the WF, IE, that they would not be willing to work for a human like this, or at least not with her plan.
But by all of this we can determine Cinder had some moderately good Intel on the White Fang, so the question becomes...
Why not Sienna Khan? (Or whoever pre her creation, but yes Sienna Khan)
This next segment will involve a slight digression down, but please bear with me.
Cinder is someone not against bribery, flattery or threats to get what she wants, we saw all of this in her recruitment of Adam, so her avoiding this route with the WF's High Leader means a few things. Firstly it means she likely knew Sienna would not agree to such a destructive plan because it served no purpose; this objection could be moralistic or pragmatic, but Cinder would likely assume the latter given her general disposition and attitude.
But would she, would anyone object if it meant not dying? Would someone actually fight a doomed battle and die just to avoid being forced to commit a terrible act, or being subjected to slavery via threat? I doubt Cinder would believe that possible at least for someone who operates at Sienna's level in the world.
Here's the digression.
This was based off Cinder's interactions with Raven but it still feels applicable here. When Raven said that she wanted to kill her own brother, Cinder did not for a second seemingly doubt her, not even assuming something sneaky like an alliance of pragmatism to deal with her (Likely because she knows they fear Salem). No, Cinder just accepts that Raven wants her own brother dead, cheerfully in fact.
Now, say what you will about Raven but given she still has a portal to him & hasn't slit his throat while he was asleep, I think we can agree she, while willing to endanger Qrow, doesn't actively 'want' him dead or to murder him.
But Cinder was willing to accept that she did, and I feel its for much the same reason as one tumblr post mentioned. Cinder assumes everyone else is as petty and evil as she is. That might not be 100% accurate, but I think she'd definitely assume that of people like Raven, Sienna & Adam, even if she likely regards it in degrees, IE, Adam was the most likely to go along with her plan hence seeking him out.
End of digression.
This to me means that Cinder would not be acting on the assumption Sienna would object to her plans morally, or assuming that Sienna would sacrifice herself to stop them, because she likely thinks Sienna is incapable of such things.
So why wouldn't she seek her out and try to force Sienna's hand once she had half the Maiden powers? Cinder seems rather confident in the ability of power and fear to command respect and yet she didn't aim any higher than Adam despite the potential benefits.
Well given Adam was able to blits through her former guards relatively easily -though be it with a bit of shock given they didn't expect him to go that off the hook- this means to m that Sienna would be the major deciding factor here, not her guards or mooks, especially given Cinder can control Grimm and so could likely organize a Grimm attack to keep the grunts busy while she and her allies go for Sienna.
Thus, to me, this means that as far as Cinder was concerned , even with half the Maiden powers, her wonder minions and potentially Adam...
She still did not feel confident in taking down Sienna.
Or at least she was not confident in being able to force Sienna to surrender or to kill her quickly and turn her into a martyr without it being very blatantly clear that she did it, that Adam was a traitor, and generally just turning the entire WF against her or causing it to fracture apart defeating the purpose of the battle.
Given Cinder's ego likely means she has a fairly high bar before she feels threatened or like she couldn't pull off a "just as planned"; the only conclusion I can reach is that even after gaining the Maiden powers and potentially/likely/certainly Adam as an asset, Cinder still did not think she could overpower Sienna easily enough to either win, or at the very least accomplish her goals.
Conclusion
So, when we put all this together what do we get?
Well, we know that Sienna was at least a skilled fighter and one of at least comparable strength to Adam in the trailer.
We know that despite having her guards, back up and Hazel, Adam did not feel confident in either winning or at least not in a quick fight and so resorted to a sneak attack.
We can deduce that despite her powers and connections, Cinder did not feel she had adequate resources to either defeat Sienna and force her to heel, or kill her quickly and frame it on Vale to make Adam High Leader.
Thus, I reason, that Sienna Khan would likely have at the very least be stronger and more skilled than Adam, and could have put up a good fight even against partial Fall Maiden Cinder, Emerald & Mercury, enough that trying it would not be deemed worth the risks involved.
Exactly where you want to put Sienna's strength is obviously up to your own discretion, even if you follow this analyse there's still a lot of room for interpretation or extrapolation.
But I hope that this breakdown has proven insightful and well reasoned, thank you for your time.
Notes:
I almost wish I had made a video of this :D
Brainstorming Semblances could also be fun.
My main one for Sienna is that she has a 'crest' that she can store her Aura in, storing up potentially days, weeks, months or even years that when activated means she can drastically multiply her strength, sorta like Adam, Yang or Nora, but its pre-stored and has a massive gauge, This is the one I give her in the War idea (and in general) hence her being able to vaporize that cruiser, though using said Semblance can be hard, slow and painful and take a long time to recoup.
Other idea include Nine Lives, IE self Resurrection.
One idea I had in a fun little snippet I wrote ages back involved Sienna being able to forge a psychic link with animals, awakening their Aura, extra intelligence & having them fight along side her as her familiars. She had tigers :D
Another had her able to make solid, independent duplicates, or at least one that operated as an e extension of her, dividing her power in half, but letting her be in two places at once.
Another was tat she operated a bit like Cortez from X-Men, but in this case she basically cleaved off a chunk of her own Aura and infused it into others to give them extra strength and energy but could also return said power to herself if she wished to, weakening the, especially if they'd become dependent on her enhancements.
There's probably a lot of other ideas and if you folks have any I'd love to hear-em, but those are some thoughts.

This came to me shortly after the Adam trailer was released. In V2, Blake explains: "The masks are a symbol. Humanity wanted to make monsters out of us, so we chose to don the faces of monsters.“ That line of thought illustrates pretty well the spitefulness of the person who started the trend- Adam, if we believe the beginning of his trailer. Which then brought me to think of how, from the moment Ghira stepped down, Sienna is the only other character besides Blake not wearing a mask when the entire White Fang seemed to. I think it’s meant to illustrate that, though Sienna was more radical than Ghira was, she nevertheless was a just person and above baseless hate– she stated plain and clear in V5 that what she wanted was respect, not domination. In the same vein, I believe that Blake herself not wearing a mask in every flashback we’ve seen (trailers and V3) is meant to show she was separating herself from him, that she was becoming increasing disillusioned with him and his behavior. That said, in every single one those White Fang flashback we’ve been graced with, Blake had always been at a point in her personal journey where she had started doubting him, yet we know for a fact that there was a point in time where she did believe in him and she did adhere to his school of thought (not knowing how deeply his hate ran and the true vileness of his beliefs). It wouldn’t be farfetched to imagine Blake would have worn a mask back when she was still blind to his true nature. So yeah. Small headcanon comic :’) Because I just love Sienna so much and I like to think she had a positive impact on at least one important character

RWBY Headcanon: The Weapon of Sienna Khan
http://rwby.wikia.com/wiki/File:V6_adam_short_00048.png
With a thick handle, heavy chains and Dust infused, detachable daggers, Sienna’s weapon requires great skill, awareness and strength to be utilized properly.
In designing her weapon, Sienna Khan chose to take symbols of her people’s oppression, chains and the whip, combined them into one and turned them into a weapon with which she will bring justice to those who harm Faunus. She will turn these tools of oppression into weapons of liberation.
https://vignette.wikia.nocookie.net/rwby/images/c/c5/SiennaWeapFull.png/revision/latest?cb=20180907053458
She will also ever willingly use this weapon on another Faunus as a by-product of its nature. The idea of fighting other Faunus already does not appeal to her on an incredibly deep and visceral level, but to turn those tool against her own kin? never.
But if you are responsible for injustices done to Faunus, then chances are, this will be the last thing you see.

Notes:
Would be leaning towards Arcus Ulciscor as a name, basically Latin for ‘Rainbow Justice/Retribution’ though Talio could fit in, in place of Ulciscor.
Sadly I couldn’t get the images in cos I had them loading for like, 7 hours and I still couldn’t post :/

RWBY Headcanon: A Speech
Sienna stood upon the broken monuments pedestal, looking out across the small sea of Faunus. Scuffing her feet against the vandalized foundations she began to walk, cape billowing, voice rough and booming.
“I look upon you all and I see Faunus!
An interesting word, isn’t it?
Because long ago our ancestors did not call themselves Faunus. Did not think of themselves as Faunus. They thought they were people...
Then humanity met them.
The humans saw someone with more than two eyes, horns upon their head, a tail on their back and declared you!
You are not people.
You are savages, animals, monsters!
And so it came to be that our ancestors were Faunus. Chased from settlements, outnumbered and hunter, harried and chased until cornered and then butchered!
Travel forward a millennia and the story changes, we fought with them and so it came to be that we were not to be hunted down, lest they wished to, but instead that Faunus be corralled, chained and collared!
Scarred by chain and lash they built these cities, a monument to the suffering of our ancestors! Towering reminders to the thousand, thousand thousand dead children and broken dreams!
The only justice our ancestors got was when their grief grew so great the Grimm would be called down upon them all and kill slave and master alike!
And now, what has changed?
We fought with them again and were promised changed, but instead we were sent to a desert island to die!”
The crowd was roaring.
"We fight again and our promised justice, but our livelihoods are stolen, our children denied a future, our lives cut short by police and murderers alike!”
The streets were booming.
“You’re angry, good!
Humanity will try and say your anger is the problem but it is the solution, it is the fuel and the salve that will keep us working until the job is done!
So be angry, be furious and livid, use it, embrace it because anger is what will get this done.
Join with me, fight with me and bring our people the justice denied to our ancestors, that will be denied to you and your children if we don’t succeed!
Are you with me!?”
The crowd cheered and roared her name.
“Sienna!”

RWBY: The Pirate CCT Network (Headcanon)
The Cross Continental Transmit System, one of the greatest accomplishments in the history of Remnant. Allowing mass communication across the world, fostering diplomacy between the four kingdoms after the Great War, when enemies became friends and worked to foster peace and mend bridges.
Among humans.
They do not admit it, but it is the truth. The picture says it all, does it not? The four kingdoms connected covering one half of Remnant’s hemisphere, while the Faunus were cast far away from human consideration.
Menagerie, a land named after when animals are penned, was a gift from defeated slave masters. But did it receive the same support as Vacuo? A nation that turned on its own government shortly after the Great War and now barely acknowledges it? None would deny the once bountiful oasis had suffered and deserved to be repaid.
But the fact a nation made of human and Faunus that rebelled against itself received a CCT tower. While the Faunus were gifted a patch of land far off from the empires that had subjugated and hunted them but now claimed to want peace.
The radius of the towers and how they interconnect is no secret, and thus, it is no surprise that Menagerie’s coverage was overseen by Mistral, and unsurprisingly, the reception was spotty at best. This compelled the Faunus to rely more on small, local radios when they could. The support towers occasionally offer some relief, but it is incidental and given how often they fall, brief.
Campaigns to sponsor a fifth tower in Kio Kuana have been fostered but always shot down. Citing security, maintenance and monetary concerns, not subjects that have ever been addressed in regards to Vacuo. The fact five towers would benefit all, especially should one fall is brushed off, and Menagerie would be left to languish, dependent on humanities generosity and cut off from their kin in the cities and settlements.
Sienna would not tolerate this.
The White Fang had skilled technicians, their skills self taught often and refined in the war or through sheer passion and necessity. Their skills, when combined with the resources spies and collaborators could collect allowed Sienna Khan to begin formulating her plan.
Already, she had extended protection to settlements across Anima and Sanus, while aiming to establish more camps. for her soldiers. Ensuring speedy communication for her one day shadow nation and growing army was imperative. No Faunus would cry out and go unheard, not if Sienna Khan could help it.
Support towers that were not well guarded were raided, supply ships and SDC or council controlled warehouses were robbed. All to collect the necessary equipment, experience and locales to make their work a reality.
Certain old and lost towers had moss removed and their broken forms re-ignited. While more relays and small, hidden support towers were constructed in villages and the heart of Fort Castle. Their signals hidden, placed as an underlay to the pre-existing towers and network. Accessible by not merely password, but awareness to the hidden channels that were shifted and move frequently, updates always posted by messengers to ensure secrecy from any who might have been able to key in by skill and luck.
With the pirate network, powered by the kingdoms but connected through the ingenuity of the White Fang’s agents, the Shadow Nation could truly be born. Practically freed from a dependence on human agents, when a town was in danger, the White Fang knew and could respond. Should a ship need to chart a path there is no confusion and even casual conversations and video streaming were options.
This accomplishment is what brought the technical officers of the White Fang into greater renown and was one of Sienna Khan and her forces greatest accomplishments. The safety and joy it brought to the people was palpable. So much so that even Ghira was a happy sponsor of this endeavor despite he and Sienna’s frequent, if polite stand offs regarding politics.
This was a power move, hidden as it was, and it allowed for contact between Menagerie as far as Fort Castle with the kingdoms being none the wiser. And even more, one support tower could fall and the network would not. However it did still depend, for the moment, on the human CCT towers to function overall. Sienna had ambitions to free the Shadow Nation from these restrictions.B But for now, should the CCT fall, even the White Fang would struggle, becoming dependent on a small system of relays between a few location such as Fort Castle and Menagerie until a solution could be found.

RWBY: Shadow Nation of the Faunus (Headcanon)
Summary:
Many know of the battles that raged within the kingdoms between the White Fang and human supremacist groups, or the raids upon SDC shipments and mining colonies.
But few know of what is perhaps Sienna Khan’s greatest accomplishments as leader of the White Fang.
Throughout Remnants long history the Faunus have faced a constant battle for survival. Not merely from the Grimm, but against humanity as well.
Driven from human settlements & their traditional lands. Hunted down or attacked on sight. Attempted genocides followed by generations of backbreaking slavery that built most of the modern kingdoms. Even in the most equitable lands oppression was pervasive.
It is unsurprising then that many Faunus, fleeing violence or oppression would congregate and form their own communities. Nowhere is this more evident than in the South-Eastern lands of Anima.
In more recent history (The last 300 years) with the rise of the Mistrali Empire, Faunus of Anima found themselves fleeing South-East to escape slavery and persecution. Meeting more of their kindred, these refugees began to form communities and over the generations hundreds of small settlements sprung up in Southern Anima, that were founded or dominated by Faunus escaping or seeking refuge.
However it was a harsh land that awaited them (hence Mistral's lack of interest in expanding there) Natural resources were often difficult to find, let alone access without more modern equipment. leading many settlements to eventually fall into the maw of the Grimm or collapse from the mere weight of their own populace.
Many hoped things would change after the Great War, where slavery was officially abolished world wide (Though some say 're-branded' would be a more apt term) and the Faunus now had their own nation not far south and all were to be protected under the Vytal Accord.
Were that words on paper be as binding as actions.
Menagerie and Southern Anima were barely covered by the CCT networks and their locations left them cut off from trade. The Faunus were essentially frozen out from the kingdoms, supposedly their allies, or any other kind of support.
When they could contact the kingdoms for the aid of Hunters, their mission rarely found their ways onto the boards, If they did, they were often ignored, When not, the Hunters were often late and demanded exorbitant pay for their services.
& in all too recent history there was the attempted mass deportation of Faunus that led to the Faunus Rights Revolution (FRR) that notably led to the conquering of Fort Castle and the birth of the White Fang.
Yet once again the promise of equal rights and peace were little more than words with little substances.
Sienna Khan:
For years the White Fang toiled for equal treatment, peace and representation only to be ignored, their funding quickly drying up from anything but donations and their leaders ignored by those they had been meant to be seen as equals to.
It was in the face of a tragedy that finally brought forth the rise of Sienna Khan. A lieutenant and hero in the FRR, now the White Fang's Security Head, she promised action, she promised change and she delivered.
With her rise to High Leader of the White Fang, Sienna Khan found herself facing many challenges from training and housing her troops to avoiding the law and bounty hunters while faced with the weighty questions of what path was best. Sienna Khan however is a strategist and is well familiar with the long games played by kingdoms and corporate empires. She set about her plans and goals with the focus and passion for which she had long been known.
Sienna and her forces set about re-conquering Fort Castle from the Grimm & making it their home base. From there she enhanced training programs, led the charge against Anti Faunus groups and drove them into the ground, torching stores that denied them their rights and orchestrated raids against companies that exploited her people, like the SDC.
However, perhaps most noteworthy and largely unknown within the Kingdoms were her actions in Southern Anima.
Knowing that so many Faunus, or Faunus dominated, communities had been denied protection and CCT coverage by the kingdoms she and the White Fang extended an offer of protection to these towns, hamlets and settlements. Thus ensuring their safety against bandits, Grimm and raiders.
This led to two great improvements for the White Fang in the long run. The first was in recruitment, many within these local communities wished to aid their sponsors, defend their people or just their homes and proved able recruits, thus adding to the White Fang's numbers and local militias.
Secondly, with their safety and stability assured and trade routes with Menagerie secured, these communities stabilized and were able to become breadbaskets for the White Fang and further enhancing trade with their kin on Menagerie.
Menagerie, the settlements of Southern Anima and to a lesser degree the White Fang, are all considered to be apart of the same political body.
However, the disconnected nature of Remnant and distance allow for a great deal of independence and self governance, aided by Sienna not desiring to rule and Ghira's lose grip style of leadership outside outside of his own community (A common attitude among kingdoms and their external settlements)
Over the years some of the towns, mostly on the coast, have begun to grow and expand, becoming slowly closer to the realm of city states such as Mistral’s Kuchinashi and Wind Path. Most lack in natural defenses compared to similar settlements, but their interconnected nature & the White Fang ensure safety and stability, provided there is no great upheaval.
It is also thanks to these villages that the long term plan of a faux CCT tower made up of multiple smaller inter-linked support towers came to be a reality, allowing for easy communication between villages, the White Fang and going as far as Menagerie. This pirate network, like the Shadow Nation itself has been kept secret, for now. Better to let the kingdoms think Menagerie and the Southern settlements little more than isolated pockets instead of a growing and thriving competitor state.
Thanks to these actions and more, a Faunus shadow nation has been born right under the kingdoms noses but beyond their sight.
"From shadows, We'll reclaim our destiny, Set our future free, And we'll rise"
Modern Map:
Notes: See the settlements marked in Menagerie's yellow colors over Mistrals blue? I tend to assume they must be connected to the White Fang at a minimum which is where this idea sprung from.
Beyond protecting the people, Sienna hoped this would, over time, allow for the creation of kingdoms as large, populated & stable as the likes of Mistral or Atlas.

RWBY: The White Fang Paramilitary (Headcanon)
Summary: This post will detail my headcanon for how the White Fang was structured and operated during Sienna’s reign.
Overview: Under the experience leadership of Sienna Khan the White Fang quickly became a paramilitary organization. Collectively its members proved themselves able contenders with the likes of the SDC’s military grade equipment, human supremacists, police and even at times the Atlesian military or Hunters sent after their heads.
Bases & methods:
Their main base is in the mountainous walls of Fort Castle, reclaimed by Sienna and her forces as a rallying point shortly after the she claimed leadership of the White Fang and destroyed several leadership of several human supremacy groups.
Over the years it has been improved and outfitted with some of the best equipment available and it blends into the surroundings near perfectly. It is so large that contained within a small collection of airships, Bullheads and stolen cargo carrier make up a large part of the White Fang’s air force. Cannons and snipers keep watch from within the walls, through window and sniper/cannon dens.
Relying heavily on guerrilla tactics, the White Fang used the wide and ‘empty’ nature of Remnant to their advantage. Camps, military bases and other hidden operations are scattered all throughout the wilds. Thanks to the Grimm, as well as the sheer distance and density of the environment it can be difficult for Hunters to track them and even harder for a large military force to route them. This allows the White Fang bases to operate with a degree of secrecy and safety, provided they keep the Grimm off their backs. They often have trade or exchange protection for secrecy with small settlements *provided they are not Sundown towns. (*Towns were Faunus are not permitted after nightfall)
Within the kingdoms Faunus and Faunus that can pass for human take on jobs and can even open businesses that become 'banks’ to clean the White Fang’s money, gather information, forge documentation for their kin on the outside and serve as safe houses in times of need. Over the years, the White Fang has been able to purchase/establish a small number of shell companies to take over old warehouses and buildings in the ghettos for meetings and rally’s.
Thanks to the protection they can offer the White Fang is often welcome in Faunus dominated ghettos, and in return they will often protect or give supplies to their kind, encouraging them to not reveal their presence. (They also try to stamp out drug peddlers or exploitative gangs, however even their numbers and influence is limited.)
These factors allow the White Fang to operate both outside and within the kingdoms and cities. This makes tracking them difficult, especially as most bases will have at least a few beyond average fighters among them if they are found and their highly mobile nature and the Grimm make disappearing in chaos relatively straightforward.
The White Fang keep their bases and operations de-centralized and often on the move. Their lowest ranking soldiers have enough skill to deal with regular Grimm and live off the land allowing all base camps (Such as the one seen in V3’s flashback) to be relatively self sufficient.
Generally these smaller scattered bases will be under the command of a lieutenant or captain, though higher ranks can come and take over at times (Such as Adam) Within the kingdoms there will usually be at least one commander, but often they lead via Sienna’s command and through several proxies, relying on speakers such as the 'shop owners’ or senior soldiers in the ghettos to disperse the necessary information to limit chances of interception.
Ranks & Responsibilities:
High leader
At the highest level is the High Leader. It is their duty to determine the White Fang’s overall course, with advice, and to direct their operations, battles and lower level officers. Thus the High Leader is generally the focal point of information and strategy and responsible for, to a degree, everything from their budget to choosing their targets, agents and methods. They also often set the tone and ideological course of the White Fang, or try to.
High Leader is the highest rank, essentially without equal, though Sienna Khan saw herself as in the service of the Faunus, and an equal to the Chieftain of Menagerie and its elected councilors due to the White Fang being their unofficial military.
The next ranks are divided into three.
The Triad
The three highest ranking generals of the White Fang, all seen as specialists in their area who lead their own distinct forces and have a unique operation style. Thus rather than divided by ranks, they are divided by divisions, which are:
Skirmishers:
These forces under the command of their War Master make up the bulk of the White Fang, sometimes these soldiers are characterized as 'Grunts’ in human reports.
These forces rely on group tactics, varied weaponry and their leaders to operate, usually functioning in small platoons or moderate sized camps. The lower ranks tend to have only basic combat training. Generally speaking, their skill is above the norm compared to the likes of the police or gangs making them comparable to militia or military forces. Generally these soldiers are equipped with swords, survival equipment, small rifles and wear matching uniforms. Though the more skilled or higher ranked officers tend to develop more unique styles and skill sets, such as the dual wielder who faced Blake during the Fall of Beacon or the lieutenant who ran the Forever Fall camp. (Most camps are led by someone of equivalent strength and skill to the Forever Fall lieutenant.)
The leader for this portion of the triad holds the title of ‘War Master’ and is based in Atlas. They orchestrate quarry raids and rebellions among the miners and disenfranchised. It is also they who is Sienna’s presumed successor should she fall and there be no time for a proper transfer of power.
They primarily operate out of Mantle, which, thanks to its politically standoffish nature with the rest of the kingdom, IE Atlas, is at times willing to turn a blind eye to their operations.
The main body of these troops though is in Mistral under Sienna Khan, protecting the southern territories of Anima or operating camps across the world, gathering resources and scoping out higher yield targets or mining operations the SDC and other companies don’t reveal to the public.
Champions:
The mightiest warriors of the White Fang, figures such as Blake Belladonna, Adam Taurus and more, who have to one degree or another mastered Aura and are capable of facing entire squads of troops alone with ease.
The champions are few in number but their skill, power and Semblances often make up for it. They are somewhat similar to the Atlesian Specialist, a comparison neither faction finds flattering.
Regardless, the champions are the White Fang’s elites, in times when a foe or missions is too much for the skirmishers to handle the champion is called in to solve the problem.
Somewhat removed from the traditional chain of command, champions have a surprising degree of freedom and operate somewhat like Hunters in that they respond to requests made by different camps and bases or can more freely choose where they operate provided there is no pressing need for them elsewhere. Generally speaking though they take their orders directly from Sienna Khan, though their 'general’ was at one point Adam Taurus before his disappearance and subsequent betrayal.
The next faction is somewhat contentious, as they are technically two and competing for whose leader represents their forces on the triad and which is nominally made subordinate, these forces are:
Scouts & Stealth Force.
The history of the scouts and their leader, the Scout-Master, dates back to the Faunus Rights Revolution. Much of the fighting took place in the wilds and having a good lay of the land was integral for the revolutionary forces and thus scouts were a popular and incredibly important type of soldier.
They specialize in travelling alone or in very small groups, opting for speed and long term stamina over specialized combat skills or direct fighting and often utilize ambushes, traps or others to do their fighting for them, gathering info and laying the groundwork for future battles.
As timer passed though and due to the nature of the White Fang’s Shadow War, a much more marginal type of soldier became more popular, with many coming from the ranks of the Scouts.
These are the Stealth Force, otherwise seen as the White Fang’s Wetwork operatives. Headed up by a Spy-Master, the Stealth Force are much more uniform than their scout contemporaries and wear clothes that are close to the skin and uniformly dark. (Illia, Yuma, Trifa and the fourth Faunus in their kidnapping group are all members.)
Their outfits, training and style is built around operating in an urban or industrial environments. They work to gather information on factories, production lines and when the times comes, it is their job to slide in the dagger or whisk away a captive in the night.
(Naturally and fitting with Sienna’s strategy they try and reserve this treatment for the worst of the worst, such as the mine overseers and Board Members responsible for the tragedy that robbed Ilia of her parents.)
Understandably, due to their shared skill-sets but divergent areas of focus the scouts and stealth forces have some professional friction, exacerbated by the fact many of the regular White Fang tend to view the Stealth Force more favorably. Not to say that they do not respect the work of the scouts whom they often work closely with, but merely that their work does not seem as exciting as that of the Stealth Force.
Stealth Forces also contain the largest number of Faunus whose trait extends beyond blessings such as advanced hearing or night vision and go further with traits like wings and webs. These soldiers are generally weaker than champions or Hunters but are still much stronger than regular soldiers, they generally lack a Semblance which their Faunus trait can compensate for.
Their leader is a very mobile figure, but they often report in to Mistral to speak with Sienna before disappearing again and are known to possess a scaled tail and a slight, lanky frame. The Scout Master is their lieutenant but operates with great freedom and has a prosthetic tail, she is fiercely loyal to Sienna and hails from outside the kingdoms.
Tech Corps:
There is a fifth, smaller faction of troops who work as mechanics, bomb makers, technicians and pilots. They generally operate under the purview of whoever is their local commander, though the head technician in Mistral is known to be a close adviser to Sienna Khan and was instrumental in facilitating her Pirate CCT Network. They often also help catalog and collect information via the White Fang’s CCT networks and channels.
However due to their technical skills, most lack military experience or training beyond the most basic levels (save field operatives trained in bomb works) and so tend to operate on a more ‘background’ level, but one should not underestimate their importance or the head technicians reach.
Mission Statement:
These forces are spread all across the world of Remnant, (save Vacuo where only small groups exist) defending Faunus settlement, orchestrating miner rebellions, hiding within the ghettos and waging war from their camps in the wilds or the shadows and alleyways.
The White Fang fuel themselves with their own discovered Dust veins, resources stolen from the SDC and other exploitative groups, companies or Governments; as well as the aid of their civilian populations with matters such as food and water.
It is Sienna’s view that the White Fang are a cheque upon the humans that would seek to oppress them. A threatening reminder and protective force of reprisal that bring judgement down upon those whom deserve it and whose presence would make people of less power but still possessing of malice against the Faunus, fear the consequences of indulging in their hatred.
She feels it is the duty of the White Fang to defend and uplift the Faunus, hence her work in protecting independent Faunus communities and orchestrating the CCT Support Tower Pirate Network operation and more.
Should humanity try to push the Faunus down, Sienna Khan and her White Fang will stand between the oppressors and their people to push them right back.

RWBY: The Rise of Sienna Khan (Headcanon)
This catalogs the White Fang during their time as a diplomatic organization and their evolution into a para-military force under the leadership of Sienna Khan, as well as the details of what brought about these changes.
After the Faunus Rights Revolution came to a close and the White Fang was formed, those who had distinguished themselves were offered new ranks and roles in the fledgling order.
Some, like Kali Belladonna, exhausted from combat and high level politics, turned the offers down to rest and recover falling into less charged supportive roles.
Others, such as Sienna and Ghira, took to their roles with passion.
The first High Leader of the White Fang (Unnamed) was an elder and a Holy One, revered for their knowledge of ancient Faunus culture and wise council during the revolution. The elder had been integral in negotiating a ceasefire and being popular and respected on most sides was a natural choice as leader.
They chose Ghira to be one of their diplomatic seconds, while asking Sienna to be the new head of the White Fang’s security, a position she accepted gratefully.
Over the course of the next few years Sienna spent her time training and organizing the White Fang’s security forces. Even going so far as to create a hidden class of ‘watchers’, Faunus who could escape notice or pass for human who disguised themselves and kept watch on the streets to report back suspicious activity or jump in to protect isolated Faunus under attack.
She also began more casual self defense programs, feeling no Faunus should be unable to defend themselves. While not popular with some of the more peaceful members, the voluntary nature of the program allowed it to continue.
It was not many years before the White Fang's leader stepped down however, promoting Ghira as their replacement. (The current High Leader was aging and tired of politicking) There was a brief election but no real challenger stepped up.
Thing continued along there well known path for several years, in that time, one Blake Belladonna was born, Ilia would find herself orphaned and taken into the White Fang and Adam Taurus would catch several security force members eyes for his talent in combat.
However, threats were everywhere.
Three overt threats stood in the way of the White Fang’s mission and Faunus equality.
1. Indifference. With each year that passed, the number of politicians, councilor, new programs ETC that bothered to meet with the White Fang, let alone offer funding, vanished to the point of near non existence. Leaving the organization dependent on grass roots fund raising. The media narrative quickly stopped viewing the White Fang as a diplomatic organization and instead as 'rabble-rousers’ just one of many groups of Faunus that could be dismissed as a 'noise makers’ and 'thugs’.
2. Human supremacy groups. Where most humans were content to ignore Faunus or passively benefit from their disenfranchisement, for these groups that was not enough. They loathed how the last war turned out, hated that Faunus walked “their” streets and worked 'their" jobs in “Their” kingdoms, (The irony that Faunus built said Kingdoms was lost on them) These groups were organized thanks to the CCT, often had friends in the police, militia and hunting communities often proving extremely violent.
3. The SDC and other large companies found ways around the Faunus’s 'on paper’ legal equality. Utilizing faulty contracts, biased work assignments (Sending Faunus to poorly equipped and dangerous mines) and going so far as to create debt programs where they made basic supplies at their mines so expensive the workers would either starve of go into debt just to stay alive and be forced to work unfair hours just to break even. (They often needed to do this slowly to avoid immediate emotional backlash luring in the Grimm, but once instituted the exhaustion would stop any overly large masses of Grimm from affecting the mines,)
As mine accidents, tales of families torn apart and abuse revelations spread through the kingdoms the White Fang pushed for recognition and aid, but were ignored.
Many police and hunter abused their power and struck down innocent Faunus, but when the White Fang asked for justice, they were ignored.
When Human Supremacy organization burnt stores and attacked Faunus, Faunus were blamed or the humans found innocent of all wrong doing.
Calls for unity, respect and common decency made in passionate speeches and chanted in streets were never broadcast or met by tear gas and riot police. Faunus defending themselves and others were blamed for starting the conflicts by the media
Into this, the previous High Leader stepped in and with their carefully cultivated connections began to arrange for some improvements. However, their life was threatened by human supremacy groups.
Sienna Khan asked, nay pleaded, to allow her to assign a full escort to ensure their safety, but she was argued down.
“Show you expect the worst and that is what people will often give you. But show hope and openness and you may just be surprised” the former leader and Ghira argued.
Sienna held the opposite view. Feeling preparing for the worst would better let one meet it and cow those who would be too fearful to act should they know they would be met by resistance.
However she was only able to assigned a small group of Watchers to the former High Leader.
Within a week, Human Supremacy members, in hand with 'rogue’ police, raided their house and killed the retired High Leader. The Watchers too few and reinforcements too far to act.
Grief, gripped the White Fang and Faunus communities. The scene of Kali, Ghira and Sienna standing in the former High Leaders room, before their body were burnt into people’s memories; the sobs and growls that filled the house forever burned into the memory of every Faunus present. As was the horrendous abuse their former High Leader had suffered in death.
Despite evidence and Gira’s demands, the police showed little interest in investigating (Sienna did not even bother asking, merely having a human passing Faunus bail her watchers out of prison). The former High Leaders allies, disappeared like puffs of smoke.
Upon returning to base, tensions were high and the grief was thick. Arguments and accusations flew before exhaustion and grim acceptance claimed even the leadership.
It was time for change.
Without warning, Sienna Khan declared a challenge before Ghira and the White Fang’s core membership as others gathered for mourning or guidance.
The humans have met the Faunus with fire and hatred since the dawn of time and have only ever listened to reason when it was accompanied by force. A noble advocate for peace and friendship was butchered in their own home, how long before they are all next? How long must their kin toil in the mines with none to offer them salvation? Because morality alone will not make the humans listen. How long must the Faunus live in fear?
Sienna Khan declared no more.
She promised not to just speak for their people but to fight for them as well. To meet those who would take their lives, their homes and their freedom with fangs and claws bared and to those with the strength and will to do so, she asked them to stand with her. Those without, she asked they stand behind her, so she might shield them and be buoyed by their support.
Ghira accepted the challenge and lost by an over 65 percent margin. After a respectful exchange of rank and power, Sienna Khan delivered a brief speech, before declaring the time for words had truly passed.
It was time to get to work.
Watchers were posted, security teams and volunteers organized and on that very night they struck at the heart of a large interconnected meeting of human supremacy organization.
The humans celebrated the death of the High Leader and plotted next the death of other high ranking White Fang, whether for their rank, Ghira, power, Sienna, or seeming vulnerability, Kali. All with the intent of beginning a new Faunus war.
They got the battle they were seeking.
The power was cut and only the Scrolls connecting the other meeting members in the crammed stdio apartment shone.
Then, a new light glowed, a furious, churning red as Sienna revealed herself and struck, followed by her soldiers.
The battle was over within minutes, and to those watching, she had but one message: Human kind had not listened to reason, so they would know fear.
What followed was at first treated like a gang war, then riots, then a burgeoning revolution.
Stores that served as human supremacy bases or supporters or that denied Faunus were burnt. High ranking Human Supremacy members found themselves cut down and even the mighty SDC was not safe as mine overseers and those that oversaw the deaths of debt slavery of thousands of Faunus were found dead.
Sienna was careful though, she had accrued this information over years of long work as a byproduct of her duties as head of security. When she and her forces struck it was quickly efficiently and always on specific targets, with their motives and reasons laid out clearly when needed to minimize collateral damage to civilians and to avoid undermining their cause.
As the violence rose, Ghira and Kali Belladonna returned to Menagerie but left their daughter who refused to join them under Sienna Khan’s aegis.
Then, before a true war could break out, the White Fang scattered, went to ground and snuck out of the kingdoms, coming to recollect at Fort Castle.
From this fort, mine liberation were organized, supply trains raided and their underground units within the kingdoms funneled their soldiers back in and new recruits joined in earnest, while Sienna Khan reached out to Faunus communities deep in the wilds to offer the White Fang’s aid.
The Shadow War of the White Fang had begun.

RWBY: Faunus Rights Post Great War (Headcanon)
The Great War ended 80 years before Volume 1.
Prior to its conclusions I believe it was established that Mistral and Atlas used slaves (Given historical bigotry likely Faunus slaves exclusively or disproportionately) while Vale did not. Though we have no idea about the legal rights of Faunus during this period but given the modern period, they were almost certain second class citizens at best.
After the Great War the four kingdoms and their people were so traumatized and exhausted that they were desperate to avoid another such war breaking out.
At the same time, the Faunus were ‘granted’ their rights by those who had first revoked those same rights. The Faunus were also granted Menagerie, a two thirds desert islands far away from the other kingdoms t do with as they pleased that was also named after a location to hold animals.
(Additionally, given its location and distance it is likely cut off from most trade routes and the CCT)
Suffice to say, tensions simmered for awhile but it wasn’t until fifty years passed when humanity backslid very heavily and decided forcing all the Faunus onto Menagerie would be a great idea.
Which nations most outwardly supported these plans is unclear, however Mistral having once owned Menagerie is a likely suspect. Whatever the case, in Oobleck’s lecture, no reference was made to any kingdom siding with the Faunus or the King of Vale’s presence. This implies any aid rendered was likely passive disobedience, such as Vacuo not actively aiding the other kingdoms but doing little against the Faunus.
(Given their weak government any influence they have is likely minimal regardless which could also explain it if that were the case.)
Thus began the Faunus Rights Revolution
Given what Blake said about the war and the current state of Faunus Rights it is likely that the ‘equal rights’ the Faunus were promised after the Great War either fell through quickly or were never followed through on in the first place. Thus, it was likely likely just the ending of legalized slavery.
We know the Faunus won the war and the White Fang was formed, seemingly with the blessings of both factions, to act as diplomats for the Faunus and the Faunus’s legal rights were properly confirmed. However, as we have seen from the SDC exploitation, to the signs barring entry that were common enough to be targets for the White Fang five y ears before canon, there is still a double standard at play. We do not know how the Faunus won, or how close or intense the war was, but it seems they avoided and or could not destroy the governments, or force them to submit after overwhelming them.
With that in mind, my general thinking is they were winning and or holding firm enough that humanity began to fear they would lose and or be wiped out by the Grimm and so gave up, managing to retain their pre-existing power structures but having to sit down with the Faunus, give up their plans and help create the White Fang.
But humanity still found ways to perpetuate their bigotry.
I imagine things like the ‘no Faunus’ signs being a symbol of either the laws still not really being equal, or justified with some sort of of “Free expression” clause.
Equal laws on paper doesn’t mean the primarily human police will enforce them or that the academies wont fail Faunus applicants regardless of their credentials, same for the militias or Atlas military. Let alone the generational after effects of hundreds if not thousands of years of slavery, cultural destruction and attempted genocide that would set back Faunus trying to make successful lives for themselves in the human dominated power structures.
Faunus could not longer be enslaved, but companies like the SDC could still trick them into debt and force them to work unpaid, unfair hours in horrible conditions. Or simply not deal with any consequences for paying Faunus less to work in more dangerous areas, at worst facing a slap on the wrist.
All the while the government and justice system, such as the courts, ignore it, the media ignore and or disavow Faunus such as the White Fang who speak out via protests. It probably took a few years to shift the narrative as they did, but steadily they robbed the White Fang and other such groups of legitimacy and many humans already hated them (Faunus in general and especially the White Fang) and blamed them for the Faunus Rights Revolution (Based on the manga)
Thus, they did win and did get equal rights, but the corrupt governments and bigoted people weren’t actually broken down and rebuilt and so they just had to get a bit sneakier about it.

The Train Mission (Headcanon)
Adam has been established as a self serving, manipulator and liar. This was shown even in the Black Trailer where Blake boarded the train with him under the impression they would not be committing an act of mass murder. In the manga it was further established they were just meant to be robbing the train to aid their allies in the underground.
With these factors in mind and when Sienna Khan’s pragmatic attitude is taken into account I reach this conclusion.
Sienna Khan ordered Blake and Adam to raid the train, steal the Dust and leave.
Adam decided to go behind her back, using his distance from her and resources to acquire the charges he mentioned to Blake so he could kill everyone on the train.
He did not inform Blake of these plans ahead of time and tried to play them off as orders rather than his own blood-lust and rebelliousness.
Chances are if that had gone as planned, Blake would have attributed the massacre to Sienna. While Adam, using his rank, would have been able to speak with the High Leader alone to concoct some excuse as to why the train exploded, such as blaming SDC work & Safety Practices or the Spider Bot.
Costing civilians lives, his partners morality and the White Fang useful resources while leaving people enraged at them for such a senseless display.

Faunus Rights Revolution (Poster)
This poster was made in Photoshop (I’m a novice) and was inspired by WW2 era posters using this guide.
I love the idea of a Faunus Rights Revolution film, particularly with this cast in their youth to young adult years.
